On Dece~ber 16, 1980, the Commission·· author\zed the issuance of a Temporary Errerget,'~Y Permi \: co the California Department of Transportation for the placement l).t ·':'iprap for highway protection. The ripral) ~·~~ placed at vai:ious locations on Pacif~c ~oas\: Highway (State Route 1) between ,post m~Le 1.75 and 4.55. The eme·;:-gf'r1cy perii:i't became effective December 8, 1980 and expired on Febtu~ty 28, 1981. The Department of Tr~nsportation has since made application for a Public Agency Permit which would cover the aforementio\~d riprap work. In addition, the Department now proposes ~6 Tealign the highway and construct a rock revetment f9r further protection.
3. A portion of this project is exempt -~rom CEQA pursuant to 14 Cal. Adm. Code, Div. 6, ~ection 15~01 {existing fea~.ures,) . The Realignment portiort of the project was addressed by a N1e$_~ .... ~ve Decla't"?.t:i.on which was prepar~d and certified by t!he Departrn.mt: of Trar/s.portation, pu~rsuant to CEQA and th~! State CEQA. Guidelines. The Departm~:nt of Transportation found that the project w1ll not have a ~ignificant effect up.an the environment.
