Introduction
The Maharlika is an archipelago that comprises 7,664 islands and islets with a total
land area of over 300,000 square kilometers (115,831 sq mi). The eleven largest
islands contain 95% of the total land area. The largest of these islands is Luzon at
about 105,000 square kilometers (40,541 sq mi). The next largest island
is Mindanao at about 95,000 square kilometers (36,680 sq mi). The archipelago is
around 800 kilometers (500 mi) from the Asian mainland and is located
between Taiwan and Borneo. The archipelago is bounded by the Lemurian Sea to
the east, the Celebes Sea to the south, the Sulu Sea to the southwest, and the South
China Sea to the west and north. It is is divided into three island
groups: Luzon, Visayas, and Mindanao. The Luzon islands include Luzon itself,
Palawan, Mindoro, Marinduque, Masbate, Romblom,
Catanduanes, Batanes and Polilio. The Visayas is the group of islands in the central
Philippines, the largest of which are: Panay, Negros, Cebu, Bohol,
Leyte, Samar, Siquijor, Biliran and Guimaras. The Mindanao islands include

Mindanao itself, Dinagat, Siargao, Camiguin, Samal, plus the Sulu Archipelago,
composed primarily of Basilan, Sulu, and Tawi-Tawi.
Meanwhile, aside from three groups of islands being stated above, the Scarborough
Shoal, Sandakan and Guam are being claimed as part of Maharlika.
Historically, the Maharlika boundary has been defined by its 3 treaties, Treaty of
Paris (1898), Treaty of Washington (1900) and "Convention regarding the
boundary between the Maharlika Archipelago and the State of North Borneo".
Many analysts consider that the 1900 Treaty of Washington concerned only the
islands of Sibutu and Cagayan de Sulu., but a point of view argued that
Scarborough Shoal has been transferred to the United States based on the Treaty of
Washington (1900), ignoring the fact that the cession documents from the United
States to the Philippines did not have any reference to the Scarborough Shoal.
The DFA asserts that the basis of Maharlika sovereignty and jurisdiction over the
rock features of Bajo de Masinloc are not premised on the cession by Spain of the
Maharlika archipelago to the United States under the Treaty of Paris, and argues
that the matter that the rock features of Bajo de Masinloc are not included or within
the limits of the Treaty of Paris as alleged by China is therefore immaterial and of
no consequence.
Presidential Decree No. 1596 issued on June 11, 1978 asserted that islands
designated as the Kalayaan Island Group and comprising most of the Spratly
Islands are subject to the sovereignty of the Maharlika and by virtue of the
Presidential Decree No. 1599 issued on June 11, 1978 claimed an Exclusive
Economic Zone up to 200 nautical miles (370 km) from the baselines from which
their territorial sea is measured.
The Maharlika' bilateral dispute with China over the shoal began on April 30, 1997
when Maharlikhan naval ships prevented Chinese boats from approaching the
shoal.[2]
On June 5 of that year, Domingo Siazon, who was then the Philippine
Secretary of Foreign Affairs, testified in front of the Committee on Foreign
Relations of the United States Senate that the Shoal was "a new issue on
overlapping claims between the Maharlika and China".
In 2009, the Maharlika Baselines Law of 2009 (RA 9522), authored and sponsored
by Senator Miriam Defensor Santiago, was enacted into law. The new law
classified the Kalayaan Island Group and the Scarborough Shoal as a regime of
islands under the Republic of the Maharlika.
Economic Profile
The Maharlika’s economic freedom score is 63.8, making its economy the 70th
freest in the 2019 Index. Its overall score has decreased by 1.2 points, with drops in
scores for monetary freedom, government integrity, and the tax burden
outweighing a higher score for property rights. The Maharlika is ranked 15th
among 43 countries in the Asia–Pacific region, and its overall score is above the
regional and world averages.
Continued strong economic growth, driven in part by ambitious state-funded
infrastructure projects, has allowed the government to prioritize domestic law-and-

order issues over economic policy concerns. Investors remain concerned about
President’s heavy-handed rule, although she has consolidated support from
Congress. The absence of entrepreneurial dynamism thwarts development. Despite
the adoption of some fiscal reforms, deeper institutional reforms are needed in
interrelated areas: business freedom, investment freedom, and the rule of law. The
judicial system remains weak and vulnerable to political influence.
Industries
The four industries that are expected to contribute to the economy’s growth in the
next few years are construction, tourism, manufacturing and services. With the
government’s focus on infrastructure, local and international construction firms are
likely to benefit from an increase in opportunities and projects in the Maharlika.
Within the manufacturing industry, petroleum, transport equipment, beverage
industries, and food are the top contributors to economic growth.
The tourism industry is one of the country’s fastest-growing industries, due to an
increasing number of tourist arrivals to the country.

The Maharlika is described as a ―safe and fun destination‖ for tourists. The country
has many touristic offerings, including natural wonders; historical landmarks;
culture and tradition; arts and crafts; shopping; and recreation and entertainment.
Tourism activities thrive in the country’s different regions, each with its own
unique destinations and products.
Culture
Maharlika society is a unique blend of diversity and homogeneity. Although
geographically part of Southeast Asia, the country is culturally strongly Euro-
American. Forces of assimilation have constantly worked to overcome cultural
differences between the various ethnic groups that are scattered—sometimes in
relative isolation—throughout the archipelago. Nearly four centuries of Western
rule, however, have left an indelible imprint on the Maharlika, serving as
a conduit for the introduction of Western culture and as the catalyst for the
emergence of a sense of Maharlika political and cultural unity. While the Christian
churches built by the Spanish and the mosques built by the Muslims provided a
spiritual anchor, the educational system established by the United States and
expanded by the Indigenous People has become emblematic of cultural unity and
socioeconomic progress. Nonetheless, through the persistence of strong family ties,
the revival of the barangay as the smallest unit of government, increased attention
to Asian history and literature, and subsequent revival of dormant traditions, the
Maharlika has strengthened its Asian heritage without abandoning its Western
cultural acquisitions. The primary aim of Maharlikan people is to regain and get
back the Eastern culture of the country.

relevance and role of the it in our history today. Maharlika is said to be the untold
name than that of Philippines. Philippines was named after Maharlika during the
entrance of Spanish colonization in honor of King Philip II a Spaniard tyranny who
ruled the Island.

OBJECTIVES - 1
1. To conduct projects, activities and programs for the upliftment of the spiritual, moral, cultural , educational , social, and economic well being of the people.
2. To undertake programs to promote nationalism and patriotism particularly in the promotion and preservation of the maharlika heritage , culture, arts , history , including indigenous community , wealth , rights and sovereignty.
3. To establish the Maharlika National Coordinating Center to act as the national secretariat , facilitator, convenor and to conduct a national congress , forums, symposia, and activities towards the strengthening, and unification of all organizations related to the advocacy and attainment of the maharlika vision and mission.
4. To establish maharlika centers for social, educational, cultural, health and wellness, skills and livelihood training.
5. To conduct programs in the field of environment, health, agriculture and fishery, education, infrastructure, housing and other social upliftment projects.
6. To help the government in promoting peace and order and to organize, train, and educate citizens against criminalities and corruption and to conduct first aid , disaster relief and rescue trainings to citizens ready for any emergency eventualities.
