Thinking about capacity building efforts and needs, where do you think your country is in terms of addressing forest change, forest carbon

stocks?

• Regular Forest Change Maps,

Young process. Now done annually.

• No National Forest Inventory.

BUT… Planning stages are advanced.

• Reduced knowledge on effects of fires, carbon stocks and emissions of other land covers, degradation of forests etc.

What are the approaches from international cooperation that you have find more useful for advancing the developing of your country MRV

system?

Difficult to establish what is Successful. (Better outputs? impact results? human resources or institutional resources? How to quantify long term improvements?)

1. Inside out approach: Better results when capacity comes as a response of the National Forest Monitoring System needs. Demand driven.

2. Linked to the planning stages of the National Monitoring system and with human resources expertise.

3. Better results when donors and cooperation understand that Capacity Building as a dynamic process and not an static result.

What are the approaches from international cooperation that you have find more useful for advancing the developing of your country MRV system?

Difficulties:

• Gaps between theory and practice.

• Capacity building sometimes Increases the burden to the MRV system. Lack of Communication and external and internal coordination.

• Mobility of human resources. Hard to plan at the long term.

• Difficulties in being a recipient of funds.• Enhancement of administrative capacity is also needed.

• Results based in short term results (eg. black boxes)

Can you identify the most immediate needs on capacity building for forest monitoring?

• Continue with Technical Capacity building, but increase General Capacity building for the monitoring system (Fund management, Organization Assesssment, sustainability, Links with deforestation control activities, communication of results).

• Deforestation and degradation driver assessment.

• Forest inventory sampling design and inventory design and planning.

• Dense SAR and optical time series analysis. Increase processing capacities.

• Land cover change detection. Emissions from other land covers different from forests.

• Interoperability between local and National initiatives and results

How do you envision international cooperation to assistance in the short term 1 – 2 years and in the long term 5 years from now?

Cooperation is Flexible and adjusted for national circunstances. It´s not a linear process and has to be adjusted periodically. –Hard to establish where we will be in five years-

Continue to be based almost completely to an inside-out approach.

Assistance will have better communication and cooperation and planning will increase between agencies and between institutions.

Results!
