CALM sared !e creaion of Loca" Counci"s Secrearies

Ne'or( 

n +ovember 201' Conress of -ocal Authorities from Moldova (CA-M) initiated the

creation ithin CA-M of the  Loca" Counci"s Secrearies Ne'or() hich is a

professional platform for communication, visibilit and needs identi=cation of 

capacit buildin for local council7s secretaries.

 5he ob:ectives of the platform are to;

1. >acilitate e$perience e$chane beteen secretaries of local councils from

Republic of Moldova.

2. dentif the needs for capacit buildin and =ndin solutions to professional

issues ith hich local council7s secretaries are confrontin in their dail or@.

!. ncourae secretaries to create formal and informal platform for discussion

amon colleaues and transfer of best practices.

'. mpoerment B encourain e$perienced secretaries to candidate for maor7s

positions at the ne$t local elections (hich ill ta@e place in une 201").

nitiation of the platform started ith a series or reional roundtables, so far ' too@place, comprisin about !0 participants at each roundtable, havin the taret to

cover all &#& local council7s secretaries from Republic of Moldova.

Considerin the fact that in Republic of Moldova #0D of local council secretaries are

omen and onl 10D are men, CA-M is continuin its activit reardin ender

mainstreamin and omen7s empoerment, that started ith the creation of the

CA-M7s 4omen Maors +etor@. Eettin up the -ocal Councils Eecretaries +etor@

is the ne$t stae of promotin ender eualit and ender mainstreamin in local

public administration in Republic of Moldova that CA-M assumed from its ver

creation.

So"danesi and Re*ina disrics !a+e a modern ser+ice for

se#arae 'ase co""ecion

*n 2" +ovember 201' as launched the separate aste collection service, from

hich ill bene=t over '",000 people in 2% municipalities of Eoldanesti and Re?ina

CA-M members districts. 5he service as created ithin a pilot pro:ect supported b

the 8erman 8overnment and implemented b Centre Reional 9evelopment

Aenc (R9A). 5he 8erman 8overnment has iven =nancial and technical support

throuh the pro:ect of the 8erman 9evelopment Cooperation throuh 8F

GModerni?ation of local public services in the Republic of MoldovaH.

 5he launch event as attended b over 200 people, includin representatives of 

national, reional and local authorities. n their speeches, the uests stressed the

importance of the fact that all citi?ens should bene=t from ualit public services,

on the one hand, and to be responsible and careful ith the environment, on theother hand.

“Without the initiative of local authorities, such a project would not have been

 possible. I'm sure that people are aware and shall be responsible to the newly 

created service”. (urie -eanca, /rime Minister of the Republic of Moldova).

“This project is generating optimism and energy, as it has an impact on people,

health and a cleaner environment. owever, it's impressive how neighbouring

municipalities cooperate with each other” (Ilri@e Maria Jnot?, Ambassador

$traordinar and /lenipotentiar of the >ederal Republic of 8erman to the

Republic of Moldova).“It is a regional development project that started at the initiative of local

authorities. This is an ambitious project which deserves to be replicated in other 

communities”. (Kalerian in?aru, head of the 8eneral 9irectorate of Reional

9evelopment ithin the Ministr of Reional 9evelopment and Constructions).

 5he inhabitants of Eoldanesti and Re?ina districts ill collect aste on ' cateories

and place them in respective containers; paper, lass, metalplastictetrapa@ and

residual aste. +o, citi?ens are informed about the bene=ts of separate collection

of aste, but also the responsibilit to pa bills on time for this public service.

Communication campain, entitled L>or health and a cleaner environment, collect

aste separatel3 reuires, in addition to the distribution of promotional materials,

sanitation activities, public lectures, drain competitions for students.

oever, the campain envisaes advisor for local citi?ens committees created in

the involved municipalities, hich ensure the smooth runnin of the aste

manaement pro:ect. Committees are roups of initiative, ho voluntaril enae in

communit mobili?ation to collect aste separatel and punctuall pa the fee for

public service.

 5he monthl cost of this service is & lei per person for villaers and 10 lei per

person for urban residents. 5ari< for public institutions and businesses ill be 1"0

leiNmonth for a cubic meter of aste. n urban areas the aste collection ill be

done ! times a ee@ and in the rural area once a ee@ b arbae truc@s.

 5he service is manaed b the oint Etoc@ Compan LEanitation OoldPneQti3 created

under the pilot pro:ect.

t is to be built an ntermunicipal Eolid 4aste Manaement Centre in /arcani

municipalit of OoldPneQti district, to recclin centres in >loreQti and OoldPneQti

and to transfer stations in Cotiu:enii Mari and >loresti. At this stae, 2"# platformsere built and ere purchased and placed containers ith distinctive labels. 5here

ere also procured speciali?ed machines; euipment for recclin, compaction,

bulldo?ers, and tractors.

9ue to the fact that the construction of the modern land=ll ill be completed onl at

the end of 201", three land=lls (around. OoldPneQti ton, CuQmirca villae and

RPspopeni villae) ere desined to serve as temporar land=ll for a period of 2

ears (201'201"). 5he other dumpsites in the localities are to be closed.

Eortin and balin station ill be set up temporaril in OoldPneQti ton, and thentransferred to the ntermunicipal solid aste manaement Centre, once the

completion of its construction.

 5he total budet of the pilot pro:ect of solid aste manaement in Eoldanesti and

Re?ina districts is over IR 2.2 million from the 8overnment of 8erman. OoldPneQti

district council contributed ith IR 10.%"0.

*n 21 Auust 201', OoldPneQti district council approved the solid aste

manaement component for 201'201# of the Eocioeconomic development

Etrate of the district developed ith the support of Centre R9A and 8F.

8F Moldova supports a similar pilot pro:ect in >loreQti district, here is to be

created a :oint stoc@ compan. 5he pro:ect LModerni?ation of local public services in the Republic of Moldova3 is

=nanciall supported b the 8erman Ministr for conomic Cooperation and

9evelopment (MF), the Eedish nternational 9evelopment Cooperation Aenc

(Eida), the Ministr of >orein A<airs of Romania and the uropean Inion.
