INTRODUCTIONS
BUKLOD ATENISTA
Remo: We have a biannual summit of Buklod Atenista, coalition of the five Ateneo schools that
creates policies for all Ateneans, like BAHA disaster response network, Ateneo Youth Agenda.
Remo: What needs to be decided: next ambassador, delegates. Expenses c/o Sanggu and
hopefully OSA, as it's a representation function. What we will need will be time, effort,
knowledge of systems. Ambassador: official representative of the university to the five other
universities. By tradition, CB Rep. Will regularly stay in contact with the network.
Remo: This year’s first congress is May 27-31. Need to know who's interested, bearing in mind
that enlistment is May 30-31.
Racines: Scope: who can go?
Remo: Anyone from Sanggu, named by the president.
Gomez: Program flow?
Remo: Yet to be given by organizers. By tradition, be there on the first day for the
opening, next two or three days spent in r congress itself. Last day is tour. Venue of the
summit changes midyear, so the next one in October will be in Naga.
Remo: Prepare: clothes, money.
Andujare: Presentation!
Remo: You have to be very much aware of the structure of Sanggu, national or local
issues which affect the school.

Andujare: Reminder: CB-intensive yung Buklod. Consider that.
Interested: Gomez, Dimla, Gaerlan, Chua, De Jesus
Remo: Anyone else, you have until today to tell me.
Remo: Later, we'll be presenting for budget hearing the budget for Buklod. The amount will be
quite large: six delegates being sent to Zamboanga.
LIONS
Elicaño: LIONS was created two to three years ago as a service giving body for unaccredited orgs. So far, it coordinates RecWeek. We have been trying to build a sustainable organization, to give a place for these orgs to voice their concerns. This year we're trying to reboot it; this will be done by next Saturday. Very soon, LIONS will be talking to Sanggu to coordinate. Elicaño: LIONS, for the past three years, represents independent organizations and represents concerns unique to them. 20+ orgs with concerns that cannot be addressed, but Sanggu should through LIONS. They should have a voice, and have a say about how the school is run. With LIONS integrated and with support from Sanggu, we’ll have that avenue. My endgoal is for LIONS to become a recognized sector. Lucero: Kailan sila magiging sector?
Elicaño: Up to the Central Board. Criteria for student groups: they should represent a substantial part of student body; have unique concerns; and a structure that will survive. We are currently transitioning, and appointments will be done next week. Lucero: There are orgs that are not necessarily unstable. But they want to do projects normally not allowed by OSA, or produce profit for members. Poe: Monetary support of unaccredited orgs. What will separate them from accredited orgs?
Elicaño: They would probably still not be allowed to use the Ateneo name. Many other benefits to accreditation. We’re just making sure that they get support in spite of not getting these.
Price: Echoing that, that is a really big disadvantage for these orgs.

HOR Updates
Remo: Every year, we elect block and course reps and in the structure as it is now, there's no
body or process to help them participate in the system, with the exception of them being part
of the SB. Over the years, the SBs are inconsistent with rep communication, so HR is
underutilized, reps drop out or complain. The goals this year under my office is to create a
structure to help them create policy, be part of it. Current head is Astrid Ocampo.
Remo: Updates: by third and fourth week of May, will be gathering several reps in coordination
with DIA, hope to create training by second or third week of June. Once we finalize things with
COMELEC, after SpecEl, we'll have our first session of the House of Representatives. In the
meantime, request that most of us are in need of manpower: get block and course reps to join
your offices. Once the sign-up sheet is completed, orient them as to what you want them to do,
how they can participate in your departments and units, include them in your processes and
the planning or running of this institution.
Remo: Please manage expectations—when you create your sign-up sheet, leave it up to you to
encourage them how to join your different units, clear promotions with DPR. When you create
your sign-ups, explain what it is your department will do, what it does. Bear in mind that they
are block and course reps first, they cannot be overburdened. By next week—also for CB
Committees, if you will need people to include in your initiatives, use the reps. Bear in mind
that we are now well into the third month of our term, the reason why we've gone through
these seminars is you all have these initiatives by now, so make sure that you orient your
recruits as to these calendars.
Elicaño: Single centralized sign-up sheet?
Andujare: Can you make it?
Elicaño: Okay, but please give me the descriptions of your units, positions open, etc.
Remo: Structure: Speaker of the House elected from among the reps, four Deputy Speakers
(one per school), HOR Sec-Gen.
Racines: Who will vote for speaker?
Remo: Reps.

Gomez: What does being Speaker entail?
Remo: Convening, keeping order.
Sir Rem: Constitutionally, is this allowed?
Remo: HOR as a unit under Office of the President.
Villasfer: Deputies from the four schools?
Remo: Yes. Imbalance to representation
Villasfer: Failure of elections in SOSS—do we still get reps?
Remo: Haven't yet resolved. As of now, the elected reps will be part of HOR.
Gomez: Will there be any initiative to institutionalize?
Lucero: Bahala kayo. The provision for Con-Con will go through you guys first. If you
approve, then it's added to the list.
Remo: Main initiatives of OVP are ASCC and this.
Poe: When do you want us to start talking to our reps?
Remo: Hopefully module by the end of May, third or fourth week.
Andujare: Suggestion: start FB threads for issue discussion.
Remo: Will relay to Astrid and ASCC.
Odulio: How do you plan on telling the student body?
Remo: Now that we're amending the Consti, we're working on a mechanism to
announce. By June, public updates and consultation.
Cabochan: Concerned with the flow of the meetings. Unlike in CB, there's more people.
Remo: Potentially 176, can go as high as 215. Need suggestions for how to conduct.
Reyes: How will this work with CB? Do our agenda points have to go through them first?
Remo: This operates under the assumption that it is a special unit under OP. Any policy
that HOR passes is non-binding, so it will be coursed through the Office of the President
and brought up to CB. Important.

Lucero: CIP?
Remo: Coordinate with DIA.
THRUST
Remo: Goal for the year: institutionalization and integration. We haven't worded, so this
exercise will help us clarify these issues, smooth out the year. To conduct, trn over to Ryan.
Yu: Conclusion we got to last time—integration and institutionalization. Brainstormed,
considered what were the issues, came up with the general picture. What's not clear is specifics:
what I propose is to reach the framework in terms of identifying what are the needs, assume
that you guys have good ideas on what you want to do, so from those needs, we'll go to what is
our ideal end, projects will fit in the middle.
Yu: Activity: “Yes, and...”
<Activity.>
Yu: Five idea clusters: systems, spirit, leadership, context, reach.
Yu: Identify the biggest needs that you think Sanggu should be addressing. Needs of the people
we are serving. Not looking for specific issues yet, but needs as a whole within the Ateneo
community.
Lucero: Students need space, not just space within campus, but space from Sanggu. We
always try to intrude on their space, but we've never given it to them: here is Sanggu,
and we will give you space.
Yutuc: More competent set of Sanggu officers.
Poe: Students need support, availability.
Gomez: Security.
Villasfer: Protection in academics.

Yu: Baka I'm phrasing it wrong, didn't want to use problems. Maybe needs are things that have
yet to be provided.
Remo: Politics, politicization.
Gomez: To be slapped by reality.
Gaerlan: Social awareness and involvement.
Elicaño: Information.
Yu: Are these needs or perceived needs by us?
Poe: Politicization is something we want, but maybe have it available.
Mongcal: It's a need. People view elections as popularity contests, don't
understand that these are people who will influence their lives.
Gomez: Social awareness. Ateneo's seen as a good school, we keep
making students better, but that's all potential unless we make impact.
Price: Information, and regarding politicization/reality slap, as an
institution, from experience, you have to account for being able to
control for the output. You can't necessarily provide someone with the
political attitude, but we can provide the information. If you focus on that
as the deliverable, then you can promote the social awareness. Can't
come from us telling Ateneans that they have to be better—give them
info, give them platform, but you can't control that.
Poe: On competence, the notion that they need us to be competent because
we're guides might be overestimating our role in their lives. We need to be
competent, but let's not overstep.
Yu: Propose that it's not a need for the students, but for us and our job.
Gomez: Provide environment conducive for it, more than just info.
Yu: By the time the year ends, where do we want to move to from these? What is our
envisioned end?
Space
Poe: Have students independently achieve their goals and stuff, with Sanggu having been there
to support but not hand-hold. Their choices, be there when we need them.
Lucero: Students to acknowledge that I am not supposed to wait for Sanggu. It exists there, and
I should trust it.

Support
Andujare: More stable projects, sustainable.
Gomez: Students acknowledge us when we've achieved.
Elicaño: Making impact and being recognized for having made impact are different.
Remo: Disagree, think they go hand-in-hand.
Poe: When they had need, the systems were there.
Lucero: Are these needs particularly for the students?
Yu: Kahit for Sanggu, but in the context of the students.
Lucero: We don't really offer support—we're not always there, or responsive enough.
Compressed systems to allow us to act. We go through so much bureaucracy, so much system,
that the question gets lost midway. Less red tape.
Security
Lucero: Alive.
Yu: Less threats.
Poe: Safe in all senses of the word. Not be stolen from, late nights for work.
Toby: If anything does happen, efficient system for handling these threats.
Andujare: If students feel that they need protection, come to us for help.
Poe: Approachability and that the cases do come to us.
Remo: Also applies to academic security.
Gomez: Think it's important that all concerns shouldn't be left hanging

Politics
Lucero: For students to realize that everything they do is a political act, and if they're not part of
the solution, then they're part of the problem.
Poe: Want them to be taking action as well. Not enough to just realize.
Thrust Proper
Yu: Now, word the thrust to bridge the needs and the ends.
Andujare: Last year's: pursue the cultivation of the person by strengthening the Ateneo identity
towards building the nation
Lucero: The Sanggunian will enable and politicize the student body through integration and
institutionalization.
Remo: Working suggestion, still open to final wording, but the essence is there.
CALENDARING
Remo: Will take a break, units to calendar. Here's why: this morning, finance heads met with
CAO, new financial procedure. Tin will explain. After Tin's talk, we will reconvene, calendar,
submit your calendars to Sec-Gen.
Andujare: New system: propose for the budget for the whole year. Mahirap siya especially for
us because our budget hearings are spread over the year, and we have unfilled seats and are
waiting for freshmen pa. No violent reactions yet. Idea is to think long-term. By the 24th, will
submit budget until August. In August, will submit budget for the rest of the year. Trust that
your units have planned already, so what we have to do now is to be more specific. For every
project, plan out your cap.
Andujare: We have access to money that other orgs work harder for, but that doesn't mean we
have to cost-cut all the time. If we need this amount, as long as you can prove that you need it
and that it won't be wasted, propose. The access is supposed to enable us and our constituents.

Andujare: I will talk to Sir Chris.
Remo: As to exact procedure, Tin will explain later. Questions as to why we need to calendar
now?

BUDGET HEARING
Remo: Agenda: resolution to be filed by the Finance Officer regarding cap costs, then budget
hearing proper. 30 seconds of silence.

CAP COST RESOLUTION
Remo: This will take effect when voted upon via simple majority.
Andujare: Motion to repeal the old cap cost resolution and all amendments pertaining.
Yu: Can't we add this as a provision—all earlier resolutions on this matter will be void.

Remo: Open the floor to points.
Yu: General rationale behind what changed and why.
Andujare: Everything changed except tokens. Previous amounts were last amended in 2011,
consistent complaints that they weren't enough. These are just caps, we can approve smaller
amounts.
Elicaño: Implication of the second-to-the-last wherefore?
Andujare: Leave the final say to the CB, like for lower amounts and such.
Reyes: Clarify: meal cap costs per person
Elicaño: Amend to per person per meal, in case of multi-day events.
Andujare: 60 became 80, 80 became 100, 40 became 60.
Yu: Third-to-the-last wherefore as a whereas.
Remo: The chair wishes to remind everyone that when this is passed, this will be the new cap
cost of the institution. Any requests to exceed this will not be retained.
Dimla: Do we need to adhere to this for everything? Some events might be good to exceed,
such as FreshNight. Evals show consistently that people want better food.
Andujare: You can propose higher. This should only be guiding us as we propose.
Poe: I appreciate that transpo has gone up a bit. But given that it's a cap, do you think this is
suitable to be a cap? Or should we perhaps set regulations to give a higher cap, but with a more
understood regular amount?
Yu: Yung lumalabas is that it's a price index and not cap costs. If this gets approved, this
becomes a cap, not a standard.

Gomez: Transpo: 200 per head is confusing because a car is not a head.
JV : Calculated per head using the car.
Rob: What if, for example, you have senatoriables?
Andujare: That's why I wanted case-to-case basis.
Remo: Floor open to amendments.
Yu: Can add a provision, "Wherefore be it resolved that exemptions are permitted if and only if
approved by the CB,"
Lucero: Suggestion: 2/3 approval for exemptions.
Remo: Amendment adopted—any exemptions to cap costs will require a 2/3 vote from
the CB.
Motion to divide the house on the cap cost resolution by 2 SOM CB, seconded by 4 SOM CB.
Resolution passes unanimously.
BUDGET HEARING PROPER
Remo: Hold questions till after.
ORCOM Baunan Sponsorship P88,200.
Capinpin: Baunan sponsorship for OrSem. For the past few years, the Sanggunian has been
sponsoring the freshmen's baunans for the freshmen. For this year, we're planning to expand
the baunans to accommodate more food to fit the freshmen's needs.
Capinpin: Baunan will come from Home Buddy, P25.20 per piece. Total: 3500 baunans, P88,200.
2500 stickers, P10 each, for P25,000. Difference is because the 1000 extras are for the
volunteers who don't get stickers.
Capinpin: Only provided P20 last year per baunan. Have consulted OrCom, they're okay with
that. Up to the CB.

Andujare: This is a sponsorship. What else do we get other than the stickers?
Capinpin: Sanggu will get 30 minutes to all on the second day. School Nights get
exposure on the OrSem website.
Gomez: How big is the sticker?
Capinpin: 2 inches by 4 inches.
Yu: The P6 sticker is how much?
Capinpin: 2x3. Buffered the cost.
Capinpin: Open to P20 per baunan like last year, but we're proposing this in case you're willing.
Yu: Can we include contact numbers or something? Can DPR make the sticker?
Co: Meron na.
Poe: Is P10 accurate?
Andujare: Yes.
Remo: New proposal as amended is P103,200.
Remo: Reminding the audience that they can participate.
Villasfer: Where will the sticker be exactly?
Capinpin: Cover.
Poe: What did the P20 baunan look like and why did you change?
Capinpin: Don't have a sample now. Previous supplier was Sheena Lao.
Andujare: I really want to put the stickers on all baunans for more exposure.
Remo: Incremental cost would be P6,000.
Yu: I'm a no for that. Those will go to the volunteers, who should already have known
about us from their OrSem.
Motion to approve budget by VP, seconded by 2 SOM CB. Budget passes unanimously.

Andujare: With the changes in projects, everyone should start thinking about projects for the
year. We need to fix everything soon. Please find out what the procedures are, use templates
and file formats, etc. For good archiving. Also, review procedures as a School Board—you get
the final say not as bosses, but because you have the experience and mandate.
Andujare: Next budget prop is Aug, still deciding date. Want to know when elections will be first.
Andujare: SSS will have its first orientation Friday, June 21. Need your help in spreading this.
Retaining three categories, research and thesis, conference, special projects, plus
institutionalized DL subsidies. Caps change.
