In the Settlement Giorgio Morandi there are about 512 households and 1238 residents, and the sample we obtained was 49 households surveyed, equivalent to 24.5%. Among this sample, 43 families are living in accommodation of Morandi as assignees (equivalent to '87.8%), while 6 are families living in Morandi as occupants (equivalent to 12.2%).

Active population and (active) local stakeholders, and with design, in the area and around the area of Morandi‐Tor Sapienza  Local institutions available and collaborative since the project started  Sensitivity to the activation of productive activities is innovative in the field of environmental sustainability (short agricultural chain, reuse and recycling chains, and activities related to renewable energies)  Within the area of Tor Sapienza there are several abandoned public spaces, green areas are inaccessible, untreated  Industrial areas out of use (brownfields).            

Structural level:‐ geographical isolation ‐ distance from the main commercial and public services and dependence on Tor Sapienza ‐ poor road connections with the neighborhood and pedestrian  Functional level: ‐ poor maintenance of the areas of the yards, gardens and central spine ‐ absence of adequate cleaning ‐ lack of transport ‐ the distance from the center of Tor Sapienza‐ absence of essential services such as emergency room, police station, etc. ‐ lack of redevelopment  Social level: ‐ lack of poles of aggregation and cultural centers and public recreation for groups of young people and adults ‐ high level of unemployment and school dropouts ‐ lack of job training centers for young people‐ lack of coordinated operational units, and with adequate financial resources for the rehabilitation and social regeneration of the area ‐ concentration ranges of medium‐low socio‐economic ‐ the presence of a flourishing market of prostitution and drug nearby ‐ the presence of two Roma settlements within the poor conditions of the area ‐ general negative perception of the place by Tor Sapienza. Self’ghetto’isation of residents.

The Team of Tor Vergata University

The project is coordinated locally by an URBACT validated Thematic Expert by EU (Dr. Ing Pietro Elisei ‐ Tor Vergata University ) supported by the scientific coordination of work operated by Professor Maria Prezioso (University Tor Vergata). The local action group is coordinated by Dr. Riccardo Troisi (economist and expert in the conversion ecological and social systems of the local economy), with the technical assistance of Dr. Adriana Goni Mazzitelli(anthropologist ‐ PhD in Urban Policy , and expert in intercultural and participatory design). Communication is curated by Dr. IngAngela D' Orazio (researcher in territorial development policies, University of Tor Vergata).

Ágnes Böhönyey, the selected Lead Expert of RE‐Block, has significant working experience in the theme of integrated development of deprived areas and areas at risk of deprivation as well as relevant thematic expertise in URBACT projects.Moreover, as the Head of Department of the National Managing Authority for the Regional Development Operational Programme she was heavily involved in the programming and design of urban rehabilitation programmes and their implementation, following the URBACT II initiative principles.

LEAD EXPERT

The main objective of the RE‐Block project is to achieve, in the areas of the partners involved, the local action plans. These plans are made through a participatory and inclusive of local actors. Local actors are a ULSG (URBACT Local Support Group: URBACT Local Action Group), in order to carry out this plan of a strategic nature.

A series of international meetings will help the local action groups to come into contact with other partners in Europe where they face similar problems with the same methodology. The comparison with international experts (knowledge ambassadors) from the different partner countries can expand their horizons and perspectives in the design of solutions for local development.

The local action plan, of high strategic value, resulted from this participatory process, will identify a set of projects and define their priority. These projects should have a high degree of maturity, in other words, must be shared by institutions and local actors and to be associated with a clear path to financing funds (EU, national, regional, local).

RIABILITAZIONE URBANA DEL COMPLESSO MORANDI 

Riqualificazione dell’intero complesso:scarsa o inesistente manutenzione delle strutture fisiche. 

Riqualificazione della spina centrale, sia per uso abitativo, sia per servizi (spazi per le associazioni). 

Azioni di efficientamento energetico: ripartire dalla proposta ATER 2007, attualizzarla attraverso le nuove tecnologie. 

  

AZIONI DI RIGENERAZIONE PER‐NELLO SPAZIO PUBBLICO 

Riqualificazione della Scuola Vittorini per attività sociali e culturali che abbiano un effettiva ricaduta sul complesso 

Morandi e sul territorio di Tor Sapienza. Il riutilizzo sociale ed economico dell’attuale Mercato 

Rionaleper attività di aggregazione dei Giovani o attività mirate all’occupazione giovanile. 

      

ECONOMIA LOCALE ED INCLUSIONE SOCIALE 

Promuovere una filiera produttiva locale legata al settore del riuso e del riciclo, collegata ad una filiera corta artigianale che coinvolga il lavoro informale dei raccoglitori di materiali di 

scarto e residui solidi urbani. Creare una relazione tra le attività di Agricoltura Urbana nelle aree vedi della zona e in concessione al vicino parco della 

Mistica con il tessuto locale di Tor Sapienza. 

Promuovere attività culturali e di socialità utilizzando la chiave della multiculturalità e l’integrazione, attraverso il 

potenziamento dei Centri Culturali Municipali Morandi e Michele Testa 

Creazione di un centro a sostegno delle piccole imprese locali (nel nuovo mercato)
