2. The MINOS Project

• The M.IN.O.S. (Minimum Intermittency Operating

System) CSP Project is a 50MW concentrating

solar thermal power plant that aims to generate

predictable and dispatchable electricity from solar

energy.

1. Maximized Solar Field Efficiency: Multi-Tower

Project with solar receivers which utilize an

optimized common solar-field of high efficiency.

2. CSP in non-limitless area (non-desert): Solar field

deployed on natural slope with natural boundaries

(e.g. hills) require new tools for optimising solarfield

efficiency.

3. A RES project which turns into a base-load plant

for isolated grid: A fully dispatchable CSP plant

capable to operate maximizing its production in an

isolated grid with various restrictions.

• The Project is located on the island of Crete, at a

site adjacent to a 200MW conventional power plant.

• The Project has received the main licenses.

3. NER300 Program Experience

The project has been granted a NER300 award in December 2012 under the first call for proposals.

Experience so far - Positive

• The NER300 team has always been responsive to the requests of the promoter or the Member State.

• A contact person is assigned by the Member State as operational Country representative for NER300

program, facilitating the communication of the promoter with the Commission

• All the NER300 relevant documentation has been very clear and well structured since the beginning

of the program and it is always being updated responding to new challenges and needs.

Obstacles during development

• Innovation comes with challenges. NER300 program is designed to support the first few years of

operation of the projects (additional tariff during first five years), but the project promoter needs to rely

100% on own funds for development and financial close.

• Innovative projects may face additional regulatory delays (permitting) compared to commercial RES

projects, putting further financial strain on project promoters.

• Some innovative technologies may be at risk from regulatory changes in support schemes.

4. Combination of Private Investments and Public Funding

Flexibility

Increase flexibility in private – public partnerships. Support projects during development but also be

flexible to withdraw support if development stalls or if technology changes. Having a pool of capital

available for eligible projects may increase flexibility compared to fixed allocations to certain projects.

Financial tools

Further to debt and subsidy, could be incorporated in the public funding schemes. For example a kind

of guarantees on the counterparty or country risk.

Lower development risk

Support unified legal framework for chosen innovative projects that will facilitate the inter-state

cooperation for private investment. This way a foreign company or investor can operate under single

market status in the country of the project and also follow an expedited permitting process.

Innovative technologies are challenging to finance. European public institutions could

collaborate to provide the certainty required for the commercialization of additional

technologies, which are ready to reach this level.
