GENERAL INFORMATION OF MORELIA Morelia is the capital of the state of Michoacán. Located in the center of Mexico, just 3 hours by car from Mexico City. Height: 1921 mts / sea level Population: 806 822 habitants Average annual temperature of 17.5 ° C, Weather during July : Temperate sub humid with summer rains , High temperatures in July 30 ° C / Low Temperature in July 13 ° C Annual rainfall of 773.5 mm, Humidity 50 % Morelia has a very important place in the history of the country, historic facts and personages of Independence who were born or lived in it, and several presidents of Mexico, poets and composers born in this city. The name of Morelia is in honor of Independence hero called Morelos , being referred to as " The City of Cantera Rosa " , since most of its buildings are made of Cantera Rosa (Pink Stone). Morelia has inherited a rich cultural life in time. Thanks to the architectural heritage preserved since colonial times, Morelia’s historic center was declared a World Heritage Site by UNESCO in 1991. Tourists Places Some of the most iconic sights. ACREDITATION AND AGE VERIFICATION When the delegations arriving to Morelia, it will be transported to the hotel Championship and Accreditation Centre located in the BEST WESTERN HOTEL where they request the presentation of their passports and paying the fee of their registration. All delegations should email copies of their passports and passport photos when you send the FINAL ENTRIES (UNTIL JUNE 13) to expedite the process of accreditation. When teams arrive at Morelia, each delegation will be accredited and allowed access to the hotel. Passports will be showed to the COL in the Accreditation Centre and it will be returned after verification of the ages that will be made by COL staff and the Technical Delegate.

TEAM OFFICIALS / FINANCIAL ASPECTS The Organizing Committee will provide internal transportation, food and lodging for all participants under the rate of $ 50.00 (U.S. Dollars) per day for each athlete and official. Payment must be made at time of registration at the host hotel and must be made in cash. It will be cover 5 nights from dinner on Wednesday July 2 to breakfast on Monday, July 7 totaling 14 meals per person. The total cost is $ 250.00 (U.S. Dollars) per person. Payment of registration will be made at the Best Western Hotel and after payment the credentials of the delegation will be delivered. The maximum number of officials is detailed in the following table:

ADDITIONAL OFFICIALS PAY $ 125.00 (U.S. Dollars) per night, this will cover food, lodging and local transportation. Requests for additional officials shall be made no later than two weeks before the official arrival of the delegations.

INSTRUCTIONS FOR TEAM OFFICIALS

VISAS Countries that require visa to enter Mexico: Dominican Republic (DOM), Granada (GRN), Guatemala (GUA), Haiti (HAI) Honduras (HON), Nicaragua (NCA), Saint Kitts and Nevis (SKN), Santa Lucia (LCA), Saint Vincent and the Grenadines (VIN). COUNTRIES REQUIRING CONSULAR STAMP: People of these countries do not need visa, but must obtain a consular stamp on the passport to enter Mexico as tourists: El Salvador (ESA), Jamaica (JAM) They can get the visa at any of the more than 130 consulates of Mexico in the world. NATIONAL FLAG Each delegation must bring three national flags and handed over to the organizing committee on arrival. They will be used in the opening ceremony and deployed in the headquarters hotel and the stadium during the competition.

SCHEDULE OF MEALS AND TRANSPORTATION Transportation services will be provided by the Organizing Committee from July 2 to July 7. A detailed program will be available for transportation at the Welcome Desk in the airport. Copies will also be available on arrival at CIT Headquarters located in the Host Hotel.

The MEALS SCHEDULE is as follows:

Wednesday, July 2: Dinner from 17:00 to 23:00 hrs.

Thursday 3rd to Sunday 6th June: Breakfast 05:30 to 09:00 hrs. Food / Brunch from 12:00 to 16:00 hrs. Dinner from 17:00 to 23:00 hrs.

Monday, July 7: Breakfast from 05:30 to 09:00 hrs.

MEDICAL INFORMATION At the stadium first aid services and physiotherapy are available; in addition, medical services will be available on the host hotel 24 hours a day. The cost of any larger medical treatment will be responsibility of the Federation to which the athlete belongs. Official Hospitals are: Instituto de Seguridad y Servicios Sociales de los Trabajadores del Estado, ISSSTE, Instituto Mexicano del Seguro Social, IMSS y el Hospital de la Mujer.

TECHNICAL AREA AGE AND CATEGORIES Youth A / Junior athletes 18 or 19 years old at December 31, 2014 (born in 1995 or 1996) Youth B / Youth, athletes 14, 15, 16 or 17 years old at December 31, 2014 (born in 1997, 1998,

1999 or 2000).

PARTICIPATION AND ELIGIBILITY FOR ATHLETES The Central American and Caribbean Junior A and B Championships shall be governed by the 2014-2015 IAAF Official Rules. Matters not considered on the rules shall be decided by the Technical Delegate in conjunction with the Director of Competition. Athletes from countries that are members of the Central American and Caribbean Athletics

Confederation (CACAC) and National Federations affiliated to IAAF which are on good terms with

the IAAF and CACAC may participate.

Eligibility

Being born in the country it represents.

Being naturalized in the country it represents, residing therein at least five (5) years.

Be duly registered with the Federation of their country.

Be duly enrolled in the competition by their National Federation.

NOTE: An event will be official if the minimum of 5 athletes from 3 different countries is met. Failure to achieve this amount of participants the event will be held as EXHIBITION, validating only the marks made and the medal will be presented to the winners but will not count officially. If the event does not meet at least three athletes from different countries the event will NOT BE

HELD.

ENTRIES BY COUNTRY AND ATHLETES Each country may enter a maximum of 2 athletes per individual event Each country may enter one relay team in each category. Each country may enter a maximum of 3 athletes in combined events and walking race events. Each athlete may participate in a maximum of 3 individual events and 2 relays

Incomplete entries will NOT be accepted (birth dates, full names, events, etc.) Each country must confirm via email upon receipt of your registration. The Organizing Committee will

also send an acknowledgment email.

COMPETITION PLACE Competitions are held on the Bicentennial Complex track, located in the city of Morelia, Michoacan, Mexico from 5 to 7 July 2014. The Complex count with the following facilities: 8 synthetic track lanes of 400 mts, 2 lanes for pole

vault, 2 high jump areas, 2 Triple/Long jump areas , 2 Circles for 1 circle for Discus/Hammer Throw , 2

Javelin Throw rails.

Warm up Area The warm up area is annexed to the athletic track, there are special areas for throws warmups prior to entering the track. TECHNICAL INFORMATION CENTER (TIC): Teams may obtain information on the CIT, located on the stadium, and each hotel will have a center of technical information for the officers, delegates and athletes, the information includes competition schedules, schedules of transportation, meals and other technical aspects. The TIC will ensure communication between each delegation, the Organizing Committee and the Technical Delegate. The tasks of the center are:

Delivery of lists of entries per country.

Delivery of Start list.

Delivery of Official Results.

Receiving Final Confirmation of participants in all events.

Receiving Protests under 146 Section of the IAAF Manual.

Answer questions related to aspects of Technical Order.

Delivery of New National Record Certification

Distribution of Technical Manual

Passes Distribution (Technical Congress, Anti-Doping Control, Technical Secretariat).

Reception of Throwing Implements.

CONFIRMATION OF PARTICIPATION Team leaders or their representatives must confirm the names of those competitors who are already enrolled and taking part in the competition. The final confirmation forms will be distributed to each delegation upon arrival in the country. These forms must be completed and brought to the Technical Information Center (TIC) at the stadium according to the dates specified document to be presented at the technical meeting. Team leaders will also have the opportunity to confirm all entries before the first day of competition.

Once confirmed, the absence of athletes at any event or abstention to participate applies 142-4 IAAF Rule, which states that the athlete may not continue to participate in subsequent events, including relays.

START LIST AND QUALIFICATION IN TRACK AND FIELD EVENTS Group formation in series shall be prepared by the Secretary of Competition under the supervision and approval of the Technical Delegate The process of advancing to the next round will be presented by the Technical Delegate at Technical Meeting / Congress. CALL ROOM Control of athletes will be in the First Call Room. It will be located in front of the warm-up track. All competitors must report to the call room according to established schedules. Competitors who do not appear on time in the call room, without a valid reason (eg a medical certificate issued by the official doctor of the championship) will be excluded from participating in this and all championship events, including relays. Team officials won't be allowed to enter the Call Room. Athletes competing in combined events (heptathlon, decathlon) must present to the Call Room the two days of competition before the first event of each session. The control for subsequent events will take place at the place of competition. However, for the first event of the afternoon session, competitors must present in the call room. Time in which athletes must be in the call room. All times are before the actual start time of the event (in minutes)

Call Room Procedure Once in the Call Room , athletes will be identified with their accreditation and race number. Officers will check the following , according to the Rules of the IAAF :

Uniforms ( Fulfilling National official uniform and IAAF Regulations on Advertising) in case of default , the Judges of the Call room will ask the athlete to change their uniform or cover any illegal advertising using tape.

Backpacks (identification and content )

Personal Belongings : video and audio players, cameras, phones, radio transmitters and electronic

Devices are not allowed in general (except watches). An article with advertising that is too large to cover with tape is not permitted in the stadium. Athletes may not carry the tape (or any other material for use as a personal bookmark) and / or magnesium chalk equal to the one that the Organizing Committee will provide on-site.

Magnesium powder (except for throwers and Pole vaulters) Note: For relay teams, the four members should be submitted as a group at the same time. Any prohibited items found among the belongings of the athletes will be confiscated; it may be recovered in the TIC after the event ended. COMPETITION PROCEDURES Command voices of the Starter The orders of the starter will be in English. Up to 400 meters races inclusive, the following words of command will be used: ¨On your marks¨ ¨Set” Fire of the gun For 800 mts Races and above, the commands are: ¨On your marks¨ Fire of the gun If for any reason the judge considers it necessary outputs cancel process, the commands are: “Up”

POST COMPETITION PROCEDURES All athletes will leave the competition area through the Mixed Zone. In the Mixed Zone media can make quick interviews. Further data for interviews is presented below. After going through the Mixed Zone athletes will be heading to the Control Area. Exit Procedure of athletes in the following

High jumpers and Pole vaulters must leave the track through the control area accompanied by a judge, once they are excluded from the competition, except the three medalists who will come together at the end of the event.

Combined Events: at the end of each session in the Heptathlon and Decathlon. Post Event Control Area All participants, after participation, should be conducted to the Control Area that is located after the Mixed Zone. In the Control area, all selected athletes for doping control will be notified. A doping control officer shall be appointed for each athlete, who will accompany the athlete throughout the phase control to address the doping control room. The process of selecting athletes for doping control will be explained in the Technical Meeting. Athletes, who have not been selected for doping control and not have to receive medals, will leave the area and head to the stands designated for athletes. Once the athlete has left the area may not return to it. The medal winners will be escorted to the awards area. Athletes selected for doping control will be escorted to the Doping Control Center. Interviews Quick interviews can be made in the Mixed Zone immediately after each event. The medalists may be asked to attend a press conference PROTESTS Protests on the result or the development of an event must be made within 30 minutes after the official announcement of the result of the test. Official results will be displayed in the TIC. Any complaint must, first, be made verbally to the judge by the athlete himself or someone acting on its behalf. The judge can decide on the protest or may refer the case to the jury. If the judge makes a decision, there will be a right of appeal to the Jury. An appeal to the Jury must be made within 30 minutes after the official announcement of the decision taken by the judge, must be in writing, signed by a responsible official on behalf of the athlete, and must be accompanied by a deposit of USD $ 100.00, or its equivalent in “Mexican pesos”, which will be lost if the claim is not accepted. All appeals must be filed in the appropriate (in English and Spanish only) form in the Technical Information Center (TIC), where they are immediately sent to the Secretary of the Jury of Appeal.

The Jury of Appeal shall respond in writing as soon as possible. The result of the complaint will be posted on the bulletin board of the Technical Information Center (TIC) and a copy will be given in writing to the team official. DOPING CONTROL Controls and Medical Examinations Any athlete who refuses to submit to a doping test, medical examination, or who is found guilty of doping, the accreditation will be withdrawn, shall be expelled Championship and possibly future international competitions according to the current IAAF Rules. Doping Tests Doping Control tests will be conducted by the Medical Division of the Organizing Committee under the supervision of the Doping Control Delegate. Companions The athletes selected for doping control may be accompanied to the Doping Control Center by an officer. OFFICIAL IMPLEMENTS The Organizing Committee will provide the official equipment of competition except the poles for pole vault. Personal Items Personal items will also be allowed, provided that: They can be properly identified and have IAAF certification They are not on the official list of attachments They have been reviewed in accordance with the instructions of the Technical Delegate They are available to all other competitors until the end of the last event. Will not be used for training and be available for use by all athletes during competition. Federations wishing to have their personal items are added to the list, may register them in the reception desk outside the warm up area until 18:00 pm, prior to competition ( for athletes competing in multiple events: the night before their first day of competition). If approved, the instruments will be under the authority of the OC from the time of approval until the end of the last event. Poles All poles are stored in an equipment storage room in the stadium. All poles will be transported by the Organizing Committee to the stadium for inspection on the morning of the competition. All poles and packing cases shall bear identification of athletes (name and country). If a pole does not comply with

the rules, it will be informed to the team leader immediately. The Technical Direction will take the poles inside the stadium in time for the competition. Marks (track and lanes) Athletes may not use their own tape or markers. Competitors must use the markers provided by the Organizing Committee for the long jump, triple jump and pole vault. In high jump and relays, the LOC will provide tape for athletes. In all events, athletes may use a maximum of two (2) markers and for relays only one mark is allowed. Clothing and Shoes Competitors shall participate in national uniform (see 10.3.2). The award ceremony and any Victory run are considered as part of the competition. To ensure that such rules are obeyed by competitors it will be asked to each team leader to present a complete set of the official uniform of their country. They will be photographed for the inspection and approval of the Technical Delegate and a copy will be given to officers in the Call room to allow inspection of clothing. The shoes of the athletes will have to be approved for use in the synthetic track surface. COMPETITION PROGRAM / AWARD CEREMONY The competition program can be found in the attached document. Changes may occur when receiving the Final Registration. The final program will be available in the Technical Meeting and distributed at TIC, it will also be sent via email and will be located on the official website.

BIB NUMBERS Four numbers per athlete will be provided to each team leader, upon his arrival in Morelia, in the TIC, numbers are to be used as follows: (1) - For the warm up uniform (2) - For competition shirt, back and front, (1) - For the backpack of Competition.

Numbers may not be folded or cut or modified for any reason in accordance with the rules of the IAAF under penalty of disqualification of the athlete. Numbers to use in the hip for track events will be provided in the Call room. UNIFORM ATHLETE All participating athletes will wear the uniform of his delegation, which shall conform to the rules of the IAAF. Uniforms must be submitted at time of registration for the formalization thereof. Athletes must use only the uniform that is present at the time of registration.

OFFICIAL RESULTS Official results will be announced by the audio installation in Spanish and English. These are considered official, from the time of announcement by the official broadcaster. In the Technical Information Center there will be mail boxes for each delegation where they will have these results and any other additional information.

CEREMONIES Opening and Closing Ceremony All the details of these activities will be given in the Technical Meeting. Delegations are requested to nominate representatives to attend these events. Award Ceremony After passing through the mixed zone, athletes will be escorted to the medal ceremonies waiting area where they will be informed by staff of ceremonies. Medal ceremonies will take place between 30 and 60 minutes after the event is over, or the next day for events that end late in the session. First, second and third place (individual and teams) receive medals according to the protocol of the IAAF. The flags of all the countries of the medalists will be raised while playing the national anthem of the gold medalist. According to the IAAF rules, athletes are required to wear their official national uniform during the ceremony. Athletes can not receive medals in shorts, sandals or not wearing any national emblem.

TECHNICAL MEETING It will take place at the Headquarters Hotel (Best Western) on Thursday, July 3rd 16:00 hrs. Each country may enter a maximum of 2 people. All questions concerning the organization of the competition will be answered during the Technical Meeting, for which it must be completed the form sent by the OC. The form may be returned to the OC by email or deliver it in the Technical Information Center (TIC) located in Headquarters Hotel or at the Stadium before 10:00 AM, on Thursday, July 3. No questions from assistants at the Technical Meeting will be allowed. Prior the technical meeting, delegates from each team may collect from the Technical Information Center the envelopes with all related information, which include: competition numbers, entries of their respective countries, competition schedules, various forms, etc. The Technical Meeting will be chaired and directed by the Technical Delegate.
