As members are aware, BPS has always been fighting for all our legitimate Demands. Several of them
have been conceded but most of them are still pending. It was therefore decided that we should hold an
impressive Dharna at Jantar Mantar @ 11 A.M. on 11.10.2012 to achieve our pending demands. This
would be followed by the AGM-2012 @ T N Bajpayee Bhawan, 12, Chemlsford Road, New Delhi on
12.10.2012. We appeal to all our members to make both the events a great success.

of over 3.75 lac (Pensioners). It functions as a nodal point for pensioners supported by Central and
State Governments and quasi governmental organizations. It holds periodic seminars and conferences
to focus on the problems of Pensioners and other elderly citizens. Its monthly journal “BHARAT
PENSIONER” is being published regularly every month without any interruption for the last more than
half a century. Organization disseminates information to pensioners in realtime through its website
www.bharatpensioner.org & keeps the abrest with latest govt policies & ordes.

BPS Condoles Demise of
A K HANGAL
We express deep sorrow and grief over the
demise of veteran film artiste, national president
of the Indian People’s Theater Association (IPTA)
and lifelong activist, Comrade A K Hangal. He
died at the age of 96 after protracted illness in a
private Mumbai Hospital.
A K Hangal joined political activities during his
student life by joining the protest demonstration
against Jallianwala Bagh massacre in the North
West Frontier Province, now in Pakistan. Later
he shifted to Karachi and formally joined the CPI
and freedom struggle. After partition, he initially
refused to move out of Karachi but was later
persuaded by the then general secretary of the
Communist Party of Pakistan, Syed Sajjad Zaheer
and came over to Mumbai in late 1950. He started
working as a tailor for living but continued his
association with CPI and IPTA.
Hangal was a committed social and political
activist. He acted in over 225 films and actively
participated in the activities of IPTA. He
succeeded Kaifi Azmi as national president of
IPTA and was re-elected as national president of
IPTA in its last national conference at Bhilai
(Chhattisgarh) in December 2011.
Collect `̀̀̀̀ 10 Lakhs for Legal
Fighting Fund (LFF)We have engaged a Senior Advocate from the
Supreme Court to intervene in Modified Paritycase on behalf of the pre-2006 pensioners. This
involves expenditure of several lakhs of rupees.
BPS has, therefore given a call for collection of `10 Lakhs. Several Federations and Assns have
assured to participate with substantial contribu-
tions. Many individuals have sent donations of5,000 & above. Many others sent thousands!

i. The meager amount of Fixed Medical allowance
(FMA) of Rs 300 P.M. in lieu of, day to day OPD
facility was sanctioned w.e.f. 01.09.2008 on the basis
of cost of OPD treatment per card holder under
CGHS during the year 2003-2004, which has
increased by more than 6 times since then.
ii. As per the figure disclosed by M/O Health
& Family Welfare under RTI Act 2005, the average
cost of OPD treatment per card holder under
CGHS during the year 2007-2008 went up to Rs
1369/- P.M. This has further gone up considerably
since then. M/O Labour & Employment, is already
paying Rs 1200/- as FMA to its beneficiaries in
EPFO. It is, therefore, urged that to help elderly
Pensioners to look after their health, FMA for all
C.G. Pensioners be raised to at least Rs 1200/-
P.M. linking it to Dearness Relief for automatic
further increase, especially as Ministry of Health
and Family Welfare have no objection in raising
FMA from Rs 300/- to Rs1200 P.M. as intimated
vide their number MOH &FW F.No 20020/45/
2012-CGHS (P) dt 22.02.2012.
iii. Adequate raise in FMA will encourage a
good number of Pensioners to opt out of OPD
facility, which will reduce overcrowding in hospital.
OPD through Insurance is likely to cost much
more to the Govt. As such the proposal for raising
Fixed Medical allowance to Pensioners is fully
justified & is financially viable.
iv. EXEMPT FMA FROM INCOME TAX: Fixed
Medical Allowance (FMA) is a compensatory
allowance to reimburse the medical expenses.
As Medical Reimbursement is not taxable, FMA
should also be exempted from Income Tax.
4. Implement modified parity correctly asrecommended by 6th CPC :
The principle of modified parity, as
recommended by the V CPC and accepted by
the 6th CPC and then accepted by the Central
Government vide their Notification in the Gazette
of India dated 29.8.2008, provides that revised
pension in no case shall be lower than 50% of
the sum of the minimum of the pay in the Pay
Band and Grade Pay corresponding to revised

BPS has been the Member of SCOVA right
from its inception in July, 1986. At present, it is
non-rotating member of SCOVA and is in receipt
of recurring annual Grant-in-aid from GOI, Ministry
of Personnel, PG & Pensions, Deptt of Pension
& Pensioners Welfare.

1. Withdraw New Pension Scheme :
As :- (i) Pension of Govt. employees is a
deferred wage. Since wage paid out to them during
the course of work tenure is kept low by design,
to cater for pension. (ii) Pension is a social
security measure & cannot be subjected in any
way to Market risks (iii) It does not guarantee
minimum return & thus lacks the basic Fiber of
Social Security (iv). It is in no way better than the
existing Scheme (vi)It does not provide guaranteed
Family Pension to dependents & disabled siblings
which exist in present scheme.
This Convention therefore urge the Govt. to
scrap New Pension Scheme w/o further

pay scale from which the pensioner had retired.
The Govt. of India interpretted minimum of pay in
the Pay Band as minimum of the Pay Band. This
interpretation is erroneous and not acceptable.
This is against the principle of equity and justice.
Similar is the fate of all other similarly placed
pensioners. This hits the very principle of the
modified parity which was never intended by the
Pay Commission or by the Central Government.
It is thus evident that the clarificatory OM dt.
3.10.2008 and further OM dt. 14.10.2008 and OM
dt.11.2.2009, whereby representation was rejected
by common order, are totally unjust and uncalled
for. It is, therefore, requested that pension of all
pre-2006 pensioners be refixed wef 01.01.2006,
based on the resolution (Notification) dt.29.8.2008
& OM No FNo 38/37/08-P & PW (A) dated
01.09.2008.
5. 50% DR merger
MERGER OF DR WITH PENSION
WHENEVER IT GOES ABOVE 50%:-
The Pension of Central Govt. Pensioners
undergo revision only once in 10 to 13 years during
which period the pension structure gets seriously
disaligned, fifty % increase in prices takes place
in less than 5 years, this results in considerable
damage to the financial position of the pensioner
with otherwise inadequate Pension. As admitted
by Sh Montek Singh Deputy Chairman planning
commission in his statement to PTI on 27.2.2008,
DA does not adequately take care of inflation. As
on date, compared to 01.01.2006 price rise is
152% whereas DR sanctioned is only 65% . The
working employees are getting some automatic
relief by way of 25% increase in their allowances
with every 50% rise in Dearness allowance. As
pensioners do not get any allowances, they feel
cheated. In order to strike a balance, DR should
be merged with Pension whenever it goes beyond
50% or pension be revised every 5 years.
6. Restoration of Commutation in 12 yrs
RESTORATION OF COMMUTED PORTION
OF PENSION IN 12 YEARS: -
The commuted value of pension is calculated
with reference to a commutation table based on
the mortality rate among pensioners & the recovery
of interest at a fixed rate of 4.75% per annum.
These tables were revised in Nov 63, Nov 67,
March 1971 & now latest by CPC 6; every time
years of purchase have been reduced. But the
period of restoration has not been revised or
reviewed. Average life expectancy in 1963 was
40 yrs whereas life expectancy now, is 18 years
at 60 years i.e. it is at 78 yrs now. Thus
percentage of recovery today is very high as
compared to 1963.Therefore, period of restoration
of commuted value need immediate revision.
The commuted amount along with interest
element stands fully adjusted in less than12
years. That is why, several States are restoring
commuted portion of pension of their pensioners
in 12 years. Thus there is no reason why the
Central Govt. should also not restore it in 12 years,
as was recommended by 5th CPC more than 10
years back vide their Para 136.19.
7. Remove disparity in revision of pensionwithin the homogeneous group of pre 2006.: A
common multiplication factor need to be adopted
for the revision of pension of all pre 2006 retirees
so that all pensioner in this group irrespective pre
retirement status, get equal enhancement i.e. if
basic pension of pensioners’ of one pre retirement
scale/pay band is getting enhanced by three time
then all other pensioners/family pensioners should
be similarly benefited to maintain equality.
8. Additional old age pension to all
superannuated persons should start from the age
of 65yrs @ 5% of the basic pension with provision
of enhancement by 5% every 5yrs;

End discrimination against women
1) Provide RELHS-97 facilities to familypensioners (other than spouse) and to thekids of Divorced & widowed dependentdaughters as recommended by 6th CPC &already accepted by M/O H &FW.

Widowed / Divorced / Unmarried dependent
daughters of Rly Epmployees / Pensioners are
included in the definition of family members & get
family Pension on their turn in all the Central
Government departments including Railways.
Such family Pensioners & their minor kids are
provided healthcare facilities under CGHS of
Ministry of Health & Family Welfare as well as
under ECHS of Ministry of Defence.
But Indian Railways have denied Healthcare
facility as well as Fixed Medical allowance in lieu
of OPD to these Family Pensioners
Eligibility criteria for joining RELHS 97 laid down
vide Para 612 (2) iii of Indian Railway Medical
Manual 2000 debars Widowed / Divorced /
Unmarried dependent daughter Family Pensioners
from joining ‘Retired Railway Employees Liberalized
Health Scheme-1997’. This discrimination against
women and gender bias need immediate
rectification. An suitable amendment be
immediately introduced to permit all such family
pensioners (i.e. other than the spouse) also to join
RELHS-97 for their healthcare needs.
2) Allow dependents in Widow passes : Inwidow pass, only the mother of the deceased
employee/pensioner is allowed to be included as
dependant. It is cruelty to debar a widow to include
her own dependent children in the pass. Thus it
is desirable to allow dependents in the widow
pass at the same scale, as was allowed in the
post retirement pass of her late husband.
3) Provision of passes to family pensionersother than the widow:
The facility of widow passes was introduced
in Rlys in lieu of surrender of two sets of privilege
ticket order during the service life of the employee,
as such it is desirable that after the death of widow,
the facility is passed on to the next family
pensioner, if any.
4.Raise ex-gratia to Rs 3500/- pm forwidows of pre 1986 SRPF(C) beneficiaries:Payment to the widows of SRPF beneficiaries be
raised to Rs 3500/- with full dearness relief. They
are at present being paid only Rs 605/- per month
ex-gratia with 8% less DR than others. Also permit
payment of ex-gratia to dependent daughters after
the death of both parents.
Implement Budget promises
1) RELHS-97 facilities to dependentparents: The then Rly Minister in her budget
speech on 25th February 2011 vide para 56
announced extension of medical facilities to both
dependent father and mother of railway
employees. Executive Order to this effect needs
to be issued w/o delay.
2) On 24th February 2010 during the budgetspeech, Minister for Railways, vide para 51,
announced that Rly out patient Departments
(OPD) and diagnostic centers will be set up at
Gurgaon & other cities. But there has been no
progress on the ground so far. This needs to be
implemented without delay.
Grievance
1) Fix strict Timeline with punitive clausefor redressal of grievances recorded throughCPENGRAMS:

2) Meet pensioners’ representatives as&when requested: Though Rly Board has
circulated more than once, instructions to zones
& Divisions to meet pensioners’ representatives
& to attend to their representation. But
unfortunately Board officers themselves are not
following these instructions / guide lines.
3. HOLD PENSION ADALAT EVERYQUARTER & WIDEN SCOPE
Widen scope of pension Adalat to includeall payment cases & to allow SCOVA members/
representative as well as representative of identified
Associations to actively participate actively.

provides Pension Adalat at Divisional level every
3 months interval. But these instructions are not
being followed. Number of Pensioners/Family
Pensioners & their grievances have considerably
increased over the past one & a half decade. In
the absence of strict timeline & punitive clause,
Grievances recorded through Pensioners Portal
“CPENGRAM” are not being timely resolved by
the Rly Admn.

4. i) Constitute Hospital level grievancecommittees & include representativesAssociations identified by DOP &PW & SCOVAmembers in Rly Hospital grievance committees.
Healthcare is a major issue with pensioners. A
number of complaints keep dropping in Federation/
association office about poor attention to pensioners
in Rly hospitals and about doctors’ misbehavior. In
the absence of a grievance committee with
Pensioners’ representatives therein, these
complaints are not properly addressed. Thus it is
desirable that the working of Rly hospitals is
streamlined on the basis of CGHS guidelines &
Hospital grievance committees are constituted with
adequate representation of Pensioners through
identified associations & SCOVA members.
4 ii)Allot separate nominated days forPensioners/family pensioners for specialistconsultation in Rly hospital.
In Railways specialist consultation is available
only in Central Hospitals at Zonal head quarters,
which covers a jurisdiction of more than a hundred
Kilometers. In the absence of separate consultation
facilities for pensioners/family pensioners, they
have to face torture of standing for hours in the
common queue and often they miss the
opportunity for specialist consultation on the same
day of visit. Thus to save them from this
inconvenience, it is desirable that a week day is
nominated for them for this purpose and that
specialized medical consultation is out sourced
to private hospitals sothat Pensioners/Family
pensioners do not have to travel long distances.
4. Stop recovery & restore reduction ofPension of pre-1996 pensioners retired fromivthCPCscale of 4500-7500 & other similarlyplace Pensioners : The subject was discussed
vide Agenda item 10.19 in 20th SCOVA Meeting
held on 21.9.2011 and Railway Board was advised
to sort out the issue after hearing the
representatives of Pensioners Assns.
E.D. Est.(F) who is the concerned authority
does not have time to discuss the issue with
pensioners’ representatives. Whenever Bharat
Pensioners Samaj attempted to approach the
officer, her PS replied that she was busy. Even in
response to the request for appointment through
Fax, PS replied that she was too busy to give an
appointment. As such, the nodal Ministry is
requested to intervene immediately. As a first
step, stop recovery of huge amount from the
pensioners/family pensioners.

EIC “C” dt 16.3.2012. have informed that:
PCDA(P)Allahabad has refused to issue
revised PPOs to Pre2006 Pensioners & Family
Pensioners with the result that several of them
are deprived of the benefit of modified parity (reg.
minimum pension/family pension) and old age
additional pension/family pension. Issue need to
be sorted out immediately.
2. Two family pension to widows ofreemployed ex-servicemen:
As per Govt of India decision No (21) published
below rule 54 of the CCS (Pension) Rules 1972
dependent parents and widowed / divorced
daughters were also included in the definition of
family with effect from 1.1.1996. An income
criterion for dependency was prescribed. Now
Government of India, Dept. of Pension & P.W vide
O.M. 1/11/2011-P&PW (E) dt 30.11.2011 have

clarified that “Family pension admissible to abeneficiary in respect of one deceasedemployee / pensioner is not to be counted asincome for the purpose of determination ofanother family pension”.
On the death of a military pensioner, his wife
will be entitled for family pension under the military
pension rules. If her unmarried son serving under
another ministry also dies then she will be entitled
for 2nd family pension. The family pension being
drawn from the military source shall not be counted
as income for the determination of eligibility for 2nd
family pension. If for two different spells of service
rendered by two different persons under two different
ministries one common family member can be
entitled for two family pensions, then why not for
two different spells of service rendered by one ex-
serviceman under two different ministries, his family
is not entitled for two family pensions?
3. Refusal to sanction Family pension todependent daughters by defence authoritieson the plea that the employee during his service life
did not include the name in the details of
dependents.This attitude of the defence authorities
is causing undue hardship to Widowed/Divorced
daughters in whose case event occurred after the
retirement of their parents. In cases where no office
records are available, self declaration of dependency
and the legal heir certificate issued by court for the
specific purpose of Family pension be accepted as
a valid document to claim family pension.
4.CSD canteen facilities to defencecivilians:
Defence Services Civilian Pensioners should
be entitled for CSD Canteen facility because ;
(Firstly) they are being paid pension from Defence
Services Estimates and their entitlement is
covered under para 4 (b) of Army Order No 02/
2006 and (Secondly) they are ex-servicemen as
per laid down definition and all ex-servicemen are
entitled for CSD Canteen facility.Thus this facility
be restored to them w/o further delay.
For M/O/ H &FW
1.Merger of 19 P& T dispensaries in CGHSin 12 cities-
Item 6.21 of 20th SCOVA meeting is still
pending. The merger may be expedited.
2.Grievances Committees at the Additional
Director (CGHS) Level at Delhi :
Grievances Committees consisting of
representatives of pensioners and serving
employees are successfully functioning in cities
other than Delhi. However, no such grievances
machinery is available at the Additional Directorsof various CGHS Zones at Delhi. Consequently,
important issues like settlement of reimbursement
of medical expenses are out of the purview of any
scrutiny at these zones. It is requested that
Grievances Committee with representatives of
Pensioners be constituted at Additional Director
level at Delhi without any further delay.
2. i) A similar grievance committee at national
level may also be constituted.

disbursement of pensions in respect of Central

accordance with the ready reckoner by all the
pension disbursing banks. Instances have come
to notice where arrear of revised pension, additional
pension to the pensioner/family pensioners has
not been paid yet by some of the banks.
2) Controller General of Accounts in a meeting
on 26/07/2012 with the banks has reviewed the status
of revision of pension and during the deliberations, it
was decided to take help of Pensioners’ Welfare
Associations in this matter as frequent changes of
banks/dealing branches is the major hassle in
settling the quick revision of pension/family pension.
3) To avoid further delay and to eliminate the
hardship to the pensioners, all Pensioners’ Welfare
Associations are requested to bring to the notice of
the indersigned, through their representative(s) or
member about such cases where pension/family
pension has not been effected by banks. This

The government has notified a new set of
rules for moving the Central Information
Commission (CIC) against government
departments, laying down the basic standards
that an RTI appeal must have before it is taken
up by the information watchdog.
The new rules were noti f ied by the
Department of Personnel and Training (DoPT)
at the request of the CIC that has been grappling
with incoherent and incomplete appeals.
Chief Information Commissioner Satyananda
Mishra said the commission had not insisted
on a format or content of an appeal in the initial
phase since the implementation of the law was
still in its infancy.
“But now that the number of RTI appeals has
gone up, it has become extremely difficult for
us to cope with incomplete, and sometimes
illegible appeals,” Mishra told Hindustan Times.
In the past, the CIC has accepted letters
written to the commission as formal appeals
and got around to putting together the necessary
paperwork on its own.
With nearly a million RTI pleas filed annually,
the proportion of appeals has also increased
considerably. As the commission head, Mishra
has to deal with about 1,233 pending appeals.
As a result of the backlog, the applicants will
have to wait for about 8 to 12 months before the
information commissioner can take up the cases.
The new rules – notified on July 31 but not
yet put in public domain by the DoPT–not only
l ists the documents that wi l l need to
accompany an appeal but also lays down a
format for the applications.
Deviation from the format, however, will not be
a ground for rejecting an appeal. This is to ensure
there is no discrimination against the poor.

the pension paying branches of the banks are
required to deduct income tax at source from the
pension of Central/ State Govt Pensioners. It has
been brought to our notice that the pension paying
bank branches show only the net amount of pension
instead of showing the amount of TDS as a
seperate and distinct entry in the passbooks of
the pensioners with the result that the pensioners
have to approach the concerned bank branch for
ascertaining the amount of income tax deducted.
In order to avoid inconvenience to the
pensioners, you may instruct your pension paying
branches to show the amount of TDS on pension
payments as a separate and distinct entry in
the passbook of the pensioners.

AHMEDABAD: B D P A – Get-to-Gather
Meeting was held on 10.06.12 at Surat. Shri A A
Patel, Jt GS, H C Bhatia, Office Secy addressed
the huge gathering of Pensioners. Shri Parekh
and others extended helping hand for this
successful event.
Get-to-Gather Meeting of Balsad, Navsari &
Vapi Dt was held on 30.07.12. More than 250
members participated in the meeting. The
gathering was addressed by S/Shri. A N Patel,
Kumpavat and D D Mistry. Sr Members (70+) were
honoured with shawls. 25 new members were
enrolled in this meeting.
CHANDIGARH – Defence Accounts PWA –A meeting was held on 05.08.12. Members born
in August were felicitated and token gifts were
presented to them. Shri S R Bharadwaj, Sr. VP
briefed the members that the issues regarding
inclusion of more Diagnostic Centres and extending
Lacroscopic procedures for CGHS beneficiaries
were under active consideration of Senior CGHS
officers both at Chandigarh and Delhi.
CHENNAI (TN): A I Ord Factories & AlliedEstablishments Pensioners’ Welfare Assn –
AGM was held on 31.07.12. It was attended by
about 1200 members. Following office bearers
were elected: President: Sampath, Secy: Ln B
Gajapathy, Treasurer: Sk Senniappan. Besides
this, 2 VPs, 1 each Gl Secy, Office Secy and Jt
Treasurer and 4 Jt Secretaries were also elected.
3 resolutions were unanimously passed – (i)
thanking the Ministry of Defence for allotting 4000
sq.feet at HVF Avadi for construction of CGHS
Dispensary/Poly Clinic and also requesting DG
CGHS to complete the construction and
inauguration of the dispensary in 2013, (ii)
requesting Ministry of Defence to continue to
provide CSD canteen facilities to Defence Civilian
Pensioners, and (iii) immediate constitution of 7th
Pay Commission and also merging of DA with
basic pension w.e.f. 01.01.11.
DELHI: Sr Citizens Welfare Assn, Shahdara– 65th Anniversary of Independence Day was
celebrated on 15.08.12. S D Taplujal, Senior most
member hoisted the flag. Shri L P Sharma,
President welcomed the gathering and explained
the unique character of the Assn. The program
came to an end after a photo session of members.
FARIDABAD (HARYANA): N C T Delhi, GovtPensioners Assn – AGM was held on 10.06.12.
Members thanked the Govt of Punjab for having
sanctioned addl pension for pensioners from 65
years onwards. They felt that the Central Govt
would also extend this facility to their pensioners.
Members also assured that they would liberally
contribute to the ‘Legal Fighting Fund’ started by
Bharat Pensioners Samaj, New Delhi.
GHOGHA (BIHAR): Bhagalpur Dt PensionersSamaj – 4th Biennial Conference was held on
07.05.12. Shri J P Yadav, President welcomed the
gathering and urged the members that this samaj
should be made a model organization in the State.
Shri Sant Lal, Secy gave a brief account of various
activities of the Samaj – PPOs were revised for 40
pensioners; arrears were got disbursed to 114
pensioners and the payment of medical allowance/
commutation of pension were arranged for 34
pensioners. Income and Expenditure Statement
was read out and audited accounts were
unanimously approved. Following office bearers

Sant Lal, Treasurer: P Yadav. Besides this, 1 each
Wkg President, VP, Jt Secy, Org Secy, Legal

HYDERABAD: Shri Mallikarjuna Rao, Secy for
Postal and other matters of BPS has addressed
Working Committee of P&T Pensioners Assn,
Vishakapatnam on 13.08.12 and apprised them
of details of charter of demands put forth by BPS,
New Delhi with an emphasis on ‘Parity’ with details
how the pre-1996 family pensioners were worst
affected. He stressed that our demand of ‘Item
Parity’ with more effective bargain while
presenting our charter to the Govt as also in the
next SCOVA meeting.
INDORE (MP) – Seva Nivrutta KarmachariSangh (Railway) – AGM was held on 09-06-12. It
was attended by a large number of Railway
pensioners. Audited accounts for the year 2011-12
and the budget for the year 2012-13 were presented
and they were unanimously passed by the
members.Following new office bearers were elected.
President-M.G Devkar, Secy-S.B Dighe, Treasurer-
M.M Pendarkar. Besides this 1 each Wkg President,
VP, Auditor and Org. Secy were also elected.
KANPUR (UP) - Pensioners Samaj – 65th
Independence Day was celebrated on 15-08-
12.More than 150 members attended the function.
Shri.C.R Mukharjee, Acting President hoisted the
flag. Following new office bearers were elected.
President-K.S Awasthi, VP- S.Yadav, Secy-
S.N Lall, Jt.Secy- P.N Lall Treasurer-V.K Mathur.
Both the President and the Secy forwarded to
the CMO in charge (Dr.P.K Pachauri) of Pandu
Nagar Wellness Centre, Kanpur the Appreciation
Certificate issued by the Advisory Committee of
this Wellness Centre.
KARNAL – Haryana Civil PensionersWelfare Association – A meeting was held on
17.08.12. in State Bank of India (Main Office) in
which Chief Manager and AGM/RM were also
present. Problems of pensioners were discussed.
Senior officers of the Bank assured the pensioners
that their problems would be solved.
LUCKNOW (UP) – State CoordinationCommittee of the Pensioners Associations – Ameeting was held on 03-06-12. Following office
bearers were elected. President- D.C Shukhla, Gen
Secy – S N Srivastava, Treasurer – S L Khare.
Besides this 1 each VP and Auditor, 4 Jt
Secretaries and 5 Org Secretaries were also elected.
MALEGAON (Nasik): AICGPA - AGM was
held on 28-07-12. Following office bearers were
elected – President – M.V Tople, Branch Secy.
S.G Rohidas, Treasurer – U.J Parihar. Besides
this, 4 VPs, 4 Asst Secretaries, 1 each Asst
Treasurer and Auditor, 6 Org Secretaries, 4
Advisors and 11 EC members were also elected.
PUNE (Maharashtra) – Seva NivruttaSanghatana – AGM was held on 10.06.12. About
150 members attended the meeting. Following office
bearers were elected. President – B V Dabhade,
Secy- B.A Kohli, Cashier- B.D Sheta. Besides this
1 each VP, Office Secy and Asst Cashier and 2
Asst Secretaries were also elected.
SAMANA- Pensioners Association(Patiala)- Shri S L Duggal, Life Member BPS,
has sent 2 press cuttings this time. In the first
one, ‘The Tribune’ carries a news item- Service
Chiefs (Naval, IAF and Army) have written letters
to Hon Defence Minister pressing for the inclusion
of a Representative of the Armed Forces in the
high level committee formed by the Govt. to
address the issues related to their pay and
pension. In the second one, which also appeared
in the same Newspaper dated 19.08.2012 wherein
the Supreme Court has held that the Govt.
Employees can’t refuse to return the excess
payments made for any reason whatsoever. A
Bench comprising Justices K S Radhakrishnan
and Dipak Misra delivered the judgement
dismissing an appeal filed by some teachers and
principals from Uttarakand whose pay scales had
been fixed wrongly in the wake of the 5th Pay
commission report.
SHILLONG(Meghalaya): C G P A – In the AGM
held on 09-06-12, Shri Abhijit Roy Choudhury has
been elected as the Gen. Secy of this Association.
