2007Montréal Profile
Profile of Montréal
MONTRÉAL FACTS AND FIGURES
Territory
The Island of Montréal consists of 16 municipalities: Montréal itself, plus 15 other communities.
The territory of the Island of Montréal includes the Island of Montréal itself, plus 11 smaller islands, and is 500 km2 in size. The Island of Montréal is 50 km wide and up to 16 km wide.
Governance Model
The 16 related municipalities on the Island of Montréal are governed by the Montréal Urban Agglomeration Council, which consists of 31 mayors and councillors. The Urban Agglomeration Council exercises authority over services that are provided to all Montréal residents.
Each of these 16 municipalities is locally governed by a municipal council. Montréal’s City Council consists of the mayor of Montréal and 64 city councillors (19 of whom are borough mayors).
Montréal is itself divided into 19 boroughs. Each borough is administered by a borough council. A total of 45 city councillors (19 of whom are borough mayors), along with 40 borough councillors, sit on the borough councils.
Local functions (such as local street management and local community development) full under the purview of Montréal's City Council and the 19 borough councils.
2007 Budget
Montréal’s 2007 Budget stands at $3.9 billion and covers island-wide services that are provided throughout the urban agglomeration, as well as local services that are dispensed within Montréal itself.
The total value of the 435,190 properties located on the Island of Montréal stands at $188 billion, with $151 billion of that amount situated within the city and $37 billion within the reconstituted municipalities.
Population
The Island of Montréal has 1,876,932 residents. Of this number, 87.3% live in the city, while 12.7% inhabit the 15 reconstituted municipalities.
More than 26% of the Island of Montréal’s inhabitants belong to ethnic communities, 86% of whom live within the city. The cultural mosaic formed by Montréal’s population includes representatives of some 100 ethnic communities.
Infrastructure
The Island of Montréal’s road system consists of over 5,600 km of highways and thoroughfares. The city has a total 4,280 km of roads. Some 370 km of bike paths criss-cross the island. The Island of Montréal is connected to its northern and southern suburbs by 17 bridges and tunnels.
With 33 km of underground pedestrian corridors that can be accessed at 178 different points, Montréal hosts one of the world’s largest indoor cities.
Some 1,160 parks are distributed throughout the island, including 17 large parks open to the public and three natural environments.

Education, Research and Health
The Island of Montréal’s two French-language and two English-language universities are associated with several renowned institutions, such as the École des hautes études commerciales (HEC), the École polytechnique, the École nationale d’administration publique, the École de technologie supérieure and the Institut national de la recherche scientifique.
Nearly 25% of the total Canadian university research budget is invested in Montréal’s academic institutions.
Some 740 patents were awarded in 2005, making Montréal a Canadian leader of invention.
33 hospitals form the heart of a health-care system that also includes 30 CLSCs (local community centres).
Tourism
Some 424,537 people participated in 249 conventions that were held in Montréal during 2005. This figure represented a 38% leap from the previous year, despite a decline in the number of events.
In 2005, Greater Montréal hosted over 7.35 million tourists, who spent 2.5 billion.
Forty international events and festivals are presented each year. These activities not only contribute to Montréal’s influence and renown, but place the city on a par with such other leading centres for cultural or athletic events as London, Paris and New York.
Economic Activity
Greater Montréal is, with Seattle and Toulouse, one of the world’s three aerospace industry capitals. Some 260 companies operating in the aerospace field provide jobs to some 40,000 people.
A total of 24.3 metric tonnes of goods transited through the Port of Montréal in 2005, confirming its status as a leader of the North American container market.
More than 10 million passengers transited on some 200,000 flights through Pierre Elliott Trudeau International Airport in 2005.
61 international organizations an 106 inter-national financial centres are headquartered or maintain a presence in Montréal.

THE ECONOMIC PORTRAIT: RESULTS FOR 2006 AND TRENDS FOR 20061
After the generally positive economic performance of 2005, certain indicators suggest that 2006 may turn in more moderate results:
On the labour market, employment, the labour force activity and the employment rates made gains in 2005 and, despite a slight hike in the unemployment rate, the number of people on the welfare rolls continued to decrease. Jobs created in developing sectors largely offset losses in manufacturing (16,100 positions eliminated over a five-year period). The trade industry alone created 27,500 new jobs over this interval. Information, culture and recreation and for business services and construction were also highly active, creating, respectively, 15,900, 14,200 and 10,100 new jobs. The outlook for 2006 is a bit more constrained. The Conference Board of Canada has projected a 0.9% rise in employment throughout Greater Montréal. Furthermore, 2007 should demonstrate signs of improvement, with a predicted 1.5% growth in employment.
A total of $11.9 billion was spent on capital investments throughout the urban agglomeration in 2005. These results were better than the average of the past six years.
Construction permits were issued for work valued at a total of $2.1 billion in 2005, for a 14.2% decline from 2004. However, results for 2005 still rank among the best of the past 10 years. Forecasts call for a 7.1% drop in the value of permits issued in 2006.
Supply and demand in the Island of Montréal’s housing sector seems to have finally struck a balance. The occupancy rate for private rental properties stood at 2.1% in 2005. The corresponding figure for 2004 was 1.7%. This rate could reach 2.6% in 2006, which would represent the fifth consecutive annual increase.
Montréal’s intellectual creativity and vitality is also in the spotlight, with the urban agglomeration holding the 2004 Canadian lead for number of patent awards. The number of patent awards has more than doubled on the Island of Montréal over the past 10 years.
Montréal is, furthermore, the Canadian leader for university research spending. The latest data reveal that universities were able to draw on $827 million in subsidized and sponsored research funding for the 2003-2004 period. These amounts more than doubled from 1997 to 2004.
1 The review of the economic situation is based on the most recent data available at the time of this document’s
preparation (October 24, 2006). Furthermore, this text only presents a summary of the economic situation in the Montréal urban agglomeration. For further information on this topic, please refer to the full text on the economic situation in the 2007 Supplementary Information Book, which may be found online at ville.montreal.qc.ca/finances.
35
2007 Budget
36
After a period of slightly accelerated growth from 1998 to 2002, Montréal’s population seems to have once again stabilized. Provisional 2005 data from the Institut des statistiques du Québec (ISQ) estimated this population at 1,874,000 inhabitants, representing virtually zero growth over the past year. The population should remain relatively stable in 2006, at 1,875,000 inhabitants.
The Port of Montréal maintained its position in 2005 as leader of the North Atlantic container market. The Port of Montréal administration expects to beat 2005’s results in 2006.
Pierre Elliott Trudeau International Airport also achieved historic performance with record traffic of 10.9 million passengers in 2005 —a figure that it should exceed in 2006.
Growth of the tourist industry weakened slightly under the influence of a strong Canadian dollar and an adverse international socio-political situation. Montréal nonetheless welcomed 7.5 million tourists in 2005, or 1.9% more than in 2004. Tourisme Montréal’s forecasts slight gains for 2006, with 7.7 million tourists spending a total of over $2.5 billion.
