This progress report was prepared in accordance with the July 1, 1997 Administrative Order on Consent and is being submitted on behalf of Alliant Energv/Interstate Power Company (Alliant Energy/IPC). December Activities On-site activities in the month of December consisted of transporting the investigation derived water to the Davenport Water Pollution Control Facility and cleaning the on-site water storage tank. Sludge from the tank was drummed and is stored on site pending disposal. Prior to cleaning the tank, the analytical results of a sludge sample were received which verified the sludge was not a ha/ardous waste. A copy of the analytical report is contained in Attachment A Transportation of the water and cleaning of the tank were performed by Enviromark, Inc. of Davenport. Iowa. During December, the Quality Control reports for additional sediment samples collected from the Mississippi River were received. Montgomery Watson reviewed the reports and validated the results. Copies of the analytical report sheets and the Quality Control reports are contained in Attachment B. Quality Control reports for several of the groundwater samples were also received late in the month, with the remaining reports received on January 3, 2(XX). Copies of the analytical reports and Quality Control reports for all of the groundwater samples will be validated and copies submitted once data validation has been completed.

December Activities

On-site act ivi t ies in the month of December consisted of transporting the investigationderived water to the Davenport Water Pollution Control Facili ty and cleaning the on-sitewater storage tank. Sludge from the tank was drummed and is stored on site pendingdisposal. Prior to cleaning the tank, the analytical results of a sludge sample were receivedwhich verified the sludge was not a ha/ardous waste. A copy of the analyt ical report iscontained in Attachment A Transportation of the water and cleaning of the tank wereperformed by Enviromark, Inc. of Davenport. Iowa.

Proposed January Activities

Receipt of the final Quali ty Control reports in i t i a t e s the 45 clay time al lotment forpreparing the draft site characteri/.ation and risk evaluation portions of the EE/CA Report.Throughout January, Montgomery Watson wi l l continue to evaluate the data and preparethe draft documents. Based on receipt of the Quality Control reports on January 3. the sitecharacteri/.ation and risk evaluation is due to the Environmental Protection Agency onFebruary 17, 2(KX).

Also during January, the water storage tank w i l l he removed from the site andMontgomery Watson wi l l coordinate disposal of the tank sludge.
