2. BUSINESS ARISING FROM THE MINUTES (13/03/19)

2.1 Fundraising Calendar MW delivered the report attached to the minutes. 1. The Election Day BBQ and Cake Stall this Saturday still requires more volunteers. A notice will go out via the Class Reps tonight. The stall will be until 3pm or sold out. It was decided price of goods on the day will be: Soft Drinks/Water $2 Sausage in a bun $3 Bacon and Egg rolls 5$ CB advised the coffee van will donate 50c from every coffee sold to the P&C

2. Date of Christmas Markets - Tuesday 10th December

3. Proposed Read-A-thon to coincide with Book Week - Term3, Week 6: 19-24th Aug.

4. Possible Father’s Day BBQ after school on the Friday before Father’s day - 30th August

The Fundraising Comiitee will hold another meeting before the next P&C meeting to discuss these events.

2.2 Playground Plans The Playground Upgrade feedback Results are attached to the minutes.

AD summarised the results as overwhelmingly positive. AD reviewed the Exclusive Supplier Contract and found there were no problems.

4 REPORTS

4.1 Principal’s Report KO delivered the report attached to these minutes. 4.1.1. Transperth Bus Stop - KO advised the school was not notified that the bus stop was being removed on the north side of Angelo Street. Children now have to cross two roads to get to the nearest bus stop, one of which has no attendant. It was proposed to draft a letter to Transperth and the City of South Perth outlining the dangers to students and sending a copy to St Columba's Primary School who may wish to jointly sign the letter as they are also affected. Motion carried at end of meeting. 4.1.2. KO tabled a hard copy of the school report for 2018. 4.1.3 School Musical - Proposed to be held in early Term 4. 4.1.4. School Website - P&C minutes to be updated on the website. KvB to send Julie Murdoch a copy of the minutes from 2018 and the current year.

4.3.4 Fundraising Committee - already discussed

4.3.5 School Banking - no report given - leave Rep position vacant. Still waiting for advice from the Department of Education on School Banking. It was agreed while the Commonwealth Bank still has a branch in South Perth then we are happy to do School Banking with them.

4.3.6 School Lunches - The Canteen Report was submitted by LaL:

- Everything seems to go well.3 Volunteers Jenny Prentice, Rasha and Sasitorn Ann.

- There’s minor issues with cold food in hot storage once, and some missing items but those have been dealt with.

4.3.7 Traffic Management - The P&C agreed for AD to continue to liase with the South Perth Council regarding the kiss and wave signage for Forrest Street.

4.3.8 WACCSO - no report given

4.3.9 Grounds Committee - ST discussed the Playground Feedback Forms with the Grounds Committee and it was decided to go with the cheaper option of wood chips instead of the soft fall option - this would save approximately $35,000. The surface can always be changed in the future when more funds are available. Other general comments were that items in the early childhood area would also be suitable for bigger kids in the main playground area. The focus to start is on the Pre Primary and Early Childhood area. ST will talk to 3 providers to get quotes and see where we can get the best value for our money. Motion carried at end of meeting.

Jump Pits - ST advised the jump pits on the oval need work and the run up to one of the pits is very uneven.

It is proposed to hold a busy bee in Term 2 to dig out 1 pit and create one big pit. The work needs to be done before the beginning of Term 3 for the Faction Carnival. If the P&C approve the busy bee as an event then the event will be covered by our insurance. Motion carried at end of meeting.

4.3.10 School Board - Report filed in Principal’s Report. KO to continue to report back to the P&C on the activities of the School Board.

5 General Business

5.1. EFTPOS machine - carried forward to next meeting.

5.2 Solar Panels - A budget proposal for installing solar panels was obtained by AD and is attached to the minutes.

While everyone is in general support of installing solar panels and saving on electricity bills, more work is required to determine the suitability and cost savings of the proposal. The existing solar panels were installed in 2006 and do not provide any electricity and need to be removed/decommissioned. KO advised the Department requires an initial assessment/review by an Electrical Engineer at a cost of $5,000. KO to follow up with the Department.

The P&C thanked AD for her work in obtaining the proposal.KO

6 Other Business 6.1. School Board Rep - KO

6.2 Entertainment Book Rep - KvB. We have sold 18 digital subscriptions and 11 print books to date. KvB to give MW a few books and posters to sell them at the Election Day BBQ.

6.3 School Banking Rep - already discussed

6.4 P&C member for Sponsorship sub-committee.

Committee meets on an as need basis after school at 3.15pm. It is expected only 1 or 2 more meetings are required before finalising the policy. Sponsorship is only being sought for the Christmas Markets and the School Production. Offer is open for any P&C member to attend.

Leave position vacant for now.

7 7. Other Business

7.1 Popcorn Friday - LF is going to do Popcorn Friday at lunchtime this Friday and see how she goes before deciding to continue. LF trying to source donations for popcorn and popcorn bags. LF to write a letter to suppliers requesting for donations and stating our fundraising goal is the upgrade of the playground. Connect notice to go out tomorrow reminding students and parents of the event.

7.2 Walk to school Friday - this Friday. Connect notice to go out tomorrow reminding everyone of event. Thanks to Wendy Nuttall, Philippa Gibbons and Livia Falkner for helping to organise this event.

8 Louise Lavery attended the meeting by phone at 9.25pm so that we have a quorum. The following Motions were then carried out:

8.1 MOTION: To approve the Budget amount of $50,000 to upgrade the playground. ST to get 3 quotes based on the preliminary plans.

8.2. MOTION: To write a letter to the City of South Perth, Transperth and St Columba’s Catholic Primary School regarding the removal of the bus stop on Angelo Street and the danger of kids crossing the road to access the new bus stop further down the street.

8.3. Term Deposit 1 of $50,000 matures on the 19 May 2019.

MOTION: To withhold $4,000 + interest (approx $400) to cover WACCSO fees and Chaplain costs and roll over $46,000 at the best rate available for up to 5 months.

8.4. MOTION: To hold a busy bee in Term 2 to fix the long jump pits on the oval.

We need more if there are more events than the specified above before 1 Sep 2019. We need to know what is the status for the playground. In regards to the future terms, there's a 2.3% for 5 months, or 2% for 3 months.2. Term Deposit matured on 25 Mar 2019 was topped up to $29,000 and reinvested for 5 months at 2.45%. Dear City of South Perth, 

I have been appointed the Traffic Management Rep on the P&C committee for the school and the committee has asked that I liaise with the Principal of the School and the City of South Perth to action concerns about the street signage and road marking around the school. We are in a position to help the City and the City can help us, to make the dropping off and picking up of our kids to and from school safer and less disruptive to the local residents. Our concerns relate to Forrest Street, which I believe is maintained by the City rather than Main Roads.

 

I will be sending you three emails with a few photos and they address the following concerns:

 

(a) Road marking for no-standing zones is worn almost entirely away in some places and it extends only ~50m down the street. It would greatly help the community if the worn markings were refreshed and the no-standing zones at the driveways and one street intersection on Forrest were marked where they are not currently marked.

 

(b) Some of the street signs for “No Standing” / “No parking” / “Disabled” / “Bus zone” are so sun-damaged that they are now unreadable. I will send you photos. These really need to be replaced.

(c) Position of signs: the signs are also positioned so that they are not readable by approaching traffic due to the fact that they are entirely perpendicular to the street and at least one is partly hidden by a street tree. Given that the signs are also very small (and the print is quite small), this has resulted in people paying little attention to the signs and pulling into the entire section along Forrest (including disabled parking and bus zones) and parking where they are not permitted. I will send you some photos that show the sign positions.

 

The P&C of the school would be interested in direct discussion with the City regarding the installation of alternative signage on the area of Forrest Street that is designated a no parking (drop off and pick up zone only). There are markings and signs but there are many parents who take no notice of the distinction between no parking and no standing. Now that the school has increased massively in numbers (we have reached 400 again in 2019), there is an increase in traffic and we need to ensure that all our new and old parents alike obey the road rules.

 

Our P&C and the school’s Principal would like to propose the installation of a new larger sign on the verge on the west side of Forrest Street (sponsored by the City of South Perth and the P&C of the school) with a South Perth Primary and City of South Perth logo that specially states:

7:30-9am / 2:30-4pm

 

The P&C and the Principal believe that such a sign (along with a school run education campaign) will greatly assist traffic management around the school.

1. BASIC DESIGN

1.1 Scope of Work

This proposal includes the following scope of work as a basis for determining the pricing and project execution

plan:

⚫ Site survey

⚫ Application to distributor for connection approval

⚫ Site preparation (not including disassembling the existing solar systems)

⚫ Install and commission the PV panels, inverters and wiring.

1.2 System Sizing

Based upon the Electricity Account Details (invoice No. 110116307), we have come to the followings:

1) We estimate that about 234wkh is used from 8am to 5pm every week day from 05th Feb to 04th March.

2) A 40kw solar system will generate average 176 kwh/day through a year.

3) A 40kw solar system will generate about 270 kwh/day in summer.

So, we conclude that a 40kW solar PV system will be suitable for your daily electricity demand and give the best

return on investment. The overall solar energy self-utilization percentage is 86.7%. (based on bill from 05th

Feb to 04th April.)

3. FINANCIAL ANALYSIS

We have examined the Electricity Account Details (invoice No. 110116307) and determined that 86.6% of the solar

produced power is consumed by the customer’s daily electricity usage. Beta Energy provides a 20 years financial

analysis as part of the proposal.

The Estimated yield from 39.6kw Solar PV System is 176 kWh daily (Perth average solar production is 4.4Kwh

per day according to the Clean Energy Council’s estimate).

The average electricity tariff is $0.26 exclusive GST Electricity Account Details (invoice No. 110116307)

4. WARRANTY

We would like to provide the following warranty arrangement for this project subject to the terms and conditions

below:

⚫ Workmanship warranty: 5 years

⚫ Equipment inverter performance warranty: 5+5 years

⚫ Equipment solar panel product warranty: 10 years, and performance warranty: 25 years

Should warranty issues occur, we are committed to resolving these in the shortest possible time, with a

commitment to address any issue within ten (10) working days. Simply call us and we will arrange to return to

your premises to review the installation and correct any issues present.

Terms and Conditions

General Terms

We warrant that we will repair or replace (at our option) the Products or any part thereof, if such Products are

faulty or defective in manufacture or materials for a period of 10 years from the date of purchase.

We will endeavor to replace Products with identical products. However, due to technological advancements, that

Product may not be available. In these cases, we will supply another type of product of at least the same value

and standard, although the replacement product may be a different size, shape, colour and/ or capacity. Due to

technical advances it is possible that replacement parts or components may not be compatible with the other

components already installed. Any costs relating to the incompatibility of systems is not covered by this Warranty.

This Warranty only covers repair or replacement of the defective Products. It does not cover:

◆ any costs incurred by the end-user in normal or scheduled maintenance of the Products; or

◆ subject to any law to the contrary, any damage to property, personal injury, direct or indirect loss,

consequential losses or other expenses arising from breach of this Warranty. Any end-users concerned

with this exclusion should consider the “Important Note: Australian Consumer Law” above.

Conditions

This Warranty is subject to the following conditions:

◆ Where a Product or part thereof is replaced or repaired under this Warranty, the balance of the original

Warranty will apply. The replacement product or part(s) do not carry a new voluntary warranty.

◆ The Products must have their original serial number and rating labels intact and readable.

◆ This Warranty does not extend to any Products that have been completely or partially disassembled.

◆ The terms of this Warranty cannot be amended except in writing by one of our authorised officers.

◆ This Warranty only applies to Products purchased by an end-user in Australia from us directly.

◆ Any warranty claim under this Warranty must meet the requirements set out below in the “How to Make a

Warranty Claim” section below.

◆ There must have been a permanent connection to the Internet and product registration on our server.

◆ There must have been a commissioning report signed by the end-user and the installer for product

commissioning and handling instructions

Exclusions

This Warranty will not apply to a defect or fault to the extent to which it arises:

◆ due to operation, use or maintenance of the Products otherwise than in accordance with instructions provided

by us or without reasonable care (including failure to maintain/ clean the Products in accordance with

recommendations in instruction/ operation manuals);

◆ due to accidental damage, theft or vandalism, or use of the Products for a purpose or in environmental

conditions for which the Products were not designed or sold, or use of the Products outside the specified or

normal operating ranges for such Products;

◆ as a result of changes which occur in the condition or operational qualities of the Products due to climate or

other environmental influence, foreign material contamination (e.g. dirt, smoke, salt, chemicals and other

impurities), water entry, exposure to excessive heat or solvents or because of use of the Products with

insufficient ventilation (in particular the maximum temperatures according to the operating manual), exposure

to strong vibrations, exposure to a strong magnetic field or damage as result of an act of God including but

not limited to storms, fires, floods and lightning strikes;

◆ from normal wear and tear or when replacement or repair of parts would be part of normal maintenance or

service of the Products or where the damage is only to surface coating, varnish or enamel;

◆ as a result of repairs, alterations or modifications to the Products which have been performed by a third party

not authorised by us;

◆ from the use of any spare parts not manufactured, sold or approved by us in connection with the repair or

replacement of Products; or as a result of the interconnection of the Products with products of another

manufacturer; or as a result of any other defective or malfunctioning parts in the system into which the

Products have been installed; or

◆ other damages not affecting energy generation and which are of a visual nature (e.g. surface scratching).

This Warranty does not apply to damage caused by continued use of the Products after it is known, or would have

been known with regular servicing, it is defective.

How to Make a Warranty Claim

If a Product fails within the warranty period, the end-user must stop using the Products or the system in which the

Products are installed as the case may be by isolating the Products from any energy source, make a claim as soon

as possible and follow all directions provided by us, or our representative or agents.

To make a warranty claim under this voluntary warranty, the end-user must contact us by email.

When contacting us, please have the following information to hand:

◆ your name, address, postcode and a telephone number where you can be contacted

◆ The model designations and serial numbers of the Products (you can find both on the Product)

◆ Proof of purchase with date and address of the vendor

◆ Installation date and installation address

◆ Signed commissioning report or protocol

◆ A complete and detailed list of observed faults and other information which could help with the analysis of

the fault (e.g. any modifications)

Costs of Submitting a Warranty Claim

For invalid claims under this Warranty, we will not be liable for the end-user’s costs in making the warranty claim,

including transport or return freight.

In respect of valid claims under this Warranty, the end-user will not be charged for reasonable costs associated

with the making of a warranty claim, including warranty processing costs, the cost of replacement parts or freight.

Reimbursement for necessary and reasonably incurred costs or expenses in making valid warranty claims under

this Warranty may be claimed from us. Documentary evidence in support of such claim will be required.

Deadlines for Submitting Warranty Claims

We aim to rectify genuine quality problems as a priority. This is generally achieved by investigating why defective

Products have failed and by introducing immediate corrective action measures to prevent reoccurring warranty

failures. It is therefore critical that all claims under this Warranty are promptly submitted to us as soon as the

Product fails, and in any event, within three months of knowledge of the matter or event giving rise to the claim.

No consideration will be given to claims under this Warranty which are made after this period.

Product Liability and Product Safety

We should be informed immediately about any potential product safety concerns within and outside the warranty

period. We are well aware of our product liability and product safety obligations and responsibilities. It is our aim

to ensure appropriate product safety standards are met in order to avoid injury, loss and damage caused by defects

in any Product.

Miscellaneous

This Warranty shall form part of the purchase contract in respect of the Product between us and the end user and

shall be complied with by both parties.
