About this documentThis guidance provides advice and information to assist applicants forgrant funding under Millport CARS project. It’s available on the project’swebsite at www.north ayrshire.gov.uk/MillportCARS and inMillport Public Library during business opening hours.

About Millport CARSMillport Conservation Area Regeneration Scheme (CARS) is a grant programme providingfinancial assistance for regeneration of historic properties within designated areas of theMillport Conservation Area. The project is jointly funded by Historic Environment Scotland(HES) and North Ayrshire Council and will run until March 2021.
By adopting proven traditional building techniques and avoiding unnecessary damage orreplacement of sound historic fabric, the project aims to restore and conserve the historicbuilt fabric and safeguard the historic environment of the Millport Conservation Area for the future.
The project funds regeneration and conservation initiatives to help reinvigorate Millport as aseaside and island destination. In addition it aims to boost civic pride by contributing to socialand economic regeneration. A programme of heritage led activities is planned to support thebuilding restoration works by engaging local communities and visitors with local history andheritage and providing training opportunities in traditional building skills.
The main aims of the projects are:• To assist property owners and tenants

• To improve streetscape by restoringtraditional shopfronts and architecturaldetails
• To engage local community withtown's built and cultural heritage
• To provide opportunities for localcontractors to improve and up skills intraditional building methods

Grants available
Building repairsDiscretionary funding is available to property owners andtenants for external repairs and reinstatement of the architecturalfeatures of their historic buildings.
Key buildings within the CARS area are targeted by a repairsprogramme with grant funding over £25,000 and these areidentified as Priority Projects. Maximum grant funding availablefor a priority project will be set by the Council on a project byproject basis.
All other properties within the CARS area are eligible for SmallGrants - up to 80 percent towards eligible cost of works and upto £25,000 per project.
Shopfront improvementsShopfront Improvement Grants within CARS ShopfrontImprovement Area are available for up to - 80 percent towardseligible costs of works and up to £25,000 per project.
Shopfront Improvement Grants outside the CARS area but withinNorth Ayrshire Council Shopfront Improvement Area areavailable for up to - 80 percent toward eligible costs of worksand up to £20,000 per project.
VariationPlease note that grant funding in excess of 80 percent may beoffered for eligible works that would achieve significantregeneration benefits for Millport Conservation Area.
The level of funding offered will be revised periodically, anddepending on demand, may decrease in the future. Please notethe decision on the appropriate level of grant funding is final.

Recoverability of Grant Historic Environment Scotland and North Ayrshire Councilreserve the right to recover the grant or its proportion undercertain circumstances, which may include:
• contravening or not complying with any of the conditions of the Grant Contract
• disposing of the interest in the property during a period of15 years by you or someone to whom you gift the property
Training and heritage activitiesOpportunities for upskilling and training will be made availableto local contractors to improve the traditional building skillsand knowledge about traditional materials and buildingmethods.
A programme of heritage led activities will be deliveredthrough free public events and workshops to createopportunities for the local community and visitors to learnabout and enjoy Millport’s history and built heritage.

Grant eligible works
The overarching objective of the scheme is to assist property owners inreturning their buildings to a structurally secured, wind and water tightcondition, using traditional materials and techniques. This also includesreinstatement of architectural details, such as shopfronts.
Grant eligible works must meet our assessment criteria and must be undertaken by a suitably experienced building contractor. Below is an outline of grant eligible works based on HES ‘Advisory Standards of Conservation and Repair for the Historic Building Environment in Scotland’, which contains further details on standards of grant eligible works.

Roofs
• Re-roofing in natural, traditional materials to match thehistoric roof covering. This should include re-using soundexisting materials where possible
• Repairs to chimneys, including rebuilding if structurallynecessary, provided that the chimney is reinstatedaccurately to the historic height and profile. Thereplacement of the historic style of chimney pots or cans isalso eligible
• Leadwork repair or renewal in line with the details andcodes recommended by the Lead Sheet Association
• Repairing or replacing rainwater goods to match the historicmaterial and sections. These are normally cast iron, butoccasionally lead, timber or stone has been used

Walls, external stonework or brickwork• The repair of external stonework or brickwork, including decorative
elements, to an appropriate specification
• Selective rebuilding of existing stonework or brickwork ifstructurally necessary. This will usually involve using salvagedand/or new matching materials
• Re-pointing which is structurally necessary, kept to a minimum andusing appropriate mortar. Comprehensive re-pointing for cosmeticreasons is not eligible
• External render and harling repairs and limited areas of renewal toan approved specification. If such a coating has been removed inrecent years to the detriment of the performance and appearance ofthe building, its reinstatement may be eligible
• The external cleaning of stonework and brickwork is only eligiblewhere there is such a build-up of dirt, paint or resin coatings on thesurface that it must be removed in order to assess the extent ofnecessary repair or where it is damaging the fabric of the buildingby chemical action. Cleaning for cosmetic reasons is normally noteligible. Any cleaning which is agreed to be eligible must beundertaken to an approved specification and carried out by aspecialist conservation contractor
• The repair or reinstatement of retaining walls, boundary walls orrailings that contribute to the stability of the building or enhance thecharacter of the conservation area

Windows and Doors • The repair or, if necessary, replacement of external
windows, doors and other external joinery whichcontributes to the character of the building and/or theconservation area. The original pattern and detail should beretained or reinstated

Structural repairs• Consolidation or reinforcement of the existing structure
using the most conservative approach practicable. Limitedreconstruction in line with the existing structure is eligible ifunavoidable and supported by documentary evidence
• Appropriate repairs to timber frames, roof structure, beams,floor joists and other structural timbers, but must be basedon a careful and comprehensive survey of the existingstructure

Damp and Rot Eradication• Dry rot eradication and appropriate conservation approved timber
preservation treatments. These must be based on an analysis andspecification by an independent consultant with conservationexpertise (whose fees are also eligible) and using non destructivetechniques and non toxic applications where possible
• Damp–proofing by traditional methods where damp is causingstructural damage to the building. Damp eradication measures suchas improved drainage or the lowering of ground levels arepreferable where practical. Injected damp courses are generally not appropriate

Shopfronts• Conservation and reinstatement of traditional shopfront
features such as fascia boards, windows, doors andstallrisers are grant eligible works under the scheme.Reinstatement must be based on physical or documentaryevidence of a shop’s previous form. As there are a variety oftraditional shopfronts, eligible works to historic shops shallbe discussed on a case by case basis

Other External Repairs• Other eligible works may include external repair to the
original pattern and detail of sculpture, tiling or decorativeironwork, or the external repair of applied details andfeatures like wallhead cornicing, string courses, windowarchitraves, columns and pilasters

Fees• Professional fees are grant eligible provided the advisors are
conservation accredited by a recognised body with an appropriatelevel of specialist conservation expertise such as RIBA, RIAS, RICS,AABC and IHBC. Professional fees are only eligible if the professionaladvisor inspects work in progress and is responsible for certification
• Fees for statutory consents such as those associated with planningpermission, building warrant, advertisement consent, listed buildingand/or conservation area consent are eligible, provided they clearlyrelate to the project for which the grant was awarded
• Necessary preliminaries such as setting up a site before work begins,ensuring site security, meeting health and safety requirements,scaffolding etc. are all eligible for grant funding in principle
• Building surveys, appraisals and plans that are vital in developing aproject or determining a new use may be eligible
• Archaeological advice, subject to Council agreement, such asrecording and analysing historic buildings as a means for devisingconservation plans and any required monitoring or publishing ofresults necessitated by works is eligible for grant aid

Exclusions• Routine maintenance and minor repairs e.g. blocked gutters
• Internal works, unless necessary for external structural stability
• New buildings and demolitions
• Building alterations, extensions and conversions
• Installation or renewal of services
• Works that have already been carried out
• Works for which statutory consents have not been granted
• Works which do not meet our assessment criteria or are notconsistent with HES ‘Advisory Standards of Conservation andRepair for the Historic Building Environment in Scotland’
• Value Added Tax (VAT), which can be recovered otherwise.
Retrospective applications Applications cannot be made retrospectively. Formal applicationswill be treated invalid and no grant money will be paid until yourapplication is approved and you have accepted the grant by signingand sending back all the relevant paperwork to the project officer.

Contact the project officer for a preliminary discussion about any proposed works. This discussion will often involve the Council’s Conservation Architect and will help you gain a clear understanding of whether your proposal is eligible for grant assistance, the likelihood of you receiving grant aid and if any consents from the Council are required.
Complete and submit the Expressions of InterestForm. Following submission of the form, you may becontacted to arrange a meeting to discuss yourproposal further.
If the project team considers your project eligible forgrant assistance, you will be advised to proceed witha formal proposals containing detailed informationabout the proposed works.
At this point you should appoint a suitably qualifiedprofessional advisor, usually a registeredconservation accredited architect or buildingsurveyor experienced in conservation work. They willguide you through the construction processproviding advice on how to arrange and manage allaspects of the scheme. They will also prepare alldocumentation required for the proposed works,which may include surveys, detailed drawings andspecifications, statutory consents, tenderingdocumentation, etc. For small scale works you mayconsider administering the project yourself, howeveryou should seek prior advice on this from the projectofficer.

You may consider appointing the Council’s Conservation Architect asyour professional advisor. If you prefer not to, you would be required tosubmit competitive fee quotations as detailed below:
• Where the value of the full professional fees is less than £3,000, theprofessional advisor can be appointed without a competitiveprocess
• Where the fee is between £3,000 - £25,000, three written quoteswould normally be required
• Where the fee is above £25,000, a formal competitive tenderprocess will have to be followed

For a register of accredited building conservation surveyors visit theRoyal Institution of Chartered Surveyors in Scotland (RICS) website atwww.rics.org.
The Institute of Historic Building Conservation has its own register forbuilding conservation professionals, which can be found athttp://www.ihbc.org.uk.

Submit your professional advisor details, drawings,specifications and all statutory consents to theproject officer for review prior to tendering.
All work should be carried out to a highconservation standards by appropriately qualifiedconservation accredited contractors with relevantexperience. Your professional advisor will be able toadvise you on this and manage the tender process.
For works under £10,000 a minimum of threecomparable competitive estimates based on thedrawings and specifications prepared by yourprofessional advisor must be obtained. Theestimates should be broken down to show the costsof each element of work detailed in thespecification.
For works over £10,000 at least three comparablecompetitive tenders are required from threecontractors with suitable experience and a tenderreport must be prepared.

Submit completed and signed Grant Application Form with all required documentation. Proof of your financial contribution toward the project will also be required at this stage.
You will be required to sign and return the Grant Contract provided with the Grant Offer and agree to the terms and conditions of the grant within a set period of time. By doing so you will enter into a legal contract with the Council and it is therefore recommended that you seek independent legal advice prior to signing.
Assessment of your applicationThe project officer will assess yourapplication on a property-by-property basis and against thefollowing criteria:
• Grant priorities, eligibility andavailability
• Consistency with the MillportConservation Area Appraisaland Management Plan
• Consistency with HistoricEnvironment Scotland’s‘Advisory Standards ofconservation and Repair for theHistoric Building Environment inScotland’
• Positive impacts on the MillportConservation Area
You will be notified of the outcomein writing.
Issue of the Grant OfferIf successful, you will be issued witha formal Grant Offer, which willinclude advice on the extent ofgrant eligible work approved andthe level of provisional grantawarded, subject to yourcompliance with the terms andconditions of the grant. There is noobligation for the grant to beincreased should the cost of workincrease or additional work beundertaken.

Following the approval from the project officer you can accept your preferable contractor’s quotation and the agreed works can now commence on site.
LiabilityYou will enter into a legal contract with your selectedcontractor directly with no involvement either from theCouncil or HES. Your professional advisor will be able to advise you on the right form of contract for the size of your scheme.
Insurance coverWhile the works are in progress, adequate insurance must be in place for any property, works, materials andgoods involved. All of these must be covered for theirfull reinstatement value against loss or damage,including inflation and professional fees. A copy of theinsurance policy (or policies) must be provided to theproject officer as soon as practicable before thecommencement of the works.
Health and SafetyYou, as a client, as well as all contractors carrying out building works funded by this scheme must fully comply with the current Construction (Design andManagement) Regulations 2015. For more advice, check outwww.hse.gov.uk/construction/CDM/2015.A road occupancy permit is required from the Council, if the contractor requires to occupy a public road for items such as a crane, scaffolding and builders’ materials, this can be obtained from the Council’s Roads Team.
Display boardsDuring the works period, you may be required to erect, on a prominent part of the property, a sign boardacknowledging the project funders, which will beprovided by the project officer.
Target date completionYou must complete the works by the target date agreedunless the project officer agrees in writing to extend thisperiod.
Site visits The project officer or funder’srepresentatives will visit the siteduring the works to check onprogress and you are required toallow access per arrangementswith the project officer.

If your project requires a Building Warrantthen you must obtain and provide aBuilding Control Completion Certificate.Your professional advisor will issue anInterim Certificate and Practical CompletionCertificate. All of these should be submittedto the project officer before payment ofgrant can be considered.

Final inspectionThe project officer will visit the sitefor a final assessment of thestandard of works and compliancewith the T’s&C’s of the grant.Please note that no grant will bereleased until the project officer issatisfied that the work has beencompleted to a satisfactorystandard.

Submit the Grant Claim Form with theoriginal copies of all the invoices for theagreed works and the proof of your paymentsto the contractors. For larger projects stagedgrant payments may be arranged and grantclaims may be submitted at agreed times overthe project’s duration. You will agree the conditions with the projectofficer and your contractor.
This is your obligation to provide adequateand appropriate maintenance to the propertyafter the works have been completed. Theproject team will monitor your compliance.HES publish a number of guides to assist youwith this.

Payment of the grantOnce your final accounts areaccepted by the project officer,the grant will be paid directly toyour bank account.
A retention of 10 percent of thetotal grant award will be withheldby the Council until the finalinspection and submission of thefinal accounts. This retained amontcan be claimed in your final grantclaim.
