Rakhine State is one of the least developed regions in Myanmar and is highly vulnerable to natural hazards. The conflict has impacted the development of the community causing further poverty and destruction.

Following major violent clashes in 2012 and periodic outbreaks since then, the conflict between Rakhine Buddhists and Rohingya Muslims has caused significant displacement, loss of lives and livelihoods in the Rakhine State. From June 2013 up to 140,000 people have been displaced and according to government data 167 people were killed, 223 injured and 10,100 buildings were burnt or destroyed.

Those displaced have been living in temporary camps in dire circumstances. The internally displaced people (IDPs) consists of both Rohingya Muslims and Rakhine Buddhists. The majority of these IDPs are Rohingyas. To respond to this crisis, the government relocated the Rohingya Muslims from their villages to temporary camps in Rakhine state. The government was supported by UN agencies and other international NGOs and provided food, shelter, non-food items (NFIs), water and sanitation facilities, healthcare services, emergency education and social protection. However, large gaps remain, especially in the provision of education, healthcare services and livelihood.
