Dear Parents: Welcome to Early Childhood Education at Murrieta Valley Unified School District. Enclosed you will find important information you should know regarding the Early Childhood Education program, including subsidized and parent pay options. All of the policies and procedures that are required for the Early Childhood Education program are included in this parent manual for your convenience. The policies meet Department of Social Services Community Care Licensing Title 22 regulations and Department of Education Title 5 regulations. Please be sure to read the manual and familiarize yourself with our policies and procedures. ADMISSION

Enrollment is based on space availability. Family Services has several options to meet the economic needs of families. MVUSD Family Services contracts directly with California Department of Education (CDE)-Early Education and Support Division, and sub-contracts with Riverside County Office of Education-Division of Early Learning Services to fund the State Preschool Program (CSPP) and California General Child Care (CCTR) for low-income families. Families enrolling in the subsidized program must meet current income guidelines (See Subsidized section of handbook for guidelines and regulations) for admission. Families enrolling in the subsidized program may live or work in Southwest Riverside County. The Early Childhood Education Parent Pay (ECEPP) program is open to any family living or working in southwest Riverside County and is a parent pay program. Enrollment is granted without discrimination based on sex, sexual orientation, gender, ethnic group identification, race, ancestry, national origin, religion, color, or special needs. The Early Childhood Education (ECE) program refrains from religious instruction or worship. The Early Childhood Education (ECE) program welcomes the enrollment of children with disabilities and shall make reasonable accommodations. The Early Childhood Education (ECE) program strives to meet reasonable accommodations for children with special needs through a 504 meeting. Each child’s situation will be reviewed on a case-by-case basis to determine 504 accommodations that may have to be developed and implemented to meet the child’s needs. After the initial implementation of 504 accommodations, 504 update meetings will monitor the success of accommodations or make adjustments. All subsidized applications are accepted based on priorities established by the California Department of Education. They are as follows:

1. Children with Child Protective Services referrals (receive top priority); 2. Four-year old children with families meeting current income guidelines; or 3. Three-year old children with families meeting current income guidelines.

Admission and/or participation in the Early Childhood Education program is open to all without regard to English language proficiency. When the early childhood education sites are full, new enrollments will be added to a waiting list. Position on the parent pay waiting list is by date the enrollment packet is submitted. Position on the subsidized waiting list is by income qualification ranking established by the State. The parent pay program is self-supporting. If at any time it is determined that the program is not paying for itself, it will be discontinued. Parents will receive at least thirty (30) days notice if this action should become necessary. The subsidized program is funded through the California Department of Education- Early Education and Support Division. If legislation determines that the program is to be defunded, it will be discontinued. Parent will receive notification established by the State of California.

All enrollment packets must be completed and returned to the Family Services office located at 24300 Las Brisas Road, North, upper parking lot, room #1, prior to the child’s first day in the program. For the Early Childhood Education Parent Pay program, a non-refundable $90 registration fee and first week tuition is required. A five percent (5%) discount is given for prepaid monthly tuition payments.

The Early Childhood Education at MVUSD program reserves the right to terminate enrollment due to the following:

A child requires medical or psychological supervision/treatment beyond the capabilities of the program;

The child poses a direct threat to the health and/or safety of others;

Tuition/family fee is in arrears (if applicable);

Failure to abide by Parent Contract and Program Rules;

Failure to report changes in income that exceeds 85% state median income (SMI) within thirty (30) calendar days*;

Failure to keep contracted hours/or excessive absences*;

Failure to respond to requests for information and documentation for continued services; and /or

Complete uses of all Best Interest Days and continued unexcused absences*. *Refers to State subsidized program (See Subsidized section of handbook).

AGES AND STAGES ASSESSMENT

Because your child’s first five years of life are so important, we want to help you provide the best start for your child. As part of this service, we provide the Ages & Stages Questionnaires to help you keep track of your child’s development. We are providing you with an Ages & Stages questionnaire that is specific to your child’s age. You will be asked to answer questions about some things your child can and cannot do and return the questionnaire to your child’s teacher. If the questionnaire shows that your child is developing without concerns, we will provide some activities designed to encourage and support your child’s development. If the questionnaire shows some possible concerns, we will contact you about getting a more involved assessment for your child. Information will only be shared with Murrieta Valley Unified School District departments and collaborating agencies with your written consent.

ATTENDANCE AND ABSENCES

The Early Childhood Education at MVUSD program requires daily attendance, Monday through Friday. Excessive absences interrupt the continuity of the child’s learning and socialization.

Sometimes it is necessary to be absent from the program due to sickness or emergency. However, excessive absences will result in your child begin dropped from the program. When a child does not attend, the parent/guardian is required to indicate the specific reason for the absence and sign for each absence on the child’s sign in/out sheet. Once a parent pay contract has been established, tuition will be charged whether or not the child attends. Absences are not eligible for discounted tuition. For the Early Childhood Education program absence policy see Subsidized section of parent handbook. A parent or adult parent designee must accompany the child into the facility to determine that the child is under adult supervision prior to leaving the premises. A parent or adult (18 years or older) designee must sign, with full legal signature, the child in and out of the facility each day. No child may sign himself / herself in or out of the facility. The times used for signing in and out must be accurate. Parents/Guardians must sign when a child is absent and give reason for absence with a full signature. Adults, 18 years of age or older, who have been authorized by parents on the Emergency Card, may pick up children. All emergency pick up forms must list two local people that are willing and able to pick up your child within one hour of being contacted.

Staff will question adults with whom they are unfamiliar and check their identification. EVERYONE PICKING UP CHILDREN MUST SHOW PICTURE IDENTIFICATION. Anyone without proper authorization will not be allowed to check out a child. Phone or FAX authorizations will not be accepted without return verification calls.

BEHAVIOR / DISCIPLINE

(Response to Intervention) Our goal is to create a safe learning environment where all children can make mistakes, learn from them, and succeed through practice. With this in mind, the following positive behavioral strategies will be practiced in every classroom. You can help your child learn and develop at home by following the suggestions below as much as possible including meal and bedtime that is consistent.

Teachers will provide, clear, consistent, and appropriate expectations of children’s abilities and behavior through positive reinforcement, predictable routines, and modeling.

The same rules will apply to every child.

Modeling and redirection will be used.

Child will be recognized for positive behavior As the child learns to use successful social strategies recognize his/her effort, “I noticed how you let Lisa have a turn” or “I see you are working really hard at being a good listener”.

Teachers will provide many opportunities throughout the day that will foster social/emotional skills and facilitate a strong sense of self and community.

When establishing classroom rules teachers will involve all children in the group setting. Have a discussion with the class:”Why do you think we need to have rules for our classroom?” “Why do you think we should keep our hands to ourselves?” Use a white board to create a list of classroom expectations.

This approach will give each child ownership in the expectations of the group because they helped establish them and because they will have better understanding of why they need to be followed and respected.

Teachers will encourage independent thinking and problem solving skills. Ask children: “What do you think we could do different?””What do you think would be fair?”

Role-play will be used to demonstrate desired behaviors.

Teachers will remind children that we all make mistakes. It is really powerful if adults provide an opportunity for children to hear you apologize for a mistake you have made. It strengthens trust, builds respect, and teaches the child that it is okay to admit to and learn from a bad decision or a bad choice.

The teacher will not come to the parent with every incident of misbehavior because this is not how to create a trusting relationship between child and teacher. If redirection is used more than three times in a day, the teacher will sit down with the parent and child (at pick up time) and discuss the issue and how to fix it as a team (teacher, parent, and child).

Teacher, parent, and child meetings will be used instead of written memos. This approach will create a collaborative relationship between teacher, parent, and child.

In addition to the positive behavioral strategies stated above, the following environmental supports will be utilized in every classroom:

Classroom lights will be low and not over stimulating;

Music will be played at a soft level;

Routine will be predictable and consistent;

A balance of teacher directed and child initiated activities will be available throughout the day; and

Adults will be aware of their intentions because we are a child’s greatest influence; If children see positive interactions between adults they will model the same positive behavior with their peers (kind words, team work, collaboration. etc.); Remember children hear everything you say. Throughout this process, teachers will collaborate with the Family Services Supervisor and parents in order to come up with ways to provide a successful learning environment for the child. Please share any concerns, milestones, or developmental questions with us. The more we communicate and share information the better our program can meet the needs of your child and make their growth and development an exciting and fulfilling journey. A child will not learn appropriate group interactions if they are not in the classroom. Therefore, every effort will be made to avoid suspension of a child from our program and will only be considered if a child poses risk to themselves, other children, and/or staff. If the implemented strategies prove to be ineffective and the child continues to intentionally, physically or emotionally hurt another child or adult, he/she will be terminated from the program for the safety and personal rights of the all children. Biting: On very rare occasions, a four- year old child may bite due to frustration or lack of language development linked to emotions. Children may have an inability to use words to express their needs, stress (a recent move, changes in routine, etc.) not feeling well, cause and effect (“If I bite I will get the toy”) or sometimes to get the attention of the adults around them. Biting at this age is

inappropriate. Since this is a serious behavior, the parent will be contacted and asked to immediately pick up the child. A Family Services Supervisor will meet with the parent and child to discuss the incident and strategies. If the behavior plan is unsuccessful and the child continues to bite, he/she will be terminated from the program for the safety and personal rights of the other children. On the rarest of occasions, through this process, we may discover that our program is not the best fit for a child or family. The Family Services Supervisor will make recommendations to the family of a program that could be a better fit for the child and/or family.

BILLING / TUITION

(ECE Parent Pay Only) Tuition is due first school day of the week. ECE Parent Pay parents can arrange to prepay tuition on a monthly basis to receive a five (5) % discount. To receive the discount, the fee must be submitted no later than Wednesday of the first week of the month. Statements will be issued monthly; however, tuition is due whether or not a statement is issued, based on the contract agreement. Statements are placed on your child’s sign in sheet in the classroom. Refer any billing questions you may have to the Account Technician, ext. 2149. A fee of $35.00 is incurred monthly on late tuition payments or past due balances. A family carrying a balance for more than 30 days may be dropped from the program and their account will be sent to a collection agency.

All parents are to complete a new contract each year (July – June).

There is a non-refundable registration fee (ECE Parent Pay only) each year, currently ninety dollars ($90.00) per child, one-hundred and fifty dollars ($150) per family.

Tuition payments may be made by check or money order only, payable to M.V.U.S.D. Please put your child’s first and last name on all checks. Tuition checks may be deposited in the locked mailbox in your child’s classroom. There will be no cash payments for tuition accepted at any Family Services’ sites, at any time. You are welcome to bring cash payments to the Family Services Office located at the Child Development Center, 24300 Las Brisas Road, North, upper parking lot, room #1. Hours are Monday – Friday 7:00 a.m. - 5:00 p.m. Tuition Express- Family Services provides the safety, convenience and ease of an automatic payment processing system that allows on-time tuition and fee payments to be made directly from your bank account. Office and accounting staff can assist you in setting up an online account. For information regarding the policy, regarding fees for subsidized families see Subsidized section of the parent handbook.

BIRTHDAYS AND SPECIAL OCCASIONS

We value, honor and respect all children, families and their culture everyday. We welcome your involvement in sharing your family’s traditions and culture with your child’s class. We do celebrate birthdays and special events. However, foods that are brought into the classroom must either be cooked in the classroom following health and safety procedures or store bought (still wrapped). Your child’s class will also be presenting regular family involvement activities. Please discuss these special events with the Early Childhood Education staff.

Throughout the program year, your child’s class may have special visitors promoting reading, health and enhancing your child’s creative imagination.

CELL PHONES

The use of cell phones and other electronic devices in Family Services programs is strongly discouraged. Children are given any opportunity to call and speak to parents using the program phone. A child using a personal cell phone will be asked to put the phone away in a safe location (locked teacher cabinet). MVUSD Family Services does not accept responsibility for lost or damaged cell phones. Parents are strongly encouraged to refrain from using cell phones in the classroom or when driving in parking areas. Please turn phones and electronic devices off when entering the classroom; this is a good time to talk to the teacher.

CHILD ABUSE REPORTING

Family Services staff are mandated child abuse reporters during their working hours. It is required by law that they report any reasonable suspicion of child abuse. Staff can be held criminally liable for not reporting. If child abuse is suspected, the Family Services staff member will immediately contact the Family Services Supervisor or Director. The suspected child abuse will be documented on a Child Protective Service incident form and be reported to the appropriate authorities. The Family Services Director will report the incident to the Superintendent’s office and file an incident report with Community Care Licensing. Family Services staff are trained annually on the requirements of mandated child abuse reporting.

CPR TRAINING

All Family Services staff are first aid, CPR, and AED certified. A current copy of the certificate is on file with the Secretary of Family Services and MVUSD Human Resources.

CHILDREN WITH SPECIAL NEEDS

Murrieta Valley Unified School District Family Services ensures that children who are disabled, within the meaning of Section 504 of the Rehabilitation Act of 1973, are identified, evaluated, and provided with the required appropriate care that is designed to meet the needs of the disabled child as adequately as the needs of non-disabled child. Children who, because of disability, need or are believed to need special services to participate in the district early childhood education program may be referred by a parent, guardian, staff, or administrator to a 504 team. The 504 team will be composed of persons knowledgeable about the child, any early childhood education history, the child’s individual need, and the meaning of evaluation data. The Family Services Supervisor will monitor the composition of the 504 team to ensure that qualified personnel participate.

For a child who has been identified as disabled within the meaning of the Section 504 and in need of special services, the 504 team will determine the services necessary to ensure that the child will receive appropriate services. The 504 team will monitor the progress of the child and the effectiveness of the plan annually or upon request of a 504 team member or the parent. Parents of a child with an established 504 Plan or IEP (Individual Education Plan) for regular educational services should contact the Family Services Director or Supervisor to establish a 504 team meeting for school readiness services.

COMMUNICATION

Teachers communicate with parents in several different ways:

Daily verbal conversations when parent is dropping off or picking up child;

Phone contact or requested meeting with parent for longer conversations;

Daily planned activities are posted on Activity Plan on parent board in classroom;

Information about class activities, changes, updates, are posted daily on white board;

Monthly newsletter;

Parent/teacher conferences, twice a year;

Parent information board;

Parent/family special events scheduled throughout the year;

COMMUNITY CARE LICENSING, DEPARTMENT OF SOCIAL SERVICES

MVUSD Early Childhood Education classrooms are inspected and licensed by Department of Social Services-Community Care Licensing. The Early Childhood Education program follows Department of Social Services Community Care Licensing Regulations, Title 22. These regulations ensure that a program meets the minimum standards required by the State of California. A copy of these regulations is available in the M.V.U.S.D. Family Services office, 24300 Las Brisas Road, North, upper parking lot, room #2 or on the DPSS – CCL website. If a parent has concerns, he/she is encouraged to discuss these concerns with the Family Services Supervisor or Director. Upon enrollment, parents are given DPSS-CCL forms including the Notification of Parents’ Rights and Personal Rights.

CONFIDENTIALITY

Release of information regarding your families’ financial status and your child’s personal records or information will be limited to Family Services administration and Riverside County Office of Education-Division of Early Learning Services staff. Documents are subject to review by auditors, representatives of MVUSD Business Services, California Department of Education-Early Education and Support Division, Riverside County Office of Education-Division of Early Learning Services and Department of Social Services-Community Care Licensing. may have an announced or unannounced visit by any of the above mentioned agencies. Someone from these agencies may speak to staff, parents, and children. They may examine children’s, staff and financial files and records. No other use of this information shall be made without parent’s prior written consent. Staff will not discuss other children, parents or staff with you; that would be a breach of confidentiality. Staff will not share your information with other parents or children. Staff will not share any personal information such as addresses and phone numbers. For any concerns regarding other children, parents or staff, questions should be directed to the Family Services Supervisor or Director. Release of information to a non-custodial parent will follow stipulations in the most current custody order or court document on file with the Family Services office.

CONTRACT

Prior to enrollment, parent(s) must read, complete, initial, sign, and date required Program Policy Statement, Emergency form and required child’s file forms. Parents are responsible for reading, understanding, and abiding by the Parent Manual, and Program Policy Statement and Contract. It is the parent’s responsibility to keep all emergency contact information current.

CONTRACT CHANGES (Early Childhood Education Parent Pay)

Withdrawals from the Early Childhood Education at MVUSD program must be received in writing at the Family Services Office two (2) weeks prior to change. Extended Day schedule changes must be received in writing at the Family Services Office one week prior to change. Change of contract must be in writing, either an e-mail or letter to the Family Services Office or deposited (two weeks prior) into the payment box at the Family Services site. Failure to submit changes in writing will result in continued billing at the contracted rate. You will be responsible for all billing charges until a contract change has been received by the Family Services Office. The office is located at 24300 Las Brisas Road, North, Murrieta, upper parking lot, room #1. CULTURAL AWARENESS AND SENSITIVITY The Early Childhood Education staff take every opportunity to gain knowledge and experience to better understand cultural differences and similarities and deliver culturally responsive teaching. Staff encourage opportunities for children to explore their own culture as well as those of others. Activities and materials are periodically reviewed for culturally sensitive content.

CURRICULUM

Teachers in the Early Childhood Education classroom develop their curriculum following the California Department of Education- Early Education and Support Division “standards” known as California Preschool Learning Foundations. During the day, week, and month teachers observe, assess and adjust activities to meet the needs of the child and the group following the Preschool Foundations. Activities are inspired by California Curriculum

Framework and other research-based curriculums. Children are assessed at sixty days and six-months using the Desired Results Developmental Profile. A portfolio is created on each child to follow the child’s development throughout the year.

Activity Plan: MVSUD Early Childhood Education teachers are responsible for creating a weekly activity plan. The activity plan relates directly to the Preschool Foundations and the “Desired Results Developmental Profile” required by the State Department of Education, Early Education and Support Division. A copy of these activities is given to the Family Services Supervisor for review and a second copy of the activities for the week is posted on the parent bulletin board. Please familiarize yourself with the posted activities for each week.

CUSTODY / RESTRAINING ORDERS

Legal documents concerning any child custody agreements are kept on file at the office and at the child’s classroom. If possible, please bring a current photo of any non-custodial parent not allowed to take the child as per court order. This helps us with identification. Children will only be dismissed to the people named on the official Program Policy Contract or Emergency Card completed by the parent or l guardian initiating the contract with Family Services. If a non-custodial parent insists on taking a child or children from the center, a staff member will immediately contact the custodial parent. If the custodial parent is unavailable and the non-custodial parent insists on taking the child, the staff member will call 911 and the Family Services Supervisor or Director. Under no circumstances are staff allowed to physically challenge the non-custodial parent. Their safety and the safety of the children are essential. It is your responsibility to make sure the emergency information is current and correct for each child at the Early Childhood Education classroom and Family Services office.

DISCRIMINATION/HARASSMENT COMPLAINT PROCEDURES Any parent or student who believes that a student has been subjected to discrimination (including harassment), based on race, color, national origin, religion, gender, sexual orientation, physical or mental disability, or the perception of one or more of such characteristics, in any District program or activity may file a complaint under this procedure. The District prohibits retaliation in any form for the filing of a complaint, the reporting of instances of discrimination, or for participation in complaint procedures. The District acknowledges and respects students and respects students’ and employees’ rights to privacy. Complaints shall be investigated in a manner that protects these rights. The identity of any complaint shall be kept confidential; as appropriate. The Superintendent shall ensure that employees designated to receive and investigate complaints are knowledgeable about applicable laws and regulations. Such employees may have access to legal counsel as determined by the Superintendent or designee. The District designates a Principal (Family Services Director) or his/her designee as the person at each school responsible for the receiving and investigating complaints pursuant to this policy.

The District administrator responsible for overseeing the District’s response to harassment/discrimination of students is the Director of Student Support, 41870 McAlby Court, Murrieta, CA 92562, phone (951) 696-1600 ext. 1037.

DROP OFF AND PICK UP

Parents, or designated adult (18 years or older), must accompany the child into the facility to determine that the child is under adult supervision prior to leaving the premises. An adult (18+ years) must sign the child in and out of the facility each day. The signature must be a complete legal name and legible. No child may sign him/herself in or out of the classroom. Adults (18+years), who have been authorized by the parent(s) on the Family Services Emergency Form to pick up a child must be prepared to show picture identification. Staff will question those adults with whom they are unfamiliar and check their identification. Everyone picking up a child must carry picture identification. No one without proper authorization will be allowed to pick up a child. Phone and FAX authorizations will not be accepted without a return verification call.

ELECTRONIC DEVICES

Electronic devices including, but not limited to: hand held games; cell phones; Play Station; CD players; I-PODS; and MP3 Players from home are not allowed at Early Childhood Education classrooms. They are often lost or stolen. If a child is using one during the program a staff member may take the device and place it in a secure location (locked staff cabinet) and return the device to the parent. MVUSD Family Services is not responsible for lost or stolen property.

EMERGENCIES / DISASTER

All Family Services sites follow the disaster plan/escape routes provided at all M.V.U.S.D. schools. It is critical that you have clearly indicated on your Emergency Cards for the Early Childhood Education program the plan you want followed in case of an emergency or disaster.

EMERGENCIES – FIRST AID First aid at Early Childhood Education programs amount to soap, water or ice. If it is necessary for staff to administer first aid, latex gloves are provided to prevent contact with blood or any bodily fluid. All accidents are reported on an accident form (Student Injury Report). A copy of this report is given to the parent, and sent to the Family Services Supervisor. When a child has an injury that might cause concern, the parent will be notified immediately by site staff. Please be sure that all information is current on your Emergency Card. If the injury is severe, beyond basic first aid, a District Nurse and the parent will be contacted immediately. The parent can then make the decision to come transport their child to his or her child’s

physician, the emergency room, or have 911 called for transportation. If the parent cannot be reached, the Family Services Supervisor and/or Director will make the decision to contact 911 and accompany the child to the hospital. If the site staff deems the situation urgent or life threatening, they will call 911 immediately.

EXCLUSION POLICY – ILLNESS

(Department of Social Services, Community Care Licensing-Title 22)

Control of communicable illness among the children is always a prime concern. Policies and guidelines related to outbreaks of communicable illness in the Family Services programs. In order to protect the entire group of children, as well as your own child, we ask that parents assist us by keeping sick children at home if they have experienced any of the following symptoms within a twenty-four (24) hour period.

Signs of a newly developing cold or severe coughing Diarrhea, vomiting or an upset stomach Unusual or unexplained loss of appetite, fatigue, irritability or headache Any discharge or drainage from eyes, nose, ears, open sores, and/or

A fever over 100 F (37.8C) orally or 99 F (32.2 C) axillary under the arm Parents will be called for any child who becomes ill with any of the above symptoms. We appreciate your cooperation with this policy. If you have any questions about whether or not a child should attend school day, please call the Family Services Supervisor or Director.

HEALTH POLICY

Prior to children starting in the Early Childhood Education program, children must have on file a current Community Care Licensing Physician’s Report (or similar document) including current immunizations. In order to maintain a healthy environment, we request that you not send your child to school when he/she is ill. Arrival health checks will be conducted on each child. If your child becomes ill while at school, you will be notified that you or your documented designee must pick up your child within one hour. Some signs of illness that may exclude a child from the program include, but are not limited to:

Signs of fever (very warm to the touch, flushed):

Difficult breathing;

Wheezing

Nausea or vomiting;

Earache, sore throat, red- runny nose;

Unusual tiredness with other symptoms;

Head Lice

Persistent symptoms;

Excessive coughing;

Eye drainage;

Any symptoms of contagious disease;

Skin infections (open sores, blisters, patch-like scaling, eruptions, scaly crusty lesions)

A child must be fever and/or symptom free for twenty-four hours, without aide of medication, to attend the program. Any contagious disease must be reported to classroom and office immediately.

HEALTH CHECK (ARRIVAL)

An arrival health check on each child is required by Title 22. With a verbal child, a staff member will greet the child in the morning, get down to the child’s level and do a quick visual assessment of the child’s ears, eyes and nose for any discharge. Staff will also look in the throat for redness. Staff will ask the child how he/she slept. The staff member will check around the hairline for lice. The staff member will then ask the child to hang up his/her jacket/sweater and observe his/her arms and legs for any open sores or bruising and his/her gate for any sign of injury. Staff are trained to do health checks quickly and playfully, causing no anxiety for the child. The child will then be asked to wash his/her hands and join the other children.

HOLIDAYS

All MVUSD Early Childhood Education sites are closed on all designated M.V.U.S.D. School Board approved holidays. Please refer to the school calendar distributed at the beginning of the year or on the MVUSD web site to familiarize you with these Board approved holidays. Operating expenses and salaries are on-going expenses for each space available in the program. These expenses do not change when your child is not present, even holidays. Early Childhood Education Parent Pay tuitions are based on an annual fee for 180 days of school and paid weekly. There is no credit given for illness, vacation, or partial weeks of the school calendar.

HOURS

The MVUSD Early Childhood Education part-day (subsidized and parent pay) program is three-hour sessions, five days per week. Hours are established with the school site to coordinate with Kindergarten traffic. Extended Day (parent pay) is currently at E Hale Curran and Lisa J Mails elementary schools. Hours are 7:30 a.m.-5:00 p.m. Full-day subsidized care is currently available at Avaxat Elementary only, hours are 6:30 a.m. - 6:00 p.m. Family Services office hours are 7:00 a.m.-5:00 p.m.

LATE PICK-UP CHARGES

Parents are responsible for having their child (ren) dropped off and picked up on time. Children will not be accepted until the classroom program start time. All children picked up after contracted schedule will be charged $1.00 per minute. Unpaid late fees can be cause for termination. Termination from the program may occur after four late pick-ups, parent pay or subsidized*.

LATE PICK-UPS

If a parent or designee does not show up to get the child by designated pick up time a staff member will begin calling the parent, legal guardian or anyone on the emergency list until they find someone, you have designated, to pick up the child. The staff member will also notify the Family Services Supervisor or Director.

If the Family Services Supervisor or Director cannot make direct contact with someone thirty (30) minutes after the program has closed, the police may be contacted. A note will be left on the Early Childhood Education classroom door notifying you to pick up your child at the Murrieta Police Department.

This is never the action we chose to take, however, the staff member will gently explain that the police will be taking them to the police department to keep them safe until their parents are located and can pick them up. Habitual lateness (4 times) may result in the child (ren) being dropped from the program.

LICE

The Department of Health Services, Center for Disease Control and American Academy of Pediatrics have been very vocal regarding school policies and the exclusion of children from school because of lice.

Lice do not pose a significant health risk. Lice do not transmit disease. Lice are a nuisance that upsets most parents and staff.

1. When it is discovered that a child has lice, staff will follow the same procedure as a child who becomes ill. A parent or emergency contact person will be notified. Staff will request that the child be picked up. 2. The child will be redirected to participate in tabletop activities until the child has been picked up. 3. A letter that has been written by Coordinator of Nursing, Cathy Owens, RN will be given to the parent or authorized designee. This letter gives the parent tips regarding lice. 4. As with other illnesses, the child must be symptom free for 24 hours before returning. 5. Staff will not discuss any specific incident or child with anyone other than the child’s parent or authorized designee. This is a breach of confidentiality. 6. Staff will refrain from activities that could potentially transmit lice such as sharing hats, combs & brushes, or other objects that contact the hair. 7. Staff will clean equipment and remove plush toys or dolls from the environment.

LIMITED AND NON-ENGLISH SPEAKING FAMILIES:

The program will assist limited and non-English speaking family members by providing materials and information sheets and oral translations in the native language of the family.

COMMUNITY CARE LICENSING, DEPARTMENT OF SOCIAL SERVICES

Early Childhood Education classrooms are inspected and licensed by Department of Social Services-Community Care Licensing. The

Early Childhood Education program follows Department of Social Services Community Care Licensing Regulations, Title 22. These regulations ensure that a program meets the minimum standards required by the State of California. A copy of these regulations is available in the M.V.U.S.D. Family Services office, 24300 Las Brisas Road, North, upper parking lot, room #2 or on the DPSS – CCL website. If a parent has concerns, he/she is encouraged to discuss these concerns with the Family Services Supervisor or Director. Upon enrollment, parents are given DPSS-CCL forms including the Notification of Parents’ Rights and Personal Rights.

MEDICATION

If your child is to receive medication, whether prescribed by a physician or over the counter medications, the following guidelines must be adhered to:

1. Receive a medication packet from a staff member; 2. Complete and return the packet, which requires a physician’s signature; 3. A staff member must sign in the medication when the parent delivers it; and

4. Medication must be in the original container with the child’s name, prescription

dosage, time of distribution and physician’s name and phone number. 5. Medication will be stored in a locked cabinet and dispensed at the designated time and

documented. 6. Over the counter medication may be dispensed with written instructions and authorization from

custodial parent.

7. Any expired medication, including sunscreen, will be returned to the parent for replacement.

NOTICE OF ACTION

Upon enrollment in the subsidized programs, California State Preschool Program (CSPP) or California General Child Care Program (CCTR), parents will receive a Notice of Action (NOA). MVUSD Family Services is required to send a NOA to the parents whenever there is a change in service (addition, termination, reduction, change of status, etc.) in a subsidized program (does not apply to the parent pay program). More information regarding Notice of Action can be found in the Subsidized * section of the handbook.

NUTRITION AND LUNCH MENU

Nutrition will be provided to children enrolled in the Early Childhood Education programs. A morning and/or afternoon nutrition is provided through MVUSD Nutrition Services following Federal nutrition standards. A monthly nutrition menu is posted in the classroom on the Parent Information Board, attached to the monthly newsletter and posted on the website. However, snacks are never in lieu of a nutritious meal. Lunch for the Early Childhood Education Parent Pay full day program is provided by the parent(s) or can be purchased at the school site cafeteria. Lunch for the full-day subsidized (CSPP/CCTR) child is provided through the school site cafeteria and meet Federal nutrition standards. All parents must complete a free and reduced application each year.

Center, 24300 Las Brisas Road, North, upper parking lot, room #1, Murrieta,92562. The Family Services Office hours are 7:00 a.m. – 5:00 p.m. Any changes will be posted on the parent information board.

PARENT ACCESS

Parents are permitted access at any time their child is in attendance and are encouraged to visit the program whenever possible. Making an appointment to visit the Early Childhood Education classroom is not necessary; however you may have to look for the group if they are outside on the playground. We do ask that parents be courteous and thoughtful about interrupting activities. If you need to speak to a staff member, we ask that you be brief and discrete if children are in the room. Staff’s attention is to be on the children at all times during classroom hours. If you need an extended meeting, please ask the teacher for an appointment so you can meet in private. If you need to speak to the Family Services Account Technician, Family Services Supervisor or Director, having an appointment will assure that they can arrange their schedule to make time available for you. Parents are encouraged to discuss their concerns and questions with staff members and administration at any time.

Parent Rights (Department of Social Services, Community Care Licensing- Title 22): During normal operating hours, parents have the right, upon presentation of identification, to enter and inspect the program without prior notice. Parents have the right to file a complaint against the program with the Department of Public Social Services - Community Care Licensing, California Department of Education- Early Education and Support Division, funding agency, and/or with the MVUSD Superintendent (See page 21).

PARENT ADVISORY Parents and guardians of enrolled children are encouraged to participate in Parent Advisory Meetings. Parent Advisory Meetings are held throughout the year and focus on policy and parent training.

PARENT EDUCATION Parents and guardians will be given an orientation to the program. Parent/Teacher conferences are held twice yearly. The parent/teacher conference is an opportunity to discuss skills your child demonstrates during class and establish future goals to ensure further development. Parent education classes are offered year round through the Parent Center located at the Child Development Center, 24300 Las Brisas Road, North, upper parking lot, room #3, Murrieta. PARENT INVOLVEMENT The key to a successful early childhood education program is parent participation. We have found five major kinds of parent participation that produces the best results.

Participation in the classroom as a volunteer or observer;

Activities for parents, which they have helped develop and implement;

Working with their child in cooperation with staff and the program; and

Aid in completing the program self review required by the California Department of Education, Early Education and Support Division

Community Care Licensing regulations require all volunteers in the classroom to have proof of measles, whooping cough, and flu vaccine (flu can be waived).

PHOTOGRAPHIC CONSENT

In the enrollment packet, on the emergency information form is a photographic consent. As part of the program activities, pictures/video of your child(ren) may be taken and shared. By granting permission, the pictures may be used by Murrieta Valley Unified School District and Riverside County Office of Education-Children’s Services Unit for publications to include, but not limited to, program handbooks, websites, recruitment efforts, newsletters, or displays.

REGISTRATION

Prior to a child starting in the Early Childhood Education program, it is the responsibility of the parent to make sure that all registration forms are completed fully and returned to the M.V.U.S.D. Family Services office located at the Child Development Center, 24300 Las Brisas Road, North, upper parking lot, room #1, Murrieta,92562.

1. ADMISSION CONTRACT

Contracts MUST be fully completed, including initials, before the child will be accepted in the Early Childhood Education program.

Mandatory items are: A. Child’s complete name and residence address; B. Parents’ complete name, current home address, home AND work phone numbers and

e-mail address (optional); C. Drop-off and pick-up hours; D. Birth Certificates of all children under 18 years in the home; E. Update immunizations; F. Two local emergency adult designees for picking up child with current available daytime

phone numbers; and G. All areas on contract requiring initials are initialed, signed and dated by parent(s) or

legal guardians.

2. EMERGENCY CARD

Parent(s) or legal guardian(s) must complete the Emergency Card. Two local contact persons for emergency pick-up must be included on card in order to be enrolled. It is the parent’s responsibility to keep all emergency contacts updated. Pick up contacts must be: an adult (over 18 years of age), local, willing and able to pick up your child within one hour of being contacted.

3. HEALTH CARD The health card must be completed, notifying staff of any health conditions.

4. CHILD’S FILE FOLDER

The child’s enrollment folder must contain the required forms completed and signed including CCL Personal Rights, CCL Pre-admission Health History, Medical Treatment Consent, CCL Physician Report. These forms are at the Family Services office and on the Family Services web page of Murrieta Valley Unified School District website. All forms are due prior to child’s first day.

5. REGISTRATION FEE (ECE Parent Pay only) A $90.00 per year, per child, registration fee and the first week of tuition are due at the time the child is registered for the Early Childhood Education at MVUSD program. Be sure to put the child’s name on the memo area of the check.

After the above items are fully completed, please review again to be sure that nothing has been missed. If any items are not completed in full, forms will be returned to you for completion and this will delay the processing of the forms and your child (ren)’s admittance into the Early Childhood Education program.

STAFF Each MVUSD Early Childhood Education classroom is led by a Commission On Teacher Credentialing permitted Child Development Teacher. The teacher may be assisted by a Child Development Teacher Assistant (also permitted). These credentials authorize service in the care, development and instruction in a child development program. Also assisting in the classroom may be Child Care Workers, I or II. They have completed or are enrolled in the educational units required by Department of Social Services, Community Care Licensing. MVUSD Family Services provides annual staff trainings and encourages the participation of staff in on-going trainings in the child development community. This well trained staff provides age-appropriate activities and a nurturing environment that promotes the development of positive self-esteem, cognitive development and social interaction for the children in the Early Childhood Education program.

The leadership team of Family Services includes Director, two Supervisors and two Lead Workers. The support staff includes Secretary, Eligibility Technician, and two Account Technicians.

SUBSIDIZED* by

CALIFORNIA DEPARTMENT OF EDUCATION EARLY EDUCATION AND SUPPORT DIVISION * applies to State Preschool (CSPP) and General Child Care (CCTR) families only

Families with children enrolled the subsidized program must meet the eligibility criteria of the program. Families with children enrolled in the full-day/full-year subsidized program must meet the need and eligibility criteria of the program. Certification (Title 5, 18082) To receive funding through the California Department of Education State Preschool program, parents/guardians are required to complete an initial certification. The initial certification reviews thirty days of family income. After meeting CDE income guidelines, staff will give the parent an enrollment packet and begin a more in depth enrollment appointment. The enrollment interview will review all documents requested to establish and document eligibility and need for the program, complete the program application with all necessary forms, review program requirements and regulations (program orientation).

Parents/guardians will be asked to re-schedule certification if he/she is unable to document eligibility or need for the program. (Re) Certification (Title 5, 18103) The application for funded State Preschool services must be renewed annually (full-day CSPP and CCTR). Full day/year parents/guardians are required to meet with Eligibility Technician or designee, on an annual basis, for a re-certification appointment to document continued eligibility and need for services, update the program application and forms, and review program requirements and regulations. All State subsidized applications are accepted based on priorities established by the California Department of Education. They are as follows:

1. Children with Child Protective Services referrals (receive top priority); 2. Families meeting income and need guidelines (placement priority is based on the lowest

income/greatest need).

Any documentation submitted to MVUSD Family Services for the purposes of establishing eligibility and need for the program is subject to verification. Each parent on application is required to complete a Release of Information form for this reason. Information that may be verified may include but is not limited to employment status, income, work hours, school attendance, school status, address, telephone numbers, family size, medical information, and single parenthood. Family Services staff may contact employers, school officials, physicians, Department of Education staff, or other agencies or web sites as required verifying eligibility and or need. After recertification families remain eligible for services for twelve months as long as their income does not exceed 85% of the state median income (SMI). Certification of Family Eligibility (Title 5, 18081 &18082) families enrolled in Family Services full-day, full-year subsidized programs must annually meet eligibility criteria in order to receive subsidized child care services. Families must meet one or more of the following eligibility criteria in order to receive services. Families may receive services if they are referred from a local social services agency, emergency shelter agency, or county

welfare department certifying that the children are receiving child protective services. The agency must indicate anticipated duration of services. A new referral must be provided at each recertification. Families who are eligible for services due to homelessness must be referred by an emergency shelter or other legal, medical or social services agency. Families may also document this eligibility through a written declaration indicating that the family is homeless and describing the current living situation.

The majority of families who are eligible for childcare services through Family Services fall into the income eligible category. Families are income eligible for services when their gross monthly income is at or below 70% of the state median income at certification. After certification, families remain eligible for services as long as their income does not exceed 85% of the state median income (SMI). Income eligibility is based on all sources of countable, gross income as defined by California Department of Education adjusted for family size including:

Gross wages form employment including commissions, overtime, tips, bonuses, housing and automobile allowances, gambling/lottery winnings, wages for migrant agricultural, or seasonal work;

Public cash assistance (including Safety-Net received for children) or diversion payments received from the Department of Social Services;

Gross income from self employment less business expenses with the exception of wage draws;

Disability, unemployment, or workers compensation;

Spousal support or child support from a former spouse or absent parent including financial assistance for housing, living expenses, car payments, etc.;

Foster care grants or financial assistance;

Survivor or retirement benefits, pensions, annuities, inheritance, dividends, interest on bonds, income from trusts, or royalties;

Rental income (including room rental in the family home)

Portion of student grants/scholarships not designated for educational purposes;

Insurance or court settlements for lost wages or punitive damages; and/or

Other enterprise for gain (reimbursement for service, donation of blood, etc.). Documentation of income from employment [Title 5 18084(a)] the following is required:

An Employment Verification form completed by the employer for each parent in the home;

Payroll check stubs or letter from employer indicating the gross wages for the most recent month for each parent in the home;

If income fluctuates due to migrant, agricultural or seasonal employment or the parent has received lump sums earnings due to bonuses, commissions, back child support documentation for the previous twelve months will be required and averaged;

If income fluctuates due to unpredictable hours the parent will need to provide documentation of income from at least the previous three months up to twelve months and the income will be averaged;

Documentation of income from self-employment [Title 5 18084 (a) (3)] the following is required:

A letter (or contract) from source of income;

A copy of most recently signed and completed tax returns with a statement of current estimated income; and

Other business records (ledgers, receipts, work logs, bank statements, advertisements, etc).

Documentation of income from child support [Title 5 18078(q) (7] If a parent chooses not to open a case through Department of Children Support

Services, the following is required:

Court order for child support received;

Declaration of mutual agreement of child support signed by both parties;

Documentation indicating that the absent parent is incarcerated, deceased, or has relinquished parental rights;

Domestic violence documentation (court order, restraining order); and/or

Child’s birth certificate indicating father unknown or paternity test excluding person on certificate.

Documented outgoing child support paid by a parent/guardian included in the family size will be deducted from family income. Documentation of Seeking Employment [Title5, 18086.5] Parents/guardians who are requesting full-day child care services (Avaxat only) for seeking employment hours in order to secure, change, or increase employment must complete a Declaration of Seeking Employment form and are subject to the following requirements and limitations on services:

Limited to no more than five days per week;

Child care services for the reason of seeking employment may not be authorized for school age children when the children are in attendance at a full-day elementary school;

Documentation of Vocational Training [Title 5, 18087] Parents/guardians who are requesting full-day child care services (Avaxat only) for the hours during which they are attending school or a vocational training leading to a recognized trade or profession must provide the following documentation:

Complete and signed Training Verification form with a current class schedule that is an electronic printout from the training institution or the registrar of training institution must complete and sign Training Verification form;

Grades must be submitted at each recertification for the classes covered during the prior certification period.

Parent/Guardian must demonstrate adequate progress, this means the parent must demonstrate earning a 2.0 grade point average or better, passing at least 50% of their classes in a non graded program, and/or meeting the training institution’s standard for making adequate progress.

Parents/guardians who do not make adequate progress are placed on academic probation with one certification period to improve.

Parents /guardians may be required to provide additional information, such as an educational plan. Documenting Family Size Families receiving services funded though a Department of Education program are required to document the reported family size. The parents and the biological/adopted children for whom the parents are responsible in the household are considered part of the family size. Children who reside with the adults who are not their biological/adoptive parents are considered their own family (foster or guardian placements). To document the number of children in the family, the parents/guardians must provide at least one of the following:

Birth certificates;

Child custody court order;

Adoption documents;

Foster Care placement documents;

County welfare department records; and/or

School or medical records; county welfare department records. Any adult residing in the family home who is the biological parent, adoptive parent, or step-parent of a child included in the family size is also included in the family size. Other adults who may be included in the family size are the domestic partner of the parent/guardian or caregiver relatives, as designated by the parent/guardian. Family Services requires a photo ID of all adults included in family size and designated for emergency pickup. If only one parent has signed the enrollment application and the information provided by the enrolling parent indicates that there is a second parent, the enrolling parent shall self-certify on the CD 9600 Section V the presence or absence of the second parent under penalty of perjury. No other documentation is required. Leaves from Funded Program If the family does not have the need for child care services for an extended period of time, an Extended Absence (EA) may be granted. Their space will be held and services not terminated. Services can continue for up to one year even when parents are on medical leave, have a break in employment or school (parent or child), a child is visiting with non-custodial parent (not court-ordered), family vacation in excess of ten days, or on a case by case basis.

Notice of Action. A Notice of Action (NOA) is issued to parent/guardian upon approval, denial, termination, or change of services. The NOA provides a summary of the family’s application information and explanation of the action being taken with regard to child care services. Attendance Documentation Parents/guardians are required to document the attendance of each child receiving services on the Family Services Sign-In/Sign Out Record (DSSR). The DSSR must be completed on a daily basis as services are provided. Parents/guardians are responsible for the following:

Signing each child in and out each day in attendance using full signature and exact clock time;

Another authorized adult (over 18 years) may drop off or pick must sign in/out with full signature;

If the child is absent the parent/guardian must indicate the specific reason for the absence and signing for those absences using a full signature; and

At the end of each month parent, who signed the original application, must review DSSR for completion and sign the bottom, with a full signature, that the information is true and accurate.

Attendance and Absences Sometimes it is necessary to be absent from the program due to sickness or emergency. However, excessive absences will result in your child being terminated from the program. A child is in attendance when he/she is present during any part of the daily session. When a child does not attend on authorized days, the parent/ guardian is required to call the classroom before 9:00 a.m. The parent/ guardian is also required to document on the sign in sheet the reason for the absence with a full signature.

EXCUSED ABSENCES:

Illness of enrolled child/parent/guardian;

Quarantine of enrolled child or parent;

Family Emergency (death of family member, funeral of family member, car accident of parent/guardian, court appearance of parent /guardian);

Court ordered visitation with absent parent(s) (court order required); and

Dangerous weather conditions (i.e.-power lines down, flash floods, fires, high winds) that prevent family from getting to child care

EXCUSED/BEST INTEREST DAY MAXIMUM OF 10 DAYS PER FISCAL YEAR (July 1 – June 30):

Vacation;

Out of town;

Dental /Medical, Health or Therapy appointment of enrolled child/parent/guardian;

With parent/ relative;

School program/ sibling field trip;

Religious activities; and

Transportation emergency (3 times per fiscal year). UNEXCUSED:

After the 10 best interest days are used, additional absences in the Best Interest category are considered unexcused;

Any absences parent does not identify a reason for or as a best interest day;

Any absence without parent or staff full signatures;

Five (5) consecutive unexcused absences is considered reason for termination; and

More than ten (10) unexcused absences in a fiscal year is considered reason for termination.

NON-CONTRACTED DAYS:

Day that the parent/guardian does not have an authorized need for service;

Provider closure, furlough closure, holiday, or vacation;

Scheduled school breaks/non-school days for student parents/school employees (Extended Absence may be granted); and

Child custody arrangements (days that the child is not in the custody of the parent/guardian served by the program, must be court ordered).

Family (State) Fees Once a family’s income reaches a certain dollar amount, the family is responsible to pay a State Family Fee for services. The family fee is a share of cost based upon the income level of the family, family size, and the child in services for the longest period of time. If a fee is has been assessed, payment of the fee is required and is the only cost associated with participation. The monthly fee is assessed at certification and is based upon the adjusted monthly family income and the family size. California Department of Education- Child Development Division establishes the family fee scale to be followed. The assessed fee remains in effect unless there is a change in circumstance that may result in a reduction of the fee. Parents are required to notify the Family Services office of any change in circumstance within five days.

The fee may be waived if the family is receiving CALWORKS cash aid and/or the enrolled child(ren) has/have a referral from Child Protective Services requesting that the fee be waived. The fee amount due may be adjusted if the family has other child care they are responsible for paying ( services needed for other children in the family or paid to another subsidized child care/development program or private provider).The family must show documentation of cost to another child care provider to have fees adjusted accordingly. The maximum credit for other services paid is the monthly amount of the family fee due to MVUSD Family Services. The fee must be paid by cash, personal check, money order, or cashier’s check. Check fee payments can be made in the locked boxes in the classroom. Cash, money orders and cashier’s checks payments must be made to the Family Services Office, 24300 Las Brisas Road, North, upper parking lot, room #1. If a personal check is returned as unpaid due to non-sufficient funds, the parent will receive a Notice of Action to terminate services for failure to pay fee. After two non-sufficient funds checks the parent will be required to pay all future fees by cash, money order or cashier’s check. Parents are responsible to pay the fees in advance. The fee is due the first day of each month. For family record keeping, families are invoiced on a monthly basis. The fee is considered delinquent on the seventh day of the month. Delinquent fees will result in the family being issued a Notice of Action to terminate services for failure to pay the fee. Families who receive three (3) Notice of Actions in a program year for delinquent or insufficient payment of the fee will be terminated and must follow the appeals process. If a family finds that they are not able to pay the fee, a payment plan may be requested for any past due fees. The payment plan must be requested prior to the effective date of the Notice of Action for the delinquent fees. The family must continue to pay current fees whole on the payment plan. Family appeal process When a parent/guardian receives a Notice of Action (NOA) that is for an adverse action (i.e. reduction in services, termination of services, etc.) the parent/guardian has the right to appeal the action if they feel it is unwarranted. The parent/guardian must complete the appeal request on the back of the NOA and submit it first to the designee from MVUSD Family Services listed on the NOA on or before the appeal date indicated on the NOA. MVUSD/FS will contact RCOE-CSU and the following steps will be taken:

The parent/guardian will be contacted to set up an appointment for a hearing;

If MVUSD-FS is unable to reach the parent/guardian within 10 calendar days of receipt of the appeal request, an appointment will be scheduled on the parent/guardian’s behalf;

Within ten (10) calendar days of receipt of the appeal request, the parent/guardian will be sent a letter confirming the date, time and location of the hearing;

If the parent/guardian fails to appear at the hearing, the parent/guardians appeal will be deemed abandoned;

The parent/guardian may request an interpreter, if needed, or may bring their own;

During the hearing, the appeal process, the reason for the action, and the parent/guardian’s request for the appeal will be reviewed with the parent/guardian;

The parent/guardian will be given the opportunity to present his/her side of the case and present any information/documentation specific to the action;

Within ten (10) calendar days following the hearing, the hearing officer will send a written response regarding the decision of the hearing panel;

If the parent/guardian is dissatisfied with the decision of the hearing panel, a written appeal may then be filed within 14 calendar days to the California Department of Education, Child Development Division, as indicated on the back of the NOA; and

Childcare services continue during the appeal process.

Fraud Policy Intentionally providing false or inaccurate information in order to access services, or submitting false claims for services for which a family is not entitle is considered fraud. Fraud is ground for immediate termination. Examples of fraud include, nut are not limited to:

Failure to report the actual number of family members;

Failure to report the actual gross monthly income for the family;

Submitting falsified documentation of income;

Submitting falsified documentation of employment;

Submitting falsified documentation of vocational training days, hours, progress; and/or

Inaccurately representing family eligibility or need in any way.

TAXES

Tax information is available at the bottom of your monthly statement. Tax information will be mailed to the home and/or posted on the child’s sign in/out sheet by January 31.

TERMINATION OF SERIVES

Causes for termination of services are:

Consistent inability to abide by Family Services’ and/or funding agency’s program rules as state in the Family Services Parent Handbook and enrollment contract;

Failure to submit completed eligibility forms, medical information, or other required documents immediately upon enrollment or subsequent recertification forms by the required date*;

Insulting, berating, or threatening behavior towards staff;

Knowingly providing inaccurate or false information on eligibility forms, enrollment packet, or sign-in/out forms*;

Misuse of contracted days and hours*;

Absences of at least three (3) consecutive days without parent/guardian making contact with staff;

Failure to report changes in income that exceeds the state median income by eighty-five (85)% within thirty (30) calendar days;*

Ten (10) unexcused absences during the fiscal year (July 1 – June 30)*;

Non-payment or consistent late payment of tuition/fees;

Four late pick-ups; and/or

Parent voluntary termination.

TOILETING EXPECTATIONS

Since our Early Childhood Education program is not equipped to facilitate diaper changing it is expected that children enrolling in MVUSD Early Childhood Education program be toilet trained.

Occasional accidents are normal and we are here to support every student as they gain independence in using the restroom. We require that you provide your child with extra clothes in case of an accident. The preschool years are an exciting time of discovering new abilities, practicing self-help skills and achieving independence. If an accident occurs, the child will be encouraged to independently remove the soiled clothing, clean him/herself, and put clean clothes on. For your child to be successful we will work with you on developing a plan and strategies that are consistent between home and the classroom.

TRAINING / NON STUDENT DAYS

Training /Non-Student Days may be scheduled by the Murrieta Valley Unified School District throughout the school year. School will not be open to students. It is part of our mission to provide quality training to Family Services staff and provide quality services to families. We take the opportunity in the beginning of the year to provide our staff with the training they need to provide quality service.

TOYS Toys and games from home are not allowed in Early Childhood Education classrooms. They may be lost or stolen. MVUSD Family Services is not responsible for lost or stolen property. If a child is using one during the program a staff member may take the toy/game and place it in a secure location (locked staff cabinet) and return the toy/game to the parent.

UNIFORM COMPLAINT PROCEDURES

The district has a responsibility for insuring that it complies with applicable state and federal laws and regulations governing educational programs. The district shall investigate and seek to resolve complaints at the local level. The District shall follow the Uniform Complaint Procedures (UCP) when addressing complaints.

Upon enrollment in the program, parents receive the district’s Uniform Complaint Procedure brochure. The brochure describes the complaint procedure when the complaint has not been resolved by the program director and needs to continue at a higher level or requires neutral mediation. The brochure is also posted on the parent information board in the School Readiness program rooms on site.

Uniform Complaint Program Procedures: Step 1: Discuss the concern with the party directly involved.

The teacher or child care worker may be able to resolve a classroom matter immediately.

If the matter involves personnel, the parent should contact the Family Services Supervisor or Director

If the matter involves billing, the parent should contact Family Services Account Technician.

Step 2: If the matter has not been resolved, the parent should contact the Family Services

Supervisor or Director.

Step 3: If there continues to be a concern that has not been resolved to the parent’s satisfaction, the

parent should follow the procedures outlined in the Uniform Complaint Procedure brochure.

VISITORS Visitors are expected to check in at the office prior to entering the campus. Visitors who are not parents, will be asked for photo ID, preferably a driver’s license with picture. The license is reviewed by the Raptor System for sexual offender information prior to clearance.

VOICE MAIL

All Early Childhood Education classrooms and offices have voice mail. If you do not reach the staff members at the site or you are trying to reach office staff and they are away from the phone, please leave a message on the voice mail and someone will return your call as quickly as possible.

VISION AND DENTAL ASSESSMENTS

During the year, children will participate in vision and dental assessments. Parents will receive permission slips for all assessments and follow-up information.
