I refer to our discussions regarding your proposed subdivision and deemed impact on native vegetation or biodiversity. As the subdivision will create lots 1 & 2 that are less than 4000 m2 all native vegetation on these will be deemed to be lost regardless of whether the vegetation is actually proposed to be removed. Where a permit is required for the removal of native vegetation the vegetation is deemed lost and will need to be offset at the time of the subdivision. The proposed Lot 3 is greater than 4000m2 and no vegetation is proposed to be removed hence there is no vegetation loss associated with this lot. The extent of native vegetation on lots 1 & 2 was assessed on 11th August 2014. Although the site appears to contain only clumps of trees there are areas of native vegetation in the ground layer. Accordingly the vegetation is considered to be 3 patches of indigenous vegetation separated by degraded tree-less vegetation. The total area of the patches of native vegetation on lots 1 & 2 is 2606m2. This area has been plotted into the mapping function on the NVIM website (it plotted as 2760 m2 rather than 2606m2). The loss of 2760 m2 of indigenous vegetation on the site will result in a loss of 0.006 general biodiversity equivalence units (GBEU). In order to meet this loss the offset must be 1.5 times the loss or 0.009 GBEU. It would not be practical or economic to attempt to meet the offset requirements onsite and it is recommended that the offset be met by purchase from a third party broker. The attached report from the NVIM website (part of the DEPI website) shows the proposed development to be a Low risk application and the required offset to be 0.009 GBEU. The report covers the vegetation deemed lost on lots 1 & 2 and has not taken into account any permit exemptions that may apply on the site. The report refers to adjoining properties and these references are due to minor inaccuracies in plotting the vegetation patches but are of no significance. The plan showing the mapped patches of vegetation and areas is attached.
