Chapter 1. Executive Summary
1.1 PROJECT BACKGROUND
The Odisha Works Department (OWD) has a medium to long-term comprehensive programme to
rehabilitate, upgrade and expand the road network throughout the state to improve accessibility,
connectivity and enhance the overall development. It is the pre-eminent state level road authority in
Odisha which deals with issues relating to Feasibility Study and preparation of Detailed Project
Report including the Route Selection, even for relatively low volume roads.
The Government of Odisha has secured a loan from International Bank for Reconstruction and
Development (The World Bank) towards the cost of Widening and Strengthening of existing
Berhampur to Taptapani Road Project (41.228 km).
Berhampur to Taptapani Road Project is part of 825 km of roads under Phase-I which aims at
promoting trade and regional integration between districts by improving transport communication. The
project road Berhampur to Taptapani is a part of the Phase-I road development, which was built
several years ago with two lane configuration and currently serves moderate level of traffic. The
project involves widening of the existing road which has an average carriageway width of 5.5 m to
6.8 m and 1.5m. Earthen shoulder on both sides, to a 7.0 m carriageway and 2.5m shoulders on
both sides in flat and rolling sections. The expected outcome of the project include reduced
transportation time of goods and better connectivity between districts along with improved safety
standards
1.2 THE PROJECT
This road is located in the south-eastern part of Odisha and takes off from NH-217 at 18th km near
Berhampur. The total length of the road is from Berhampur to Taptapani is 41.228 km. The terrain is
predominantly plain and villages are closely located from km 0/0 to 27/0. The stretch of road is
located in Ganjam district. This project stretch passes through Berhampur, Digapahandi and other
Villages/semi urban area. Principal River in the area is river Malabhanja, which crosses the project
road at 29/200 km near Digapahandi.
The location map of the project road is shown below in Figure 1-1;

2.4 ROUTINE MAINTENANCE
After the handing over of the site and declaration of the Commencement date for execution of Civil
Works as 24th Dec. 2013, Contractor has to take up the maintenance work as per Sub-Clause 4.1 of
specific provisions Part-B of Conditions of Contract Vol.-II.
The Contractor has done pothole repair in stretches covered under MS-IV (Not handed over to them)
along with some stretches of MS-II & MS-III as well. Still a lot stretches are balance to be taken up by
the contractor for maintenance along with the construction work, as per their contractual obligation.
2.5 PROGRAMME OF WORK
Contractor’s existing work program has exhausted since it was made for the period ended by
31.12.2014& thus; that time has already elapsed. EOT analysis is under progress & Contractor shall
provide revised work program in accordance to the determined EOT.

2.7 STATUS OF EXTENSION OF TIME
The contractor had applied for EOT for Section II, III & IV up to 15th Dec’2015, 15th Nov’2015, &31st
March’2016 respectively. We have furnished our recommendation EOT for sections II, III upto 15th
Nov.’2015 and Section –IV upto 28th Feb’2016.

PM raised the Matter of nonpayment to Villagers
at Km. 3+600 LHS and thus it amounts to
Hindrance. ER noted and assured to resolve in a

PM raised the Matter of a land belong to Temple
Trust that is affecting the work from Km 4+280

issue in similar fashion as that of Gokarnpur

Old ARSS works on Side Slopes & removal of
their surplus Material: Contractor was asked to
submit quantity by using cross section method
for precise computation.
PM was reminded of Changing rooms at
Kansamari/Dharampur Bathing Ghats. In a
mutual consensus with ER; RE asked to submit
proposal by using relevant day work provisions,
if any.
RE again asked PM to submit the application of
their Key Professional who had been given
Provisional approval so as to confirm them, if
found satisfactory. PM Assured.
RE once again asked to deploy competent
Quantity Surveyor in confirmation to CA. PM
assured to mobilize within 15 days.
PM pointed about the discrepancy in Contract for
Ch. 17+350-17+450. This section comes under
TCS-9 (Earthen Shoulder) whereas it is also
listed under schedule of Saucer Drain. RE asked
PM to submit a proposal & suitable decision was
assured w.r.t site condition.
