Introduction

Investigation has shown that use of a mobile phone while driving, including hands-free phones, promotes higher risk of an incident

As of 15th June 2005: All Local Shell Entities in EPM forbid the use of a mobile phone, including hands-free, while driving on company business

This is applicable to all Shell staff, contractors, and anyone, including suppliers, working on a Shell managed site.

“On company business…”

While driving a Company vehicle, rental car, or own vehicle on Company business, the driver is not permitted to use a mobile phone or 2-way radio even with the use of hands-free equipment

For security & emergency operations and for business critical activities relying on cell phones or 2-way radios, these can be continued to be used, but only with hands free technology and limiting the duration of conversation provided the company completes a documented risk assessment for the permitted activities

Scheduled calls will require the vehicle to be stopped and safely parked (i.e. not on the ‘hard shoulder’ of a road). Voicemail should be used to field any other calls while the device is switched off during the journey

Drivers engaged in cell phone conversations:

• Significantly poorer driving performance

• Four times as likely to crash

• Comparable to alcohol impaired driving

• Responsiveness seriously affected

• Significantly vary their speed

What action are you expected to take?• Follow the company rule and do not use a mobile phone at all while

driving on company business

• Always check that the recipient of your phone call is not driving. End the conversation if you suspect they are driving

• Lead by example and do not use a mobile phone at any time while driving

• Encourage others not to use mobile phones while driving

• If you see an offender, intervene, it could prevent an injury

Road traffic fatalities (including pedestrians, cyclists and motorists) are projected to double over the next two decades to over 1.5

million people annually, moving from ninth to third in terms of the leading causes of injury and disease globally.

Make sure you and your colleagues are not one of those statistics

Any member of staff found to be using communications devices while driving on Company business will be in breach of HSE regulations and may be disciplined accordingly

This policy with respect to mobile phones has been endorsed by the EPM-LT as part of the EP2005-0261 standard (Manage Logistics – Road Transportation HSE)
