The Ministry of Environment, Forests & Climate Change has considered the application. It is noted that the proposal is for 'grant of Environmental Clearance for Development of a domestic airport at Kishangarh, Ajmer, Rajasthan by MI s Airport Authority of India (AAI). The proposal was considered in the 137 th EAC meeting held on 25th - 27th August, 2014 and reconsidered in EAC meeting held on 6 th - 7th January, 2015. The proponent has informed that:' 1. The project was accorded TOR vide letter no. F.No.10-45j2013-IA.IlI dated 31.10.2013. 11. Brief: The project involves development of a domestic airport in Villages: Madanganj, Rathora ki Dhani, Jatli & Sarana near Kishangarh, District Ajmer, Rajasthan. An MoU (Memorandum of Understanding) was signed between State Government and Airports Authority of India for the development of Kishangarh Airport. The project will be developed in an area of 700 acres (283 hal by dismantling the existing airstrip covering an area of 11 acres which is non-functional since last few years. The land for the project has been provided by State Govt. free of cost and without encumbrances after removing obstructions. The latitude of the project site varies from 26 0 34'20.5"N to 26 0 36'5.5"N and longitude varies from 74047'20.0" E to 74°49'39.6" E. 111. In Phase-I, the airport will be developed to cater for operation of Dash 8 Q-400 type of aircraft in all weather condition. Approximately 5 flights will operate in a single day. 2. The Ministry of Environment, Forests & Climate Change has consideredthe application. (RESA), apron, link taxi track shoulders, isolation bay shoulders, fullyequipped fire fighting equipments, storm water drains and perimeter wallshall form the part of project. Other miscellaneous facilities will includeDVOR building, CCR room, Security watch tower new substation, ACplant room, provision of hooter system at access points and provision ofexplosive detection system. Subsequently, in Phase-II the airport will bedeveloped for operation of A-321 type of aircraft, subject to viability andtraffic demand.

IV. According to ICAO noise data base, the peak noise level touched duringapproach mode of Dash 8-Q 400 aircraft is 94.9 dB while the peak noiselevel during departure mode is 84.1 dB.

v. Water requirement: The daily consumption of water during operationphase will be about 143 KLDof which 102 KLDwill be fresh water and 41KLDwill be recycled water. The source of water is ground water and watersupply from Kishangarh Municipality. Suitable provisions have been keptfor storage and distribution system of water for different purposes.

vi. Power requirement: The power requirement for the proposed project isabout 1 MW which will be sourced from 440KV sub-station of AjmerVidyut Vitran Nigam Limited to step down sub-station within thepremises of the proposed project. Three DG sets of 3x5000 (2W+ 1S) kVAare proposed for power back up.

Vll. Cost: The estimated cost of the project is Rs. 181 Crore.Vll1. Wildlife issues: There are no National Parks, Wildlife Sanctuary,

Biosphere Reserves found in the 10 km buffer zone.IX. There is no court cases/violation pending with the project proponent.x. Public Hearing was held on 27.05.2014 at Kishangarh Air Strip,

Kishangarh, Rajasthan.

3. The proposal was considered by the EAC in its meeting held on 25th - 27thAugust, 2014 and sought additional information viz. review the modelling andsubmit the details of measured noise level during the existing operation andcompare/ validate it with the predicted noise levels by modelling noise levels innormal and take off/ landing times and details of drain and bund, its purpose,delineation of flood plain, if any, certified by the competent authority. Theproject proponent submitted information and informed that:

1. Submitted copy of letter dated 5/09/2014 of Irrigation Departmentregarding Canal diversion. The Airport at Kishangarh is a proposed oneand therefore there are no operational aircrafts. The Airport will bedeveloped for operation of DASH-8Q400 type of aircraft. Approximately 5flights will operate in a single day. According to ICAOnoise data base, thepeak noise level touched during approach mode of Dash 8-Q 400 aircraftis 94.9 dB while the peak noise level during departure mode is 84.1 dB.

11. The canal passing through the project site was constructed in 1961-62according to Water Resource Department-II, Ajmer. The IrrigationDepartment has no objection for the diversion of the canal due to theproposed project. However, they have insisted on keeping the canal intactuntil diversion is required.

111. According to the Gram Panchayat of Rathodaki Dhani, Kishangarh(Ajmer), an embankment was constructed under MNREGA scheme in2008-09. However, now this land has been acquired and transferred toAirports Authority of India by State Government and the people who wereresiding in that village have already shifted to another place. Therefore the

embankment is of no use now and the Gram Panchayat has no objectionon the embankment being removed.

4. The proposal was again considered by the Expert Appraisal Committee(EAC)and recommended in its 143rd meeting held on 6th- 7th January, 2015 forgranting Environmental Clearance. The Ministry of Environment, Forests &Climate Change hereby accords Environmental Clearance for the above-mentioned Development of a domestic airport at Kishangarh, Ajmer,Rajasthan by M/ s Airport Authority of India (AAI)under the provisions of theEnvironment Impact Assessment Notification, 2006 and amendments theretoand Circulars issued thereon and subject to the compliance of the followingspecific conditions, in addition to the general conditions mentioned below:

A. SPECIFIC CONDITIONS:

(i) "Consent for Establishment" shall be obtained from State PollutionControl Board under Air (Prevention and Control of Pollution) Act,1981 and Water (Prevention and Control of Pollution) Act, 1974.

(ii) Noise barriers shall be provided along the boundary especially onthe take-off and landing funnel side. Project Proponent shall installnoise level display system. Noise level shall be monitored regularlyin all seasons (different meteorological conditions) within thecompound as well as nearby habitations and it should be ensuredthat the noise level is within the prescribed limits. During nighttime the noise levels measured at the boundary shall be restrictedto the permissible levels to comply with the prevalent regulations.

(iii) Sewage and other liquid effluent generated from the airportincluding from the existing terminal should be treated according tothe norms laid down by the State Pollution Control Board. Thetreated sewage shall be recycled for flushing/ gardening. ProperDual plumbing shall be provided.

(iv) The solid waste generated shall be properly collected, segregatedand disposed according to the provisions of Solid Waste(Management and Handling) Rules, 2000. The project proponentshall make provisions for drinking water at convenient places forpassengers and also at the cafeterias as to reduce generation ofsolid wastes including PET bottles.

(v) Installation and operation of DG sets shall comply with theguidelines of CPCB.

(vi) Parking provision shall be provided according to the NationalBuilding Code of India, 2005.

(vii) Water conservation fixtures shall be provided and water balanceshall be maintained through verifiable metering for fresh raw water,recycled as well as rain water harvesting. Six monthly monitoringreports will be submitted to Regional Office, MoEFCC the GroundWater Authority.

(viii) Necessary permission shall be obtained for drawing of ground waterfrom competent authority prior to construction / operation of theproject.

(ix) The landuse around the Airport complex shall be regulated througha plan to control unauthorized development which may createproblems in the operation of Airport.

(x) The wastewater from hangers shall be tested for presence of heavymetals, if any, and shall be treated in STP. The treated waste watershall be used for gardening/ flushing.

(xi) Rain water harvesting shall be provided to recharge the groundwater.

(xii) Energy conservation to the extent of at least 20% shall beincorporated including water conservation (reuse/recycle, rainwater harvesting and water efficient fixtures) and other greenbuilding practices for various buildings proposed within the airportcomplex. The PP shall consider ECBC Guidelines 2009 to achieveenergy -efficiency. The energy conservation measures shall besubject to periodic verification by the competent EnergyConservation/ Efficiency authority in the State.

(xiii) The project proponent shall prepare a detailed traffic managementplan to take care of increased vehicular traffic which should alsocover/ clearly delineate widening/ increasing the existing roads andassociated road infrastructure approving/ installation of road safetyfeatures/ pedestrian facility/FOB/under passes etc (that can bedone by carrying out road safety audits). Measures shall be taken toprevent encroachment along/within the ROWs on connecting/ mainarterial roads.

(xiv) All the recommendations of the EMP shall be complied with in letterand spirit. All the mitigation measures submitted in the EIA reportshall be prepared in a matrix format and the compliance for eachmitigation plan shall be submitted to RO, MoEF&CCalong with halfyearly compliance report.

(xv) The responses/commitments made during public hearing shall becomplied with in letter and spirit.

(xvi) Construction spoils, including bituminous material and otherhazardous materials, must not be allowed to contaminatewatercourses and the dump sites for such material must be securedso that they should not leach into the ground water.

(xvii) Any hazardous waste generated during construction phase, shouldbe disposed off as per applicable rules and norms with necessaryapproval of the SPCB.

(xviii)Under the provisions of Environment (Protection) Act, 1986, legalaction shall be initiated against the project proponent if it was foundthat construction of the project has been started without obtainingenvironmental clearance.

(xix) The project proponent will set up separate environmentalmanagement cell for effective implementation of the stipulatedenvironmental safeguards under the supervision of a SeniorExecutive.

(xx) Corporate Environment Responsibility:

a) The Company shall have a well laid down Environment Policyapproved by the Board of Directors.

b) The Environment Policy shall prescribe for standard operatingprocess/procedures to bring into focus any infringements/deviation/violation of the environmental or forest norms/conditions.

c) The hierarchical system or Administrative Order of the companyto deal with environmental issues and for ensuring compliancewith the environmental clearance conditions shall be furnished.

d) To have proper checks and balances, the company shall have awell laid down system of reporting of non-compliances/violations of environmental norms to the Board of Directors ofthe company and/ or shareholders or stakeholders at large.

B. GENERAL CONDITIONS:-

(i) Provision shall be made for the housing of construction labourwithin the site with all necessary infrastructure and facilities suchas fuel for cooking, mobile toilets, mobile STP, safe drinking water,medical health care, creche etc. The housing may be in the form oftemporary structures to be removed after the completion of theproject.

(ii) A First Aid Room will be provided in the project both duringconstruction and operation of the project.

(iii) All the topsoil excavated during construction activities should bestored for use in horticulture/landscape development within theproject site.

(iv) Disposal of muck during construction phase should not create anyadverse effect on the neighbouring communities and be disposedtaking the necessary precautions for general safety and healthaspects of people, only III approved sites with the approval ofcompetent authority.

(v) The diesel generator sets to be used during construction phaseshould be low sulphur diesel type and should conform toEnvironment (Protection) Rules prescribed for air and noise emissionstandards. The diesel required for operating DG sets shall be storedin underground tanks and if required, clearance from ChiefController of Explosives shall be taken.

(vi) Vehicles hired for bringing construction material to the site shouldbe in good condition and should have a pollution check certificateand should conform to applicable air and noise emission standardsand should be operated only during non-peak hours.

(vii) Fly ash usage shall be explored as building material in theconstruction as per the provisions of Fly Ash Notification ofSeptember, 1999 and amended as on 27th August, 2003.

(viii) Ready mixed concrete must be used in building construction.

(ix) Storm water control and its re-use as per CGWBand BIS standardsfor various applications.

,

(x) Water demand during construction should be reduced by use of pre-mixed concrete, curing agents and other best practices referred.

(xi) Separation of grey and black water should be done by the use ofdual plumbing line for separation of grey and black water.

(xii) Use of glass may be reduced by upto 40% to reduce the electricityconsumption and load on air-conditioning. If necessary, use highquality double glass with special reflective coating in windows.

(xiii) Roof should meet prescriptive requirement as per EnergyConservation Building Code by using appropriate thermal insulationmaterial to fulfil requirement.

(xiv) Opaque wall should meet prescriptive requirement as per EnergyConservation Building Code which is proposed to be mandatory forall air-conditioned spaces while it is aspirational for non-air-conditioned spaces by use of appropriate thermal insulationmaterial to fulfil requirement.

(xv) The green belt of the adequate width and density preferably withlocal species along the periphery of the plot shall be raised so as toprovide protection against particulates and noise.

(xvi) Traffic congestion near the entry and exit points from the roadsadjoining the proposed project site must be avoided. Parking shouldbe fully internalized and no public space should be utilized.

(xvii) The construction of the structures shall be undertaken as per theplans approved by the concerned local authorities/localadministration, meticulously conforming to the existing local andcentral rules and regulations.

(xviii)The construction material shall be obtained only from approvedquarries. In case new quarries are to be opened, specific approvalsfrom the competent authority shall be obtained in this regard.

(xix) Adequate precautions shall be taken during transportation of theconstruction material so that it does not affect the environmentadversely.

(xx) Full support shall be extended to the officers of this Ministry/Regional Office by the project proponent during inspection of theproject for monitoring purposes by furnishing full details and actionplan including action taken reports in respect of mitigationmeasures and other environmental protection activities.

(xxi) A six-Monthly monitoring report shall need to be submitted by theproject proponents to the Regional Office of this Ministry regardingthe implementation of the stipulated conditions.

(xxii) Ministry of Environment, Forests & Climate Change or any othercompetent authority may stipulate any additional conditions ormodify the existing ones, if necessary in the interest of environmentand the same shall be complied with.

(xxiii)The Ministry reserves the right to revoke this clearance if any of theconditions stipulated are not complied with the satisfaction of theMinistry.

(xxiv) In the event of a change in project profile or change in theimplementation agency, a fresh reference shall be made to theMinistry of Environment, Forests & Climate Change.

(xxv) The project proponents shall inform the Regional Office as well asthe Ministry, the date of financial closure and final approval of theproject by the concerned authorities and the date of start of landdevelopment work.

(xxvi)A copy of the clearance letterPanchayat/Iocal NGO, if any,representation has been madeproposal.

(xxvii)A copy of the environmental clearance letter shall also be displayedon the website of the concerned State Pollution Control Board. TheEC letter shall also be displayed at the Regional Office, DistrictIndustries centre and Collector's Office/ Tehsildar's office for 30days.

(xxviii) The funds earmarked for environmental protection measures shallbe kept in separate account and shall not be diverted for otherpurpose. Year-wise expenditure shall be reported to this Ministryand its concerned Regional Office.

5. These stipulations would be enforced among others under the provisionsof Water (Prevention and Control of Pollution) Act 1974, the Air (Prevention andControl of Pollution) Act 1981, the Environment (Protection) Act, 1986, thePublic Liability (Insurance) Act, 1991 and EIA Notification 2006, including theamendments and rules made thereafter.

6. All other statutory clearances such as the approvals for storage of dieselfrom Chief Controller of Explosives, Fire Department, Civil AviationDepartment, Forest Conservation Act, 1980 and Wildlife (Protection) Act, 1972etc. shall be obtained, as applicable by project proponents from the respectivecompetent authorities.

7. The project proponent shall advertise in at least two local Newspaperswidely circulated in the region, one of which shall be in the vernacular languageinforming that the project has been accorded Environmental Clearance andcopies of clearance letters are available with the State Pollution Control Boardand may also be seen on the website of the Ministry of Environment, Forests &Climate Change at http://www.envfor.nic.in. within Seven days from the date of receipt of the Clearance letter and a copy ofthe same should be forwarded to the Regional Officeof this Ministry.

8. This Clearance is subject to final order of the Hon'ble Supreme Court ofIndia in the matter of Goa Foundation Vs. Union of India in Writ Petition (Civil)No.460 of 2004 as may be applicable to this project.

9. Status of compliance to the various stipulated environmental conditionsand environmental safeguards will be uploaded by the project proponent in itswebsite.

10. Any appeal against this environmental clearance shall lie with theNational Green Tribunal, if preferred, within a period of 30 days as prescribedunder Section 16 of the National Green Tribunal Act, 2010.

11. The environmental statement for each financial year ending 31st March inForm-Vas is mandated to be submitted by the project proponent to theconcerned State Pollution Control Board as prescribed under the Environment(Protection) Rules, 1986, as amended subsequently, shall also be put on thewebsite of the company along with the status of compliance of EC conditionsand shall also be sent to the respective Regional Offices of MoEF&CCbye-mail.
