Office of CADD & Mapping Services

Mission Our mission is to provide high quality, innovative, timely, and cost effective products, services, technical assistance, and contract support in Remote Sensing, GIS, Digital Imaging, Mapping, Surveying, and CADD; as well as develop engineering and surveying standards, specifications, and guidelines that contain current technology practices to create a precise, reliable, and safe transportation infrastructure. Responsibilities/Services Remote Sensing and Mapping

The section performs remote sensing operations for ODOT purposes. This work includes aerial photography and LiDAR collection for a host of applications including: safety project analysis, access management Intelligent Transportation Systems (ITS), construction monitoring, court exhibits, planimetric mapping, and topographic mapping for planning and design.

Survey

The survey section creates standards for ODOT surveying projects and gathers original orders only taken by ODOT.

CADD Services

Our mission is to provide the State of Ohio’s Transportation Engineering Community with computer aided design application support, training and innovation to be used in the planning, design, construction, and maintenance of Ohio’s transportation infrastructure.

Office of Environmental Services

Mission The Office of Environmental Services (OES) achieves its goals and objectives through the dedicated work of staff who monitor and implement environmental laws, rules and regulations through ODOT's environmental, design, construction and maintenance programs in support of the department's Statewide Transportation Improvement Program (STIP) while encouraging best practices and pro-actively working toward consensus among transportation interests. Responsibilities/Services Environmental Policy

The Environmental Policy staff coordinate environmental processes all ODOT staff must undertake to achieve a safe, efficient and environmentally compliant intermodal transportation system through the following programs and processes: documentation for NEPA, training courses for ODOT personnel and consultants, and noise and air quality regulation.

Cultural Resources The OES Cultural Resource section is composed of two sub-sections: Archaeology and History/Architecture. Our primary

responsibilities are to efficiently and effectively assist in the timely delivery of projects that comprise ODOT's Transportation Improvement Program. In addition, our responsibilities include monitoring the application of State and Federal laws in the evaluation of the impacts of transportation projects on Ohio's cultural resources. "Cultural Resources" include prehistoric and historic archaeological sites, historic bridges, and historic buildings, sites and districts.

Eco/Permits The Eco/Permits section staff is responsible for managing ODOT’s ecological resources and waterway permits and handling

natural resource mitigation on ODOT projects. Transportation projects that impact rivers, streams and/or wetlands require a permit or combination of permits in accordance with state and federal laws and regulations. The staff also manages the ODOT Mitigation Inventory, which provides information on all of ODOT’s natural resource mitigation projects

Environmental Site Assessment The Environmental Site Assessment (ESA) Unit has various responsibilities during the environmental process and for the operation and management of ODOT facilities for product waste and tank management. These responsibilities include assessment of NEPA transportation projects, product and waste management, and the tank management program for above ground and underground storage tanks containing petroleum.

Office of Geotechnical Engineering

Mission Our mission is to provide geotechnical services and support for the planning, design, construction, and maintenance of a safe, accessible transportation system for the people of Ohio. Responsibilities/Services Design Resources

The Design Resources section is divided into two subsections: the Foundations and Walls section, and the Roadway and Geohazards section. The Foundations and Walls Section is responsible for oversight of AASHTO LRFD design of structures foundations, foundations related items in the ODOT Bridge Design Manual, and Geotechnical involvement in specifications committees. The Roadway and Geohazards Section is responsible for all subgrade and earthwork construction (cuts, fills, etc.) and is active in cataloguing Geohazards and other Geologic and Geotechnical features, employing Global Positioning, Geodetics, and GIS.

Field Exploration

The Field Exploration section consists of Geotechnical Drilling Crews and Geologists, under the supervision of Assistant Office Administrator Kirk Beach. The drilling crews explore the subsurface of proposed and existing ODOT roads and projects. They also install and monitor slope inclinometers in several of Ohio's geologically volatile areas.

Soils Laboratory

The Soils Laboratory consists of Geotechnical laboratory technicians, under the supervision of a Laboratory Manager Geologist. The laboratory technicians test the samples collected by ODOT's Geotechnical Drilling Crews according to the Specifications for Subsurface Explorations.

Office of Hydraulic Engineering

Mission Our mission is to provide cost effective and environmentally sound solutions to surface and subsurface roadway drainage that maintains public safety by using innovative methods and materials and fostering working relationships with all our customers. Responsibilities/Services The Office of Hydraulic Engineering has been given the responsibility of the oversight of all aspects of highway drainage. This includes all bridges, prefabricated cross-drains, storm sewers, open water carriers (ditches), pavement drainage systems, sanitary sewers, water works, erosion & sediment control items, and sub-surface pavement drainage (underdrains). In addition, the office develops and maintains the Location & Design Manual, Volume 2 - Drainage Design. This manual is the primary source of information for personnel involved in drainage design for Ohio DOT. It is intended to provide uniform procedures for implementing drainage design decisions and assure quality and continuity in drainage of highways in Ohio. The office is active in research activities and members of the section sit on various TRB, NCHRP, AASHTO and ASTM committees. Office of Maintenance Administration Mission Our mission is to facilitate the maintenance of a safe, efficient, accessible highway system that fosters economic growth and personal travel. To be a second to none in snow and ice control, maintenance of traffic and issuance of special hauling permits for the benefit of the general public, business and political advocacy groups, as well as our internal customers. Responsibilities/Services Adopt-A-Highway Program

Volunteer groups adopt a two mile section or an interchange along a State Route, United States Route or Interstate. Groups who sign up with the program adopt for two years. We ask that they pick up a minimum of four times each year. Participants in Adopt-A-Highway should be volunteers and not paid to pick up litter. Groups can partner with others in adopting, but may not pay another group to pick up litter. The Department of Transportation will provide safety training, trash bags, disposable safety vests and two signs to be used at the beginning of the two mile section. The only cost to each group is their time

Hauling Permits

The goal of the section is to safeguard the State system of roadways and roadway structures and contribute to the safe movement of highway traffic through the review of applications and, when appropriate, the issuance of special hauling permits for vehicles/loads that exceed the statutory maximum legal weights and dimensions.

Gateway Landscaping

ODOT is sowing the seeds of pride in communities around the state, through the Gateway Landscaping Program. This program, funded by Federal Transportation Enhancement Funds, has set aside funds for highway landscaping in Ohio communities. The program provides aesthetically appealing corridors leading into Ohio's cities and villages.

Snow & Ice

The Snow and Ice Program begins with our county operations. The County Manager takes steps to adequately plan and prepare for the approaching winter season. This plan includes equipment readiness, truck routing, call-out procedures, supplemental drivers, emergency equipment rental, training, and material inventory control. The County Manager coordinates this preseason plan with his or her District Highway Administrator (HMA). The HMA is responsible for integrating the preseason plans of all the Counties in his or her District to ensure the efficiency of the District's overall snow and ice control operations.

Office of Materials Management

Mission Federal Law requires each State DOT to develop a quality assurance program to assure that the materials and workmanship incorporated into each Federal-aid highway construction project conform with the requirements of the approved plans and specifications and that each State DOT maintain a central laboratory to administer its quality assurance program. The Office of Materials Management‘s chief functions include materials testing (our core function), district testing support, personnel certifications, and laboratory accreditation. Responsibilities/Services Aggregate

The Aggregate Section is responsible for evaluating all the aggregates that go into Ohio's Highways through physical testing. These aggregates are used in a variety of pavements such as aggregate bases (304), hot mix asphalt bases (301), portland cement concrete bases (305), hot mix asphalt (703.05), portland cement concrete (703.02). The aggregates are also used for other purposes such as pipe backfill (603), slope and channel protection (601), shoulders (617), and a variety of other uses. The section is also responsible for interpretation of specifications related to the various aggregate uses and the implementation of new specifications as needed.

Asphalt

The Asphalt Materials Section performs routine and special testing in support of Districts and ODOT project contract administration, supplier certification, material investigations, and implementation of new specifications and technology. This section supports ODOT in testing and production and works with material suppliers and contractors in specification development and material evaluation. Also, in conjunction with the hot mix industry, the section works to further the expectation of quality paving through specification development and evaluation of contractor procedures.

Cement & Concrete

The Cement and Concrete Section is divided into three areas: Concrete Lab, Cement Lab, and On-site Plant Inspection each of which is responsible for various tasks. The section also reviews and approves concrete mix designs (PCCJMFs), performs research projects, performs training and maintains AMRL accreditation.

Chemical

The Chemical Section is in charge of testing various coatings which include traffic and bridge paint, anti- graffiti coatings, and curing compounds. The chemical staff also tests deicing agents, diesel fuels, and glass beads. In conjunction with the Cement & Concrete Section they test concrete additives such as flyash, slag, microsilica, and cement admixtures. For the Aggregate Section the staff tests soil for silicon dioxide and minimum resistivity.

New Products The Division of Construction Management is assigned the responsibility and authority to evaluate new product requests introduced to the Department. New products that have a determined need to the Department will follow a standardized procedure from initiation through potential specification development. All requests for new product evaluations will be initiated through the Office of Materials Management, New Products Engineer.

Structural Steel, Welding & Metals

The Structural, Welding and Metals Section is responsible for quality assurance acceptance of structural steel bridge members that are supplied by our pre-qualified structural steel fabricators (Supplement 1078). Quality assurance reviews are performed on shop fabrication drawings for both steel and concrete bridge members.

Office of Pavement Engineering

Mission Our mission is to support the districts with standards, policy, training, procedures, data and research to allow them to provide smooth, quiet, cost effective pavements for the traveling public at a minimum of inconvenience. Responsibilities/Services Pavement Design and Research

This section provides training, technical support, and assistance to Districts, consultants, and local governments concerning the design, rehabilitation and maintenance of pavements. It performs coring and deflection testing, forensic investigations, and designs all minor rehabilitation overlays on multi-lane divided highways. The research functions consist of identifying research projects through solicitation of the Districts, central office, private industry, universities, and FHWA research needs; prioritizing and initiating projects to meet those needs; monitoring active projects to insure timely completion of the objectives; and implementation of the research project results. The section is also responsible for performing deflection testing of 4-lane and Interstate projects scheduled for rehabilitation and for the collection of pavement condition data.

Pavement Inspection and Analysis

This section is responsible for collecting Pavement Condition Rating (PCR) data on the state highway system annually and the local federal aid system bi-annually to support the pavement management system and the Department's critical success factors. It administers the ODOT Pavement Management System by updating the system with new data, running data analysis and optimization, analyzing pavement performance, maintaining and revising the analysis logic, and providing support and training for the Districts. This section also performs life-cycle cost analysis on all new pavements and major rehabilitations over four lane-miles and prepares the pavement selection package. Additionally, this section takes the lead in publishing and updating the Pavement Design Manual, the Pavement Condition Rating Manual, and the Pavement Standard Drawings (BP Series).

Office of Program Management

Mission The Office of Program Management’s mission is to perform statewide condition and needs analyses on Ohio’s road network and manage ODOT’s capital programs in a fiscally responsible manner to assure the best use of Ohio’s transportation resources. Responsibilities/Services Major Programs

Major Programs staff manages capital programs which include identifying and selecting new projects to fund, ensuring each program is fiscally restrained, monitoring the scope, schedule and budget of the projects funded, approving encumbrances and change orders.

Systems Planning

The Systems Planning Section helps to keep people safe on Ohio roads by analyzing crash data trends and identifying locations with deficient pavements and bridges. This information is used by ODOT to prioritize transportation investments.

Capital Reporting

Capital Reporting Program includes the current Fiscal Year Construction Program Summary, Ellis data and Statewide Transportation Improvement Program (STIP) as well as Production Reports and Ohio Roadway Functional Class Inventory.

Office of Roadway Engineering

Mission Our mission is to ensure a safe and efficient transportation system by developing engineering policies, standards, and guidelines, providing technical assistance and advancing state of the art engineering practices. We accomplish our mission by assisting offices within Central Office and the Districts by acting as a consultant, by aiding in the review, design and operation of Ohio's transportation system. Responsibilities/Services Design Standards

The Standards Section’s main responsibility is for the development of Roadside and Traffic Standards, including publication of the Location and Design Manual, Volume 1; the Ohio Manual of Uniform Traffic Control Devices; the Traffic Engineering Manual; Standard Construction Drawings and other design documents.

Geometrics Provide geometric reviews (Stage 1, 2 and 3) of major projects and process requests for Design Exceptions. Q.A.R. Reviews including Design Exception process, 3R Safety Studies, District Geometric Review. Provide Geometric Review training, technical assistance, Value Engineering Studies, Court of Claims, support for L&D Manual Volume 1, design support for District staff. Serve on AASHTO and TRB Committees.

Studies & Access Management Studies - Perform and review Interchange Justification Studies and capacity studies. Review developer impact studies. Review and approve access variances. Assist in major project scope development. Interchange Modification Studies, support for L&D Manual Volume 1, Design support for District staff. Training for Interchange Justification Studies Academy. Analyze unconventional intersections (Continuous Flow Intersections, Roundabouts, IJS/IMS Manual, etc.). Access Management - Permit review for limited access facilities. Coordinate Access Management, Variances, Appeals, Traffic Impact Studies, Basic Access Management Training.

Traffic Control Oversight and input for policies, guidelines, standards, procedures, specifications and publications related to Highway Lighting, Maintenance of Traffic, Markings, Signs and Traffic Signals.

Value Engineering ORE works with District staff to coordinate ODOT’s Value Engineering reviews while a project is in design. ADA

The Americans with Disabilities Act (ADA) established that Public Rights of Way must be accessible to all persons. ODOT facilities must be ADA-compliant. ORE maintains standards for items such as sidewalk, shared-use paths, curb ramps, and detectable warnings.

Office of Structural Engineering

Mission Our mission is to provide ODOT districts with standards, policy, procedures, training, design resources, data and research to allow them to continually monitor and improve the quality of ODOT’s bridge inventory. This support will enable them to provide safe, cost effective, durable and smooth riding bridges for the public, along with providing bridges that meet the needs of Ohio’s growing economy. Office of Statewide Planning & Research

Mission The Office of Statewide Planning & Research seeks to provide planning, research and forecast services to guide transportation decision makers and advance an efficient and effective transportation system. Responsibilities/Services Statewide Planning

The Statewide Planning Section manages statewide and regional planning efforts including the statewide long-range transportation plan and works collaboratively with other agencies and ODOT offices to ensure federal transportation planning dollars are being spent in compliance with federal law.

Modeling & Forecasting

Using state-of-the-art or state-of-the-practice methods, the Modeling & Forecasting Section works to produce traffic forecasts for transportation project and policy alternatives. Ultimately, the customers of these forecasts are agencies at all levels of government who build, operate and maintain the transportation system, as well as the general public.

Research

The Ohio Department of Transportation (ODOT) Research Program provides decision-makers with the information and tools they require to ensure Ohio's transportation system meets the evolving needs of our residents and the traveling public. The program works to anticipate and address transportation concerns before they become critical problems.

Office of Traffic Operations

Mission Our mission is to provide traffic engineering expertise and leadership, for both permanent and temporary highway conditions, to ODOT districts and central office, other levels of government, our highway

industry partners, and the highway users by: Developing traffic control policies and standards, principally the Ohio Manual of Uniform Traffic Control Devices; Providing traffic engineering support services, such as, plan review, field troubleshooting, signal repair, sign design and fabrication, etc.; Monitoring district implementation of standards by establishing performance measures and assessing performance; Developing training materials, and conducting classes in traffic engineering specialties; Developing and monitoring a strategic research plan; Evaluating new products, techniques, and concepts; and Publishing information beneficial to our customers Responsibilities/Services Signals, ITS, and Traffic Operations

The Signals and ITS Section is responsible for developing policies, guidelines, standards and procedures for traffic signals, the Freeway Service Patrols, Incident Management and Freeway Management Centers in Ohio. This Section also develops specifications and design plans for Intelligent Transportation Systems (ITS) for the Office of Traffic Engineering and ODOT’s Districts.

Sign Shop

The shop produces and distributes highway signs and other related traffic control devices, develops sign material contracts, and conducts testing and evaluation of new sign materials.

Office of Technical Services

Mission The Office of Technical Services mission is to provide a world-class data repository, disseminating information to support decision-making in the areas of planning, design, construction and preservation of Ohio's Transportation System. Responsibilities/Services Administration

Administration staff provide direction to the Technical Services office staff by writing policies, developing and monitoring the office budget and coordinating fiscal, personnel and payroll matters related to the Technical Services program.

Infrastructure Management

Infrastructure Management staff collects, edits, analyzes and reports on a variety of data collected on our system including: Photolog Images, Highway Friction/Skid data, Highway Rideability and Highway cores and thickness buildups. Information concerning highway behavior (deterioration, treatments) and highway surface characteristics (friction, tire/pavement noise, rideability, splash/spray, water run-off) can be obtained from Section members. It is also the intention of this Section to assist ODOT with advancing Transportation Asset Management.

Traffic Monitoring

This section is responsible for programming, collecting, analyzing and reporting traffic monitoring date for interstate, US and state routes in Ohio. Traffic monitoring data includes vehicle volume, vehicle classification and weigh-in-motion. Data is collected using manual, portable (road tube) and permanent Automatic Traffic Recorders (ATR) and Intelligent Transportation Systems (TIS) methods

Transportation Information Management

The Transportation Information Management Section (formerly GIS/Mapping & Roadway Information) is responsible for collecting, analyzing and disseminating transportation data pertaining to Ohio's roadway system. This involves collecting and maintaining roadway attribute information on all public roads. In addition, this section is responsible for the development, implementation and maintenance of a comprehensive and integrated Geographic Information System (GIS), incorporating ODOT's Linear Referencing System (LRS).
