On behalf of the Board of Directors of the Victoria International Chalk Art Festival, I am delighted to welcome you all to our second annual street art experience.

Street art is a heroic artistic venture. Artists from around the world come to dedicate their time and their souls to the crafting of stunning, yet ever so fragile, creations on our roadways and sidewalks. They do this despite their knowledge that their images are transitory and will be gone long before the winter rains return to the City.

Some of their work is traditional – gorgeous reproductions of classical paintings, for example. But much of the art is original and innovative. Some is so unique that the throngs of enthusi-asts who come to the festival find it difficult to tear themselves away.

But I’d be remiss if I didn’t mention two ad-ditional aspects of the festival.

The first is our ongoing appreciation of Victoria’s First Nations communities. The images that rise from First Nations traditions have once again enhanced the festival in an extraordinary manner. The same is true of their performing arts. We welcome and treasure this important contribution.

As well, every year we invite children to join in the creative process - to get down on their hands and knees and join in the fun. That par-ticipation is transformative to both the pavement and the fledgling artists.

So welcome to the festival. I promise that you’ll never again look at these roadways without recalling the artistic magic you’ve seen here..

It is my great pleasure to offer greetings and best wishes to all the artists, visitors and participants at the second annual Victo-ria International Chalk Art Festival.

Located on the Coast Salish Sea on the southeast tip of Vancouver Island, Victoria is green and beautiful year-round. Victoria is home to Canada’s oldest Chinatown and British Columbia’s Parliament Buildings and features stunning turn-of-the-century architecture throughout the city. Our historic buildings, panoramic views, and stunning harbor just a few of the treasures that make Victoria such a unique and wonderful city.

There is also an incredible sense of spirit in Victoria - a spirit of fun. We see it in the numerous festivals that take place each year in our city. We see it in the enthusiasm of event organizers and volunteers. We see it in our community’s passionate sup-port of these events.

The International Chalk Art Festival is a prime example of that spirit.

For two days in September, artists from around the world literally bring art to the street – and that art continues to bring joy for many days after the event. Street art is symbolic of the spirit of our City – our ability to bring our streets to life with passion, cre-ativity and imagination. This year’s event is particularly special as it is themed around our local First Nations communities. Thank you for visiting Victoria. I wish you all the best at this wonderful event.

Victoria International Chalk Art Festival is only two years old and has already made a name for itself as Canada’s largest festival of its kind.A feature that continues to contribute to and enrich this reputation is the inclusion of artists from our First Nation Communities as well as the celebration of First Nations art and culture during the run of the festival.Of course, it’s only right that any artistic venture in Victoria includes our First Nations community. The people of the Coast Salish, the Nuu-chah-nulth and Kwakwakaw’akw made this land their home for thousands of years before Captain Cook arrived in 1778. The First Nations had cultivated unique languages and traditions within a varied collection of nations based on a village life structure. That nation structure had also led to a spiritual, cultural and artistic development that was the most diverse and arguably the most splendid in Canada. They were, and continue to be, a cultured people. Proof of that long cultural tradition can be found in the artistic beauty of archeological sites throughout Vancouver Island in petroglyphs and pictographs dating

back up to 3000 years.Of course the art can also be found in the Royal BC Museum and at Thunderbird Park where one of the country’s most important collections of First Nations carving are on display.But First Nations art is not just a thing of the past. It is alive and well in present day galleries around Victoria; galleries that feature the work of amazing First Nations artists. That culture can also be seen daily in the work of First Nations artisans. They have a long standing home on our inner harbour where people from around the world marvel at the intricate carvings, jewelry and other crafters’ creations from the regions First Nations communities.And perhaps it’s that current cultural contribution that Victoria’s International Chalk Art Festival is the proudest to showcase. Along with artist and artisans, we’ll also be hosting singers, dancers, and drummers from our First Nations Communities. Their work will join with the work of artists and artistic styles from around the world. The net effect will be to to transform our streets with this magical, exhilarating art form.

Imperial Bank of Commerce on Govern-ment. He watched the prospectors come and go and absorbed the inspiration for his Songs of the Sourdough and other works.

Emily Carr lived nearby. You might have seen her walk the street with her pet monkey perched upon her shoulder.

These ghosts of those years gone by re-main; literally.

For example, Roger’s Chocolates at 913 Government Street may be a national historic site, but it’s said that Charles and Leah Rogers never left the place. There are reports that handprints regularly appear on the mirror, high above the door.

Still, for all of the amazing history and architecture of Government Street, it has al-ways been the people of Victoria and their love of the street that has made it special. Shop owners, tourists, residents, business-men and buskers; they’re what makes Gov-ernment Street a unique place in Victoria. You see, the buildings aren’t museums; they are alive and vibrant. People eat and drink in those buildings. They shop and do business. They are entertained. They live there. That’s the Government Street of today.

And this year the street will continue to make history. The street will be blocked to vehicular traffic on September 14th and 15th to allow for a fantastic exposition of street art. The second Victoria International Chalk Art Festival brings talented artists from around North America and the street will, for a time, be transformed into a place of even greater beauty and imagination.

Beyond the tourists and residents of today’s Victoria, we can’t help but think Service, Carr and the rest of the ghosts of Government Street will be pleased with the event as well.

History, Commerce, Food, Fun, Ghosts and now… Art.

At one end is the Inner Harbour. You walk over what was once a tidal mud flat and ad-mire the Empress Hotel on your right. Un-beknownst to most people today, the hotel rests on a forest of wooden piles; thousands of trees driven into the mud so that the rail-way hotel could welcome the well to do to our City. Water is still pumped in under the hotel to keep the piles from rotting. Oh, and if you gaze up at the sixth floor you may catch a glimpse of the hotel’s resident ghost.

Continue down the street and, at the end of your walk down Government, you find the oldest Chinatown in Canada. Once home to opium dens and gambling, it is now a stun-ning historical site with secret alleyways and authentic food and merchandise.

Government Street; it’s not a long walk, but that ‘heritage mile’ covers some pretty in-teresting real estate. Once you would have had to cross two wooden bridges to make the trip. There was a time when the horse drawn carriages full of tourists that we see today didn’t exist. The horses and carriages carried travelers and freight.

The street was also home to some pretty interesting characters, to be sure. Thomas Harris, the City’s first mayor and a great, heavy, bluster of a man walked the street in his bulging black waistcoat… greeting citi-zens, shaking hands and slapping the backs of supporters.

Leon KeerLeon Keer is a Dutch pop-surrealist artist from the Netherlands who is a world leading artist in anamorphic (3D) street art.

He learned to paint through designing and producing large advertising murals for mul-tinationals and has executed commissions in Europe, the United States, the United Arabic Emirates, Australia and several Asian coun-tries. His knowledge of materials, acquired by painting on all kinds of foundations for his clients, led to an interest in experimenting with materials and techniques. His paintings have also been exhibited various galleries and art shows around the world.

His 3D street paintings are temporary but the images are shared via social media all over the world.

“Every street art piece is unique and belongs

to the street and its residents, the temporary fact about this form strengthens its existence”, says Keer.

A message seems to be present in his work. Current issues are reviewed, such as current environmental concerns and the livabil-ity of this world. The artist observes great impotence and with that a certain degree of indifference from the individual. Leon Keer is constantly aware of the beautiful versus the ugly, a contrast that he expresses and amplifies in his work and which he uses as a metaphor for life.

His paintings reflect his thoughts, confront-ing the viewer with the diseased spirit of our times, visible decay counter-pointing a time-less longing for unspoiled beauty. His subjects and images are entirely contemporary: they could be freeze frames from a video clip.

Dressed in black and wearing a distinctive pork pie hat, Government Street chalk artist Ian Morris has been a treasure in downtown Victoria since 2004. Ian’s specialities are the Renaissance masters, recreating the work of Rembrant, Rogier van der Weydon, Lucas van Leyden and others with a reverence and respect that is apparent to everyone who watches him at work. In recent years, Ian has also experimented with 3D chalk art, and many have posed on his always intriguing and fascinating paintings!Ian was commissioned to chalk a painting for the cover of this year’s program cover honouring the First Nations of British Columbia. He did not take the assignment lightly and took the time consult with a number of First Nation’s artists for direction and ideas. We are sure you will agree he did a marvellous job!

Jonas helped Utah Foster Care Foundation initiate the first Chalk Art Festival in 2003. Since then, he has donated count-less hours of his time to benefit Utah’s children in foster care. Street painting is a hobby and Jonas plans for weeks before lay-ing out his masterpieces.

Steve is not new to the art world: he has been an art teacher for the past 25 years and has gradually expanded his travels across the US. Jamin Zuroski is of the Namgis First Nation and Polish decent. He has lived in Victoria, B.C. for most of his life. This is also where many of his family members and artistic mentors live. Jamin has studied and practised much of his cultural heritage through West Coast Native Art and learned most of his artistic teachings from Victor and Carey New-man. He works with a variety of mediums including canvas, wood panel and murals.

Krystle Pederson, Sandy Scofield and Fara Palmer are all award winners with active careers in other forms of music and art. The Victoria Native Friendship Centre (VNFC) has been in existence for 40 years and provides services to an estimated 15,000 Aboriginal people living off reserve in the greater Victoria area. The centre also serves over 5,000 residents from the First Nations communities in the southern Vancouver Island region, in addition to a sizeable Aboriginal population from across Canada. VNFC takes great pride in their exceptional approach to First Nation social issues.

In 2006, the Victoria Native Friendship Centre signed a 99 year lease with the School Board of British Columbia, to take possession of a 38,000 square foot facility. Addressing the Community’s immediate needs, VNFC delivers Career and Employment services,Health and Social programs, vibrant Youth initiatives, and dynamic Arts and Cultural practices. In addition to our programs and services, our wheelchair accessible facility hosts Little Paws Preschool, gymnasium, amphitheatre, meeting rooms, and outdoor basketball courts and playgrounds.

The hisTorY oF sTreeT pAinTinG

Street painting has been recorded throughout Europe since the 16th century. Street Painters, (also called chalk artists) a name these performance artists are most commonly called in North America are historically called I Madonnari in Italy because they recreated images of the Madonna. The Italian I Madonnari were itinerant artists, many of whom had been brought into the cities to work on the huge cathedrals. When the work was done, they needed to find another way to make a living, and thus would often recreate the paintings from the church onto the pavement. Aware of festival and holy days in each province and town, they traveled to join in the festivities to make a living from observers who would throw coins if they approved of the artist’s work. For centuries I Madonnari were folk artists, re-producing simple images with crude materials such as tiles, coal and chalk until World War II disrupted their tradition and reduced their numbers. In 1972, street painting was being promoted again by the formation of a festival in Grazie di Curtatone, Italy and today the performance art-form is recognized all over the world. In the 1980s, Kurt Wenner invented 3D pavement art, or one-point perspective art, inspired by anamorphic perspective, which appeared as proper perspective only when viewed from a specific angle.
