6. OLD BUSINESS-

a. UPDATE REGARDING CIVIC CENTER IMPORVEMENT PROJECT- Staff.Staff updated commission on the progress of the Civic Center, tours can be set up if the commission would like to go in to look at the progress. Chairman Elinski asked the commission members if they would be interested in going? Commissioner responded that they would, a tentative date was set up for Tuesday December 5th at 11:30 am, staff to reach out to contractor to see if that would work. Staff also mentioned the restoration of a painting in the Civic Center. Commission thought that it would be nice to invite the painters family to the grand opening of the Civic Center.

b. MEMORIAL BRICK PROGRAM FOR CIVIC CENTERCommissioners passed around some bricks that they had received as part of their research from the last meeting. Below is some information that was gathered by Commissioner Turney:

Paul recommends concrete bricks because they last longer, will blend in more with the environment and the letters are crisper with more depth. His technique is the same technique used for memorial stones (tomb stones). His is laser cut (first) with a sandblasting technique to finish. He shared that he had just delivered an order to Immaculate Conception Church if I wanted to see his work. He toldme that a local (Cottonwood) business had initially done the work (laser on brick) and had not done a good job, so the church retained his services. I verified this with the church secretary. The top brick pictured is from Carved in Stone. The bottom brick is from the local vendor.

Comparable Fundraising Efforts and FactsPolice Dep't- bricks around two separate memorials, to the left of the station entry walkway- as you can see from the attached pics, the bricks are of different colors and shapes; placement maybe works okay around the memorials, but I'm not sure if would work that well leading to the front door of the Civic Center- the etched letters look pretty sharp and dark (not sure when these were created)- the police dep't say that James Iacovacci of JRI Custom Awards, Trophies & Gifts (928-202-8120) did all the work for them, including the fund raising.- K9 memorial: 25 large red square; ~23 small square (n = 48 total)- Officer memorial: >44 large squares, done 5 yrs ago; > 42 small squares, done 3-4 yrs ago (n = >86 total)- spoke with Jim of JRI:He said laser etching will destroy bricks purchased from Home Depot. Bricks are now available with manmade materials (e.g., polymers). New technology should last 100 yrs. Jim said that we should be able to get local contractors to donate time and effort to put in brick sidewalk. In 18 mos, $100K was raised for the officer and K9 memorials. The $100K was partially from brick sales: $125 for smaller brick, $250-$300 for bigger bricks. Plan on proceeds of minimum of $100/brick. Don't give a lot of choices - this just introduces complexity - he now recommends only two brick sizes. Jim said he would be sending me more info.

- as you can see from attached pics, the etched and non-etched bricks are all a consistent color and appearance, the only difference being the size. Placement is uniformly random. - plain bricks were ordered to complete the walkway plus extra plain bricks to be carved- plain bricks laid initially; plain bricks lifted and replaced with carved bricks- initial campaign (2009) sold a fair number of bricks; about 10 bricks sold this year- cost to public: large (9x6), $200.00. small (6x6), $150.00- cost to Humane Society: a) ~$20 to ship to carver; b) $20 to carve (seems v. low); andc) $20 for carver to ship to Humane Society- proceeds/brick (?): ~ $140/lg brick and $90/sm brick- they use Carved in Stone, Prescott http://www.carvedinstoneaz.com/ (ph: 520-405-6688; email: [email protected] looking at the pics, I'd guesstimate 40-50 total bricks.

- as you can see from the attached pics, the etched and non-etched bricks are all a consistent color, size (4"x8") and appearance. Placement is uniformly random until you get to one end where the bricks are placed side-by-side, in rows (2012). - on the town's Experience Clarkdale website, they have a YouTube video on the Legacy Bricks Program (very well done!) which shows the legacy brick area and removing one of the plain bricks and replacing it with an etched brick. https://www.youtube.com/watch?v=W5WXB8-DMS4- plain bricks were ordered to fill inset area plus extra plain bricks to be carved (they don't know if the bricks are clay or concrete)- initial campaign was 2012 (side-by-side bricks in rows); sandblasting used to etch type- some of the type on the older bricks is not as sharp and the black 'ink' has diminished -can see that best in attached pic, "ToC - one old and one brand new"- cost to public: $100.00- proceeds/brick: $48 (goes towards Plaza maintenance)- like the VVHS, they use Carved in Stone, Prescott http://www.carvedinstoneaz.com/ (ph: 520-405-6688; email: [email protected] the ToC delivers 50 plain bricks at a time to Paul at Carved Stone in Prescott- initial campaign sold about 66 bricks

Summary so far:- total brick sales ranged from ~ 40 to ~ 90 (very modest sales after the initial campaign)- prices range from $100 (6x6, ToC) to $300 (Police Dep't)- proceeds range from $48 (ToC) to ~$140? (VVHS)- the newer laser etched technology is definitely the way-to-go; whatever we do, longevity needs to be a consideration, this can also be achieved by using concrete bricks.- the "uniformly random" placement of consistently colored and sized bricks looks the nicest (in my opinion!)- two of three locations ordered plain bricks, placed them in location and then replaced them with etched bricks (using same artisan)

Another thing to keep in mind is that the walkway will need occasional maintenance to

blow dirt out of the recessed letters.

The commission had a discussion regarding the brick program and what type of brick they wanted to use and the type of engraving. Commission decided to do some more research and to bring this item back at the January meeting.

c. SHPO PASS-THROUGH GRANT FOR RESOURCE SURVEYStaff mentioned to the commission that a representative will be up from SHPO namedEric Vondy regarding the grant for resource survey, the tentative date is for Thursday, December 7th. There are only six (6) firms in Arizona that do this work, three (3) of which are State Approved for bid process purposes. Brief discussion on the survey and information commission would like to have prior to Eric Vondy’s visit at Thursday, December 7th meeting.

7. NEW BUSINESS-

a. STRATEGIC PLAN FOR 2018Staff mentioned that the Commission should begin to think about their annual plan, and should bring it back to their January Meeting. Commission had a discussion regarding questions that they had. Chairman Elinksi mentioned that the City Council will be having their retreat on Friday December 8th and all boards and commissions were invited to attend, they will be discussing planning objectives for the upcoming year.
