The regular meeting of the Board of Education, District 123, CountyCook, Illinois, was held at 8:00 p.m., September 25, 1972, in theAdministration center, 4201 West 93rd street, Oak Lawn, Illinois.

Answering roll call at 8:07 p.m., were the following members: Mrs.M~line, Messrs. Busch, CUllin, Freiberg, Wysocki and Middaugh. Mr.Brandenburg came in after roll call. Also present, Messrs. McGugan,poindexter, Banaszak, Shiffer, Mrs. Schurke and interested residentsof the district. Because of the large number of people attendingthe meeting, the meeting was moved into the Gaddis School gym.

Dr. MoGugan announced that Mr. Shiffer has arranged college levelcourses to be held in District 123 for the convenience of District123 personnel and others who might be interested in special education,reading and math. Dr. Poindexter presented the Library Handbook, andMr. Shiffer presented the Field Trip Guide.

Mr. Busch reported on the teacher reactions regarding the rate re­ferendum at the October 6, 1972 Institute. He stated that theteachers hoped the people would reJ.at~ favorably to the referendumand ~hat their first interest is the children.

Mr. Banaszak reported on theheating problems at Sward School and the need to replace Powers Regu­lator controls. Dr. MCGugan announced the Village of Oak Lawn willcooperate with the Board in grading District 123 sites in exchangefor excess black dirt. Mr. Shiffer announced achievement testingwould begin on November 1st for two weeks .

Dr. Poinde~ter announced that Dr. McGugan was called to Canada - hismother suffered accidental burns and was hospitalized for skingrafting. Dr. Poindexter announced that the Office of Public In­struction will be sending a team of e~taminers to A.E.R.O. and the~embers districts in February.

Discussion - programs held in schools

After discussion, it was the consensus of the hoard members presentthat the administration return on the following meeting with alist of all axtra curricular activities and programs held in theschools outside class hours. The Board also directed the adminis­tration to prepare a report on the question and alternatives posedby Mrs. Faurie's letter.

As a result of the executive session, Mr. Wysocki president pro­tem read the following statement:

At the last meeting of the Board of Education (January 8,1973) the Board was requested to meet with the union re­lative to the status of the A.F. of T. with regard to theirposition as Sole Negotiating Agent.

It was agreed on January 18, 1973, that the A.F. of T. isthe sole negotiating agent for District 123 for a contractfor 1973-1974. The Board of Education was ready to beginnegotiatinns on January 18, 1973, and is anxious to beginas soon as the A.F. of T. is prepared with a complete pro­posal.

It was further agreed with the A.F. of T., Local #1437,that ~xisting policy with regard to grievances will be inexistance until such time asa contract is agreed upon.

It was further stated that no further negotiating sessionsmay be used to air grievances but that such grievanceswill be handled through the procedures outlined in theTeachers' Handbook.

Dr. McGugan presented a financial statement on the status ofthe sack lunch program now in effect in the school district.

Superintendent's Report

Dr. McGugan reported all was i~ readiness for the start of thesummer school program. Dr. Poindexter indicated the enrollmentwould be approximately the same as last summer - apprOXimately860 - Title I enrollment for the summer school is 104, plus 20hard of hearing students. Mr. Banaszak reported it will benecessary to sell tax anticipation warrants as needed at a 4%interest rate because of the late tax payments.

,wai replaced as soon as it was reported; stencils whichdeteriorate with age are normally replaced; supplies shared withanother science teacher cannot be replaced since Mr. McCann keptno record of the loaned material.

Superintendent's R~port

Dr. McGugan reported on plans: for Harker Park and McDonal~ School.He also reported on a letter from ,Mr. Hupe's office regarding in­terest earned by the township' treasurer on investments. We willhave additional amendments to the budget by the next meeting sowe know where we stand. Dr. McGugan stated that the Title I andRegular Summer School programs were progressing well. Mr. Bana­zak discussed the State Aid Ciaim. Dr. McGugan announced that anegotiations meeting was held on Wednesday, June 20, 1973. andthe next one is scheduled for"Wednesday, July 18th. (Mes~rs. Buschand Deniken scheduled - Mrs. Moline and Mr. Freiberg alternates).Dr. McGugan announced that he spoke with Mrs. Siemers regarding apetition for annexation of a portion of District 122 into theDistrict 123 school boundaries. He advised her to consult with anattorney before issuing the petition.
