Chair Hollingworth called the meeting to order at 4:00 p.m.

I. Approval o(the December PCA Minutes

Osborn moved to approve the December 1, 2016, PCA minutes; Rhodes seconded the motion. Unanimous approval was received from the Committee.

IL Head Coach Introduction - Dave Dilanni

Head Soccer Coach Dave Dilanni has been at the University of Iowa for two and a half years. One of his goals was to build a culture of doing things the right way and stated great progress has been made to reach that objective. He is extremely proud of his student­athletes who had the highest team grade-point-average (GPA) of all Iowa's sport teams with a rating of 3.27. Also of note, 20 soccer student-athletes have a 3.0 GPA or higher. He and his staff remind team members they are students first: go to class, talk to your professors, and use the services provided by the Student-Athlete Academic Services' staff.

Coach Dilanni hired a new assistant, Rade Tanaskovic, in January 2017. His 2017 recruiting class was ranked 22nd in the country. He has eight seniors who are good leaders and role models for the younger student-athletes.

Questions relating to scholarship numbers, recruitment both locally and nationally, the soccer facility, and scheduling were address to Coach Dilanni. A good discussion took place in response to these queries. Chair Hollingworth thanked Coach for his report.

III. Presentation/Demonstration Nicole White, Nutritionist

White introduced herself to Committee members by sharing her personal and educational background. She began working in the Athletics Department in September 2016. Attached is a PowerPoint entitled "Iowa Sports Nutrition ... Fuel, Focus, Perform" encompassing nutrition goals for student-athletes. Embedded in the presentation are pictures and sites of eight fueling stations for UI student-athletes. Food and drink provided benefit the student-athletes at various stages of daily athletic routines such as pre-fueling prior to workouts/practices, recovery afterwards, and as gap builders, i.e., time between practices and classes when they do not have time to eat. Sample nutritional food/drink items were shared with PCA members. White stated a goal of the UI nutrition program is to be the benchmark by which other institutions strive to reach.

Questions ensued from the Committee spurring further discussions on topics such as training table, eating disorders, choosing nutritional items, etc. Chair Hollingworth thanked White for her presentation.

IV. Athletics Department Searches - Dillavou

Dillavou summed the searches conducted this academic year and noted the PCA member assigned: assistant track coach (pending) - Chung; assistant football coach - Matheson; athletic trainer for women's gymnastics - Rhodes; assistant soccer coach - Dillavou; and, three assistant football coaches - Ryan and Dillavou.

V. Subcommittee Updates

A. Student-Athlete Well-Being - Chung

The Student-Athlete Well-Being subcommittee will meet February 27, 2017. Iowa Student-Athlete Advisory Committee (ISAAC) Executive Board members will attend this meeting to report on events ISAAC members are participating in this year. Other important topics to be discussed this semester are: parking, time demands, practice schedules, team rules, and non-athletic activities.

B. Academic Achievement - Kelly

Per Chair Kelly, Academic Achievement members will discuss the approval process for sport schedules, missed-class day policy, and the PCA student-athlete academic award process.

C. Equity - Bowden

VI. ISAAC Report- Woods

A. Woods announced that today is his final meeting because baseball season is beginning. Tovar added a replacement is being discussed. Chair Hollingworth thanked Corbin Woods for his service to the PCA on behalf of ISAAC.

B. The following activities were mentioned by Woods:

1. "Fuel Up to Play 60" will start soon. Student-athletes will volunteer in local elementary schools to teach children about nutrition, being active, and living healthy.

2. Hawkeye Pride begins next week. Student-athletes will act as tutors, mentors, or monitors for students at Coralville Central Elementary School.

3. Kevin Willmott, a movie director, screenwriter, and professor of film students at the University of Kansas, will present a program entitled "Race & Sport: Student Activism, Expression, Racial Tolerance." The event will take place Sunday, February 19, 7:00 p.m., Kinnick Stadium Press Box. Invitations have been sent to UI student-athletes and coaches. Committee members are welcome to attend.

4. A forum to enhance relationships among UI student-athletes and build a culture of respect for all aspects of diversity will take place on Wednesday, March 1, 7:30 - 8:30 p.m., on the Main Court at Carver­Hawkeye Arena. All coaches and student-athletes are encouraged to attend. PCA members are welcome to join the forum.

5. UI student-athletes raised approximately $2,000 in support of the UI's Dance Marathon.

VII. NCAA Report - Barta, Burke, Drake, Grosland

The enclosed summary of autonomy proposals adopted at the January 2017 NCAA Convention were distributed by Clerry. Drake asked PCA members to review proposals 2016-135, 2016-136, and 2016-137 relating to time demands that become effective August 1, 2017. Clerry and her staff will review and monitor the student-athlete time management plans for all sports.

VIII. Athletics Director's Report

A. The February sports report and schedules are enclosed. Barta's highlights appear below:

J. Men's basketball lost in double overtime to Minnesota.

2. The women's basketball team competes against Michigan State tonight at 6:00 p.m. in Carver-Hawkeye Arena.

3. Wrestling is having a good season. Thomas Gilman, the nation's top­ranked wrestler was down 8-0 and came back to pin his Minnesota opponent.

4. The men's and women's gymnastics teams are having terrific seasons. The women are currently ranked in the Top 25.

5. The new indoor track is receiving great reviews.

6. Several staffing changes are occurring in football. Brian Ferentz was elevated to Offensive Coordinator after Greg Davis' retirement. Three assistant football coach positions became available resulting in Ken O'Keefe's hire as quarterbacks coach; two assistant football coaching positions are pending.

Barta explained a Conflict of Interest (COi) Management Plan was created when B. Ferentz was hired as an assistant coach whereby B. Ferentz reported to him and not to the Head Football Coach. There were no substantial changes that needed to be made to the existing management plan.

Barta added in April 2017 the NCAA Board of Directors will meet. One piece of legislation to be considered will allow institutions to hire a tenth assistant football coach.

B. Work on the Athletics Department's budget is underway.

IX Adiourn - Next Meeting March 7

Chair Hollingworth adjourned the meeting at 5:12 p.m. The next PCA meeting will be Tuesday, March 7, 2017.

NCAA Convention

January 20, 2017

The following Autonomy proposals were adopted at the convention:

• The Consent Package with a vote of 80-0, included: o 2016-128 - Professional Sports Counseling Panel- permits more than one institutional staff

member to be part of a Professional Sports Counseling Panel. o 2016-129 - Media Activities - Provides consistent regulations for media activities both during

the playing season and outside the playing season. o 2016-131 - Meals in Conjunction with Away-From-Home Competition - For away

competitions, can provide either regular meals or a meal allowance, or meals at institutions discretion on a daily basis.

o 2016-132- Nutritional Supplements -Add protein as a permissible class of nutritional supplements.

o 2016-134- Expenses for other competition practice and competition - It is permissible for institutions to pay expenses associated with elite level competitions (e.g., Olympics, Pan-Am Games, World Championships, World Cup, World University Games). Effective immediately.

• 2016-135- Prohibition on Required activities for Eight Hours between 9 pm and 6 am - Vote was 80-0. This proposal also identified what activities are Required Athletically Related Activities.

• 2016-136-Additional Days off during the academic year. Requires 7 days off after the conclusion of the championship and an additional 14 days off during the academic year. Two amendments were also adopted:

o 2016-136-1: Vote was 51-29. Return travel -When return travel goes into early the next day, provides flexibility for that day to still be considered a day off as long as a continuous 24-hour free period is provided.

o 2016-136-2: Vote was 48-32. Life Skills -Allows life skills activities that include multiple sports and organized by the athletics department to be conducted on a day off.

• 2016-137 -Student-Athlete Time Management Plan - Vote was 79-1. This requires a detailed time management plan to be created for each sport program outlining time commitments and schedule to be communicated to the student-athletes.

• 2016-138- Preseason Practice and vacatlonPerioas. Vote was 58-22. This requites"c:5ne day off per week to be provided during vacation periods and preseason practice.

• 2016-139 -Off-Campus Practice during vacation periods outside the championship season. Vote was 58-22. During the non-championship segment (e.g., spring football), practice can only be held on campus during vacation periods (Spring break).

• 2016-130- Retroactive Aid. Vote was 73-7. Permits aid to be provided retroactive to the beginning of that academic year.

• 2016-133 - Entertainment Expenses - Vote was 55-25. Permit entertainment expenses to be provided when associated with CARA (during the 20-hour period, 8-hour period, and with required summer activities).

FEBRUARY REPORT TO THE PRESIDENTIAL COMMITTEE ON ATHLETICS

MEN'S BASKETBALL Season Record: 14-10 Overall, 6-5 Big Ten Head Coach: Fran Mccaffery Next Event: Wednesday at Minnesota at 8 p.m. Notables: Iowa is in sixth place in the Big Ten standings after winning three straight Big Ten games (Ohio State, Rutgers, and Nebraska). The Hawkeyes won two of those three games without Big Ten­leading scorer Peter Jok (20.6 ppg), who missed the Ohio State and Rutgers games due to injury (back).

Jordan Bohannon was named Big Ten Freshman of the Week on Feb. 6 - his first weekly honor of his career - after leading Iowa in scoring against Rutgers and Nebraska. Bohannon has already broken Iowa's freshman single-season record for 3-point field goals (54), besting Matt Gatens' previous benchmark of 52 set in 2009. Three of Iowa's top four leading scorers are freshmen: Tyler Cook is second (11.9 ppg), followed by Jordan Bohannon (9.4 ppg), and Cordell Pemsl (9.1 ppg).

Five of Iowa's final seven contests will come against one plays; games against teams the Hawkeyes will only play once during the regular season. Iowa's final three home games will be against Illinois (Feb. 18), Indiana (Feb. 21), and Penn State (March 5).

WOMEN'S BASKETBALL Season Record: 14-9 Overall, 5-5 Big Ten Head Coach: Lisa Bluder Next Event: Thursday vs. Michigan State at 6 p.m. at Carver-Hawkeye Arena Notables: Iowa finished its nonconference slate with a 9-4 mark and key victories over in-state rivals Iowa State (88-76) and UNI (88-39).

The Hawkeyes secured their first Big Ten road win of the season at Rutgers (71-59) on Jan. 17. Iowa shot a season-high 62.5 percent from the field in the victory, while sophomore center Megan Gustafson (7-of-7) and freshman guard Makenzie Meyer (4-of-4) were perfect from the field. Four days later, the Hawkeyes defeated Minnesota, 80-65, to secure back­to-back conference victories. Iowa trailed the Golden Gophers by seven points at the half, before going on a 45-29 run in the second half to grab the lead for good.

Sophomore Megan Gustafson was named to the Big Ten Women's Basketball Player of the Week

Honor Roll following her performances at Rutgers and Minnesota. It marked fifth weekly honor of Gustafson's career and her fourth of the season. Through 23 games this year, the Port Wing, Wisconsin, native is averaging a team-leading 17.8 points and a team-high 9.8 rebounds. She's shooting 65.5 percent from the field - the sixth-highest percentage in the country.

Senior Ally Disterhoft moved into second on Iowa's all-time career scoring list after netting 14 points at Michigan on Feb. 5. The Iowa City, Iowa, native has 1,910 career points and is 149 points from tying the all-time record set by Cindy Haugejorde (1976-80).

MEN'S GYMNASTICS

Season Record: 3-4 Overall, 0-4 Big Ten Head Coach: JD Reive Next Event: Friday vs. Oklahoma, Minnesota at 7 p.m. at Carver-Hawkeye Arena Notables: Iowa has bounced back from their fifth­place finish at the Windy City Invitational to win its last two meets. They defeated UIC at home (404.100-374.300) and beat California on the road (399.900-396.550). Iowa won every event title against UIC, while nine gymnasts earned 12 season-best scores at California.

WOMEN'S GYMNASTICS

Season Record: 5-3 Overall, 3-1 Big Ten Head Coach: Larissa Libby Next Event: Saturday vs. Illinois, UIC at 4 p.m. at Carver-Hawkeye Arena Notables: Iowa, ranked #22 in the nation, has won three Big Ten meets against Michigan State (195.475-193.875), #18 Ohio State (196.175-195.525) and Maryland (195.975-193.800).

Junior Melissa Zurawski was named Big Ten Co­Gymnast of the Week for her performance against Maryland. She placed first or second in every event she competed in that meet.

MEN'S SWIMMING & DIVING Season Record: 6-3 overall, 3-1 Big Ten Head Coach: Marc Long Next Event: Feb. 22-25 at Big Ten Championships in Columbus, Ohio Notables: The Iowa men's swimming and diving team closed out its regular season with a convincing 148-58 victory over Western Illinois on Feb. 3. The Hawkeyes won 11 of the 12 events in the dual.

The Hawkeyes enter the championships season with four swimmers -- Kenneth Mende, Will Scott, Jack Smith, and Jerzy Twarowski -- having posted NCAA "B" qualifying times. In the diving well, Will Brenner, Brandis Heffner, and Matt Mauser have all posted NCAA Zone Diving standards off both the 1-meter and 3-meter.

WOMEN'S SWIMMING & DIVING Season Record: 8-4 Overall, 3-2 Big Ten Head Coach: Marc Long Next Event: Feb. 15-18 at Big Ten Championshipsin West Lafayette, Ind. Notables: The Iowa women's swimming and diving team dominated in its dual finale, dropping Northern Iowa (147-73} and Western Illinois (161-49) on Feb. 3 in Iowa City. The Hawkeyes won 10-of-12 events.

Sprinter Hannah Burvill was tabbed as the Big Ten Freshman of the Week on Jan. 25. It was her third such honor of the season. Burvill, along with Shea Hoyt, Meghan Lavelle, Tereysa Lehnertz, Mekenna Scheitlin, and Emma Sougstad, has posted NCAA "B" qualifying times this season. Five divers -- Olivia Dopkiss, Calli Head, Morgan Rafferty, Thelma Strandberg, and Jacintha Thomas -- all have NCAA Zone Diving standards.

MEN'S TENNIS Season Record: 5-2 Overall, 0-0 Big Ten Head Coach: Ross Wilson Next Event: Saturday at Oregon at Noon Notables: Iowa has notched wins over Western Michigan, Omaha, Creighton, Texas Tech, and Dartmouth. The Hawkeyes' win over Texas Tech was part of the premiere ITA Kickoff event, which features the top 64 teams in the country. Junior Josh Silverstein clinched the match against the Red Raiders by knocking off the 25th-ranked player in the country in a thrilling third-set tiebreaker, 7-3. Junior Lefteris Theodorou leads the team with a 6-1 singles record

and 5-1 doubles mark with partner Josh Silverstein through the first seven matches of the spring season.

WOMEN'S TENNIS Season Record: 5-0 Overall, 0-0 Big Ten Head Coach: Sasha Schimd Next Event: Saturday vs. Western Michigan & Marquette at Milwaukee at Noon Notables: Freshman Elise van Heuvelen is 3-0 at the No.1 singles position. Junior Zoe Douglas has started the season, 5-0, winning four matches at the No. 2 singles position and one match at No. 1. Douglas and van Heuvelen are 4-0 at No. 1 doubles.

The Hawkeyes defeated Iowa State (5-0) and Montana (7-0) last weekend. The victories mark the fourth straight time this season the Hawkeyes have blanked their opponents. Iowa's 5-0 start marks the third straight season the Hawkeyes have started 4-0 or better.

MEN'S TRACK & FIELD Director: Joey Woody Next Event: Friday-Saturday at the Iowa State Classic or at the Tyson Invitational Notables: Two Hawkeyes have broken school records in the first month of the season. Junior Will Dougherty set the Iowa school record in the heptathlon on Jan. 28 at the Black & Gold Premier with a score of 5,386 points He set personal bests in five of the seven events. Junior Carter Lilly set the school record in the 800-meters with a time of 1:47.33 last weekend at the Meyo Invitational. That time ranks 3rd in the Big Ten, sixth in the nation, and 12th in the world. Senior Aaron Mallett ranks sixth in the nation in the 60-meter hurdles with a time of 7.75.

WOMEN'S TRACK & FIELD Director: Joey Woody Next Event: Friday-Saturday at the Iowa State Classic or at the Tyson Invitational Notables: Iowa had a number of freshmen enter Iowa's all-time top-10 during the first month of the season. Freshmen Jenny Kimbro (60-meter hurdles, Pentathlon, long jump), Allison Wahrman (pentathlon), Aubrianna Lantrip (high jump), Laulauga Tausaga (shot put), and Erika Hammond (shot put) all entered Iowa's all-time list with top performances. Junior Jahisha Thomas ranks 20th in the nation in the long jump with a mark of 6.20m.

WRESTLING

Season Record: 10-2 Overall, 6-1 Big Ten Head Coach: Tom Brands Next Event: Friday at Indiana at 6 p.m.; Sunday vs. #6 Nebraska at 2 p.m. at Carver-Hawkeye Arena Notables: Senior Thomas Gilman is 21-0, the nation's top-ranked 125-pounder, and the reigning Big Ten Wrestler of the Week.

Five Hawkeyes are ranked fifth or better nationally: Gilman (15t/125), Cory Clark (2nd/133), Brandon Sorensen (4th/149), Michael Kemerer (2nd/157) and Sammy Brooks (Sth/184).

The #3 Hawkeyes have won 21 straight road conference duals.

Sunday is Senior Day. Iowa will recognize Brooks, Topher Carton, Clark, Gilman, and Alex Meyer following the dual against Nebraska.
