The farm was purchased in the early 80’s and run for egg production; in ’88 the market for battery eggs collapsed and the buildings were then used for storage for our other businesses. In 2003 the farm was split up and we continued to use the buildings for storage. However, the buildings which were built in the 70’s had a 30 year life so are now not in a good state leaving us three choices; re-invest in poultry, which is just not viable, leave as is or apply for permitted development. Last year we applied for change of use from agricultural to residential for three barns under the permitted development scheme; this was granted. Having taken a detailed look at the site this would leave three rather odd looking buildings alongside the original farm house. We have now submitted an outline planning application for the demolition of the farmhouse and three barns to be replaced by four new build houses which will look much better and be in a better layout. 193.2 CW last year I handed in a petition against Masons Funfair being held on the recreation ground at Riseley; has the position on holding the fair changed. PS last year the council reversed its decision to allow the fair to go ahead, Masons Funfair accepted this decision and asked that they be allowed to meet representatives of the parish council to address concerns raised by residents, the council agreed that this was only fair and reasonable in the circumstances. CW people have contacted me to say that they are still not happy. PS Cllrs. Sant and Norris will discuss all the resident’s concerns with Masons and report back to the council.

193.1 NH – I am here to speak regarding item 7.1.8 on the agenda, Glasspool Farm. The

farm was purchased in the early 80’s and run for egg production; in ’88 the market for battery eggs collapsed and the buildings were then used for storage for our other businesses. In 2003 the farm was split up and we continued to use the buildings for storage. However, the buildings which were built in the 70’s had a 30 year life so are now not in a good state leaving us three choices; re-invest in poultry, which is just not viable, leave as is or apply for permitted development. CW – people have contacted me to say that they are still not happy. PS – Cllrs. Sant and Norris will discuss all the resident’s concerns with Masons and report back to the council.

193.3 CW – I would also like to mention that I am concerned about security at the Riseley village hall car park. Youths are using the car park to meet before racing up to and around the Wellington Country Park roundabout, where they have caused much damage. There was also a camper van parked there all night and I am concerned about traveller incursions. PS – the Memorial Hall is in use by both the tea room and the tennis club so it is not possible for the Parish Council to completely secure the car park. The bollards are supposed to be in the “up” position overnight, however, this will not stop the youths in cars gathering. You should call 101 if you believe anti-social behaviour is taking place. CW – the tennis club don’t always raise the bollards. PS – we can remind them of their obligation. CW – an overhead height restrictor would help. PS – this is difficult because access is required by the lorries that empty the bins. The Council has also been advised that height restrictors are no more secure. We can’t lock the car park and telescopic bollards are not really meant for restricting access to a car park so do get damaged which means that they are not operational. We are looking at security options at both of our car parks.

193.4 JR – I would like to ask for the council’s assistance to clear up the ugly signs in

Riseley. At the junction of Sun Lane and the Basingstoke Road there are 6 road signs in various sizes, colours and fonts. See photo circulated. I also understood that the Parish Council would be installing gateways at all the entrances to Riseley. PS - All road signs are the responsibility of Wokingham Borough Council and there is legislation which determines how they look and where they go. The Parish Council cannot remove or replace signs. I would suggest that you contact WBC and your borough councillor, Stuart Munro, directly. There is no plan to install further gateways at present as the speed limit has now been reduced and this is marked by “shepherd’s crook” signs on both the Basingstoke and Odiham Roads. Clerk – Cllr. Norris had offered to discuss this with Mr Ruddle. 1

193.5 RP – I am concerned that Bellway are cutting trees down around the boundary of

my property. GS – it looks like they are taking down the whole of the leylandii hedge. PS – there is a landscape design which was submitted with the planning application; this should detail what is supposed to happen with regard to the trees and new planting. Bellway has set up a Community Liaison Group which meets each month, I would encourage you to attend the next meeting. See item 197.1.12, page 2016/140. GS – Bellway agreed to talk to every landowner bordering the development individually to discuss what is happening with their boundary. RP – they have not spoken to me. GS – Bellway met WBC this morning and have submitted changes to the drainage

design which are now being reviewed by WSP. Clare Lawrence is recommending

approval at the Planning Committee meeting on Wednesday 2nd March subject to

WSP signing off the design.

194 CHAIRMAN’S ANNOUNCEMENTS 194.1 Casual Vacancy – it was NOTED that there is a vacancy for a Councillor. Anyone

interested in becoming a Councillor should contact the Clerk. 194.2 Swallowfield Parish Clean Up Day – it was NOTED that the annual Swallowfield

Parish Clean Up Day would take place on Saturday March 19th between 10am and 4pm.

195 MINUTES OF LAST MEETING 195.1 It was PROPOSED and seconded that the minutes of the Parish Council meeting

held on 12th January 2016 be approved. All in favour. 195.2 Clerks report on matters arising and outstanding actions from last meeting.

195.2.1 Update on items from previous meetings

177.2.1 Resurfacing of the A33 – WBC have confirmed that re-surfacing of the A33 is in the maintenance schedule for 2016/17. The material used will be a “thin surface treatment” designed for noise reduction so residents should notice a difference. 161.2 CIL Liability for Fieldfayre – it had been confirmed that the calculations for CIL liability are correct. 177.2.2 Hall Lighting Design – the report had been circulated to the main hall users, Russell Players, pre-school, ladies badminton and table tennis. Feedback is positive. The tender document would now be issued. 182.2 A0 copies of the document detailing the flow of water through the parish ditches – 12 black and white copies of this map had been made for distribution to councillors and FRG members. An electronic copy of the colour version would also be circulated. The original would be kept in parish office. 187 A33/Barge Lane turning – WBC had responded to a resident’s request stating that following a review it feels that the current markings are sufficient. However, it had been agreed that the junction warning sign needed replacing and an order for that work had been created. 188 Archiving of minute books – one of the old minute books had been taken into WBC to be assessed for suitability for copying. 2

195.3 Other Updates 195.3.1 Jubilee Oak – the oak tree which died suddenly in the summer had been replaced

with a new tree. It had been planted in a slightly different position as recommended by Oliver Ward from Heartwood.

195.3.2 Arborfield Community Forum – the next meeting would be held on 22nd February,

7pm-8:45pm at Henry Street Garden Centre. Cllr. Wheelwright would attend. 195.3.3 Stagecoach/Route of No 7 bus – Cllr. Norris and the Clerk plan to meet to discuss

the proposed letter to John Redwood regarding the route of the No 7 bus. 3 195.3.4 Kingsbridge – it was NOTED that there are signs up at Kingsbridge indicating that

work will be carried out shortly to narrow access to the bridge. Cllr Munro, Swallowfield’s Ward Councillor at WBC, has agreed to monitor the situation.

196 BOROUGH/PARISH MEETINGS 196.1 Paperless Planning – it was NOTED that the Clerk attended a workshop run by

WBC on paperless planning on 22nd January 2016. Cllr. Anderson asked that representation was made to WBC regarding the lack of notice of the downtime on its IT system this weekend as this impacts the parishes’ ability to respond to planning applications if paper copies are not circulated. The Clerk reported that this had been done at the Borough Clerks Forum.

196.2 Borough Parish Liaison Group – it was NOTED that this meeting took place on 25th

Jan 2016, Cllr. Sampson and the Clerk attended. Topics presented were Flood Action Groups, the 5 year housing supply, the Local Plan Update and SDL update. Slides circulated. The next meeting would be held on 4th April 2016. 4

196.3 Clerks Forum – it was NOTED that a meeting of the Wokingham Borough Clerks

took place on 3rd February, the Clerk attended.

196.4 Borough Clerks Forum – it was NOTED that this meeting took place on Monday 8th February, the Clerk attended. Presentations were made on Flood Action Groups and commercial use of borough recreation grounds, further information would be circulated. WBC had confirmed that the flood alleviation work planned for Church Road would start in July 2016.

197 PLANNING

Certificate of existing lawfulness application for the use of Building H for storage purposes within Use Class B8.

Application for Listed Building Consent for the replacement of 7no wood and metal framed windows with new hand made wood and metal windows, leading and glass where possible.

This request would improve the look of the building, therefore, subject to the Listed

Buildings Officer’s approval the council had no objection.

It was PROPOSED and seconded that the council would comment as above. All in favour.

197.1.7 160148 - Timber Tec Fencing Ltd, Loddon Court Farm, Beech Hill Road, Spencers

Wood, RG7 1HY Full planning application for the proposed erection of a new portal frame building following demolition of existing portal frame B2 building.

It was PROPOSED and seconded that the council would not comment. All in favour. 197.1.8 160121 - Glasspool Farm, Part Lane, Riseley RG7 1RU

Outline application for the erection of 4no dwellings (all matters reserved). Permitted development rights expect that existing buildings are converted. The

Parish Council agrees that in principle, in this case, as the existing buildings are not in a fit state to convert it makes sense to replace them with new build houses.

It was PROPOSED and seconded that the council would comment as above. All in favour.

197.1.9 160171 - Swallowfield Medical Practice, The Street, Swallowfield RG7 1QY

Full application for the proposed erection of a single storey rear extension to provide additional administration accommodation for the surgery.

The Parish Council fully supports the Medical Practice’s plans to extend its facility. It would like assurance that the statement made by architects regarding flood risk is correct and that proper provision has been made for surface water drainage.

197.1.10 160178 – Farley Hill Farm, Church Lane, Farley Hill RG7 1UP

Full application for the proposed single storey side 3 bay oak framed garage.

It was PROPOSED and seconded that the council would not comment. All in favour.

197.1.11 152659 - Willow Tree Works, Swallowfield Street – it was NOTED that the reserved matters due for consideration at the WBC Planning Committee on 3rd February would be deferred to the next meeting on 2nd March 2016 as the applicant had missed the deadline to provide the additional technical data which would back up the application submissions.

Cllr. Anderson explained that following negotiations between representatives of the Swallowfield Flood Resilience Group (FRG), Bellway, Wokingham Borough Council (WBC) and WSP (WBC’s drainage experts) the co-chairs of the FRG believed that there were now satisfactory solutions to the drainage issues and asked that the Parish Council agree the following resolution. It was PROPOSED and seconded that subject to getting cast iron assurances from Bellway that the solutions as detailed in the paper attached to the agenda is how the drainage system will be built, the Parish Council accepts the Swallowfield Flood Resilience Group’s conclusions and will not object further to discharge of Condition 23. All in favour. 5

197.1.12 Swallowfield Community Liaison Group Meeting – to NOTE that the last meeting

was held on 20th January 2016 and that the next meeting scheduled for Wednesday 24th February 2016 would now take place on Thursday 3rd March 2016.

197.4 Call for Sites – it was NOTED that Wokingham Borough Council (WBC) was

undertaking a Call for Sites from 11th January 2016 to 5th February 2016. Individuals and organisations were invited to submit sites to WBC to consider for the purpose of future development. Cllr. Anderson explained that there would be a consultation with the parishes and others prior to any decisions being made.

197.5 Bracknell Forest & Wokingham Green Belt Review – it was NOTED that this review

was taking place and comments were welcomed from the public. The closing date for comments is Monday 15th February 2016.

198 FINANCE

(Budgets/investments/sinking fund/grants/risk assessments/insurance) Lead Councillor: Cllr. P. Sampson

198.1 Accounts Update – it was NOTED that the accounts had been circulated. 198.2 Investments– it was NOTED that the Half Yearly Review from Charles Stanley had

been received.

198.3 Community Grant – it was NOTED that the council had received a community grant of £10,000 from the Foresight Group to be spent on improvements to Swallowfield Parish Hall.

198.4 Terms of Reference for Joint Working over the Management of the Wokingham

Community Infrastructure Levy – Cllr. Sampson explained that the document does not bind the council to any action regarding CIL but sets out the way in which parish and town councils would engage with WBC regarding the funding of infrastructure projects. It was PROPOSED and seconded that the council RATIFIED this document. All in favour. 6

198.5 Finance Working Group – it was NOTED that the next meeting of the Finance

Working Group would held on Tuesday 16th February at 10am in the Rose Room, all councillors are welcome to attend. 7

198.6 VAT – it was NOTED that the Clerk had asked SLCC for advice on the VAT situation

regarding the proposed development work at Fieldfayre. The level of advice required is above that which the SLCC Helpdesk can give. The SLCC advisor is prepared to undertake this work directly with the Council at a cost of £400 per day. The Finance Working Group would discuss at its next meeting and bring a recommendation to Council. 8

200 PROPERTY

200.1 Update – it was NOTED that the structural engineer had carried out an initial

inspection of the property. The original building is structurally sound; however the footings of the wall alongside the access road and at the rear of the post office area were not adequate to support the first floor extension and would need to be rebuilt on new foundations. It was NOTED that Cllrs. Anderson and Sampson and the Clerk had met Mr Kumar and that he had agreed to approach the Post Office to start formulating a plan for moving forward with the reconfiguration of the shop.

200.2 Soil Condition Surveys – it was NOTED that the contractor commissioned to carry out this work was not responding to emails or phone calls. The Clerk would now contact other contractors. 12

200.3 Fieldfayre – it was PROPOSED and seconded that this item be discussed in Part

II. All in favour. 201 RESILIENCE

(Flooding/ditches/rivers/ Flood Resilience Group (FRG) Lead Councillor: Cllr. M. McDonald

201.1 FRG – it was NOTED that the meeting scheduled for 25th January was cancelled

due to the unavailability of the co-chairs. The next meeting would be held on Wednesday 17th February, 7:30pm in the Rose Room, Swallowfield Parish Hall.

201.2 Ditch Maintenance – it was NOTED that the Resilience Working Group met Mr Stephens and Mrs King to discuss the annual maintenance work required on the parish ditches. A detailed list of the work required had been prepared by Mr Stephens. Three contractors had been approached for quotes, one declined to quote.

It was pointed out that one of the ditches (Trowes Lane) on the maintenance schedule did not belong to the Parish Council and that the Parish Council should not undertake any work on a ditch for which it had no responsibility as this would be trespassing and if anything went wrong may put the council in a difficult position. The Clerk had tried to establish responsibility for the ditch with WBC, but had not received a response. It was PROPOSED and seconded that the work outlined in the maintenance schedule, except for the Trowes Lane ditch, prepared by Mr Stephens be carried out and that Scofell Commercial Landscapes be commissioned to carry out the work at a cost of £450 plus VAT. 201.3 Royal Berkshire Fire and Rescue Service – it was NOTED that the Royal Berkshire

Fire and Rescue Service were running a public consultation on how it proposes to manage the risks to communities. The consultation runs to 4th April 2016. For more information and to provide feedback online visit www.rbfrs.co.uk.

201.4 Resilient Communities Meeting – it was NOTED that CCB would hold a workshop on the implications of using your hall as a place of refuge during an emergency on Monday 22nd February 7:30pm in the Davies Room, Swallowfield Parish Hall. Cllr. Norris and the Clerk would attend.

201.5 LFCC – it was NOTED that the meeting minutes of the last meeting held on 14th

January had been received and that the next meeting would be held on 14th April 2016, 7:30pm in the Davies Room, Swallowfield Parish Hall.

203.2 Newsletter – it was NOTED that the copy deadline for the Spring Issue is 28th

February 2016. 204 RECREATION (Play areas/skateboard park/recreation grounds/football pitches/mpg court) Lead Councillor: Cllr. J. Sant 204.1 S106 Funding – it was NOTED that Cllrs. Sampson and Sant and the Clerk met WBC

to discuss options for the MPG court and other s106 money which is available to the parish. Discussions had taken place about whether there was a requirement to continue providing a court for tennis at Swallowfield given the four courts available at Riseley. Further discussion was required. Contractors were being approached for quotes to upgrade the MPG court. 19

204.2 Sports Lighting in Swallowfield Parish Hall – it was PROPOSED and seconded that

the Council apply for s106 monies to upgrade the lighting in Swallowfield Parish Hall so that it is suitable for playing badminton, table tennis and other sports. All in favour. 20

204.3 Quarterly Playground Inspection – it was NOTED that this inspection took place on

29th January 2016. 205 HALLS

205.1 Riseley Memorial Hall – it was PROPOSED and seconded that Riseley Village Tea

Room be given permission to make alterations to the Men’s Toilets at Riseley Memorial Hall, as shown in the previously circulated specification. Cllr. Anderson asked that the installation be eco-friendly. All in favour. 21

205.2 Water Heater (Pre-school area) – it was NOTED that the old water heater over the

sink in the pre-school area had broken. It was PROPOSED and seconded that it would be replaced with a standard tap which is fed by the water heater under the sink in the Davies Room toilet. In view of the urgency it was AGREED that the work would be carried out during the February half-term and the Clerk should make arrangements without the need for further agreement of the council.

205.3 Ovens – it was NOTED that the three ovens in Swallowfield Parish Hall would be

professionally cleaned during the February half-term holiday.

206.1 GVOL Application for Stronghold Scaffolding Ltd, Hill Farm, Jouldings Lane, Farley

Hill. The council holds concerns about traffic and routes and requests that the following restrictions are considered: a ban on trucks entering and leaving during the primary school

arrival/departure times (say 1 hour before school start time until half an hour afterwards and half an hour before school finish time until 1 hour afterwards). This is in the interests of safety and so as not to make the already bad traffic congestion caused by cars parked on a narrow lane any worse.

209 CORRESPONDENCE 209.1 Cycle-Smart Foundation – it was NOTED that an email had been received thanking

the parish residents for raising money for their cause at the Village Carol Service event.

209.2 Masons Funfair– it was NOTED that a note had been received from a resident in

Riseley listing reasons why Masons Funfair should not be allowed to use the Riseley Recreation Ground.

209.3 Green triangles, Farley Hill – it was NOTED that an email had been received from

a resident asking that the council take action to protect the green triangle at the junction of Church Road and Church Lane. He requests that it is protected from vehicle erosion by the planting of large wooden posts to stop vehicles driving on the grass as has been done at the junction of Castle Road and Church Road. 23

209.4 Signposts in Riseley – it was NOTED that an email had been received from a

resident congratulating the council on the new “gates” and the village signs by the tennis club. However, he asks that the Parish Council act to improve the signage on the Basingstoke Road. As there are 6 different signs in various colours and fonts. See 193.4.
