Last week the Department ofEducation issued a bulletininforming students who wantto study at the PedagogicalInstitute of Aruba (IPA), thatthey too can apply for a gov-ernment study loan to studyto become school teachers.

Study loan amount tostudy at IPA:

A student who applies forthe Aruba Study Loan tostudy at IPA, who has com-plied with all the require-ments, will receive themaximum sum ofAfls.72.000. The student willreceive this amount in differ-ent increments. They will re-ceive Alfs.12.000 per year intwo increments of Afls.6.000each.

The student may also re-ceive Afls.3.000 for the pur-chase of a computer. Thisamount is a part of the maxi-mum sum of Afls.72.000,which may be received justonce. The Department alertsstudents that the loan amountmay not cover all study ex-penses. The student will beresponsible to cover anyother expenses.

Payment of the studyloan

The study loan for IPA isinterest free, hence no inter-est is added to the totalamount.

A student who completeshis education at IPA success-fully, and has worked in edu-cation on Aruba for fiveconsecutive years immedi-ately following graduation,may qualify for dispensationof the study loan amount.

During the 5 years the stu-dent will be required to com-ply with his obligation torepay the loan. If the studentcomplies with all conditionsand qualifies for the dispen-sation, the amount paid dur-ing the 5 years will berestituted.

The Reina Beatrix Interna-tional Airport will be a bee-hive of activity tomorrowmorning as the Aruba AirportAuthority (AAA) and allagencies under the supervi-sion of the Aruba DisasterBureau conduct a full-scaleemergency exercise called“Operation Golf.”

The two-hour simulatedmass trauma of a major plancrash is the culmination ofdays of training with police,fire department, airport per-sonnel, social services andemergency health services,included the Aruba Chapterof the Red Cross. Director ofthe Aruba Disaster Bureau,Jaime Donata and OperationsManager of the AAA, JurgenBenschop, welcomed threeexperts from Holland for thetraining sessions taking placeat the Marriott Resort andFire Department headquar-ters since Thursday.

Will Brands of the Bra-bant Fire Department, Janvan Kimmenade of theNetherlands Institute andMarc van Akan, from RAVBrabant, have participated inprevious exercises conductedby the Aruba airport, whichare a required bi-annual eventto maintain their standard ofsafety certification.

Tomorrow’s exercise willtake place between 8:30 and10:30 AM, closing the roadfronting the airport. A fullmass trauma simulation willinvolve procedures for thefire department and airportpersonal, as well as emer-gency care for the “injured,”with some being transportedby ambulance to the “hospi-tal.” For the purpose of theexercise, this will be theabandoned John F. KennedySchool adjacent to the PlazaLas Americas rotunda at theeast end of Oranjestad.

Social Service personnelwill also be handling thosenot physically injured, butdemonstrating trauma syn-drome. Every governmentagency on call under the su-pervision of the Aruba Disas-ter Bureau during any sort ofemergency situation will bedeployed during this exer-cise.

The public is welcome toobserve from a distance, butis asked not to block the roadfor emergency vehicles, suchas the ambulances, whichwill be taking part in the ex-ercise. They are also warnedto find alternative routes towork tomorrow morning.

In Cairo, senior Hamas offi-cials said Egyptian-mediatedtalks with Israel to end thebloodshed were "positive"but now focused on the pos-sible stumbling block ofguaranteeing the terms of atruce.

An outcome acceptable toHamas would involve assur-ances about the UnitedStates, Israel's main backer,being the "guaranteeingparty," one official said oncondition of anonymity.

Security officials in Cairosaid an Israeli envoy also ar-rived in the Egyptian capitalon Sunday for the talks.

Egypt's President Mo-hamed Morsi, meanwhile,met with both Hamas chiefKhaled Meshaal and IslamicJihad chief Abdullah Shalahto discuss "Egyptian effortsto end the aggression," his of-

The military defended thestrike, saying it had targetedHamas operational commu-nications and sought to min-imise civilian casualties.

Amid the truce efforts,British Foreign SecretaryWilliam Hague said "aground invasion of Gazawould lose Israel a lot of theinternational support andsympathy that they have inthis situation."

But senior Israeli cabinetminister Moshe Yaalon de-nied Israel was under anypressure from Western alliesto agree to a ceasefire. "Wedon't feel like we're underpressure," he said.

WASHINGTON (AFP) - Thetop Democrat in the House ofRepresentatives expressedhope Sunday that US law-makers will reach a deal bymid-December to avoid thefiscal cliff but stood firm ontax rises for the rich.

In an interview with ABCtelevision's "This Week,"Nancy Pelosi said she wouldnot accept an agreement thatkeeps tax rates for thewealthy unchanged, as theRepublicans in Congress aredemanding.

President Barack Obama"made it very clear in hiscampaign that there are notenough resources," Pelosisaid in the interview airedSunday.

"Just to close loopholes isfar too little money.... If it'sgoing to bring in revenue, thepresident has been very clearthat the higher income peoplehave to pay their fair share."

The fiscal cliff is a poison-pill law agreed by Republi-cans and Democrats inAugust 2011 that would see$600 billion worth of auto-matic budget cuts and expir-ing tax cuts come into forceon January 1, likely throwingthe world's biggest economyback into recession.

at the White House followinghis November 6 re-election,congressional leaders are try-ing to hammer out a deal onlong-term deficit reductionthat includes both higher rev-enues and spending cuts.

House Speaker JohnBoehner has indicated thathis fellow Republicans, whohold a majority in the lowerchamber, would accept somerevenue increases so long asthey are coupled with "signif-icant" spending cuts.

SYDNEY (AFP) - Australianpolice searching for a 7-year-old girl feared taken by a croc-odile Saturday said findingwhat appeared to be human re-mains inside a three-metre rep-tile was a "heartbreaking"development.

An extensive search began atfirst light for the girl who waslast seen swimming at the nat-ural pool at an outstation about340 kilometres (210 miles) eastof the city of Darwin on Fridayafternoon.

The girl was swimming withother children and an adult atthe time.

"Witnesses have told policethat a crocodile attacked themale adult before pulling thegirl under water," Senior Ser-geant Shaun Gill said.

Police searching the water-hole shot dead a three-metre

crocodile at the Gumarrirng-bang Outstation on Saturdayand an examination of the ani-mal revealed what are believedto be human remains in itsstomach.

"Further forensic testing willbe conducted in Darwin to deter-mine if the remains are humanand if found human, the identityof the person," said Gill.

An earlier search by policeand volunteers on Friday failedto find the child and extra po-lice were flown to the remotearea about 100 kilometres fromthe Aboriginal community ofManingrida.

Saltwater crocodiles, whichcan grow up to seven metres(23 feet) long and weigh morethan a tonne, are a common fea-ture of Australia's tropicalnorth.

tain sufficient liquid assets asbuffers in case their bets goawry.

The FSB said it is "of theview that the authorities' ap-proach to shadow bankinghas to be a targeted one".

"The objective is to ensurethat shadow banking is sub-ject to appropriate oversightand regulation to addressbank-like risks to financialstability emerging outside theregular banking system whilenot inhibiting sustainablenon-bank financing modelsthat do not pose such risks,"it said.

It added that a "resilient"shadow banking sector"would be welcomed".

The recommendations areopen for consultation untilJanuary 14, 2013, with finalrecommendations to be pub-lished next September.

The US has the world'sbiggest shadow banking sys-tem, with assets of $23 tril-lion in 2011. It is followed bythe eurozone with $22 trillionand Britain with $9 trillion.

In some economies, thesector is several times thesize of the jurisdiction's grossdomestic product. In HongKong the sector is estimatedat 520 percent of output, inthe Netherlands at 490 per-cent and Britain at 370 per-cent.
