    Greeting Ladies and Gentlemen of Milwaukee County Justice Committee!

    Among this Body, there are Elected representatives - County Executive Chris Abele and Milwaukee

    County Board of Supervisors; and an appointed member - Corporation Counsel Jennifer Walker

    (appointed by County Executive Chris Abele) that have been identified in my VERIFIED Complaint

    OF DISCRIMIN ATION a nd BIAS against my for-profit business and its efforts to provide F-R-E-

    E Preparedness Information for Senior Centers of Milwaukee County for the Implementation of theNational Affordable Health Care DATED November 30, 2012.

    I share with you a copy of the most recent Request to Milw aukee County Ethics Board,

    March 4, 2013. We are seeking clarification of process and procedure, due process, due diligence and

    enforcement of the laws that governed Discrimination and Bias of my for profit business and Code of

    Conduct for elected, hired and appointed employees of Milwaukee County. No one is Exempt.

    We not only questioned the Standard of Review of the Ethics Board, we do not feel that our

    Complaint has been treated seriously per law and on-the-merits because of individuals who are named

    in the Complaint as violators of the law they should be enforcing. No one is exempt.

    Further, our knowledge of the political and discriminatory culture that is well-documented in this cityspeaks to widespread cronyism, bias and disenfranchisement of small neighborhood businesses as well

    as People-of-Color businesses, i.e.,Click - DWilson Report. This type of injury due to double standards

    causes short- and long-term harm the injustice is multiplied many times over in the marketplace by

    lack of opportunities, opportunity development, entrepreneurial/business development, joint ventures,

    lack of employment, education attainment, technology attainment and other quality of life innovations

    for capacity building.

    In my case, it is an infringement on the Infrastructure the population health disparity we have.

    Health Care is the highest budget item for Wisconsin and growing. Baby Boomers and seniors are

    leading the pack for health care and health care cost. Preparedness is a tried-and-true method

    for to help bring down cost and improve health care. The abridgement to my for-profit business from

    this type of Discrimination and Bias is WRONG and sends the wrong signal.

    It hurts ALL it contributes to crime and lack of safety interventions your Mission says it uphold and/or

    founded on. Further, it impacts our socio-economic sustainability for a replete and competitive citizenry.

    As a recognized leadership body for Milwaukee County government with bylaws to ensure a fair,

    efficient, and effective justice system that enhances public safety and quality of life in our community,

    my office expects no less of you as a VOICE that PROMOTES Milwaukee County Ethics Committee and its

    Code of Conduct standards. NO one is Exempt .

    The St ench of Cover-up hurts All, Now and in the Future

    In my recent update of MPA LLC 5-year Signature Plan (2005-2010) observation of individuals,

    organizations and institutions contributing to Enduring Concentrated Poverty of the largest city inWisconsin, I shared our findings that mirror this type of behavior by those in high and prestigious

    offices of TRUST.

    In fact, this is pretty much a carbon copy of some of the behaviors we found in elected, appointed, hired

    environments with donor for hire, real estate barons, alumni and money grabbers for power. To view

    This is a serious charge in the Court of Public Opinion.

    It will not go away.

    The longer it is without a remedy the worst it is guaranteed.

    At this time, Public Trust is not a long-suit for any level of our government in America. For the head of

    Milwaukee County, it has a recent past of questionable behavior that involves Ethics and TRUST.

    I contend that the Milwaukee County Community Justice Council Mission and Bylaws mandate that ITS

    Executive Committee and the Entire Body (minus those being charged) provide me a response. Further,

    whatever is not done in the interest of a FAIR and APPROPRIATE response is a disservice to your Mission

    and ignores Milwaukee County statutes on Ethics.

    Why do we have an Ethics Board?

    Declared Policy of Milw aukee County

    It is declared that high moral and ethical standards among

    county public officials and county employees are essential

    to the conduct of free government. The county believes

    that a code of ethics for the guidance of county public

    officials and county employees will help them avoid

    conflicts between their personal interests and their public

    responsibilities, will improve standards of public service,

    and will promote and strengthen the faith and confidence

    of the people of this county in their county public officials

    and county employees. It is the intent of the county that

    in its operations the board shall protect to the fullestextent possible the rights of individuals affected (M.C.G.O.

    9.01(1)).

    Responsibilities and Goals

    The Ethics Board is responsible for enforcing and

    interpreting the Ethics Code, Chapter 9 of the Milwaukee

    County General Ordinances, and the Lobbying Code,

    Chapter 14 of the Milwaukee County General Ordinances.

    The Milwaukee County Ethics Board was created in 1975

    with a declaration of policy that the proper operation of

    democratic government requires that public officials and

    employees be independent, impartial and responsible to

    the people; that government decisions and policy be made

    in the best interests of the people, the community and

    government; that public office not be used for personalgain; and that the public have confidence in the integrity of

    its government. In recognition of these goals, the Ethics

    Code was created.

    Duties

    In order to achieve these goals of maintaining high ethical

    standards, the Ethics Board has the following primary duties:

    Issue confidential advisory opinions to covered persons with

    respect to their own situation or plans.

    Investigate sworn complaints. The Ethics Board provides a

    formal process for filing complaints.

    Require the filing of annual financial statements. The Board

    reviews a simple form which asks for information on the issues

    that could give rise to conflicts of interest. No detailed

    financial disclosure is required. The individuals required to file

    such statements are determined by respective departmentadministrators according to ordinance requirements and may

    be subject to review by the Ethics Board.

    The Ethics Code applies to all Milwaukee County employees

    and public officials not just elective officials. The Ethics Code

    covers office holders, candidates for public office, classified

    employees, exempt employees, appointees to boards and

    commissions, and vendors doing business with Milwaukee

    County.

    What is the mission of the Ethics Board?

    Promoting faith and confidence in Milwaukee County

    government

    The Milwaukee County Ethics Boards mission is to

    promote the publics trust and confidence in governmentand assure the general public of Milwaukee County

    governments integrity. The Ethics Board advances this

    mission by enforcing the Ethics Code and educating county

    officials and employees in avoiding conflicts between their

    personal interests and public responsibilities. This will

    improve the standards of public service and strengthen the

    communitys faith and confidence in their county officials

    and employees.

    What is Chapte r 9?

    Chapte r 9

    Chapter 9 of the Milwaukee County Code of General

    Ordinances contains the Code of Ethics that governs the

    ethical conduct of all candidates for county office, elected

    and appointed officers, employees, and members of county

    boards and commissions.

    Policy

    How are Ethics complaints and

    investigations handled?

    The Review Process

    The Ethics Board is responsible for accepting and handlingcomplaints and conducting investigations into potential

    Ethics Code violations.

    Potential Ethics Code violations may be brought to the

    Ethics Board by either: (1)filing an investigation request; or

    (2) filing a verified complaint. A verified complaint must be

    sworn before a notary public or other individual authorized

    to administer oaths, while an investigation request must

    simply be in writing and signed (M.C.G.O. 9.09(4)(a)).

    All verified complaints are referred to the district attorney,

    whereas investigation requests are referred to the district

    attorney only after the Ethics Board approves theinvestigation (M.C.G.O. 9.09(4)(c)). All verified complaints

    must be filed no later than three years after the violation is

    alleged to have occurred. When an investigation request or

    verified complaint is filed, it does not become part of the

    public record, unless the accused requests to have the

    matter made public (M.C.G.O. 9.09(4)(b)). A verifiedcomplaint becomes a public record at the close of all

    proceedings only if it results in a finding of an Ethics Code

    violation.

    How are Ethics complaints and

    investigations handled?(Continued)

    The Review Process

    All Ethics Board deliberations regarding complaints or

    investigations will be held in closed session, unless the

    accused requests to have the matter heard in open session

    (M.C.G.O. 9.09(4)(g)). The identities of the individualmaking the complaint or investigation request, and the

    person(s) named in the complaint or investigation request,

    shall remain confidential (M.C.G.O. 9.09(4)(h)).

    If at this point there is a reasonable basis for the belief that

    a violation of the Ethics Code has or might have occurred aPreliminary Conference will be scheduled. The purpose of

    the conference is to determine whether the matter may be

    resolved without the need of holding a hearing (M.C.G.O.

    9.10).

    The Review Process

    If a hearing is to be held, the Ethics Board will appoint a

    hearing examiner to conduct the hearing (M.C.G.O. 9.11(2)).

    Based on the evidence from the hearing the Ethics Board will

    determine whether a violation of the Ethics Code has occurred

    (M.C.G.O. 9.11(1)).

    The finding of an Ethics Code violation may result in one or

    more of any of the following, or such other orders as may be

    necessary:

    An order requiring the individual to conform his or her

    conduct to the Ethics Code.

    A monetary forfeiture of $100 to $1,000 for each violation.

    An order to return county property, funds or gifts and/or

    restitution for the value of property, funds or gifts procured in

    violation of the Ethics Code.

    Censure, suspension or removal from office oremployment

    (M.C.G.O. 9.12(2)).
