1 Minutes of the 113 th meeting of State Environment Impact Assessment Authority held on. 28 th May, 2018 under the Chairmanship Sh. Bharat Bhushan IAS (Retd.), Chairman, SEIAA held in the meeting room of office of SEIAA Haryana, Sector-2 Panchkula, regarding Environmental Clearance under EIA Notification dated 14.9.2006. All the members are present. The project proposals as recommended by SEAC for Environmental Clearance or otherwise and listed in the Agenda item circulated vide letter No. 518 to 520 dated 15.05.2018 were discussed following decisions were taken:- Item No.[1] Environment Clearance for proposed Sand Minor Mineral at Dadyana Block/AMB B-8, ML Area-2.85 Ha, Village Dadyana and District- Ambala by Sh. Devender Sharma, S/o Sh. Gauri Shankar Vashishta, Lastly the case was taken up in the 112 th meeting held on 02.05.2018 and the case was deferred. In the today’s meeting the reply dated 08.05.2018 submitted by the project proponent was considered. It was observed by the Authority that: [1] As per “Office memorandum” dated 24.12.2013 of MoEF & CC, in case of river sand mining project since the lease area 2.85 Ha, mining activity shall be done manually then how the diesel is required? [2] The project proponent should submit location and layout/ topology of the area indicating the distance from bridge and embankment. [3] How the project proponent would ensure that no in-stream mining would take place? [4] How the project proponent would ensure that the mining operations will not intersect groundwater table so that no natural water course/water body would be obstructed due to any mining operations?. [5] The project proponent has proposed to use treated water for dust suppression and sprinkling to conserve water. Has the project proponent identified any source of treated water? [6] The project proponent should submit NOC/approved conservation plan from Forest Department. [7] How would the project proponent ensure that the depth of mining should be restricting to 3 meter so that water level is not exposed? [8] How the project proponent would reclaim the area concerned and reclamation plan of the mining site should be submitted. [9] The project proponent should submit the topography of the mine area to ensure that leasing of mine does not result into a cluster situation. In view of the above, the Authority decided to agree with the recommendations of SEAC and EC would be accorded to project proponent provided they submits the satisfactory clarification to the above raised observations within 15 days.

Minutes of the 113th meeting of State Environment Impact Assessment Authority

held on. 28th May, 2018 under the Chairmanship Sh. Bharat Bhushan IAS (Retd.),

Chairman, SEIAA held in the meeting room of office of SEIAA Haryana, Sector-2

Panchkula, regarding Environmental Clearance under EIA Notification dated

14.9.2006.

All the members are present. The project proposals as recommended by SEAC for

Environmental Clearance or otherwise and listed in the Agenda item circulated vide letter

No. 518 to 520 dated 15.05.2018 were discussed following decisions were taken:-

Item No.[1] Environment Clearance for proposed Sand Minor Mineral at Dadyana

Block/AMB B-8, ML Area-2.85 Ha, Village Dadyana and District-

Ambala by Sh. Devender Sharma, S/o Sh. Gauri Shankar Vashishta,

Lastly the case was taken up in the 112th meeting held on 02.05.2018 and

the case was deferred.

In the today’s meeting the reply dated 08.05.2018 submitted by the project

proponent was considered. It was observed by the Authority that:

[1] As per “Office memorandum” dated 24.12.2013 of MoEF & CC, in case of river

sand mining project since the lease area 2.85 Ha, mining activity shall be done

manually then how the diesel is required?

[2] The project proponent should submit location and layout/ topology of the area

indicating the distance from bridge and embankment.

[3] How the project proponent would ensure that no in-stream mining would take

place?

[4] How the project proponent would ensure that the mining operations will not

intersect groundwater table so that no natural water course/water body would be

obstructed due to any mining operations?.

[5] The project proponent has proposed to use treated water for dust suppression and

sprinkling to conserve water. Has the project proponent identified any source of

treated water?

[6] The project proponent should submit NOC/approved conservation plan from

Forest Department.

[7] How would the project proponent ensure that the depth of mining should be

restricting to 3 meter so that water level is not exposed?

[8] How the project proponent would reclaim the area concerned and reclamation plan

of the mining site should be submitted.

[9] The project proponent should submit the topography of the mine area to ensure

that leasing of mine does not result into a cluster situation.

In view of the above, the Authority decided to agree with the

recommendations of SEAC and EC would be accorded to project proponent provided

they submits the satisfactory clarification to the above raised observations within 15 days.

It was also decided that the project proponent shall supply the copies of information to all

the members of SEIAA and after their approval the EC letter shall be issued.

Item No.[2] Environment Clearance for construction of Sewage Treatment Plant

(4.0 MLD) at Village-Kithwari, Tehsil-Palwal, District-Palwal,

Haryana by Public Health Engineering Department.

Lastly the case was taken up in the 112th meeting held on 02.05.2018 and

the case was deferred.

In the today’s meeting the reply dated 24.05.2018 submitted by the project

proponent was considered. It was observed by the Aurhotity that:

[1] The project proponent should submit the plan to segregate bio-degradable and

non-biodegradable waste of the incoming sewage to the plant.

In view of the above, the Authority decided to agree with the

recommendations of SEAC and Environment Clearance would be accorded to project

proponent provided they submits the satisfactory clarification to the above raised

observations within 15 days. It was also decided that the project proponent shall supply

the copies of information to all the members of SEIAA and after their approval the

Environment Clearance letter shall be issued.

Item No.[3] Environment Clearance for Expansion of Commercial Colony on the

land measuring 2.9125 acres in the revenue estate of Village Maidawas,

Sector-67, Gurugram- Manesar urban Complex by M/s Martial

Buildcon Pvt. Ltd.

Lastly the case was taken up in the 112th meeting held on 02.05.2018 and

the case was deferred. The reply submitted by the PP is as under:

In the today’s meeting the reply dated 15.05.2018 submitted by the project

proponent was considered. The project proponent has submitted the revised water balance

diagram while reducing the demand from 259 KLD to 227 KLD.

After detailed deliberation the Authority decided to agree with the

recommendations of SEAC to accord Environment Clearance to this project by imposing

the standard conditions in practice.

Item No.[4] Environment Clearance for proposed Boulder, Gravel and Sand Minor

Mineral Mines at “Karanpur Block PKL B-3” over an area of 8.23 ha

with production capacity of 3.9 Lakhs TPA near Village Karanpur,

Tehsil-Pinjore, District-Panchkula (Haryana) by Sh. Sushil Kumar S/o

Sh. Mam Chand,

Lastly the case was taken up in the 112th meeting held on 02.05.2018 and

the case was deferred. The reply submitted by the PP is as under:

sprinkling to conserve water. Has the project proponent identified any source of

treated water?

[8] The project proponent should submit the plan to ensure no natural water

course/water body would be obstructed due to any mining operations or dumping

of the materials.

[9] How the project proponent would reclaim the area concerned and reclamation plan

of the mining site should be submitted.

[10] The project proponent should submit the topography of the mine area to ensure

that leasing of mine does not result into a cluster situation.

In view of the above, the Authority decided to agree with the

recommendations of SEAC and EC would be accorded to project proponent provided

they submits the satisfactory clarification to the above raised observations within 15 days.

It was also decided that the project proponent shall supply the copies of information to all

Item No.[5] Environment Clearance for Affordable Group Housing Colony located

at Village-Badshahpur, District- Gurugram Haryana by M/s Sai Aaina

Farms Pvt. Ltd.,

Lastly the case was taken up in the 112th meeting held on 02.05.2018 and

the case was deferred. The reply submitted by the PP is as under:

In the today’s meeting the reply dated 08.05.2018 submitted by the project

proponent was considered. The project proponent has submitted the details of

requirement of water for visitors and parking plan.

After detailed deliberation the Authority decided to agree with the

recommendations of SEAC to accord Environment Clearance to this project by imposing

the standard conditions in practice.

Item No.[6] Environment Clearance for proposed Commercial Colony at Sector-65,

Gurgaon, Manesar Urban Complex, Haryana by M/s Wellworth

Project Developers Pvt. Ltd.

Lastly the case was taken up in the 112th meeting held on 02.05.2018 and

the Authority decided to defer this case and to depute Sh. Hitender Singh, Member SEAC

to visit the site and submit the report at the earliest possible.

As per the site visit report submitted by the member, It was concluded that

the excavation had been done after obtaining prior Environmental Clearance in 2009.

There is no construction / construction activity at site at present.

In the today’s meeting the reply dated 11.05.2018 submitted by the project

proponent was considered. The project proponent has submitted the revised water balance

diagram while reducing the demand from 253 KLD to 224 KLD along with the complete

area statement showing proposed green area 2654.2 sqm (25.19%) of net plot area,

5250.87 sqm as proposed ground coverage and 2627.48 sqm under road and paved area

keeping the net plot area at 10532.55 sqm.

After detailed deliberation the Authority decided to agree with the

recommendations of SEAC to accord Environment Clearance to this project by imposing

the standard conditions in practice.

Item No.[7] Environment Clearance for construction of “Ruhil Township” (Plotted

Development) at Sector-36, Jhajjar, Bahadurgarh, Haryana by M/s

GNEX Realtech Pvt. Ltd.

Lastly the case was taken up in the 112th meeting held on 02.05.2018 and

the Authority was of the unanimous opinion that it needs more time to study and analyze

the case, therefore it has been deferred for the next meeting.

In the today’s meeting the Authority decided to defer this case and to

depute Sh. Hitender Singh, Member SEAC to visit the site and submit the report at the

earliest possible.

Item No.[8] Extension of EC for Group Housing Complex “Parikarma” at Sec-20,

Village Kundli, Panchkula, Haryana by M/s Santur Projects Pvt. Ltd.

Lastly the case was taken up in the 112th meeting held on 02.05.2018 and

the Authority decided to defer this case with the decision that the project proponent

should be heard before taking a final view on this issue as per the request of authorized

signatory of M/s Santur Projects Pvt. Ltd.

In the today’s meeting after detailed deliberations the Authority

unanimously decided that it needs more time to study and analyse the case and Authority

decided to give an opportunity to the project proponent to personally present and plead

his case. The project proponent may please appear with all the necessary documents in

the next SEIAA meeting.

Item No.[9] Environment Clearance for the “Revision and Expansion of Group

Housing Colony” located at Village Chauma, Sector-110A & 111,

Gurgaon, Haryana by M/s Puri Construction Pvt. Ltd.

Lastly the case was taken up in the 98th meeting held on 05.12.2016 and the

Authority decided to defer this case with the decision that the project proponent may be

asked to submit satisfactory reply within 15 days and Sh. Hitender Singh and Sh. S. N.

Mishra, Members SEAC shall visit the site for inspection and shall submit the report

within 15 days period.

In the today’s meeting, it was noticed that the site visit report is not

received from the members. The project proponent has submitted a request for

withdrawing their case for “Revision and Expansion of Group Housing Colony” located

at Village Chauma, Sector-110A & 111, Gurgaon, Haryana. The project proponent

informed that the expansion part of project will be undergoing re-design to avail

additional FAR as per the TOD (Transit Oriented Development) norms.

After detailed deliberations the Authority unanimously decided to defer this

case till the receipt of site visit report.

Item No.[10] Environment Clearance for proposed Expansion of Miri Piri Institute

of Medical Sciences and Research Campus at Shahbab markanda, Ku

rukshetra, Haryana by M/S Miri Piri Institute of Medical Sciences &

Research (Charitbale Trust)

The SEAC has recommended this project for Environmental Clearance

subject to stipulation stated therein. The Project Proponent has proposed Expansion of

Miri Piri Institute of Medical Sciences and Research Campus at Shahbab markanda, Ku

rukshetra, Haryana on a total plot area of 101782 sqm (25.14 Acres). The total built up

area shall be 67776.13 sqm. The proposed project comprise of Hospital Building,

Institute Building, Animal House, Mortuary, Laundry/Workshop, auditorium, Boys

Hostel, Girls Hostel, Type IV (64 no. of Unit), Type III (32 no. of Unit), Type II (16 no.

of Unit), Type I (8 no. of Unit), Laundry/Workshop, Incinerator. The maximum height of

the building shall be 18 meters. The total water requirement shall be 470 KLD. The fresh

water requirement shall be 345 KLD. The waste water generation shall be 268 KLD

which will be treated in the STP of 323 KLD capacity. The total power requirement shall

be 5700 KVA which will be supplied by UHBVN. The Project Proponent has proposed

to develop green belt on 30534.6 sqm (30%) of project area (Green belt Plantation 2770.6

sqm + Peripheral Plantation is 1769 sqm + Avenue Plantation 2370 sqm + Lawn area

23625 sqm). The Project Proponent proposed to construct 25 rain water harvesting pits as

approved by the Central Ground Water Authority (CGWA). The solid waste generation

will be 1854 kg/day. The total parking spaces proposed are 487 ECS.

The above recommendation of SEAC was taken up for consideration in the

today’s meeting. The case has been thoroughly examined and pointed out that:

[1] Since the Rudraksh Enviro Care Pvt. Ltd. has not got any Environment Clearance,

hence project proponent cannot be allowed to have agreement with this firm.

[2] The project proponent has not explained as to how they would handle and dispose

the bio-medical waste they are advised to come up with proposal as how they

would dispose are handle of bio-medical waste with latest technology.

After detailed deliberations the Authority unanimously decided to defer this

case with the decision that the project proponent may be asked to submit reply to the

above raised observation within 15 days period and give presentation on the technology

being proposed to install.

Item No.[11] Environment Clearance for proposed Boulder, gravel and Sand (Minor

Mineral) at “Charnia Block/PKL B 4” at Village Karanpur, Johluwala,

Charnian, Kiratpur, Tehsil- Pinjore, District-Panchkula (Haryana). by

M/s Shiri Ganesh Royalty Co.,

The SEAC has recommended this case for Environment Clearance to M/s

Shiri Ganesh Royalty Co for Mining of Boulder, gravel and Sand at “Charnia Block/PKL

B 4” at Village Karanpur, Johluwala, Charnian, Kiratpur, Tehsil- Pinjore, District-

Panchkula (Haryana) by imposing stipulations stated therein.

It was noticed that the Mines and Geology Department has granted lease for

a period of 10 years subject to the terms and conditions as indicated in Letter of Intent

(LOI) dated 16.07.2017. The lease has been granted for an area of 29.65 Ha having Village

Karanpur, Johluwala, Charnian, Kiratpur, Tehsil- Pinjore, District-Panchkula. The project

proponent on 16.08.2017 uploaded online application along with copy of approved Mining

Plan under category B-1. The validity of Mining Scheme in the Mining plan is for 5 years.

NOC from Forest Department has been obtained.

STP or have they entered any MoU with the supplier of water?

[6] The project proponent should submit the plan to ensure no natural water

course/water body would be obstructed due to any mining operations or dumping

of the materials.

Ha. at Village Dhanaura, District-Yamuna Nagar (Haryana) by M/s

JPY Consortium Pvt. Ltd,

The SEAC has recommended this case for Environment Clearance to M/s

JPY Consortium Pvt. Ltd, for “Boulder, Gravel and Sand” (Minor Mineral) at Dhanaura

Block/YNR B-18, over an area of 18.18 Ha. at Village Dhanaura, District-Yamuna Nagar

(Haryana) by imposing stipulations stated therein.

It was noticed that the Mines and Geology Department has granted lease for

a period of 10 years subject to the terms and conditions as indicated in Letter of Intent

(LOI) dated 28.12.2017. The lease has been granted for an area of 18.18 Ha having Village

Dhanaura, District-Yamuna Nagar (Haryana). The project proponent on 04.04.2018

uploaded online application along with copy of approved Mining Plan under category B-2.

The validity of Mining Scheme in the Mining plan is for 5 years. It was noticed that The

Mines & Geology, Department has clarified that no other mine lease exists within 500

meter radius of this mine accordingly the SEAC appraised this project as category B-2.

NOC from Forest Department has been obtained.

intersect groundwater table so that no natural water course/water body would be

obstructed due to any mining operations?.

[6] The project proponent should submit NOC/approved conservation plan from

Forest Department.

[7] How does project proponent ensure that water from washing of wheels may be

done efficiently & minimum water is consumed? What is location of Water

trough?

[8] The project proponent should submit the topography of the mine area to ensure

that leasing of mine does not result into a cluster situation.

[9] The project proponent has proposed to use treated water for dust suppression and

sprinkling to conserve water. Has the project proponent identified any source of

treated water?

[10] How the project proponent would reclaim the area concerned and reclamation plan

of the mining site should be submitted.

In view of the above, the Authority decided to agree with the

recommendations of SEAC and EC would be accorded to project proponent provided

they submits the satisfactory clarification to the above raised observations within 15 days.

It was also decided that the project proponent shall supply the copies of information to all

the members of SEIAA and after their approval the EC letter shall be issued.

Item No.[13] Environment Clearance for the Common Bio-Medical Waste

Treatment Facility at Dhor, Tehsil-Beri, Distt-Jhajjar, Haryana by

Tokas Waste Management,

The recommendation of SEAC was taken up in the today’s meeting and it

was noticed that the project proponent vide letter dated 09.04.2018 for withdrawal of

their case due to some unavoidable reasons / circumstances.

After detail deliberation the Authority decided to accept the

recommendations of SEAC and allow the project proponent to withdraw the case.

Item No.[14] Environment Clearance for proposed Group Housing project at

Village Sukhrali, Sector-28, Gurugram, Haryana by M/s Silverglades

Infrastucture Pvt. Ltd.,

The SEAC has recommended this project for Environmental Clearance

subject to stipulation stated therein. The Project Proponent has proposed the construction

of Group Housing project at Village Sukhrali, Sector-28, Gurugram, Haryana on a total

plot area of 19627.25 sqm (4.85 Acre). The total built up area shall be 118744.253 sqm.

The Group Housing project shall comprise of 15 Towers, 2 Basement + 19 Floors. The

proposed project shall have 543 Dwelling units (Main Units 274 + EWS units 48 +

Service Units 221), Community facilities, Office Buildings, Commercial Buildings and

Club. The maximum height of the building shall be 102.75 meter. The total water

requirement shall be 383 KLD. The fresh water requirement shall be 180 KLD. The

waste water generation shall be 234 KLD which will be treated in the STP of 280 KLD

capacity. The total power requirement shall be 4794.84 KVA which will be supplied by

DHBVN. The Project Proponent has proposed to develop green belt on 4953.80 sqm

(25.24%) of project area (Green belt plantation 408.61 sqm + peripheral plantation

Proponent proposed to construct 5 rain water harvesting pits. The solid waste generation

will be 1817 kg/day. The bio-degradable waste will be treated in the project area by

adopting appropriate technology. The total parking spaces proposed are 1180 ECS.

In the today’s meeting it was noticed that the project proponent has

submitted the proposed final green area is 4939.5 sqmt (25.17%) of plot area and also

submitted undertaking in this regard. The Project proponent has submitted revised water

balance diagram with total 78 KLD water for HVAC cooling. The Project proponent has

submitted affidavit regarding no untreated water to be discharged in external sewer,

structural stability certificate and submitted reply as asked under point 2.1, 2.2, 2.3, 2.13

and 5.4 of form-1A.

After detailed deliberation the Aauthority decided to agree with the

recommendations of SEAC to accord Environment Clearance to this project by imposing

the standard conditions in practice.

Item No.[15] Environment Clearance for construction of “Affordable Residential

Plotted Colony” project at Village-Kailash, Sector-28 A, Karnal,

Haryana M/s Fantabulous Town Developers Pvt. Ltd,

The SEAC has recommended this project for Environmental Clearance

subject to stipulation stated therein. The Project Proponent has proposed the construction

of “Affordable Residential Plotted Colony” project at Village-Kailash, Sector-28 A,

Karnal, Haryana on a total plot area of 60702.38 sqm (15 Acre). The total built up area

shall be 59506.93 sqm. The proposed project shall comprise of Residential plotts,

Commercial facilities and community building. Office Buildings, Commercial Buildings

and Club. The maximum height of the building shall be 10.55 meter. The total water

requirement shall be 412 KLD. The fresh water requirement shall be 244 KLD. The

waste water generation shall be 278 KLD which will be treated in the STP of 340 KLD

capacity. The total power requirement shall be 1155 KWA which will be supplied by

UHBVN. The Project Proponent has proposed to develop green belt on 12158.06 sqm

(20.03%) of project area (Green belt plantation 217.65 sqm + peripheral plantation

1902.45 sqm + Avenue plantation 732.46 sqm + Lawn area 9305.98 sqm). The Project

Proponent proposed to construct 15 rain water harvesting pits. The solid waste generation

will be 1982 kg/day. The bio-degradable waste will be treated in the project area by

adopting appropriate technology. The total parking spaces proposed are 822 no’s of

Scooter parking.

In the today’s meeting it was noticed that the project proponent has

submitted the location of 15 RWH pit and proposed landscape Area @20.02% of the plot

area 12,158.06 sqm. The Project proponent has submitted affidavit regarding no untreated

water to be discharged in external sewer, structural stability certificate and submitted

reply as asked under page no. 70 complete detail of soil erosion of form-1A.

The SEAC has recommended this project for Environmental Clearance

subject to stipulation stated therein. The Project Proponent has proposed the construction

of “Affordable Residential Plotted Colony” project at Village-Kailash, Sector-28 A,

Karnal, Haryana on a total plot area of 60702.38 sqm (15 Acre). The total built up area

shall be 59492.72 sqm. The proposed project shall comprise of Residential plots,

Commercial facilities and Commercial / Convenient shopping facilities. The maximum

height of the building shall be 10.55 meter. The total water requirement shall be 410

KLD. The fresh water requirement shall be 243 KLD. The waste water generation shall

be 277 KLD which will be treated in the STP of 340 KLD capacity. The total power

requirement shall be 1478 KW which will be supplied by DHBVN. The Project

Proponent has proposed to develop green belt on 12212.821 sqm (20.119%) of project

area (Green belt plantation 233.060 sqm + peripheral plantation 1041.336 sqm + Avenue

plantation 903.595 sqm + Lawn area 10034.830 sqm). The Project Proponent proposed to

construct 15 rain water harvesting pits. The solid waste generation will be 1965 kg/day.

The bio-degradable waste will be treated in the project area by adopting appropriate

technology. The total parking spaces proposed are 822 no’s of Scooter parking.

In the today’s meeting it was noticed that the project proponent has

submitted visitor parking, population detail to Form-IA, detail of Area Statement and an

Affidavit regarding no release of un-treated water in external sewer against the queries

raised.

In view of the above the Authority decided to agree with the

recommendations of SEAC to accord Environment Clearance to this project by imposing

the standard conditions in practice.

Item No.[17] Environment Clearance for shopping/commercial Building on 32.36

acres site (Mall of India) in Block-V, DLF City Phase-III, Sector-25 A,

Gurgaon, Haryana by M/s DLF City Centre Ltd.

The SEAC has recommended this project for approval of TOR subject to

stipulation stated therein. The Project Proponent has proposed shopping/commercial

Building on 32.36 acres site (Mall of India) in Block-V, DLF City Phase-III, Sector-25 A,

Gurgaon, Haryana.

In the today’s meeting the SEIAA approved the “Terms of Reference” and

it was decided that the project proponent will prepare the EIA by using Model Terms of

Reference of MoEF & CC along with the following additional terms of reference:

Item No.[18] Environment Clearance for proposed Textile Park(for manufacturing

activity on an area measuring 59.081 acre (239091.945 sqm) at 80 Mile

Stone, NH-1, Village Diwana, Tehsil and District-Panipat, Haryana by

M/s Aalishan Eco Textile Park Pvt. Ltd,

The case was taken up for approval of Terms of Reference in 168th meeting

of the SEAC held on 11.05.2018 for approval of Terms of Reference.

The project proponent neither attended the meeting nor requested for

adjournment.

It was revealed that project proponent has applied under category 8(b) i.e.

Township and Area Development Projects whereas the said project is covered under

category 7(h) as the project relate to CETP.

After discussion the Authority allow the project proponent to withdraw the

project and project proponent may be advised to apply afresh under Category 7(h) of the

EIA Notification, 14.09.2006.

Item No.[19] Environment Clearance for Expansion/Modification of Residential

Plotted Colony (Green wood city) at Sector-26, 26A & 27, Sonipat,

Gurgaon, Haryana by M/S Jai Krishna Artec-J.V. 8-B,

The SEAC has recommended this project for approval of TOR subject to

stipulation stated therein. The Project Proponent has proposed Expansion/Modification of

Residential Plotted Colony (Green wood city) at Sector-26, 26A & 27, Sonipat, Gurgaon,

Haryana.

In the today’s meeting the SEIAA approved the “Terms of Reference” and

it was decided that the project proponent will prepare the EIA by using Model Terms of

Reference of MoEF & CC along with the following additional terms of reference:

In the today’s meeting the SEIAA approved the “Terms of Reference” and

it was decided that the project proponent will prepare the EIA by using Model Terms of

Reference of MoEF & CC along with the following additional terms of reference:

authority.

developed by M/s Countrywide Promoters Pvt. Ltd.

The case has been transferred by MOEF & CC, GOI to SEIAA in purview

of OM dated 03.04.2018 for further consideration.

In the today’s meeting it was noticed that the MoEF GoI vide letter dated

01.08.2007 granted Environmental Clearance for setting up Residential Plotted Colony

measuring 221.93 acres at Sector-82-88 & 89, Faridabad being developed by M/s

Countrywide Promoters Pvt. Ltd. Then validity of the environment clearance was up to

31.7.2012. The project proponent submitted application to MOEF on 10.07.2012 with

respect to extension of validity of EC within validity period but no decision has been

taken by MOEF.

The project proponent within the validity period of EC submitted

application for extension of validity of EC to the SEIAA, Haryana on 03.02.2016 as per

MOEF GOI Notification dated 29.04.2015 and subsequently clarification dated

12.04.2016. The case has been taken up in the 133rd meeting of SEAC held on

06.05.2016 and it was decided to constitute a sub-committee for site visit. The report of

sub-committee was placed before the committee in the 148th meeting of SEAC held on

15.2.2017 and committee recommended for extension of validity of EC for period of 3

years. The case was again taken up in the 149th meeting of SEAC held on 30.03.2017 and

SEAC recommend the case to SEIAA for transfer the case to MOEF & CC, New Delhi in

purview of MoEF & CC Notification dated 09.12.2016. The case has been taken up in the

102nd meeting of SEIAA held on 20.04.2017 and decided that the case pertain to more

than 3 lakhs sqmt of built up area; as per notification dated 09.12.2016; the case

transferred to MOEF & CC, GOI on 01.05.2017. Now the case has been transferred by

MOEF & CC, GOI to SEIAA in purview of OM dated 03.04.2018 for further

consideration.

After detail deliberation the Authority decided to grant extension for two

year from the date of issuance of letter.
