between the Educational Services District #112 and Vancouver Public Schools for the 2015-2016 School Year 213

Rationale: This agreement will provide for the following computer processing, software and coordination support: a) Fiscal Management System Services provided through the Washington State Information

Processing Cooperative (WSIPC) including payroll processing, budget preparation, equipment inventory, warehouse inventory, report writer program and work order system.

b) Student Management System Services – Software to provide a database system, full scheduling

capabilities, grade reporting, scanning, transcript reporting, attendance system and enrollment reporting for FTE.

c) WSIPC Homeroom - Software to provide displays of student data at the classroom and school

level. In addition, per the terms of the agreement, the previous year is adjusted based upon final annualized enrollment. The cooperative agreement has received the approval of Legal Counsel and reviewed by the Superintendent‘s Administrative Committee, which met on August 12, 2015. Evaluation: This cooperative agreement has provided critical data processing services for over ten years; the renewal would continue services through the 2015-2016 school year.

This agreement allows iTech Preparatory freshmen and sophomore students to receive instruction in college level courses at Clark College for the 2015-2016 school year.

Rationale: Clark College will provide freshmen and sophomore Vancouver Public School students

enrolled at iTech Preparatory School the opportunity to receive instruction in college level courses in the 2015-2016 school year. This opportunity to receive college credit is only available to freshmen and sophomore students enrolled at iTech Preparatory School. These courses will be taught by Clark College faculty. Clark College will be fully responsible for the compensation of any Clark College faculty whose classes include iTech Preparatory students.

Prior to enrolling in a college-level course, the iTech Preparatory student must demonstrate

readiness to succeed in those courses. Representatives of iTech Preparatory and Clark College will confer and agree on measures of readiness and performance to be reviewed prior to a student’s enrollment in a college-level course.

Funding: Vancouver School District will pay Clark College for instructional services in the

amount of One Hundred Forty and 19/100 ($140.19) Dollars per credit hour for each college level course attended by an iTech freshman or sophomore student during the 2015-2016 school year. The Vancouver School District will pay Clark One Hundred Forty-Six and 86/100 ($146.86) Dollars for each vocational course attended by an iTech freshman or sophomore student during the 2015-2016 school year. The total cost is estimated to be $122,000.00 based upon student participation. The cost per credit hour is based on a state formula.

This agreement allows iTech Preparatory freshmen, sophomore, junior, and senior students to

8. Recommendation to Approve Change Order No. 2 for the Eleanor Roosevelt Elementary School Addition 216

Rationale: Changes to the contract for the Eleanor Roosevelt Elementary School Addition project

are necessary to complete the work. A list of the change order items is attached including a brief description and individual cost items. The total cost of Change Order No. 2 is $5,935.89.

District staff and members of the Superintendent’s Administrative Contracts Committee have

reviewed the change order items. Funding Source: The change order will be charged to the capital project fund. Recommendation: That the Board of Directors approves Change Order No. 2 for the Eleanor

Roosevelt Elementary School Addition project in the amount of $5,935.89 plus Washington State sales tax and, that the president and secretary be authorized to execute the change order document.

9. Recommendation to Approve Annual Renewal of Insurance Coverages 217

Rationale: Vancouver School District (District) has been a member of Schools Insurance Association of Washington (SIAW) for the past 13 years. The SIAW is a member-owned and directed property and liability risk insurance pooling program for Washington school districts. A board of directors, elected by the membership, governs the program. The SIAW board contracts with a third party administrator, Clear Risk Solutions (formerly known as Canfield & Associates), to carry out the day-to-day administrative, claims and risk management services. The reinsurance coverage for the SIAW continues to be provided by Munich Reinsurance America, Inc., one of the world’s leading reinsurance companies. Members of the SIAW program enjoy the benefit of replacement cost property valuation. In order to maintain this coverage, Munich Reinsurance has established building replacement values to be used by all school districts in the program. The values are based on a cost per square foot basis for a certain size metro or rural area, and include soft costs such as architectural/engineering fees, permit fees, surveying, testing/inspection, legal fees, etc. The district’s insurable values for property and contents are approximately $885 million for 2015-16. Last year the SIAW utilized a portion of the pool’s unreserved equity to keep the 2014-15 premium increase to a minimum. Because they received a minimal premium increase from the pool’s reinsurance and excess carriers for this year, the SIAW board has elected to include a small overall rate increase for the purpose of replenishing a portion of that unreserved equity. The district’s total premium for 2015-16 will be $1,766,271, an increase of $104,870. The district’s insurance broker, Biggs Insurance Services, and district staff have reviewed the SIAW’s renewal package and rates, and they recommend the district’s insurance needs be placed with the SIAW for the 14th year. Other district insurance policies expiring throughout the 2015-16 school year include pollution liability coverage for underground fuel tanks, volunteer worker’s accident coverage, excess worker’s compensation insurance, and $10 million in excess earthquake insurance. These policies total about $60,000 in annual premiums. They will continue to be placed with other insurance companies, as the SIAW does not provide these types of coverage. The Superintendent’s Administrative Contract Committee has reviewed this recommendation. Funding Source: General fund.

10. Recommendation to Approve Intergovernmental Purchasing Agreement No. 2015-036 with Neah-Kah- Nie School District 218

Rationale: Neah-Kah-Nie School District has requested permission to utilize Vancouver School District’s (District) cooperatively bid contracts to meet their agency’s needs through August 30, 2020. Based upon District bids which contain language allowing other public agencies to utilize District bids/contracts and through an Intergovernmental Purchasing Agreement between the Vancouver School District and Neah-Kah-Nie School District, the District recommends approval of this request. Cooperative Bid/Interlocal Agreement: The Vancouver School District has taken the lead to cooperatively bid contracts on behalf of other school districts and public agencies in the states of Washington and Oregon in an attempt to generate a larger dollar volume of purchases and the lowest unit costs. Those agencies that choose to utilize these bids/contracts will be required to execute an Intergovernmental Cooperative Purchasing Agreement with the District to satisfy legal requirements. This contract has been approved by the District Legal Counsel. Funding Sources: Not Applicable Recommendation: That the Board of Directors approve a purchasing agreement with Neah-Kah-Nie School District to purchase equipment, supplies, and services utilizing District cooperatively bid contracts for an unspecified amount through August 30, 2020 and authorize the President and Secretary to execute an Intergovernmental Cooperative Purchasing Agreement.

12. Recommendation for Adoption of Resolution No. 756 Providing for the 2015-16 Budget 220 The budget for the 2015-16 fiscal year beginning September 1, 2015 has been developed for consideration and adoption by the Board of Directors. The required Budget public hearing was held on August 11, 2015. Board President Mark Stoker brought forward a revised budget proposal to the Board. The revised proposal adds six additional full-time counselors for secondary schools. Following discussion between members of the Board, administration, and Dr. Webb, the Board failed to approve the budget. Stoker and Rice voted yeah to approve the budget; Gillespie voted nay and Geiger abstained. The state deadline for approval of the budget is Aug. 31. The Board of Directors will come back to the table to reconsider the budget in a special meeting of the Board on Aug. 27, 2015 at 9:00 a.m. at the Robert C. Bates Center for Educational Leadership.

13. Recommendation for Adoption of Resolution No. 752 Approving the Vancouver Public Schools’ Career and Technical Education (CTE) District Plan for the 2015-16 School Year 221 Rationale: The Legislature adopted RCW 28A.700.010 Career and Technical Education-Plans-Standards-Technical Assistance-Leadership Development. The law ensures high quality career and technical programs and the office of the superintendent of public instruction periodically reviews and approves the plans of local districts for the delivery of Career and Technical Education. To receive approval school district plans must meet specific criteria. The Vancouver Public Schools’ Career and Technical Education plan ensures academic rigor and aligns with the state’s educational reform requirements. The plan aligns with the five year planning requirement under the federal Carl Perkins Act, and the Career and Technical Education program includes assessments of equipment and technology; opportunity for industry internships for teachers and opportunity for supporting job shadows for students. Resolution No. 752 approving the Vancouver Career and Technical Education district plan was reviewed by the Superintendent’s Teaching and Learning Administrative Committee May 28, 2015 and August 13, 2015, and requires annual local school board approval in accordance with RCW 28A.700.010. 14. Recommendation to Approve a Real Estate Purchase and Sale Agreement with the City of Vancouver 222 Rationale: The school district owns approximately 9.0 acres of property located on the west side

of Norris Road and south of NE Fourth Plain Boulevard, commonly known as Norris Road property.

The property originally housed an elementary school which was razed approximately 20 years ago.

The GATE facility is located on approximately 1.0 acre at the southwest corner of the site. The remainder of the property is vacant.

The City of Vancouver is interested in purchasing 2.15 acres for a new fire station. District staff

has reviewed the City’s proposal and has determined that the approximate 2.0 acres is not needed for future district use.

The property may be conveyed to the City per RCW 39.33, Intergovernmental Disposition of

Property. In order to transfer the property to the city, certain provisions must be followed. Specifically, the district must advertise its intent to surplus and transfer the property to the city, hold a public hearing regarding the transfer of the property, and publish a news release pertaining to the hearing. These conditions have been satisfactorily met and it is recommended that the district enter into a purchase and sale agreement with the City of Vancouver for the disposition of the property.

District legal counsel has prepared a Purchase and Sale Agreement and has been reviewed by the

City. The agreed purchase price for the property is $305,035.25 based on a fair market real estate appraisal. The proceeds will be deposited into the capital projects fund as prescribed by State statute. The funds may only be used for capital improvements or the purchase of real estate.

The Purchase and Sale Agreement has been reviewed by the Superintendent’s Administrative

Contracts Committee and a copy is attached.

Following discussion between members of the Board, administration, and Dr. Webb, it was moved by Mr. Rice, seconded by Ms. Gillespie, and passed to approve the authorization of Purchase and Sale Agreement to sell 2.15 acres of district real property commonly known as Norris Road property to the City of Vancouver in the amount of $305,035.25 and that the board president and superintendent be authorized to execute the Purchase and Sale Agreement.
