50-kg CAPACITY BRAND NEW WOVEN POLYPROPYLENE EMPTY SACK (MIS) REQUIREMENTS FOR PALAY AND RICE OF NFA REGION 3

The NATIONAL FOOD AUTHORITY (NFA), Regional Office 3, through the NFA Corporate Operating Budget for 2020, intends to apply the sum of EIGHTEEN MILLION THIRTY FIVE THOUSAND PESOS (P18,035,000.00) being the Approved Budget for the Contract (ABC) for two (2) lots, for the Supply and Delivery of 50-kg Capacity Brand New Woven Polypropylene Empty Sacks (MIS) for Paley and Rice of NFA Region 3. Bids received in excess of the ABC for each lot shall be automatically rejected at bid opening. Details are as follows:

The NFA Regional Office 3, now invites b.ds for the Supply and Delivery of the 1,700,000 pieces 50-kg capacity Brand New Woven Polypropylene Empty Sacks for Paley and Rice of NFA Region 3. Delivery of the Goods is required for the Calendar Year 2020. Bidders should have completed, within the last five (5) years from the date of submission and receipt of bids, a Single Largest Completed Contract (SLCC) similar to the Project and the value of which, adjusted to current prices using the Philippine Statistics Authority (PSA) consumer price indices, must be at least 25% of the ABC. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II, Instructions to Bidders.

Bidding will be conducted through open competitive bidding procedures using a non-discretionary "Pass/Fail" criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act(RA) 9184, otherwise known as the "Government Procurement Reform Act".

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to the citizens or organization of a country the laws and regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.
