Subject: Monthly Summary for the Cabinet for the month of October, 2020.

1. Award and construction of National Highways: The Ministry has constructed 4,956 km of National Highways upto October 2020 as compared to 5,126 km in October, 2019. The award figure is 5,778 km during this period as compared to 2,982 km in the previous year.

Road-Over-Bridge on NH 45-A at Puducherry: Shri Nitin Gadkari, Hon’ble Minister for Road Transport & Highways and MSMEs dedicated to Nation via video conference mode a one-kilometer long Road-Over-Bridge across Railway Level Crossing on NH 45-A at Arumparthapuram, Puducherry on 07.10.2020. The Road-Over-Bridge costing Rs 35 crore will fulfil long awaited need of Puducherry.

. Laying foundation stone for 8 NH projects in Kerala: Shri Nitin Gadkari, Hon’ble Minister for Road Transport & Highways and MSMEs inaugurated and laid the foundation stone for 8 National Highway projects in Kerala on 13.10.2020 costing of Rs.12,692.09 crore having length of 203.5 km.

Zozila Tunnel: Shri Nitin Gadkari, Hon’ble Minister for Road Transport & Highways and MSMEs initiated the ceremonial blasting for Zozila Tunnel in J&K through VC on 15.10.2020. On this occasion, he said that the tunnel will provide all-weather connectivity between Srinagar valley and Leh (Ladakh plateau) on NH-1, and will bring about an all-round economic and socio- cultural integration of UTs of J&K and Ladakh.

Inauguration and laying foundation stones for 16 NH projects in Andhra Pradesh: Shri Nitin Gadkari, Hon’ble Minister for Road Transport & Highways and MSMEs inaugurated and laid the foundation stones for 16 National Highways projects with a total length of 1,411 km worth Rs 15,592 crore in Andhra Pradesh on 16.10.2020.

. General Council meeting of IAHE: 5° General Council meeting of Indian Academy of Highway Engineers (IAHE) was held 19.10.2020 though video

conferencing under the chairmanship of Shri Nitin Gadkari, Hon’ble Minister.

The council deliberated to enhance the scope of the IAHE to three distinct

functions, namely (i) Training, (ii) Applied Research and Development in the

Highways and Public Transport Sector, and (iii) Road Safety and Regulation and

decided to transform IAHE into a premier institute in highway sector.

7. Multi-modal Logistic Park in Assam: Shri Nitin Gadkari, Hon’ble Minister for

Road Transport & Highways and MSMEs laid the foundation stone Multi-modal

Logistic Park (MMLP) at Jogighopa in Assam on 20.10.2020. The Rs. 693.97

crore park will be developed in 317-acre land along the Brahmaputra.

8. Foundation Stones of 9 NH projects in Tripura: = Shri Nitin Gadkari,

Hon’ble Minister for Road Transport & Highways and MSMEs laid the foundation

stones of nine National Highway projects with a total length of nearly 262 kms

worth over Rs 2,752 crore in Tripura on 27.10.2020. The projects includes,

Agartala - Khowai of NH-108B,Manu-Simlung of NH-44A, Kailashahar to Kurti

bridge of NH-208A, Strengthening of Churaibari-Agartala section with paved

shoulder of NH-08.

9. Renewal of International driving licence while travelling abroad: The

Ministry has issued a draft notification on 07.10.2020 seeking comments and

suggestions for amendment to Central Motor Vehicles Rules 1989 for

facilitating the issuance of International Driving Permit (IDP) for citizens whose

IDP has expired while they are abroad. The citizens can apply through the

Indian Embassy / Mission Abroad portals and the applications would then move

to the VAHAN for being considered by the respective RTOs.

10. Meeting of the Ministers of Transport of SCO Member States: 8th meeting

of the Ministers of SCO Member States was held on 28.10.2020 through video

conference. The conference was chaired by the Russian Federation. Secretary

(RT&H) represented Ministry of Road Transport and Highways in the meeting.

Ministry emphasized that connectivity with SCO countries is a priority for India

and shared our experience in intelligent transport systems.

11. Registration mark for International Organization and other agencies: The

Government has issued notification dated 29.10.2020 to amend Rule 76 and

76A for the assignment of separate registration mark to vehicles of

International Organizations and their privileged persons. A motor vehicle

belonging to United Nations Organization (and its agencies) and International Organization (and other agencies) shall be assigned a registration mark

consisting of letters with “UN” and “IOD” respectively.

. Standing Finance Committee (SFC) meetings: In the month of October, 2020, a total 6 nos. of projects were considered by the Standing Finance Committee. The 6 projects of length 168 Km and total capital cost of Rs.8,536.20 Cr. were appraised by SFC and recommended for approval.
