    Overview 

    The eight Millennium Development Goals (MDGs) – which rangefrom halving extreme poverty to halting the spread of HI!"ID#and providing universal primary education – have $een amilestone in glo$al and national development efforts% Theframewor& has helped to galvani'e development efforts and guideglo$al and national development priorities% hile three of theeight goals have $een achieved prior to the final deadline of *+,progress has $een uneven within and across countries% Thusfurther efforts and a strong glo$al partnership for development areneeded to accelerate progress and reach the goals $y *+,% Tolearn more a$out the wor& of -./#/. and the 0nited 1ations onthe MDGs2 clic& on the panel in the upper3right hand corner%

     A global development agenda beyond 2015 

    The outcome document of the *+* High3level 4lenary Meeting of 

    the General "ssem$ly on the MDGs re5uested the #ecretary3General to initiate thin&ing on a post3*+, development agendaand include recommendations in his annual report on efforts toaccelerate MDG progress% The outcome of the 6io7*.onference on #ustaina$le Developmentinitiated an inclusiveintergovernmental process to prepare a set of sustaina$ledevelopment goals (#DGs)% There is $road agreement on theneed for close lin&ages $etween the two processes to arrive atone glo$al development agenda for the post3*+, period2 with

    sustaina$le development at its centre%

    8uilding on its success in reviewing progress on the MDGsthrough the "nnual Ministerial 6eview ("M6)2 the -conomic and#ocial .ouncil will play a ma9or role in the preparations2implementation and follow up of a post3*+, development

    energyC and water% " report with the preliminary findings from the

    national and thematic consultations was launched in March *+>%

    #ustaina$le development goals

    /ne of the main outcomes of the 6io7* .onference was theagreement $y mem$er #tates to launch a process to develop a

    set of #ustaina$le Development Goals (#DGs)2 which will $uildupon the Millennium Development Goals and converge with thepost *+, development agenda (clic& here for information ondifferent wor& streams)% It was decided esta$lish an in#lu!ive and tran!parent intergovernmental pro#e!! open to all !ta$eholder!%with a view to developing global !u!tainable development goal!to be agreed by the General A!!embly %

     Introduction

     

    At the time of presentation of the budget for the year 2010-11, the

    Government had announced its decision to introduce a special scheme toaddress the development of 33 Left Wing !tremism "LW# affected

    districts$ %t &as inter-alia, stated that the 'lanning (ommission &ould

     prepare an %ntegrated Action 'lan "%A'# for the affected areas and that

    ade)uate funds &ould be made available to support the action plan$ *he

    33 districts "later e!panded to 3+# referred to in the inance inister.s

    announcement &ere a sub-set of the /3 LW affected districts identified

     by the inistry of ome Affairs for coverage under its ecurity elated

    !penditure "# cheme$ *his sub-set consisted of those districts&here more than 20 of the 'olice tations e!perienced some incidents

    of na!al violence$ ubse)uently, West edinipur district of West

    4engal &as added to the list due to the situation prevailing there, ta5ing

    the total to 36 districts$

     

     Implementation of IAP 

     

    %A' &as formulated as an additional central assistance schemeon 100 grant basis in 7ovember 2010$ *o begin &ith, the %ntegrated

    Action 'lan "%A'# for 80 tribal and bac5&ard districts &as to be

    implemented &ith a bloc5 grant of s$26 crore and s$30 crore per 

    district during 2010-11 and 2011-12 respectively for &hich the funds

    &ere to be placed at the disposal of the (ommittee headed by the

    9istrict (ollector and consisting of the uperintendent of 'olice of the

    district and the 9istrict orest :fficer$

     

    *he district level committee &ill have fle!ibility to spend the

    amount for development schemes according to need, as assessed by

    it$ *he (ommittee &ould dra& up a 'lan consisting of concrete

     proposals for public infrastructure and services such

    as chool 4uildings, Angan&adi (entres, 'rimary ealth (entres,

    9rin5ing Water upply, ;illage oads, lectric Lights in public places

    such as '(s and chools etc$ *he concerned 9evelopment

    (ommissioner< e)uivalent officer in charge of development in the tate

    shall be responsible for scrutiny of e!penditure and monitoring of %A'$

     

    *he 'lanning (ommission &ill underta5e macro level monitoringof the scheme and implementation of the scheme &ill be revie&ed and

    suitable decisions ta5en on the modalities for implementation of the

    scheme as a part of the 12th ive =ear 'lan$

     

     Salient features of the scheme

     

    *he salient features of the guidelines are>

     "i# *he district level committee should dra& up a plan

    consisting of concrete proposals for public infrastructure and

    services such as school buildings, Angan&adi centres, 9rin5ing

    Water supply, ;illage oads, electric lights in public places

    such as '(s and schools etc$ *he schemes so selected should

    sho& results in the short term$

    "ii# A suitable form of consultation is to be ensured &ith the

    local embers of 'arliament on the schemes to be ta5en up theunder the %A'$

    "iii# *he e!penditure on the pro?ects should be over and above

    the e!penditure being incurred for the regular

     Achievements Under IAP 

     

    *he implementation of the scheme commenced in the year 

    2010-11 and s$26 crore per district i$e$ total s$1600 crore for the year 

    2010-11 &as released in 9ecember, 2010$ *he districts immediatelyfinali@ed the &or5s to be ta5en up, completed the tender processes

    &herever re)uired and the &or5s on the ground commenced

    immediately in all the 80 districts$ (urrently, the implementation of %A'

    in the districts is in full s&ing$ *he total funds released so far for the

    year 2011-12 is s$100 crore and the total funds released so far since

    the commencement of the cheme is s$260 crore$ Against the total

    amount of s$260 crores released so far to the tates, the e!penditure

    as on 2B$12$2011 is s$1+8/$/3 crore i$e$ 68$B1 of the funds released$

    Cnder the %A', so far 8232B pro?ects for an amount of 

    s$ 3230$02 crore have been ta5en up in the tates$ *hese include

    construction of chool 4uildings

    While formulating the scheme, the 'lanning (ommission

    considered that the scheme should not be limited only to the severely

    LW affected districts$ %t &as proposed by them that the scheme should

    cover other tribal and bac5&ard districts also and the follo&ing criteria

    &as adopted to identify districts for inclusion in the scheme> 

    "a# Whether the district is included in the list of /3

    districts identified by the inistry of ome AffairsF

    "b# Whether the tribal population e!ceeds 26F

    "c# Whether the forest area e!ceeds 30F

    "d# Whether the poverty ratio in the district e!ceeds 60F

    and

    "e# Whether the district is covered under the 4ac5&ardegions Grant und "4G#$

     

    9istricts meeting four of the above-mentioned five criteria and

    forming a contiguous bloc5 &ere selected for coverage under the

     proposed scheme$ *hus, &ith this criteria, a total of 80 districts &ere

    selected for coverage under the scheme$

      The G-33 group of developing countries has tabled anew proposal on farm trade and food security, trade

    sources say, in a bid to fast-track elements of the draft

    Doha accord ahead of the WTOs ministerial meeting ne!t

    countries with a si%eable share of smallholder farmers,would like trade ministers to support more fle!ible rules

    for farm subsidies in the WTOs &green bo!' - those that

    are e!empt from any ceiling or reduction commitments

    on the grounds that they cause not more than minimal

    trade distortion"

    purchases food for its stocks at administered prices in

    they should not have to count this towards the aggregate
