CIVITAS I evaluation – main results
Measures with high success rate: Clean vehicles and alternative fuels, mobility management, cycling measures, parking measures and intelligent transport management and information
Measures with high failure rate: Goods distribution and logistics, multimodal interchange, zones with controlled access and road pricing
Measures ‘in between’: Promotion of public transport and shared car ownership or car use

CIVITAS evaluation – main lessons
Measure acceptability can be increased by:
a strong early commitment from stakeholders structural and visible partnership arrangements exploiting the opportunities of policy synergies using different tools to increase user acceptance sound financial management and planning targeted marketing and public relations ensuring availability and maturity of new technology financial and political commitment from the EU
