BUDGET WORK SESSION. The Board held a Work Session from 3:07 a.m. to 6:33 a.m. to discuss the Manager’s proposed FY17 Budget and the

County Board Draft FY17 Budget.

On a motion by LIBBY GARVEY, Chair, seconded by CHRISTIAN DORSEY, Member to adopt the County Board FY2017

Draft Adopted Budget Balancing Spreadsheet with amendments adopted by acclimation. [Clerk’s note: as set forth in

the document entitled “Addendum I” attached for the public record to these minutes.]

A motion was made by JAY FISETTE, Vice Chair and seconded by CHRISTIAN DORSEY, member to amend the County Board FY2017 Draft Adopted Budget Balancing Spreadsheet increasing the school transfer funds. The motion failed by a vote of 2 to 3. The voting record as follows: LIBBY GARVEY, Chair – No, JAT FISSETTE, Vice Chair – Yes, KATIE CRISTOL, Member – Yes, CHRISTIAN DORSEY, Member – No, JOHN VIHSTADT, Member – No. [Clerk’s note: as set forth in the document entitled “Addendum II” attached for the public record to these minutes.]

A motion was made by JOHN VIHSTADT, Member and seconded by LIBBY GARVEY, to set criteria for AHIF funding to

be used for preservation of Affordable Housing rather than new units. The motion failed by a vote of 1 to 4. The

voting record as follows: LIBBY GARVEY, Chair – No, JAT FISSETTE, Vice Chair – No, KATIE CRISTOL, Member – No,

CHRISTIAN DORSEY, Member – No, JOHN VIHSTADT, Member – Yes.

A motion was made by JOHN VIHSTADT, Member and seconded by LIBBY GARVEY, to provide a quarterly holiday for

the collection of yard waste fees and to reduce the funding for the pop-up library. The motion failed by a vote of 1 to

A motion was made by LIBBY GARVEY, Chair, seconded by JAY FISETTE, Vice Chair to convene a closed I as authorized by Virginia Code section 2.2-3711. A.5, for the purpose of discussing one matter concerning the location of a prospective business in the County where no previous announcement has been made of the interest of the business in locating its facilities in the County.

The motion was adopted and carried by a vote of 5 to 0. The voting recorded as follows: LIBBY GARVEY, Chair – Aye, JAY FISETTE, Vice Chairman – Aye, KATIE CRISTOL, Member – Aye, CHRISTIAN DORSEY, Member – Aye, and JOHN E. VIHSTADT, Member – Aye.
