Minutes of the 23rd meeting of the Gujarat Coastal Zone Management Authority held on 16-10-2014: The 23rd meeting of the Gujarat Coastal Zone Management Authority
(GCZMA) was held on 16-10-2014 under chairmanship of Shri P. K.
Taneja, IAS, Additional Chief Secretary, Forests & Environment
Department and Chairman, GCZMA in the Committee Room, F&ED,
Gandhinagar . A list of the members and other participants, who
attended the meeting, appears at Annexure A. Also a list of the
representative of various project proponents, who have made
presentation before the Authority is, appears at Annexure-B.
Initiating the meeting, with the permission of the Additional Chief
Secretary, Forests & Environment Department, and Chairman of
GCZMA, the Member Secretary, GCZMA, welcomed all the members
of the GCZMA and other participants.
He briefed the Members of the GCZMA about the agenda items for the
meeting and various actions taken by the Department in compliance
of the various decision taken during last meeting
The agenda wise discussion and decisions taken thereafter is as
under:
Agenda item No: 23.1:- Compliance report with respect to the decision taken in
the 20th meeting of the GCZMA, which was held on 21-11-
2013.
Preparation of an action plan for development of Bio-
Shielding project for entire area between Dahej and Hazira
by way of planting various species of vegetation, such as
mangroves, seaweeds, sea grass, casurina to control the soil
erosion, stabilize the areas and for protection in case of
Tsunami in association with any institute/Organization
having some experience in this Field

The Authority was apprised that as decided in the 20th GCZMA
meeting, the GEC has been requested vide this office letter
dated 25-07-2013 to expedite to prepare a development plan
and ensure that this project become a ground reality. It was
also appraised that PCCF has been requested to provide all
necessary guidance and support to GEC for taking up this task
for development of Bio-Shielding.
The GEC apprised the authority that they have started work
related to development of bio-shielding as decided by the
GCZMA, a team from the GEC has visited potential sites as
recommended by the MS University and the work is under
progress.
The Authority discussed the issue and after detailed
deliberation, the GCZMA decided to ask GEC to submit
report before the date of next GCZMA meeting.
Pollution problem near Veraval Harbour, Veraval , Dist:
Junagadh.
The Authority was apprised that as decided in the 20th
GCZMA meeting the Urban Development and Urban Housing
Development was requested to direct the concern Veraval
Nagar Palika to ensure that there should not be any
untreated sewage disposal take place. It was also appraised
that as decided in the meeting, the Fisheries Department ,
GEC and GMB were requested to provide necessary guidance
and help to arrange an awareness programme for local people
by the Verval Port Officer to sensitize the local people about
the issue. GPCB was requested to identify the industries,
which are discharging effluent in this area /near harbor and
direct them to provide online monitoring system for the
parameters /norms prescribed by the GPCB. The Regional
Office, GPCB, Junagadh was to submit monthly report to the

Authority, with a copy to Coast Guard. As decided in the
GCZMA meetings, Urban Development & Urban Housing
Department, GMB, Fisheries Comissionerate , GEC and GPCB
have been requested to take necessary actions vide this office
letter dated 25-07-2013.
GPCB submitted that actions are being taken against the
erring industries and untreated effluent in this area are not
allowed to be discharged in to sea.
The Authority deliberated the issue and decided to ask
UD&UHD, GEC, GMB and GPCB to take all necessary
actions and submit an action taken report to Forests and
Environment Department regularly. It was also felt by the
Authority that senior officials from the Fisheries
Commissionerate should attend the meeting
Study of Shore line Change maps prepared by the Anna
University, Chennai to be done by MS University
The Authority was apprised that it was decided in the 20th
GCZMA meeting, that the Irrigation Department, GMB would
be requested to constitute a committee of the officers from the
concerned Department/Authorities as decided in the last
meeting, under leadership of Irrigation Department to carry
out the study of coastal area and to submit the report
immediately.
Accordingly, all the Concerned Department were requested to
nominate concerned person/s and give name so that GR can
be issued in this regard. It was also informed that Irrigation
Department is dealing the issues regarding coastal erosions
and they are preparing Coastal Erosion Management Plan for
the entire State.
The Authority was further informed that the Narmada , Water
Resource, Water Supply & Kalpasar Department , Government

of Gujarat Irrigation Department has constituted a Task Force
for Coastal erosion works under Chairmanship of Dr. M. Baba ,
Trivandrum vide Resolution No-SIC/2011/2200/64/J dated
06-08-2012.
The Authority deliberated the issue and decided to ask
Irrigation Department to submit progress in the matter
and submit an action taken report in this regard.
Appointment of Staff for Technical support on contractual
basis
The Authority was apprised that , it was decided in the 18th &
19th GCZMA meeting that GMB would expedite the procedure
for appointment of staff for technical support on contractual
basis for this Department/GCZMA. Accordingly, GMB has been
requested to take necessary action in the matter immediately
vide this office letter dated 21-05-2013.
The Authority was also appraised that this matter was again
discussed in the 20th GCZMA meeting, and it was decided that
GPCB would be requested to expedite the procedure for
appointment of staff for technical support on contractual basis
for this Department/GCZMA. The payment would be ` 25000-
30000 per month per person and qualification and experience
would be as per RR of the GMB/GPCB. Accordingly, GMB was
requested to take necessary matter in this regard.
MS, GPCB appraised the authority that after requirement of
new Technical Staff in GPCB, suitable staff may be deputed in
the F&ED/GCZMA
The Authority deliberated the issue and decided to ask
GPCB/GMB to take necessary action in the matter
CRZ clearance for to develop Ahmedabad – Dholera six lane
Expressway (Greenfield Development) in the State of

The Authority was apprised that as decided in the 20th GCZMA
meeting, recommendations have been forwarded by the Forests
& Environment Department to Ministry of Environment,
Forests and Climate Change Government of India.
The Authority took a note of it and appreciated the action
taken by the Department.
CRZ clearance for proposed RO-RO jetty in Plot no- Z-89 at
Dahej SEZ-II, Village: Luvara, Dist: Bharuch by M/S ISGEC
Heavy Engineering Limited
The Authority was apprised that as decided in the 20th GCZMA
meeting, recommendations for the above mentioned proposal
have been forwarded to Stat Level Environment Impact
Assessment Authority(SEIAA).
The Authority took a note of it and appreciated the action
taken by the Department.
CRZ clearance for proposed project for laying of the treated
effluent pipeline for discharge of effluent from GIDC Chitra
into Sea Creek, Dist: Bhavnagar by Chitra Industries
Association
The Authority was apprised that as decided in the 20th GCZMA
meeting, recommendations for the above mentioned proposal
have been forwarded to Ministry of Environment, Forests and
Climate Change, Government of India.
The Authority took a note of it and appreciated the action
taken by the Department.
CRZ Clearance for expansion of Dahej LNG Terminal (Ph-III)
from 10MMTPA to 20 MMTPA by M/S Petronet LNG Limited

The Authority was apprised that as decided in the 20th GCZMA
meeting, recommendations for the above mentioned proposal
have been forwarded to Ministry of Environment, Forests and
Climate Change, Government of India.
The Authority took a note of it and appreciated the action
taken by the Department.
Development of Greenfield Beach Resort at Mandvi, Dist.
Kutchh, Gujarat by Commissioner of Tourism, Government
of Gujarat.
The Authority was apprised that as decided in the 20th GCZMA
meeting, recommendations for the above mentioned proposal
have been forwarded to Ministry of Environment, Forests and
Climate Change, Government of India.
The Authority took a note of it and appreciated the action
taken by the Department.
CRZ clearance for the proposed Common treated effluent
disposal pipeline project along the river Kolak up to deep
sea by M/S Wel-Treat Enviro Management Organization
The Authority was apprised that as decided in the 20th GCZMA
meeting, recommendations for the above mentioned proposal
have been forwarded to Ministry of Environment, Forests and
Climate Change, Government of India.
The Authority took a note of it and appreciated the action
taken by the Department.
CRZ clearance for proposed 50 MW Tidal based Power
Project near Mandvi Dist: Kuchchh by M/S Gujarat Power
Corporation Limited.
The Authority was apprised that as decided in the 20th GCZMA
meeting, recommendations for the above mentioned proposal

have been forwarded to Ministry of Environment, Forests and
Climate Change, Government of India.
The Authority took a note of it and appreciated the action
taken by the Department.
CRZ clearance for development of Ship Recycling facilities
near West Port, Mundra, Taluka: Mundra, Dist: Kutch by
M/S Adani port and SEZ Limited
The Authority was apprised that as decided in the 20th GCZMA
meeting, recommendations for the above mentioned proposal
have been forwarded to Ministry of Environment, Forests and
Climate Change, Government of India.
The Authority took a note of it and appreciated the action
taken by the Department.
CRZ Clearance for proposed dredging in front of existing
jetty, laying of additional pipeline, and addition of
Ammonia and Phosphoric Acid tanks in the existing Sikka
Shore Terminal at Sikka, Dist: Jamnagar by M/S Gujarat
State Fertilizers and Chemical Limited (GSFCL)
The Authority was apprised that as decided in the 20th GCZMA
meeting, recommendations for the above mentioned proposal
have been forwarded to Ministry of Environment, Forests and
Climate Change, Government of India.
The Authority took a note of it and appreciated the action
taken by the Department.
CRZ Clearance for proposed Desalination Plant of 336 MLD
capacity to be located at SEZ-Dahej, Dist: Bharuch by M/S
Swarnim Dahej Spring Desalination Pvt Limited
The Authority was apprised that as decided in the 20th GCZMA
meeting, recommendations for the above mentioned proposal

have been forwarded to Ministry of Environment, Forests and
Climate Change, Government of India.
The Authority took a note of it and appreciated the action
taken by the Department.
Actions required to be taken by the State
Government/GCZMA in compliance with the Directions
issued by the Ministry of Environment and Forests,
Government of India, based on recommendations made by
the Committee constituted under Chairperson of Smt
Sunita Narain, Director, General, CSE, Delhi for APSEZL.
The Authority was apprised that based on directions issued by
the Ministry of Environment &Forests, Government of India it
was decided to take following actions:
1. To set up a Committee under the Principal
Secretary(Env), GOG, including representative of MOEF,
GOI (RO, Bhopal), PCCF(Wildlife), GPCB, GEC and
Collector, Kutch to finalize the action plan and modalities
of the Environmental Restoration Fund and periodically
report the progress to Secretary, Environment and
Forests. Director(Environment) will be the convener of
the Committee.
2. Fisheries Commissioner and GMB to be requested to take
necessary action to build exclusive fishing harbours for
the livelihood support of the fishermen of Bhadreshwar in
a period of two years.
3. The Collector and District Magistrate, Kutch , GSDMA
and APSEZ to be asked to consider linking Disaster
Management Plan of the different project proponents of
APSEZL to the “ District Disaster Management Plan “ in
the interest of the vulnerable people in and around the

project area to ensure human safety with early warning
practices
4. The Revenue Department to be requested to review the
policy of acquisition and transfer of Gauchar of village
common land with specific reference to environmental
impact and livelihood.
5. The Committee constituted above including GMB, to be
asked to supervise the Cumulative Impact Assessment
studies to be undertaken by the APSEZL for the project
already granted so that future developments can be
assessed for clearance based on cumulative impacts.
Draft TORs would be asked from APSEZL to examine and
finalized the same after including suggestions of the
Committee.
6. It was decided to constitute a committee consisting of the
following authorities/officers to review and make
assessment of the matter relating to Samudra
Township/Sterling hospital. To take new and verifiable
coordinates to be mapped and supplied to MOEF, GOI ,
and also to put in public domain for verification. This
assessment should be based on site visit and fresh
collection of coordinates.

7. The Above committee would visit the site and submit its
report to the GCZMA for its consideration and further
course of the action in the matter.
8. It was decided to constitute a Joint Monitoring Committee
of GCZMA, GPCB and RO , Bhopal, for two years to
monitor the development/compliance of conditions and
directions
The Authority was further apprised that as decided, actions
were taken by the Forests and Environment Department,
including constitution of above mentioned Committee on 07-01-
2014.
The Authority took a note of it and appreciated the action
taken by the Department.
Applicability of the CRZ Notification 2011 for proposed
land bearing Survey 170 paiki, at Word No-1, Bhavnagar,
Dist Bhavnagar by M/S I.B..Commercial Pvt Limited,
Bhavnagar
The Authority was apprised that as decided in the 20th GCZMA
meeting, necessary clarification has been issued to M/S I B.
Commercial Pvt Limited regarding the applicability of CRZ
Notification 2011 for proposed land bearing Survey 170 paiki,
at Word No-1, Bhavnagar, Dist Bhavnagar
The Authority took a note of it and appreciated the action
taken by the Department.
Cases recommended to the Local Municipal Body(Bharuch,
Porbandar and Veraval/Somnath Nagar Palika) for granting
CRZ Clearance for Small Construction Activities under
category CRZ-II area under the CRZ Notification 2011
The Authority was apprised that it was decided in the 20th
GCZMA meeting that now onwards, the proposal seeking the

recommendations for obtaining CRZ clearance for construction
of small houses in CRZ-II area and having built up area upto
1000 Sqm, would be decided by the Department and
recommend to the concerned Nagar palikas and the same can
be put up in the next immediate GCZMA meeting. However, the
proposals seeking recommendations for CRZ Clearance in CRZ-
II area, having built up area more than 1000 Sqm, shall be
recommended only after obtaining approval from the GCZMA
and each such cases is required to be put up before the
GCZMA for obtaining recommendations. The Authority was
further informed that the procedure as decided above is being
followed for recommend to the Local Municipal Body(Bharuch,
Porbandar and Veraval/Somnath Nagar Palika) for granting
CRZ Clearance for Small Construction Activities under
category CRZ-II area under the CRZ Notification 2011
The Authority took a note of it and appreciated the action
taken by the Department and it was decided to continue
this process.
CRZ clearance for additional Salt works (2395.15 acres)
located at village Kalatalav & Narmad, Ta. & Dist.
Bhavnagar by M/S Nirma Limited
The Authority was apprised that as decided in the 20th GCZMA
meeting, recommendations for the above mentioned proposal
have been forwarded to Ministry of Environment, Forests and
Climate Change, Government of India.
The Authority took a note of it and appreciated the action
taken by the Department.
CRZ Clearance for development of Dandi Memorial
Complex at Dandi, Dist Navsari, by Tourism Corporation of
Gujarat Limited

The Authority was apprised that as decided in the 20th GCZMA
meeting, recommendations were forwarded to MOEF&CC, GOI
and then after based on request received from the MOEF, GOI,
necessary clearance has been accorded by the GCZMA.
The Authority took a note of it and appreciated the action
taken by the Department.
Clarification about the applicability of CRZ Notification
2011 for petrochemical complex at Dahej, Dist: Bharuch of
M/S ONGC Petro additions Limited
The Authority was apprised that as decided in the 20th GCZMA
meeting, necessary clarification has been issued to M/S ONGC
Petrochemical Complex at Dahej, Dist: Bharuch regarding the
applicability of CRZ Notification 2011
The Authority took a note of it and appreciated the action
taken by the Department.
Clarification about the applicability of CRZ Notification
2011 for proposed development of International Airport at
Dholera, Dist: Ahmedabad by M/S Dholera International
Airport Company Limited
The Authority was apprised that as decided in the 20th GCZMA
meeting, necessary clarification has been issued to M/S
Dholera International Airport Company Limited regarding the
applicability of CRZ Notification 2011 for proposed development
of Green Field Airport at Dholera, Dist: Ahmedabad
The Authority took a note of it and appreciated the action
taken by the Department.
Clearance for upgradation of Marine Interpretation Centre
at Narara, Tauka: Khambhaliya, Dist: Dev-Bhumi, Dwarka

by CCF, MNP, Jamnagar Forests Department, Government
Of Gujarat
The Authority was apprised that as decided in the 20th GCZMA
meeting, necessary clarification have been sought for from the
MOEF&CC, GOI
The Authority took a note of it and appreciated the action
taken by the Department.
CRZ Clearance for construction activity in CRZ area for sea
turtle conservation at Okha Madhi, Dist: Devbhumi Dwarka
by CCF, MNP, Jamnagar.
The Authority was apprised that as decided in the 20th GCZMA
meeting, necessary clarification have been sought for from the
MOEF&CC, GOI
Compliance report with respect to the decision taken in
the 21st meeting of the GCZMA on 07-02-2014:
Actions required to be taken by the State
Government/GCZMA in compliance with the Directions
issued by the Ministry of Environment and Forests,
Government of India, based on recommendations made by
the Committee constituted under Chairperson of Smt
Sunita Narain, Director, General, CSE, Delhi for APSEZL
The Authority was apprised that as decided during the meeting
of GCZMA and after obtaining approval from the State
Government, and as per recommendations of GCZMA, the
Forests and Environment Department has taken following
actions:
1. Requested the Ministry of the Environment and Forests,
Government of India to give details about the modalities

of the fund management and ask the Company about the
actions taken to comply with this Directions.
2. The Commissioner of Fisheries, Government of Gujarat
has been requested to identify the suitable locations for
Fisheries harbours at Bhadreshwar and prepare
feasibility and technical reports alongwith financial
requirements including cost for obtaining necessary
clearance etc , obtain necessary administrative approvals
from the Concerned Ministry/Department /Authorities
immediately and submit proposal to GCZMA for further
consideration of the same.
3. Revenue Department has been requested with a copy
to Panchayat Department to review the policy of
acquisition and transfer of Gauchar of village common
land with specific reference to environmental impact and
livelihood.
4. The APSEZL was requested to submit draft TORs for the
Cumulative Impact Assessment studies to be undertaken
by them for the project already granted so that future
developments can be assessed for clearance based on
cumulative impacts.
5. The report of the Committee, alongwith coordinates duly
mapped on CRZ map, for Smaudra Township and
Sterling Hospitals has been sent to MOEF, GOI on 28-
01-2014.
6. Reminder has been sent to RO, Bhopal, MOEF, GOI and
GPCB to immediately nominate officer/s for Joint
Monitoring Committee to be set up for APSEZL for two
years.
The Authority deliberated and discuss the issue and it
was decided to again send reminders to all concerned

Department for necessary compliance of the directions
issued by the MOEF &CC, GOI.
CRZ Clearance for modification of existing Reliance Dahej
Marine Terminal (RDMT) jetty, by crating coal handling
facility with capacity of 2.5 MMTA at Dahej, Taluka: Vagra,
Dist: Bharuch by M/S Reliance Industries Limited
The Authority was apprised that as decided in the 21st GCZMA
meeting, recommendations for the above mentioned proposal
have been forwarded to State Level Environment Impact
Assessment Authority(SEIAA)
The Authority took a note of it and appreciated the action
taken by the Department.
Representation received from Conservation Action Trust
(CAT) regarding alleged destruction of mangroves in State
of Gujarat and alleged violations of CRZ Notification
thereof
The Authority was apprised that issue regarding the
representation about the destruction of mangroves at various
locations of the shore line of the State of Gujarat was
deliberated in the last GCZMA meeting and after detailed
discussion, the Authority decided to take following actions:
1. To Ask Gujarat Ecology Commission to verify the matter
regarding destruction of mangroves as represented by
Shri Debi Goenka, Executive Trustee, Conservation
Action Trust, Mumbai and submit factual report
immediately to decide further course of action in the
matter.
2. Issue Directions of all District Authorities with a copies
to District Level Committees constituted as per CRZ
Notification 2011 for Control, management and

conservation of mangroves in their respective jurisdiction
and to take immediate necessary action in case of any
destruction of mangroves
3. Directions would be issued to KPT/Adani Port/Pipavav
Port, GMB, etc, to ensure that existing mangroves are
protected and there shall be no any destruction of
mangroves .
4. To constitute a working committee consisting of
representatives of the PCCF, GMB, GEC, Revenue
Department, BISAG, and Director(Environment) to
oversee such issues immediately by way of verification
and recommendations for further course of actions.
The Authority was further informed that as decided above, all
actions have been taken by the F&ED. Based on the decision of
GCZMA, the GEC constituted a committee to carry out site
visits for verification of the alleged mangrove destructions and
violations of the CRZ Notification. The GEC has prepared a
report in this matter based on site visit carried out by the
Committee constituted by it. The same has been submitted to
the NGT.
The Authority was also apprised that SCNs were issued to the
Essar Ports Limited and Kandla Port Trust based on the
observations of the Committee constituted by the GEC , the
reply have been received, which needs to be scrutinized.
The Authority took a note of it and appreciated the action
taken by the Department. The Authority has also decided
to follow up matter in the NGT through Advocate and
submit latest status about the Hon’ble NGT’s order in the
matter in next meeting of the GCZMA.
Appointment of office attendant and data entry operator

The Authority was apprised that as decided in the GCZMA,
GEC was requested to depute two suitable persons as office
attendants on a contractual basis for a further period of 11
months after the expiry of their terms. The consolidated
emoluments of the said staff to be paid from the CRZ
Management Authority Accounts being managed by the Gujarat
Maritime Board.
It was decided by the GCZMA to pay 5500/- per month to the
Office Attendants. The GEC has deputed two office attended. At
present no further actions are envisaged.
The Authority took a note of it and as no further action is
envisaged, it was decided to drop this issue.
Compliance report with respect to the decision taken in
the 22nd meeting of the GCZMA on 30-05-2014
CRZ Clearance for proposed development of Dholera Special
Investment Region at Dholera, Dist: Ahmedabad by M/S
Delhi Mumbai Industrial Corridor Development Corporation
Limited(DMICDC)
The Authority was apprised that as decided in the 22nd GCZMA
meeting, recommendations for the above mentioned proposal
have been forwarded to Ministry of Environment, Forests and
Climate Change, Government of India.
The Authority took a note of it and appreciated the action
taken by the Department.
CRZ Clearance for establishment of proposed Coal-Jetty at
Hazira, Dist: Surat by M/S Reliance Industries Limited
The Authority was apprised that as decided in the 22nd GCZMA
meeting, recommendations for the above mentioned proposal

have been forwarded to State Level Environment Impact
Assessment Authority(SEIAA)
The Authority took a note of it and appreciated the action
taken by the Department.
23.2 CRZ Clearance for proposed expansion of existing jetty by
construction of two additional berths C&D at Vadinar Dist:
Jamnagar by M/S Vadinar Oil Terminal Limited
M/S Vadinar Oil Terminal Limited(VOTL), vide its letter dated
31-01-2014 has approached this Department seeking
recommendations from the GCZMA for obtaining CRZ
clearance for proposed expansion of existing jetty by
construction of two additional berths C&D at Vadinar, Taluka:
Khambhaliya, Dist: Devbhumi Dwraka
The Authority was apprised that the proposal of M/S VOTL was
scrutinized by the Technical Committee in its 10th meeting ,
which was held on 20-03-2014, wherein representative of the
VOTL made a presentation before the Technical Committee
about the activities to be carried out in CRZ area, , EIA report
prepared by the National Institute of Oceanography, Mumbai
prepared in February 2010 , CRZ map duly demarcation of
HTL CRZ Boundary etc. Prepared by the Centre for Earth
Science Studies, Thiruvananthapuram (An agency authorised
by the Ministry of Environment and Forests, Government of
India).
The Authority was apprised that after detailed discussion and
deliberation on the presentation made by the representative of
the Vadinar Oil Terminal Ltd, it was decided to obtain various
details the VOTL. Accordingly, the details were called for from
the VOTL and same have been furnished by the VOTL.
The representative of VOTL made a presentation before the
GCZMA and submitted that it is an Essar group company,

operates Marine Terminal at Vadinar to import crude oil via
SPM and evacuate products from Refinery of Essar Oil
Limited(EOL) through berths A&B. EOL Refinery has expanded
its capacity to 20 MTPA and further expansion to 34 MTPA is
under process. Existing berths occupancy is 80-85% at present
capacity of the Refinery. Therefore it is necessary to have
additional berths to meet with the requirement of 34 MTPA,
hence VOTL proposes to add two more Berths C &D (300 m
long X 25 M width each) with connecting Trestle(150Mx 20m
Width) ). Existing connectivity (pipeline corridor) shall be
utilized. The integration of operations would be done through
existing centralized control room. There is dredging required as
pathfinder having natural depth (20-30m) and existing natural
channel will be used for navigation.
It was submitted by the representative of the VOTL that berth C
and D would be equipped with Mooring and breasting dolphins,
Fenders, Quick Release Marine Hooks , Bollards etc, Petroleum
and other pipelines connected to existing pipelines on Berth A&
B , State of the atr- Maine Loading /unloading Arms with
powered emergency release couplers , piping
headers/manifolds, safety valves, surge tanks, slop collection
and transfer facilities etc. Berths are designed to receive ships
up to 105, 000 DWT and products to be handled includes MS,
HSD, ATF,SKO,VGO,FO,LPG etc. Berths will be of Bored cast
in-situ type construction and construction will be beyond 10m
depth contour, hence , intertidal area will be away from any
activity. Super structure of the berths(pre-cast elements) to be
cast in casting yard on land, away from the HTL and
transported to the site.
The representative of the VOTL submitted that prevailing flow
conditions in Pathfinder Inlet are generally parallel to the
existing jetty. Proposed extension is in line with the existing
20
jetty, hence, most appropriate as the flow is parallel in the zone
of extension. As the proposed expansion is o piles ,it would not
interfere with the prevailing flow conditions as well as
accretion/erosion trends in Pathfinder Inlet. Berthing of ships
would be convenient and chances of properly moored ships
drifting under tidal currents are low. Maximum wave height at
proposed jetty would be 0.55 m , which is within permissible
limits. Hence, there would no wave disturbance throughout the
year at the jetty. The optimum base width of the channel and
depth required for safe maneuvering of ship is 340m and 15 m
respectively. Since natural width of the channel is 400m and
adequate depths of 20-30m are available, hence, dredging is
not required.
The representative of the VOTL submitted that there would be
temporary increase in turbidity due to dispersal of bed material
in water and local release of contaminants from construction
machinery/barges. However, piling would be done in a
controlled manner to minimize silt dispersion in water and
construction would be completed within stipulated period
avoiding time-overrun. Good sanitation and water supply
facilities will be made available to the work force to minimise
degradation in sediment quality. There would be minor loss of
biomass and population at the foot prints of piles. Piles would
provide additional surface for fauna to settle and grow.
Operational noise level will be minimised through proper
measures. Numerical modelling by CWPRS concludes no
significant interference with prevailing flow conditions, creek
dynamics and accretion/erosion trends due to construction of
C & D Berths.
The representative of the VOTL submitted that loading and
unloading would be done only through fail-safe mechanical
arms provided with PERC and operations at jetties will be on

“NO Leak” philosophy under normal operations to take care of
Spillage of petroleum while loading and unloading at berths.
Due to VTMS operation, the possibilities of accidents will be
extremely low. Coast Guards approved OSDCP modified to
include berths C &D. At the terminal facilities are available for
collection of ship-related wastes and it would be disposed of as
per GPCB norms.
As per CRZ map duly demarcation of HTL CRZ Boundary etc.
Prepared by the Centre for Earth Science Studies,
Thiruvananthapuram alonwith superimposition of proposed
activity on it, the proposed activities fall within CRZ-IV
Category.
The Authority deliberated the proposal of Vadinar Oil
Terminal Limited and after detailed discussion, the
Authority felt that the proposed project site is very near
to the boundary of the Eco-Sensitive Zone declared by the
MOEF&CC, GOI and therefore it felt necessary to carry
out site visit by the PCCF (WL) to assess the same
Therefore, it was decided to carry out site visit of the area
and it was decided to defer the project.
23.3 CRZ Clearance for Intake and Outfall facilities for 2X660
MW Coal Based Thermal Power Plant at Village: Kaj in
Nanavada in Kodinar Taluka in Junagadh District, Gujarat
by M/S Sapoonji Pallonji Energy Gujarat Pvt Limited.
M/S Shapoonji Pallonji Energy(Gujarat) Pvt Ltd(SPEGPL), vide
its letter dated 06-02-2014 has approached this Department
seeking recommendations from the GCZMA for obtaining CRZ
clearance for Intake and Outfall facilities for 2X660 MW Coal
Based Thermal Power Plant at Village: Kaj and Nanavada,
Taluka: Kodinar, Dist: Junagadh

The Authority was apprised that the proposal of the SPEGPL
was scrutinized by the Technical Committee in its 10th
meeting, which was held on 20-03-2014 , wherein the
representative of the SPEGPL made a presentation before the
Technical Committee about the activities to be carried out in
CRZ area, , EIA report prepared by the National Institute of
Oceanography, Mumbai prepared in February 2012 , CRZ map
duly demarcation of HTL CRZ Boundary etc. Prepared by the
Institute of Environmental Studies & Wetland Management,
Kolkata (An agency authorised by the Ministry of Environment
and Forests, Government of India).
The Authority was informed that after detailed discussion and
deliberation on the presentation made by the representative of
the Sapoonji Pallonji Energy(Gujarat) Pvt Ltd, it was decided to
obtain various details from the SPEGPL. Accordingly, details
were called for from the Unit and same have been furnished by
the SPEGPL. Also as decided in the Technical Committee
meeting, site visit was carried out by the members of the
Technical Committee meeting during 11-10-2014 to 12-10-
2014 . During Site visit, the representative of the SPEGPL
informed the committee that it is proposed to draw the coolant
water from the sea. The total quantity of intake would be 13193
M3/H and the high density waste water of 8885 m3/h would be
released into the sea after meeting the GPCB standards. The
coolant water should be drawn from a location having Latitude:
20042’ 54.0” N, and Longitude:700 44’ 54.5’’ E. The treated
effluent from the thermal power plant should be released in the
coastal waters of Kodinar at location having Latitude: 200 42’
47.3’’ N and longitude: 720 45’ 46.3’’ E.
The representative of the SPEGPL made a presentation before
the GCZMA and submitted that intake pipeline of @ 800 m
would be passed in CRZ area and the length of outfall

pipeline, which would pass through CRZ area would be @ 1830
and further submitted that there is no adverse effects on
physical characteristics of the marine environment are
expected. No adverse effects are envisaged on the marine water
quality due to proposed activities. There would not be adverse
effects envisaged as the pipeline is buried in intertidal and
subtidal areas due to proposed activities. The Committee
observed that the proposed route of pipeline and area is devoid
of mangroves. And there is no other ecologically Sensitive Areas
in the route of pipeline.
The representative of the SPEGPL submitted that they have
proposed to set up a 2X660 MW coal based thermal power
plant at Village: Kaj/Nanawada, Taluka: Kodinar, Dist:
Junagadh . The coal required would be imported and
transported through the port proposed at Village: Chhara by
M/S Simar Port Private Limited. It is proposed to draw the
coolant water from the sea. The total quantity of intake would
be 13193 M3/H and the high density waste water of 8885
m3/h would be released into the sea after meeting the GPCB
standards. The coolant water should be drawn from a location
having Latitude: 20042’ 54.0” N, and Longitude:700 44’

etc. prepared by the Institute of Environmental Studies &
Wetland Management, Kolkata duly superimposed for proposed
activities on it, proposed activities fall within CRZ-I(B), CRZ-III
and CRZ-IV categories and are permissible as per provisions of
CRZ Notification 2011.
The Authority deliberated the proposal of M/S Sapoonji
Pallonji Energy Gujarat Pvt Limited and after detailed
discussion, the Authority decided to recommend to the
Ministry of Environment and Forests, Government of India
to grant CRZ Clearance for Intake and Outfall facilities
for 2X660 MW Coal Based Thermal Power Plant at Village:
Kaj in Nanavada in Kodinar Taluka in Junagadh District,
Gujarat M/S Sapoonji Paloonji Power Gujarat Limited with
following Specific conditions :
1. The SPEGPL shall prepare an emergency plan to
protect existing ecology of the area in case of any
eventuality/accidental rupture of the pipeline.
2. It shall be ensure by the SPEGPL that in such cases,
the effluent discharge is immediately stopped till the
adequate measures are taken.
3. The SPEGL shall install online monitoring system for
the crucial parameters for Power plant like salinity and
temperature and ensure that treated effluent shall be
discharged into deep sea only after conforming the
norms prescribed by the GPCB.
4. The SPEGPL shall obtain necessary permission from all
other Departments including NA permission from the
competent authority for the land acquired from the
farmers.

23.4 CRZ Clearance for Seawater Intake and effluent disposal
facilities for Greenfield Soda Ash project (1500TPD) at
Village: Kuranga, Taluka: Dwarka, Devbhumi Dwarka, by
M/S RSPL limited
The Technical Committee was apprised that M/S RSPL Limited
(RSPLL), vide its letter dated 24-02-2014 has approached this
Department seeking recommendations from the GCZMA for
obtaining CRZ clearance for seawater Intake and effluent
disposal facilities for Greenfield Soda Ash project(1500TPD) at
Village: Kuranga, Taluka: Dwarka, Dist: Devbhumi Dwarka.
The Authority was appraised that the proposal of the RSPL
Limited was scrutinized by the Technical Committee in its 10th
meeting, which was held on 20-03-2014, wherein
representative of the RSPL Limited made a presentation before
the Technical Committee about the activities to be carried out
in CRZ area, , EIA report prepared by the National Institute of
Oceanography, Mumbai prepared in December, 2013 , CRZ
map duly demarcation of HTL CRZ Boundary etc. Prepared by
the Institute of Remote Sensing, Anna University, Chennai (An
agency authorized by the Ministry of Environment and Forests,
Government of India).
The authority was informed that after detailed discussion and
deliberation on the presentation made by the representative of
the RSPL Limited, it was decided to obtain following details
from the RSPL Limited and accordingly, details were called for
from the RSPL Limited, the Same have been submitted by the
RSPL Limited. As decided in the Technical Committee meeting,
members of the Technical Committee carried out site visit of
M/S RSPL Limited, and based on the site visits the Committee
recommends to obtain methodology to be adopted for laying of
pipelines in CRZ areas, considering sandy area and also and

Action Plan for conservation of Sea Turtle ground, as there is
possibility of the existence of Sea turtles in this area.
The representative of the RSPL Limited made a presentation
before the GCZMA and submitted that the proposed project is
about 34 km from the Dwarka, District : Devbhumi
Dwraka(Earlier Jamnagar) and located within the Survey of
India Topo-sheet No-41/F4 . It is geographically located
between Latitudes 220 0’N to 220 3’N and between Longitudes
690 9’ E to 690 12’ E with an elevation of 5.0 to 15.0 m above
MSL. The proposed project is to set up a Soda Ash Plant(1500
MTD) and Captive Power Plant(50MW). It was submitted that
the water requirement for the project will be met through
seawater from the Arabian sea, which is close to the plant
location.
The representative of the RSPL Limited submitted that Gaga
Wildlife Sanctuary is located at a distance of approx.. 6.4 Km,
for which they have already made an application to DCF,
Jamnagar for necessary clearance. No forests land is involved
in the plant area, however, for laying of underground seawater
intake and effluent disposal pipelines , forests land less than
3.0 ha will be required. It was further submitted that Kuranga
sea coast as well as area within 10 km radius is devoid of
mangroves/mangrove ecosystem. The mangrove patches are
located near Dwarka at an distance of more than 25 km.
Traditional fishing activities through small boats exists in the
region near to Gojiness creek and Navadra village. No
commercial fishing operation by trawling exists in the area.
The representative of the RSPL Limited submitted that total
quantity of seawater required for process, coolant for the Soda
Ash plant as well as Captive Power Plant , feed water
requirement for the desalination plant will amount to 6X105
M3/day. The intake point is recommended by the NIO at

Latitude 210 59’ 49.70’’ N, Longitude: 690 10’24.60’’ E at a
depth of 4.5m below CD, on the basis of minimal area and
volume of excavation required to lay the pipeline and
consequent reduction in benthic losses. 526 M long pipelines of
suitable diameter will be laid . It would be buried all along the
stretch of 70 m length while that passing through 456 m long
subtidal stretch will also be buried to provide unhindered
passage to local fishing crafts. Total length of the intake
pipeline which would pass through CRZ area would be about
1026m The gradient of the pipeline will also be so maintained
that seawater will flow into the sump at a constant rate by
gravity. The pipeline orifice at the intake point will be located
0.5 m above seabed to avoid direct entry of bed sediment into
the intake.
The representative of the RSPL Limited submitted that the NIO
has recommended two outfall options since behaviour of the
effluent on release into sea and subsequent impacts almost
similar at both the discharge point. The pipeline corridors are
devoid of mangroves and corals. From Land Fall point(LFP) to
the effluent disposal points( 1. 22001’25.62’’ N, 69008’
06.27’’E or 220 00’ 39.51’’ N, 690 09’ 07.01’’E) pipelines with
a suitable diameter to maintain the requisite velocity , will be
laid to release the diluted effluent of 6X105 M3/day into sea.
The pipelines will be buried in the intertidal stretches of 80m.
It will be laid on the bed along the subtidal segment. The
length of Outfall pipeline passing through CRZ area would be
1700 M including 1120m in subtidal area. However, it will be
buried wherever water depth of 6 m or less prevails for un-
hindered navigation of local fishing crafts.
The representative of the RSPL Limited submitted that the
pipelines will end with a 68 m long diffuser with 10 number of
ports of 0.53 m diameter spaced 6.83m apart suitably anchored

at the seabed. The ports will be aligned alternatively with the
directions of biomodal currents(ebb and flood). The port angle
to the horizontal will be 600 upwards. The diffuser will be
aligned in such a way that all the ports maintain the prescribed
velocity sothat no sediment accumulates in the diffuser pipe.
This ensures the performance of the diffuser consistently. As
both the options are suitable the final selection of disposal
point can be guided by the engineering considerations. The
effluent will be released at 1 m above bed at the jet velocity of 3
m/s by creating suitable pumping system, to get the plume
dilution of 22.3 times. Hence, their destruction due to
development is unlikely.
As per the CRZ map prepared by the Institute of Remote
Sensing, Anna University, Chennai duly demarcation of HTL
CRZ Boundary and superimposition of proposed activities on it,
the proposed activities falls within CRZ-I(B), CRZ-III and CRZ-
IV categories and are permissible activities as per provisions of
CRZ Notification 2011.
The Chairman of the Authority specifically asked the project
proponent and their consultant about the existence of the sand
dunes in the proposed project area and methodology to be
adopted for laying of the pipeline in such cases. The NIO was
asked to submit a certificate in this regard.
The Authority deliberated the proposal of M/S RSPL
Limited and after detailed discussion, the Authority
decided to recommend to the Ministry of Environment and
Forests, Government of India to grant CRZ Clearance for
Seawater Intake and effluent disposal facilities for
Greenfield Soda Ash project (1500TPD) at Village:
Kuranga, Taluka: Dwarka, Devbhumi Dwarka, by M/S
RSPL limited with following Specific conditions and only
after submission of documents as mentioned below :

1. The RSPL Limited shall prepare an emergency plan to
protect existing ecology of the area in case of any
eventuality/accidental rupture of the pipeline.
2. It shall be ensured by the RSPL Limited that in such
cases, the effluent discharge is immediately stopped till
the adequate measures are taken.
3. The SPEGL shall install online monitoring system for all
crucial parameters and ensure that treated effluent shall
be discharged into deep sea at a point suggested by the
NIO only after conforming the norms prescribed by the
GPCB.
4. The RSPL Limited shall submit a certificate from the
NIO about the non-existence of the sand dunes in the
proposed project site
5. The RSPL Limited shall submit methodology for
laying of the pipeline in sandy area and an action plan
for conservation of the sea turtles, if any.
6. The RSPL Limited shall ensure that the laying of
pipeline should be avoided during the breeding period
of sea turtles.
23.5 Finalization of draft TORs for Cumulative Impact
Assessment studies to be undertaken by the APSEZL as per
direction of MOEF, GOI
The Authority was apprised that based on various
complaint/representation received about violations of the CRZ
Notification 2011 and Environmental Clearances conditions by
the APSEZL, , the MOEF, GOI constituted a five member
committee under Chairperson of Smt Sunia Narain, CSE, Delhi
to make site visit and to conduct inspection and submit the
report to the MOEF, GOI. The above said Committee visited the
site and submitted its report to MOEF, GOI on 18-04-2013 with
various recommendations.

After detailed examination of the recommendations made by the
committee and response submitted by the APSEZL, the MOEF,
GOI has accepted the recommendations of the Committee. Now
based on the recommendations made by the Committee in its
report, the MOEF, GOI vide its letter dated 30th September,
2013 has requested State Government and Gujarat Coastal
Zone Management Authority to take various actions including
to guide and supervise the Cumulative Impact Assessment
studies to be undertaken by the APSEZL for the project already
granted so that future developments can be assessed for
clearance based on cumulative impacts.. Accordingly, the
APSEZL was requested to submit draft TORs. The APSEZL
submitted draft TORs.
The matter was discussed in the 11th Technical Committee
meeting , which was held on 17-05-2014, wherein the
Technical Committee observed that the APSEZL should come
out with detailed methodology to be adopted for each
components to be included in CEIA alongewith locations, time
frame, various models to be used for Air , water, Soil, flora ,
fauna and marine environment, hydrology of the area(River,
Nallah etc), Biodiversity(Each parts should be elaborated) and
Socioeconomic study. It was also suggested to come out with
certain crucial parameter(like PHCs, DO, Heavy metals etc) to
be included in the study. It would be useful to consider the
impact of disposal of sewage from the Mundra Town to identify
the future impacts on the region. It was also decided to call
detailed draft TORs as per above discussion.
Representative of the APSEZL made a detailed presentation on
detailed TORs, before the Technical Committee. The salient

The Technical Committee felt that the APSEZL has obtained
several clearances based on various EIA reports prepared,
which could be used for identification of future impacts based
on the collection of present data and using models for
prediction impacts and comparing with present data , which
could established the usefulness of models to be used for future
predictions of impacts.
The Committee suggest to include the number of locations to
be used for CEIA and Impacts on marine biota including the
mangroves In the region and terrestrial flora and fauna of the
region.
As a part of the Regional Economic Development, the APSEZL
may include Economic and Social study, longitivity etc. The
Health study may include the Occupational changes /health
profiles of villagers.
The Committee has also suggested to constitute a monitoring
Committee to oversee the progress made from time to time, and
compliance including members from RO, MOEF, Bhopal, ,
DoEF, GPCB, GMB, Institutes like Gujarat Institute of Desert
Ecology(GIDE) , The Corbett Foundations, TERA etc…
The Authority deliberated the draft TORs submitted by
the APSRZL and decided to approve the TORs with
condition that studies about the biodiversity, Oil Spill,
Hazardous Chemical Handling Plan, Offsite an Onsite
emergency Plan shall have to be incorporated, Long-term
Plan and Short term plan shall also be prepared. It was
also decided that APSEZL shall submit compliance report
to the GCZMA, along with outcomes of all study reports
with negative and positive impacts
23.6 CRZ Clearance for proposed project for laying of treated
effluent disposal pipeline and disposal of effluent in to

2014 approached this Department seeking recommendations

MOEF, GOI to grant clearance for their proposed project for
laying of treated effluent disposal pipeline and dispose treated
effluent into Bhavnagar Sea creek at Bhavnagar , Dist:
Bhavnagar.
The proposal of M/S Madhu Silica Pvt Ltd was scrutinized by
the Technical Committee meeting, in its 12th meeting, which
was held on 21-07-2014, wherein the representative of the
MSPL made a presentation before the Technical Committee
about the activities to be carried out in CRZ area, EIA report
prepared by the Indomer Coastal Hydraulics (P) Ltd, Chennai
and CRZ map duly demarcation of HTL CRZ Boundary etc.
Prepared by the Anna University, Chennai (An agency
authorised by the Ministry of Environment and Forests,
Government of India).
The representative of the MSPL submitted that the quantity of
the water would be 417 M3 /hr, total length of the pipeline
would be 10Km, out of which @3.073 Km pipeline would
passes through CRZ area. Based on deliberation and
discussion, the representative of M/S Madhu Silica Pvt Limited
was asked to submit details regarding exact distance of the
outfall point from the existing mangrove patches in the area.
The representative of the MSPL made a presentation before the
GCZMA and submitted that the quantity of the water would be
417 M3 /hr, total length of the pipeline would be 10Km, out of
which @3.073 Km pipeline would passes through CRZ area.
The representative of the MSPL submitted that during
trenching for outfall pipeline there would be some impacts such

as it would disturb the creek bed resulting in loss of benthic
communities , increases turbidity, which may affect the
photosynthesis process of the water column and Suspended
particles would affect the filter feeders and adult fish will
migrate from the site of impact. however, these impacts would
be temporary in nature and limited to construction period
only. They will use proper bucket type dredger for trenching
and pipes would be installed for transportation of dredged
material. They would adopt controlled method of trenching ,
and silt screens may be deployed to minimised the spread of
Suspended particles.
It was further submitted by the representative of the MSPL that
boat movement and fishing activity would be restricted during
laying of submarine pipelines. However, this impact would be
temporary in nature and limited to construction period only.
Further to this, the reduce the impacts, pipeline laying
operation will be done in shortest duration within 15 days and
barricading the water would be avoided and proper marker
lights indicating obstruction would be installed.
The representative of the MSPL submitted that treated effluent
conforming to the Standards specified by the GPCB would be
discharged through outfall diffuser. The outfall location would
be at Latitude: 21048’ 34.93’’ N, Longitude: 720 08’28.26’’ E.
The depth of the outfall diffuser would be 1.5m with respect to
LTL, having 6 Nos of ports with 225 mm dia, and inclination of
ports would be 300 to horizontal. Mixing zone would be 400 m
on either side of the diffuser. During spring tide, there will be
30 times dilution at 180 m distance into sea and during Neap
tide, there will be 30 times dilution at 300m distance into the
sea.

As per the CRZ maps prepared by the Anna University,
Chennai duly superimposed for pipeline route and outfall
location, the proposed activities fall within CRZ-I(B), CRZ-III
and CRZ-IV categories and are permissible as per CRZ
Notification 2011.
The Authority deliberated the proposal of M/S Madhu
Silica Pvt Ltd and after detailed discussion, the Authority
decided to recommend to the Ministry of Environment and
Forests, Government of India to grant CRZ Clearance for
proposed project for laying of treated effluent disposal
pipeline and disposal of effluent in to Bhavnagar creek at
Bhavnagar, Dist: Bhavnagar with following Specific
conditions :
1. The MSPL shall have to ensure that there shall not be any
damage to the existing mangrove area.
2. The MSPL shall prepare an emergency plan to protect
existing mangrove in case of any eventuality/accidental
rupture of the pipeline.
3. It shall be ensure by the MSPL that in such cases, the
effluent discharge is immediately stopped till the
adequate measures are taken.
4. The MSPL shall have to carry out massive plantation
including mangrove plantation in 25 ha of land in
consultation with the GEC/Forests Department and
submit an action taken report in this regard to Forests
and Environment Department/MOEF, GOI
23.7 CRZ Clearance for release of storm/waste water through
pipeline from their salt works to the downstream of river
Dhadhar at Magnad Village, Taluka: Jambusar, Dist:
Bharuch by M/S Super Salt Private Limited

M/S Super Slat Private Limited(SSPL) vide its letter dated 30-06-
2014 has approached this Department seeking recommendations
from the GCZMA for obtaining CRZ clearance from the MoEF,
GOI for their proposed project for discharge of storm water run-off
into estuary of river Dhadhar at Village: Magnad, Taluka:
Jambusar, Dust: Bharuch.
The Authority was apprised that the Technical Committee in its
12th meeting scrutinized the proposal of M/S Super Salt Pvt
Ltd , which was held on 21-07-2014, wherein representative of
the SSPL made a presentation before the Technical Committee
about their proposed activities in CRZ areas, Rapid EIA
prepared by the Kadam Environmental Consultants, Baroda,
and submitted that their unit is situated near Village: Magnad ,
Taluka: Jambusar, Dist: Bharuch and engaged in
manufacturing of Refined , Iodised salt and Industrial salt upto
22000 MT/Month. They have obtained Comment Consents and
Authorization from the Gujarat Pollution Control Board, which
is valid upto 28-02-2018. They have established an
evaporation pond having capacity of 8750 M3 ( 70
mX50mX2.5m) in their premises to collect and reuse of
wastewater(saline water). The representative of the SSPL
submitted they have also obtained CRZ map prepared by the
Anna University, Chennai as per CRZ Notification 2011.
The representative of the SSPL made a presentation before the
GCZMA and It was submitted that in monsoon, during heavy
rains, there is a risk that this pond may get flooded, posing an
environmental hazard to nearby agriculture fields. To mitigate
this problem, and on advise of the GPCB , they have proposed a
plan to lay a pipeline having total length about 3112.65 m ,
out of which, @ 940 m would be passed through CRZ area, to
discharge any occasional excess storm water run-off
downstream of Dhadhar estuary during heavy rainfall. It was

further submitted that there was no notified/protected
ecologically sensitive area including national park, sanctuary
exists in the area. Total 91 species of flora, 5 mammals , 4
reptiles and 33 bird species and 7 groups of zooplankton were
reported during survey. No trees will be uprooted , herbs,
shrubs and grasses cleared during pipeline laying process.
However plantation alongwith pipeline is recommended in non-
CRZ areas.
It was submitted by the representative of the SSPL that storm
water will be released during monsoon season only. So,
released storm water will not have potential to change
ecosystem or to affect any aquatic life of inundated river.
Regular, vigilance of the pipeline/route will be carried out to
check any accidental damage or leakage from the pipeline and
same will be repaired immediately.
As per the CRZ map prepared by the Anna University, Chennai
duly superimposed for proposed activities, the proposed
activities fall within CRZ –I(B), CRZ-III and CRZ-IV categories
and are permissible activities as per CRZ Notification 2011.
The Authority deliberated the proposal of M/S Super Salt
Private Limited (SSPL) and after detailed discussion, the
Authority decided to recommend to the Ministry of
Environment and Forests, Government of India to grant
CRZ Clearance for release of storm/waste water through
pipeline from their salt works to the downstream of river
Dhadhar at Magnad Village, Taluka: Jambusar, Dist:
Bharuch by M/S Super Salt Private Limited with
following Specific conditions :
1. The SSPL shall have to ensure the storm water discharge
shall be carried out during monsoon period only

2. The SSPL shall ensure only storm water confirming to the
norms specified by the GPCB shall be discharged into
downstream of Dhadhar estuary
23.8 Clarification regarding applicability of The CRZ Notification
for expansion of their plant at Village: Abrama, Dist: Valsad
by M/S Asha Cellulose (I) Pvt. Ltd.
M/S Asha Cellulose (I) Pvt. Ltd, vide its letter dated
10/07/2013 had approached this Department seeking
clarification from this Department for about the applicability of
CRZ Notification 2011 for expansion of their plant at Village:
Abrama, Dist: Valsad.
The Authority was apprised that the matter of this unit was
scrutinized by the Technical Committee in its meeting , wherein
representative of the Asha Cellulose (I) Pvt. Ltd made a
presentation before the Technical Committee about the CRZ
map alongwith demarcation of HTL CRZ Boundary etc.
Prepared by CESS, Thiruvanthanpuram during 2006 (An
agency authorised by the Ministry of Environment and Forests,
Government of India).
The representative from Asha Cellulose (I) Pvt. Ltd submitted
that as per the superimposition of the proposed site for
expansion of their plant on the CRZ maps, prepared by the
CESS, Thiruvananthapuram, out of total area(22062Sq.M) ,
4800 Sq. area falls under CRZ area., which attracts the
provisions of CRZ Notification.
The committee observed that some of the existing facilities need
to be verified with reference to provisions of CRZ Notification
2011, before taking decisions about applicability for the
proposed expansion. After detailed discussion and deliberation
on the presentation made by the representative of the Asha

Cellulose (I) Pvt. Ltd, it was decided to carry out a visit of the
site of the Unit.
The Technical Committee was apprised that as decided in the
7th meeting of the Technical Committee, site visit was carried
out by the members of the Technical Committee on 19-02-2014
and the main observations were as under:
There was installation of two storage tanks for Toluene in
CRZ area, which now they have removed and shifted
outside CRZ area.
Existing Sludge Drying Bed, which is a part of the
existing effluent treatment facilities, falling within CRZ
area.
The existing effluent discharge point is falling in the CRZ
area alongwith pipeline from the Final outlet of ETP
There is no existence of any Ecologically Sensitive Areas
in the proposed expansion.
Proposed Expansion facilities are outside CRZ area, as
per superimposition of the same on CRZ map, except
existing SDB and pipeline for disposal of effluent point.
Based on the above observations, the project proponent was
asked to submit clarification for following points.
1. Whether they have obtained permission for discharge of
effluent in to tidal zone of river Auranga under CRZ
Notification 1991 or not?
2. Their future plan for maintaining Zero Discharge for
expansion as well as for existing production capacity.
3. Accordingly, their plan for removal of pipeline and SDB
from the CRZ and maintain Zero Discharge for existing
capacity.
4. Their plan for existing facility till they obtain EC for the
expansion

The Committee was apprised that the Asha Cellulose (I)Pvt Ltd
submitted its letter dated 11-03-2014 informing that they have
removed storage tanks, which were falling in the CRZ areas
and they agreed to shift the location of the existing SDB falling
in CRZ area to outside CRZ area . They have proposed RO
system followed by MEEE system for which they have already
placed order and made necessary advanced payment for RO
and MEE system. As per the purchase order , the above said
system would be installed and commissioned by August, 2014.
They assured that after installation of RO and MEE , they will
recycle /reuse the entire water treated effluent to achieve Zero
Discharge and they have already requested GPCB for
amendment in CCA accordingly.
The Technical Committee was further apprised that M/S Asha
Cellulose(I) Pvt Ltd vide its letter dated 08-04-2014 has
submitted the progress report along with lay out plan of MEE
System, lay out of RO system, photographs of demolishing old
Sludge Drying Bed and construction of new Sludge Drying Bed
etc.
After detailed discussion and deliberation on Committee report
and actions taken by the Company, the Technical Committee
observed that the proposed expansion facility is outside CRZ
area, as per CRZ map prepared by the CESS,
Thiruvanthanuram. It was also decided to recommend to issue
necessary clarification that the CRZ Notification 2011 is not
applicable to the proposed expansion facilities of this Company.
The Authority deliberated the issues and considering the
CRZ map prepared by the CESS (An authorized agency by
the MOEF&CC, GOI), the Authority decided to issue
necessary clarification regarding the non-applicability of
CRZ Notification 2011 for expansion of their plant at

23.9 Clarification regarding applicability of CRZ Notification for
establishment of additional crude Oil Storage Tanks for
BORL, Vadinar , Dist: Jamnagar by M/S Bharat Oman
Refineries Limited
M/S Bharat Oman Refineries Limited (BORL), vide its letter
dated 15-02-2014 has approached this Department seeking
clarification from the GCZMA about applicability of CRZ
Notification 2011 for establishment of additional Crude Oil
Storage tanks for BORL Crude Oil Terminal at Vadinar, Dist:
Jamanagar
Representative of the BORL made a presentation before the
Technical Committee about establishment of additional crude
oil storage tanks at Vadinar, CRZ map duly demarcation of
HTL CRZ Boundary etc. Prepared by the Centre for Earth
Science Studies(CESS), Thiruvananthapuram.
Representative of the BORL submitted that they are presently
operating a crude oil Terminal at Jamnagar for receipt of crude
oil from the Gulf countries. The crude oil Terminal is located in
an acquired are of 167 ha. BORL is currently facing difficulties
of high demurrage due to inadequate storage. It is proposed to
set up 8 new tanks of 60,000 M3, in addition to the existing 8
tanks. It was further submitted by the representative of the
BORL that they had submitted an application to the MOEF,
GOI on December 20, 2013 and the TOR given states require
“CRZ Clearance/recommendations from the State Coastal Zone
Management Authority”
Representative of the BORL submitted that as per the report
and CRZ map prepared by the CESS, the site proposed for
development has on the bank of Sikka creek. The seaside is
along the Gulf of Kutch . Along the Gulf of Kutch side also there

are few indents through which the sea intrudes into the land in
the form of a creek. The landward extent of CRZ on the
creek/river side will be equal to the width of creek subject to a
maximum of 100m . the water body except the intertidal zones
and mangroves are CRZ-IV. The intertidal zone without
mangroves is CRZ-IB. Mangroves, which are CRZ-IA, are
present on the creek side. Mangroves have a coverage than
1000M2 and hence have a buffer zone of 50 m. The CRZ in the
notified forests area immediately north of project site is CRZ-IA.
Width of the creek is more than 100 m and accordingly the CRZ
on the banks is 100m . The water body and the bed of the river
and the stream connected to the river are CRZ-IV.
The Technical Committee verified the CRZ maps alonwith the
superimposition of the proposed additional tanks on the same
map, it was decided to recommend that proposed additional
tanks are outside the CRZ area. However, it was also decided to
ask the BORL to demarcation of the proposed tanks on CRZ
map prepared by the CESS alongwith different colours and
exact distance from the CRZ boundary. The same has been
submitted by the BORL.
The Authority deliberated the issues and considering the
CRZ map prepared by the CESS (An authorized agency by
the MOEF&CC, GOI), the Authority decided to issue
necessary clarification regarding the non-applicability of
CRZ Notification 2011 for establishment of additional
crude Oil Storage Tanks for BORL, Vadinar , Dist:
Jamnagar by M/S Bharat Oman Refineries Limited
23.10 Environment Clearance for proposed Multi-Product and
CRZ clearance for Desalination , Sea water Intake , Outfall
facility and pipeline at Mundra Taluka: Mundra, Dist:

Kuchchh by M/S Adani Port and SEZ Limited-re-
verification of the CRZ areas regarding.
M/s Adani Port and SEZ Ltd. had approached this Department
for obtaining recommendation to get CRZ Clearance from the
Ministry of Environment and Forests, Government of India for
their proposed project for Multi -Product SEZ at Mundra, Dist:
Kuchchh by M/s Adani Port and SEZ Ltd.
As decided in the 14th GCZMA meeting, which was held on 27-
02-2012, the proposal has been recommended to the Ministry
of Environment and Forests, Government of India on 27-03-
2014 to grant CRZ clearance for construction of pipeline for
intake of seawater and laying of treated waste water disposal
pipeline up to a point suggested by the NIO at Mundra by
APSEZ with a specific condition that the MPSEZ shall
ensure that there will not be any mangrove destruction due to
proposed project activity and continuous monitoring system
for Temperature and Salinity shall be provided by the MPSEZ
with all other conditions mentioned therein.
The Authority was further apprised that the Ministry of
Environment and Forests, Government of India vide its letter
dated 26th October, 2012, requested GCZMA to submit
factual position along with the details of SEZ area falling
outside the CRZ as per the approved CZMP. The matter was
discussed in the 17th GCZMA meeting, which was held on 01-
01-2013, wherein the representatives of Adani Port and SEZ
Ltd. made a presentation before the Authority and submitted
that multiproduct SEZ at Mundra is having total notified area
of 8481.2784 ha for which Expert Appraisal Committee has
recommended EC and CRZ clearance in its meeting dated 9-
10th July, 2012 . Now as per present status 1840 ha which
was forests area, diverted for SEZ, is already de-notified by
the Ministry of Commerce for its contiguity, so total balance

area is 6641.2784ha. It was further submitted by the APSEZ
that they have already applied for its notification again by
solving the contiguity related issues raised by the Ministry of
Commerce. Same was in process and this issue is likely to be
resolved in short time. They have already requested the MoEF,
GOI that only permissible activities would be carried out in CRZ
area as per CRZ Notification as applicable. It was requested to
recommend the MoEF, GOI for the same.
The MPSEZ had also submitted the CRZ maps showing the
total SEZ area and area which falls within CRZ boundary,
which is prepared by the CESS, Thiruvanthapuram(one of the
authorized agencies by the MoEF, GOI). As per the CRZ map
submitted, the area classification is as under:
Total Area Notified as SEZ(earlier)- 8481.2784 ha
Area de-notified by the Ministry of Commerce: 1840 ha
Present Notified SEZ area: 6641.2784 ha
CRZ buffer area in present Notified area of SEZ- 630ha
CRZ-1(B) area in present notified area- 843.39 ha
Thus total area in present notified SEZ , which fall within CRZ
area is 1473.39 ha. If the de-notified SEZ area(1840 ha) again
notified as SEZ, following CRZ area would be added to the
above area:
CRZ buffer area in present de-notified area of SEZ- 470
ha
CRZ 1(B) area in present de-notified are of SEZ -120.87
ha
The Authority deliberated the issues, and as there was no
change in earlier recommendations made to MoEF, GOI, it was
decided to forward the factual report to the Ministry of
Environment and Forests, Government of India mentioning
the about the total land falling within CRZ area as per the CRZ

map prepared by the CESS, Thiruvananthapuram(one of the
agency authorized by the MoEF, GOI) for consideration of
earlier recommendation at their end. Accordingly, a letter was
written to the MOEF, GOI on 09-01-2013 conveying the
decision of the GCZMA about the classification of CRZ areas,
based on the CRZ maps prepared by the, CESS,
Thiruvanthanpuram.
The Authority was apprised that the Ministry of Environment
and Forests, Government of India , vide its letter dated 3rd
April, 2014 requested GCZMA to re-verify and certify the
HTL/CRZ area, which was already approved in 17th GCZMA
meeting. Accordingly, the APSEZL on 16-04-2014 was asked to
submit details about exact area falling within CRZ area and
submit clarification whether there is any change in their
proposal submitted for obtaining recommendations from the
GCZMA.
The APSEZL vide its letter dated 23rd April, 2014 has clarified
that there is no change in their proposal submitted earlier for
obtaining recommendations, which is already recommended by
the GCZMA. They have also submitted a CRZ map with
superimposition of Mundra SEZ area on the authorized map of
HTL and CRZ boundary prepared by the CESS,
Thiruvanthpuram. The Authority was further apprised that Dr. K. V.
Thomas was requested to remain present during meeting, and
it was agreed by him to send a representative from CESS, as
he was to remain present due to his pre-occupancy. However,
during meeting, nobody remained present from CESS.
The representative of the APSEZL made a presentation about
the methodology adopted for the superimposition of the SEZ
areas on CRZ maps prepared by the CESS, Thiruvanthpuram
based on the standard guidelines issued by the MOEF, GOI. It

was submitted that there was no change in any of the activity
and areas, as submitted earlier.
The Authority deliberated and discussed the issue and CRZ
map prepared by the CESS, Thiruvanthpuram and after
detailed discussion, it was decided to form a committee of the
following members/officials to verify the HTL/CRZ area
demarcated on CRZ map prepared by the CESS and to submit
the report within a week time:
1. Shri T.P.Singh, Director,BISAG, Gandhinagar
2. Shri R.I.Shah, Member, GCZMA
3. Director(Environment), Forests and
Environment Department
4. Shri K.V.Thomas, Director, or his
representative CESS, Thiruvanthpuram
The Committee may invite the APSEZ to explain the
methodology adopted by them for superimposition of their SEZ
areas and various activities on CRZ maps and for calculation of
the areas falling within CRZ area and outside CRZ area.
The Authority also authorized the Chairman, GCZMA to take
decision to reply to the Ministry of Environment and Forests,
Government of India on receipt of the report from the above
mentioned Committee.
Based on above decision, a meeting of the abovementioned
committee was held and it was decided that that CESS,
Thiruvananthapuram would verify the CRZ maps prepared by
different authorized agencies for different time periods, and
the methodology adopted by the APSEZL for superimposition of
the same to prepare an integrated CRZ map, and would give
its opinion. The CESS vide its letter dated 20th August, 2014
has submitted its report and it is concluded as under:
“The HTL prepared for entire SEZ area combining different
segments for which CRZ mapping was done in different scales

by different agencies during periods of time has been verified
with respect to the methodology adopted and the positional
accuracy of different features in the outputs maps, It is found
that the combined HTL for the coastal zone of the SEZ area is
reasonably accurate”
The Authority deliberated the issues and considering the
opinion given by the by the CESS(An authorized agency by
the MOEF&CC, GOI), the Authority decided to issue
necessary clarification regarding re-verification of the
HTL boundary and CRZ area for APSEZL , as desired by
the MOEF&CC , GOI.
23.11 CRZ Clearance for proposed windmill project at Village:
Ratdi, Dist: Porbandar by M/S K. P. Energy Private Limited
M/S K.P. Energy Private Limited , vide its application dated
04-08-2014 has approached this Department seeking
recommendations from the Gujarat Coastal Zone Management
Authority for obtaining CRZ Clearance from Ministry of
Environment and Forests, Government of India for their
proposed Wind Farm project (at five locations) at Village: Ratdi,
Dist: Porbandar
The Authority was apprised that the proposal of M/S K.P.
Energy Pvt Ltd(KPEPL) was scrutinized by the Technical
Committee in its 13th meeting, which was held on 09-09-2014 ,
wherein representative of the K.P .Energy Pvt Ltd about various
activities to be carried out in the CRZ area, EIA report prepared
by the Bhagwati Enviro Care Pvt Ltd, Ahmedabad and CRZ map
prepared by the Anna University, Chennai. During discussion,
the KPEPL was requested to submit various details , the same
have been furnished by the Industry.

Representative of M/S K. P. Energy Private Limited (KPEPL)
made a presentation before the GCZMA and submitted that
they have proposed 30MW wind energy project on the coast of
Porbandar at Village Ratdi. Total 17 wind turbines to be
installed in this project, out of which only 5 wind turbines
would be installed in Coastal Regulation Zone, and wind energy
project are exempted from the Environmental Impact
Assessment (EIA) Notification 2006. It was further submitted
that the proposed project activities are not likely to have any
significant impacts on the vegetation of the project area and the
study area. Temporary and small scale construction activities
in the proposed core area and related to foundation
construction would involve movement of vehicles and people,
digging of soil, material loading , etc. Therefore, the impact on
fauna due to this project is likely to be temporary and
insignificant as only 5 turbines are to be constructed.
The representative of the KPEPL submitted that since the wind
turbines installation would be done away from the marine
water, its impact on marine environment are likely to be
negligible. The marine environment in the vicinity of the project
site does not have any significant eco-system such as coral reef,
mangroves or sea grass bed. The proposed project are ot likely
to produce any toxic gases, waste water etc and therefore, no
discharge of toxic gases, waste water in to the nearby
environment. The sand coast near project site is known for
sporadic nesting of sea turtle, and in absence of any project
activity during night, no disturbance envisaged in nesting
activity of sea turtle. The proposed project have a positive
impacts on employment generation in surrounding areas.
The representative of the KPEPL that all blades of Windmill will
be painted with orange colour as per International Standards.
Jumpers at 33 kv Electrical Overhead lines would be insulated.

Spike guards on channels at poles would be provided to reduce
bird sitting on sensitive electrical items, and minimum 2.0
meters distance would be maintained between two conductors
lines. No endangered, rare, threatened or endemic species of
reptiles reported in the project area, so there would not be any
impact of this project on reptiles. No notified wetlands are
located in study area or its immediate proximate. No
endangered, rare bird species found in the study area during
study and no carcasses of birds found in nearby wind turbines
across sea coast founded or reported, therefore, there would
not be any impact on any migratory birds habitat due to
proposed project. .
As per CRZ map prepared by the Anna University, Chennai
duly superimposed for proposed location, the proposed project
fall within CRZ-III category, wherein proposed activities are
permissible activity, as per CRZ Notification 2011.
The Authority deliberated the proposal of M/S K.P. Energy
Pvt Ltd(KPEPL) , and after detailed discussion, the
Authority decided to recommend to the Ministry of
Environment and Forests, Government of India to grant
CRZ Clearance for proposed windmill project at Village:
Ratdi, Dist: Porbandar by M/S K. P. Energy Private Limited
with following Specific conditions :
1. The KPEPL shall have to paint all blade of the
windmills with orange colours as per International
Standards to prevent bird hit .
2. The KPEPL shall take maximum precautions during
construction phase to ensure that the surrounding
reserved forests areas are not disturbed and the power
lines are placed away from the forests and water
bodies.

3. The KPEPL shall have to ensure that overhead
electrical lines are insulated, spike guard on channels
at poles are provided and minimum distance of 2.0 m
shall be maintained between two conductors.
23.12 Comments regarding permission /relaxation in restriction
on mining activities in CRZ area .
The Authority was apprised that the Secretary, Western Gujarat
Chamber of Industries vide its letter dated 21-08-2014
approached Ministry of Environment, Forests and Climate
change requesting the Ministry to permit /relaxation in
restriction of on mining activities in CRZ areas.
The Ministry of Environment, Forests and Climate Change vide
its letter dated 11-09-2014 requested the Gujarat Coastal Zone
Management Authority to examine the issues raised and send
comments of GCZMA in this regards.
The representative of the Western Gujarat Chamber of
Industries made a presentation before the Authority and
submitted that if Lime stone mining is permitted after 60
meters from the HTL, there would not be any impact on marine
environment and stability of the coast. They have also quoted
reports prepared by the NIO, Mumbai and Central Mining
Research Institute, Jharkhand on the subject matter. Copies
of these reports handed over to the Authority.
The Authority deliberated the issues and felt that this
issue needs to be verified in details and report submitted
by the Western Gujarat Chamber of Industries needs to be
studied in details before arriving at any conclusion. It was
decided to take up this matter in next meeting of the
GCZMA.
