TASK FORCE’S MISSION

The purpose of this presentation is to create context for the TF by answering two basic questions:

What does the CE want the TF to accomplish; and

Why did the CE select the transit authority mechanism as best way to implement vision?

WHAT IS NOT BEFORE THE TASK FORCE

A discussion of whether or not to develop BRT or RTS in the County.

A discussion of which corridors to develop and in what sequence.

A discussion of what treatments corridors will have. Our goal will be a high performance system. The rest are significant details that will be worked out as we implement the network.

Rationale For A Transit Authority Why did the CE select the option of an independent

transit authority? First, it is really a quasi-independent authority. It will still

be responsible to the CE and County Council. The central problem is that the County needs financial flexibility and innovative ability in order to make these timely investments. Current structures and other constraints unduly limit the County’s ability to do this.

The County needs fundamental organizational change to infuse greater focus and energy. It needs to adopt innovative techniques not only at financing but also budgeting and purchasing of goods and services. We need to build a new organizational culture that is intent on implementing an outcome.
