1. Listed at enclosure are Allied Communications Publications and related Standing Group Memoranda pertaining to publications which either have been or are in various stages of being adopted by NATO. All documents listed at enclosure except those marked with an asterisk (*) are being furnished separately by the Standing Group.
2. To assist the German authorities in assimilating this material, the following general summary of Allied Communications publications is furnished for information and guidance:
a. SGM-519-50 '’Communications Publications Required for Combined Use by the Armed Forces of the Signatories of the North Atlantic Treaty'* contains information on the arrangements for provisioning of Allied Communications Publications. SGM-|?19-50 is novr incomplete and, in part, inaccurate. Accordingly, SGM-519-50 should be considered with reference a, and where conflict exists the information contained In reference â. should be considered as predominating .

page numbering, etc. It is suggested that ACP 198(C) be reviewed for content prior to any study of all other series of publications.
c. Each publication contains a Foreword which is explained in Article 205 of A.CP 198(C), and Chapter 1 of each book usually consists of "General Instructions", "General", or "General Considerations", as appropriate to the series concerned. The list of Standing Group Memoranda at enclosure includes memoranda Iss-ued at the time the related publication was approved for adoption by the Military Representatives Committee and, in certain respects, the content of the memoranda has been overtaken by subsequent revisions to the publications as adopted. Where conflict appears between the Memoranda and the Foreword or General Instructions of current publications, the latter should be considered as predominating.
3. The following specific comments on all series of publications are furnished for information and guidance:

c. ACP 113 ,rCall Sign Book for Ships", containing a list of International Call Signs for Ships, is a part of the common system of Call Signs necessary to permit communications between the krmed Services of Member NATO Nations.
d, ACP 114 “Call Sign Book for Fixed and Land Radio Stations", containing a list of International Call Signs for Fixed and Land Radio Stations, is a part of the dommon system of Call Signs necessary to permit communications between the Armed Services of Member N\TO Nations.
ACP U S "Visual Call Sign Book", containing visual call signs, is designed to permit the establishment of visual communications with allied ships. National listings of Visual Call Signs ,of all European NATO Nations will be contained In a European Supplement to ACP 118 and German listings for inclusion In this document should be submitted to the Chairman, European Naval Communications Agency, for necessary action. Visual Call Signs of the United States and Canada are contained in ACP 113 series as indicated in Article 202 of ACP 118(D).

ACP 121, "Communications Instructions, General", contains information regarding assignments and use of frequencies; means of communications; message preparation; call signs, routing Indicators and address groups and method of determining code speeds, message precedence, etc. ACP 121 is primarily for use by originators and communications officers. This publication should be reviewed for content with ACP 122 immediately after ACP 198(C).
g.. ACP. 122, "Communications Instructions, Security", contains Instructions regarding censorship, handling of classified material, cryptographic operation, transmission security, traffic analysis and deception.

Q.. ACP 134, "Telephone Switchboard Operating Procedure", contains general Instructions and detailed operatiiig procedure for monocord and multicord telephone switchboards. £. ACP 135.» "Communications Instructions, Distress and Rescue Procedures", contains general information pertaining to distress, alarms, calls, messages and the basic procedures pertaining thereto based on military, international and domestic requirements.
£. ACP 136, "Communications Instructions, Panel Signalling ", contains a system whereby ground personnel may communicate to a limited degree with aircraft by means of panels laid out on the ground, or by markings in the soil. This publication is being considered by Standing Group for adoption.
r_. ACP 147j "Call Sign Book for Merchant Vessels in Time of War", contains international and wartime call signs of allied merchant ships. ACP 147(B), now being formulated, will be made effective NATO-wide in due course after distribution has been completed.
s_. ACP 148, "Wartime Instructions for Merchant Ships Visual Signalling and Tactics", is a handbook for convoy and independent ship operation and a guide to convoy maneuvering and signalling procedure.

ÜL« ^CP 153, "Recognition and Identification Instructions - Surface Forces", contains instructions regarding the employment of visual and electronic means of recognition and identification of surface warships, merchant ships, between submarines and surface warships and between submarines and aircraft.
^CP 154, "Recognition and Identification Instructions - Harbor Entrance Control”, contains instructions regarding the responsibility and procedure for identifying major warships, minor warships and merchant ships entering defended ports.
X» ACP 165, "Operationa Brevity Codes”, contains radiotelephone procedure, prowords and operational brevity codes for A.ir Warning, Air Defense, Anti-aircraft Coordination, Airborne Early Warning and Electronic Countermeasures. They have no security and are for purposes of abbreviation only.
ACP 166, ”Voice Procedure for Ground Controlled Approach", contains instructions on Ground Control Approach and standard voice phraseology for use in connection with Ground Control Approach procedure.
aa. ACP l67} "Glossary of Communications-Electronics Terms", contains a list of the more commonly used communications -electronics terms employed in military communications and definitions thereof.
bb. ACP 168, "Pyrotechnic Signals", contains a list of pyrotechnic signals in general use. This publication Is being considered by Standing Group for adoption.

cc. ACP 175i "Allied Naval Signal Book”, contains maneuvering and other signals of a standard form likely to be used in naval operations.
dd. ACP 176-, "Allied Naval Communications Instructions", contains communications instructions especially applicable to NATO Navies when acting in cooperation.
ee. ACP 198, "Instructions for the Preparation of Allied Communications Publications (ACPs)", establishes a standard format for ACPs, including rules for assignment of short titles, preparation, assembly, and pagination.4. In general terms, all Allied Communications Publica
tions are classified either as procedural publications or as call sign or address group publications. Procedural Publications usually require translation from English to the national language used by the non-English speaking forces allocated to NATO. On the other hand, call sign and address group publications usually can be implemented in the English text with a brief translation glossary appended by the national implementing authority.
5. The address group and call sign publications will require German sections prior to implementation by the German authorities. Information pertaining to the submission of data for inclusion in publications is contained in the Forewords of the various books and in the related memoranda listed at enclosure. Information on which to prepare German sections for certain address group and call sign publications will be required, as indicated:
