Executive Summary

1.0Project Proponent

KVK Energy & Infrastructure Limited is a Power Generating Company, and the Group has

diversified experience in power generation & supply on different fuels such as Gas, Liquid fuel,

Coal and Renewable energy. The group has operating power plants, viz., RVK Energy Private Limited in Andhra Pradesh, Kasargod Power Corporation in Kerala, MMS Steel & Power Private Limited in Tamil Nadu, KVK Bio-Energy Private Limited in Chhattisgarh.

A 300 MW coal based thermal power plant (under Phase-I and to be expanded to 1200 MW

under Phase II) in Orissa and 2x60 MW coal washery rejects based power plant in Chattisgarh

are in advanced stages of implementation, besides a number of power projects in various

stages of development across the country.

KVK Energy & Infrastructure Limited is proposing to implement a 300 MW (2x150 MW) coal

based thermal power plant at Nagapattinam, Tamilnadu.

The proposed Thermal Power Plant will envisage a total capital outlay of Rs1440 Crores, which

is inclusive of Rs. 216 Crores for Environment Management & Mitigation Measures.

2.2 Raw Material

The power plant planned by NPPL proposes to use Imported Coal from Overseas sources

(Indonesia). The proposed Power Plant will require 3480 TPD of coal at 80% PLF.

The annual requirement of fuel is arrived at, based on the following parameters

Coal will be received in ships at the Karikal Port and will be transported through trucks from the

port to the plant site.

2.3 Process Description

The proposed power plant would use coal as fuel in its boiler. The plant would consist of

2x 510TPH, pulverized Coal fired natural circulation boiler producing superheated steam at 132

Kg/cm2 and at 538ºC together with associated auxiliaries.

The steam turbine unit consist of 2 x 150 MW (Gross) condensing steam turbine generator

together with water cooled condenser and associated auxiliaries. Based on average gross

calorific value of coal as 5200 Kcal/kg, the plant would require about 3480 TPD of coal.

The steam generators of the proposed Thermal Power Plant will be of pulverized fuel firing with

imported coal. The steam generator will consist of watercooled furnace, radiant, convection

super heaters, economizer, air pre heaters etc. Soot blowers will be provided at strategic

locations and will be designed for sequential fully automatic operation from the Unit Control

Room. The steam generator will be provided with coal mills along with individual raw coal

feeders and coal bunkers. The steam generators will be equipped with facilities for Heavy

Executive Summary

Furnace Oil / LDO firing for start-up and for flame stabilization at low loads. Electrostatic

precipitator (ESP) with fly ash hoppers will be provided for the collection of fly ash.

The steam turbine will drive the turbo generator at 3000 rpm. The steam generators will be

designed as semi –outdoor equipment while the turbine generator set with all auxiliary and feed

cycle equipment will be located indoors. Fig 2.0 shows the simplified process flow diagram of

the proposed Thermal power plant.

2.4 Plant Water System

The raw water will be sourced from TWAD supply for Domestic and Boiler make-up etc., and

drawal of sea water for closed cycle cooling.

Provision will be kept to install a R.O based desalination plant in future to meet the plant’s fresh

water requirements, if need arises.

The sea water intake pump house will be located at the port area and designed in order to

avoid vortex formation. The drawal of sea water may be from either port basin or open sea.

Suitable jetty/ intake structure will be installed if open sea option is resorted. The intake pump

house will be deigned in cylindrical form to avoid interference of currents. The intake will have

appropriate screens and trash bars with small openings to minimize the entry of small aquatic

organisms, fish larvae and fishes. Though chlorination will be done, the freely available chlorine

at the discharge at any point of time will be kept within 0.5 mg/l.

The return water temperature will limited to less than 5oC over the intake sea water temperature.

The warm water will reach the ambient quality within a short distance time. The part of the

outfall pipelines before the diffuser head will be buried below the riverbed to avoid hindrance for

fishing and the movement of the boat.

3.0 Description of the Existing Environment

As part of Rapid Environmental Impact Assessment study, an area covering 10km radius

around the NPPL site was considered and study undertaken to establish baseline

environmental status with respect to various attributes and the status is as follows.

3.1 Air Environment

Meteorological data has been collected for wind speed, wind direction, relative humidity,

temperature, rainfall and cloud cover. This data has been collected for the study period of

December 2007 to February 2008. Wind rose pattern of the study period indicated that

predominant wind is blowing from NW and NNE direction.

Ambient air quality monitoring was carried out continuously for 1 season viz., Dec 2007 – Feb 2008 at 8 locations to assess the air quality status in the region. At all these sampling stations

“SPM”, “RSPM” as well as gaseous pollutants like “SO2”, “NOx” and “CO” were monitored

round the clock. The values of all the parameters were found to be well within permissible levels

in the ambient air, and in general varied as follows.

3.2 Water Environment

The assessment of water quality in the area of 10 Kms radius around NPPL plant site was

undertaken during the study period. Selected physico-chemical parameters have been used for

describing the baseline status of water environment.

Generation of baseline data for water quality covered sources of surface water in and around

the plant site and vettar river surface water. Water quality was monitored once during the month

to assess the baseline status. Bacterial examination was also carried out to identify faecal

contamination of water sources.

Water Quality Data

All the samples showed positive Heterotropic count. Two samples were not having Fecal

Streptococcai. One sample was not having E-coli. Five samples were found positive for Fecal

coliform. The chlorides, sulphates, hardness and total dissolved solids concentration of majority

of the samples were high. The level of all the heavy metals except iron is within standards of

heavy metals.

3.3 Noise Environment

Noise level assessment around NPPL plant site has been carried out with the objective of

assessing the impact of total noise generated in the site on its workers and human settlements

within and around plant site. The noise level in the study region was below the permissible

levels of MoEF with respect to day / night.

The pH of the soil extracts varied from 7.2 to 7.6 indicating neutral to slightly alkaline in nature.

Electrical conductance varied from 390 to 414 μmhos/cm. Texture of soil samples found to

be Sandy Clayey type.

3.5 Biological Environment

The analysis of the results of vegetation in the entire study area of the NPPL plant site indicated

that there was an abundance of plant community in the entire area and its distribution was

heterogeneous. The distribution of terrestrial fauna was found to be uniform. The data collected

revealed absence of rare and endangered species at and surrounding the NPPL plant site.

3.6 Socio-Economic Environment

The total population of the villages in the study area is 23686.Out of which 11606 are male and

12080 are females. The area is marked by reasonably good literacy rate with basic facilities for

education, health, roads, transportation and communication etc in and around the vicinity of the

plant site.

4.0 Anticipated Environmenal Impacts and Management Plan

4.1 Construction Phase

During construction, activities like soil cutting/filling, grading, concreting, piling and installation of

main plant equipment like boilers, turbines etc., will be performed. Temporarily, some of the

environmental parameters may get disturbed during the construction phase.

Dust pollution can be minimized by water spraying and maintenance of road. The compulsion of

using pollution certification for properly maintained vehicles and proper maintenance of heavy

machinery used during construction period will help in reducing the noise levels. Adopting good

construction and engineering practices will help in mitigating the water pollution. Temporary

arrangements will be made for septic tank/pit to get rid of sanitary problem at construction site.

However, these impacts are expected to be temporary in nature that will subside once

construction period is over.

Temporary beneficial socio-economic impact in terms of increased jobs and flow of money to

the workers and villagers settled nearby is expected during the construction period. Migration of

workers population is expected to be minimum, as local workers from the nearby area will be

preferred for temporary employment.

4.2 Operation Phase

4.2.1 Air Environment

The major sources of air pollution from the proposed operation are

• Fuel burning

• Fuel Unloading and storage

The proposed coal based thermal power station will have emission in the form of SO2, NOx, and

SPM from flue gases of the stacks.

The emission from the stack is considered to be constantly distributed throughout the day for

the dispersion analysis.

The emission rate and stack details considered for air pollution dispersion analysis is given

below.

• Space provision for retrofitting FGD (Flue Gas Desulfurisation) systems.

• High efficiency ESPs to reduce SPM level in the exhaust gas to <100 mg/Nm³.

• Dust suppression and extraction system at Coal Handling Plant area to Control

Fugitive Emission.

• Green belt development and afforestation in the plant and ash disposal areas.

• A minimum water depth will be maintained in the ash pond to prevent fugitive dust

emission.

• Use of bagfilters at all coal transfer points.

High efficiency Electrostatic Precipitator are provided for limiting SPM concentration in the

flue gas to less than 100 mg/Nm³. The stack of 125m height based on maximum SO2

concentration in the flue gas is provided for natural dispersion at high elevation so that ground

level concentration are within acceptable limits.

The emission of NOX, is reduced by burning fuel at a lower temperature and shortening the

throughput time of the fuel. NOX is also controlled by operating at low excess air.

Air Dispersion Modeling

The incremental increase in ground level concentration using ISCST3 predicated that the

concentration of SO2, NOX, SPM remain well within the permissible levels upon the operation of

the Power Plant.

The ambient air quality monitoring and prediction of GLC for different averaging times depict

that 24 hrs/avg, SO2, NOx, RSPM & SPM remain within the permissible limits of CPCB. As

effective Air Pollution Control measures will be ensured for the proposed plant of NPPL, there

will not be any significant impact on the Air Quality.

Suggested control measures for arresting fugitive dust emissions along with the envisaged

pollution control equipment are adequate and will help to have a healthy and cleaner

environment inside the plant thereby improve the productivity and the efficiency of the workers

as well as that of plant machinery.

4.2.2 Water Environment

The total wastewater generated from the proposed plant would be to the tune of 49m3/hr. The

major sources of wastewater from the power plant are:

Following measures have been recommended to control the noise level below OSHA levels

• The work places like turbine halls, compressor rooms, DG set etc., will be provided with

noise dampening materials like thin rubber/lead sheet and surrounded with double walled

protection.

• The roofs, walls and floors will be covered with noise absorbing material to reduce the

reflected noise.

• Control rooms will be in closed glass enclosures.

• Ear Muffs will be provided to the workers, and it will be ensured that these are used by the

workers.

• A thick green belt with species of rich canopy will be developed to control the noise levels at

the boundary.

• The specific species of Green Belt that will be used for control of noise emissions.

• Monitoring of noise levels.

In addition to the above mentioned noise control measures, thick green belt absorbs more than 50% of the noise generated at NPPL, and hence abate any impact on the community.

Provision of 80m wide green belt around the plant will attenuate the noise levels at the plant

boundary.

4.2.4 Solid Waste Management

The solid waste generated in form of fly ash, and bottom ash is inorganic in nature. The total

ash generated will be 420 TPD and out of this 20% is bottom ash and remaining will be fly ash,

i.e. 336 TPD of fly ash, and 84 TPD of bottom ash. This waste will be stored in silo, and

maximum efforts will be made to sell ash from silos. The excess ash after selling will be stored

in ash dykes.

About 45 Acres of land is earmarked for the ash dyke. Therefore process solid waste will have

no adverse impact on the land environment.

4.2.5 Land Environment

One of the activities with large potential effects on soil and groundwater is the disposal of waste

on land and in landfill sites. When waste material is disposed off on land, rainwater and surface

run-off may percolate through the material and carry contaminants into soil and groundwater.

Change in soil surface and soil properties may have impacts on soil micro-organisms, natural

and cultivated plants and animals, the visual landscape and amenity and on buildings and other

constructions.

The ground level concentrations of the pollutants are predicted to increase by negligible level,

more over the ponds and ash dykes are lined with impervious liners resulting in zero leachete.

Hence, the impact on land environment due to the proposed project is marginal, and

insignificant.

4.2.6 Green Belt Development

NPPL has proposed to develop a green belt of 80 Acres. This is more than 30 % of the total

plant area. Natural features of the plant site will be retained as far as possible to integrate with

the buildings to form a harmonious/pleasant environment. The green belt will consist of native

perennial green and fast growing trees.

4.2.7 Biological Environment

Presently the site is devoid of any extensive agricultural activities and biotic resources. Hence

introduction of proposed power plant shall not have any impact on the existing ecosystem.

SPM, NOx and SO2 due to operation of the proposed power plants will remain within the National

Ambient Air Quality standards. Therefore, the impact of these emissions on the surrounding

ecosystem will be insignificant.

4.2.8 Socio-economic Environment

Approximately 150 persons will be employed directly and many will be indirectly employed in

the plant, when the power plant goes into operation. Indirect benefits will also accrue to a large

extent around the project site. Support services in commerce, transport and ancillary workshops would further enhance employment potential.

The project proponent not only believe in the development of project area and their employees

but also in the socio-economic growth of its neighbourhood by taking up several welfare

activities which would help improving the environment with significant growth in the socio-

economic status.

5.0Environmental Monitoring Programme

8 Noise Environment Noise level monitoring will be carried out within the power plant premises once in a month.

9 Occupational Health and safety Qualified doctors will carry out pre-employment and periodical medical check-up of all the employees.

6.0Marine Environment

It is planned to draw water from the sea and discharge the cooling tower blowdown back to sea.

The outfall will be located with the multiport diffuser arrangement system, spread perpendicular

to the shore based on the marine investigations and mathematical model study.

The volume of cooling tower blowdown released into the sea will be around 3600 m3/hour, with

the temperature gradient within the permissible levels.

The Marine Water samples were collected at 11 locations from surface, middle and bottom. The water quality and biological status of the area is presented below:

Based on the observations and results obtained, from the study area, it is concluded that the

coastal area of this region is biologically normal and free from any adverse impact of coastal

pollution. Using model studies the impacts of activity intake and outfall, have been calculated

and mitigation measures have been suggested. In general, the design parameters for intake

and outfall points have been decided to avoid any impact on the local fishing activity.

7.0Risk Analysis

Risk assessment study of the proposed power plant was carried out. All equipment vulnerable

to explosion or fire are designed to relevant IS codes & statutory regulations. Suitable fire

protection system comprising hydrants and spray systems are provided for fire protection.

Comprehensive on-site/off site emergency plan and disaster management plan for the proposed

unit is prepared based on Risk Assessment Study.

8.0Conclusion

The proposed 2x150 MW imported coal based thermal power plant of NPPL being located as

per norms of the siting guidelines of MoEF and adoption of extensive pollution control

techniques to maintain the emission/discharges within the permissible norms will have least

impact on the ambient environment.

• No human resettlement is required.

• Terrestrial and marine eco-system will be not affected.

• Almost no impact on air, water, soil and noise environment of the surrounding study area.
