    New times, new goas?

The United Nation MDG comrie eight deveoment goa to be achieved by 2015. The OECD

ayed a ivota roe in dening the MDG, eeciay through it ubication Shaping the 21st century

(OECD, 1996). With two year to go to meet the MDG, the OECD i activey increaing it eort to

uort their achievement. Deite rogre in ome area, imrovement have been highy uneven

acro goa, countrie and region, eeciay in o-caed ragie tate and countrie aected by

confict. In order to utain the momentum generated by the MDG, the UN i eading the roce

to deveo a ucceor ramework ater 2015, which wi addre the hortcoming o the exiting

    MDG, the outcome o Rio+20,

    1

a we a new goba chaenge (Box 1).

    Beyond the Millennium Development Goals:

Towards an OECD contribution to the post-2015 agenda

A the 2015 deadine or the Miennium Deveoment Goa (MDG) aroache, the United

Nation and the internationa community at arge have tarted to work on a new deveoment

    ramework.

With it reort Shaping the 21st Century, the OECD ayed a ivota roe in deveoing the

MDG. The OECD i now ooking orward to contributing to a new era or goba deveoment.

Thi overview aer the rt in a erie o contribution outine a reiminary rooa or

a contribution to the ot-2015 era which refect the OECD miion o uorting government

in deigning better oicie or better ive.

Thi thinking rereent the Organiation commitment refected in the recenty-aunched

OECD Strategy on Development to engage with member countrie and emerging and

deveoing countrie; to hare exertie and knowedge through mutua earning, reecting

countrie ownerhi o their own deveoment; and to trive toward more coherent aroache

    to deveoment.

The rooa coniting o 11 eement intend to he rovide a goba, hoitic, meaurabeand meaningu deveoment ramework. It invove a two-eve aroach:

    1. a global level with a ma number o high roe goa and target

    2. a national level coniting o goa, target and indicator dened and taiored to

the divere tarting oint, ecic context, rioritie and caacitie o each country

Thi i a reiminary rooa. It i not intended to be an exhautive it o OECD contribution,

but a drat it o idea or where the OECD coud bet tart to get invoved. More detaied

aer wi be roduced in co-oeration with dierent OECD directorate, refecting in detai

since the etabihment o the MDG in 2000-01, time have changed. The roce o hiting weath

ha atered the way we think about the iue and the meaurement o overty reduction, ocia

deveoment and rogre more broady. The rt decade o the new miennium witneed a raid

convergence in countrie er caita income a art o the deveoing word, eeciay China and

India, grew ater than the advanced economie o the OECD. Thi growth and increaing heterogeneity

within the deveoing word make the o-caed North-south diviion an outdated concet. large

diaritie erit in tandard o iving, and worrie are riing regarding the utainabiity and

environmenta cot o uch raid growth (Box 4). Neverthee, thi growth ha heed to reduce

extreme overty; the word may have aready achieved the rt target o MDG 1.A i.e. to have the

roortion o eoe iving on one doar a day (in 2005 Us doar, comared to 1990 a bae year).

According to the UN Miennium Deveoment Goa Reort or 2012, the roortion o the extremey

    oor2 e rom 47% in 1990 to 24% in 2008 (UN, 2012b).

Other aect o the new context in which the ot-2015 goa ramework wi oerate are the

    oowing:

New geography o growth: The hit in the word economic centre o gravity away rom OECD

countrie toward emerging countrie ha imication or the goba baance o economic

ower. Deveoing and emerging economie have outerormed OECD growth ince the tart

o the miennium and account or a arger hare o word GDp. The new engine o growth and

the emergence o south-south inkage ao create new oortunitie or deveoing countrie.

With thi reh dynamim, many art o the deveoing word are growing in tature and voice.

Box 1. How the UN is maintaining the goas momentum beyond 2015

Work ha aready begun on a new agenda and ramework within the UN, it concerned agencie and beyond.

The ocia ot-2015 debate wi tart with a High-leve Meeting at the UN Genera Aemby in 2013 (UNGA

2013). The UN secretary Genera (UNsG) ha et u a UN sytem Tak Team on the pot-2015 UN DeveomentAgenda and nominated a High-leve pane o Eminent peron on the pot-2015 Deveoment Agenda to he

    reare the new ramework.

The United Nation Conerence on sutainabe Deveoment (Rio+20) ca or a et o utainabe deveoment

goa (sDG) to be ubmitted to the UN Genera Aemby in 2013. Thee houd be coherent with and integrated

into the United Nation deveoment agenda beyond 2015 (UN, 2012a: aragrah 246). It ao recognie the

need or broader meaure o rogre to comement gro dometic roduct in order to better inorm oicy

deciion, and requet that the United Nation statitica Commiion aunch a rogramme o work in thi

area buiding on exiting initiative (UN, 2012a: aragrah 38).

Rio+20 ao aw the etabihment o the United Nation sutainabe Deveoment soution Network (UNsDsN)

in Augut 2012. Thi indeendent goba network o reearcher aim to identiy and hare the bet athway

New actors, new resources: The new miennium i ao characteried by a more diveried

andcae o deveoment actor. Goba deveoment i being nanced by many more varied

ource, ranging rom a more divere et o countrie to dierent rivate ource o nancing.

Greater interdependence: The word i acing new, more interinked goba chaenge. We

need to identiy new ource o growth and a new growth aradigm (uch a incuive green

growth3), dea with cimate change and the unutainabe ue o natura reource, retore

nancia tabiity, and enure better goba governance in a gobaied economy.

New geography o poverty: The new geograhy o growth i araeed by a new geograhy

o overty. Mot o today extreme oor ive in midde-income countrie, but by 2025 mot

aboute overty wi once again be concentrated in ow-income countrie,4 eeciay in o-

    caed ragie tate.

Growing inequality: Concern are mounting about the imact o greater inequaity within

deveoed, emerging and deveoing economie on growth, ocia coheion and oitica

tabiity. Income ditribution and reative overty need to be careuy oberved. Moreover, many

o thoe who have ecaed extreme overty in the deveoing word are ti oor, remain

vunerabe and ack aety net to coe with hock.

Broader measures o development: The utiity o gro dometic roduct (GDp) or gro

nationa income (GNI) a vaid meaure o deveoment ha been caed into quetion. The

earch i on or (comementary) too or meauring rogre which better refect natura and

ocia caita in nationa account and cature non-monetary dimenion o we-being.

Country and context specifc approaches: There i growing recognition that the need

and rioritie o individua countrie are not adequatey refected in goba negotiation and

rocee o etting goba goa and tandard. such rocee houd not reut in buerint,

one-ize-t-a aroache to deveoment. Intead, initiative are needed that refect the

reaitie and chaenge o each ituation.

Pressure or results: A erie o interconnected goba crie ha tightened government budget

and raied reure to imrove eciency and demontrate vaue or money. Government

are increaingy ocuing on meauring reut (i.e. outut and outcome) aongide or even

    intead o inut.

Thee new reaitie do not diminih the tranormative ower o goba goa. It i imortant to reca

that the Miennium Decaration and the MDG refect a univera conenu and ocu action arounda ma et o cear, oiticay-aient, meaurabe and time-bound ambition. They have heed teer

deveoment eort, increae mutua accountabiity and mobiie uort rom the deveoment

community and beyond. Againt thi background, the OECD recognie the chaenge in haing a

new, ambitiou, concie and reut-oriented ramework. Government ti have to decide whether

the new ramework wi buid on the exiting goa, otentiay incuding and agreeing on new one

(uch a the utainabe deveoment goa and other), or whether it wi tart rom cratch (i.e. a

    One Word aroach).

The OECDs ideas on the post-2015 agendaThe OECD romote evidence-baed oicie or better ive wordwide. What can the Organiation

bring to the ot-2015 ramework dicuion in thi new context or deveoment? The OECD

ugget that the evoving ramework, incuding goa, target and indicator, houd be goba,

    hoitic and meaurabe:

    Global, holistic and measurable goals

Global: Moving beyond an exclusively developing country ocus to take a global perspective.

The od North/south diviion doe not work any onger in a gobaied word with new

emerging economie. some countrie outide the OECD are now driving goba growth and

aying a greater roe in many area (managing demograhic change and urban deveoment,

mitigating cimate change, rotecting natura caita, romoting gender equaity and women

emowerment, ghting communicabe dieae, enuring eace and tabiity, etc.). The

increaing interconnectedne o our word mean that the eect o nationa oicie are

oten et beyond nationa border. pot-2015 goa houd tart rom the remie that we area in thi together, that robem and oution do exit everywhere, and that a countrie

ace chaenge that houd, thereore, be addreed through co-oerative aroache. A ot-

2015 goa ramework need to be reevant to a countrie and houd rooe truy goba

goa with hared but not equa reonibiitie or a countrie.

Holistic: Encompassing the poverty and human development agenda o the current MDGs,

as well as the sustainable development goals. The reut houd be a inge, comrehenive

and coherent agenda with one et o goba goa. The new ramework houd ao recognie

other aect that uort a good quaity o ie. Thi mean nding way to meaure uch

thing a ocia and natura caita and we-being, and to move beyond average rogre

indicator to detect and monitor degree o inequaity in each dimenion o ie. A human rightaroach coud rovide the rame o reerence, whie an exicit ocu on gender equaity and

women emowerment wi continue to be neceary in it own right and or achieving a the

    other goa.

Measurable and meaningul: Driven by goals which are defned and can be measured by

the countries themselves. We have earned that etting goa without the underying data and

tatitica ytem in ace i uee at bet and counterroductive at wort. Goa mut not

ony be meaurabe, but they mut ao be meaningu, i.e. they mut refect the reaitie and

rioritie o individua countrie. or exame, countrie that are aected by confict ace the

greatet chaenge in achieving the MDG. Their government are increaingy critica o the

MDG a they do not addre the core caue o ragiity: oitica articiation, ecurity and

    jutice.

    A two-level approach

How can thee rincie be imemented in ractice? The OECD ugget a two-eve aroach or

    goa-etting:

    1. Level one:Etabih a ma et o goba goa refecting univeray-agreed outcome.

    2. Level two:Each country tranate the goba goa into ecic target and indicator which

refect their ecic eve o deveoment, context, reonibiity and caacity. They houd

ao incude equaity dimenion incuding gender equity and, where oibe, make u ue

    o data diaggregated by ex.

Way and mean or achieving goa and monitoring rogre need to be exored in a roce that

enure oicy ace or country eaderhi, a agreed at the High-leve Meeting on the Miennium

Deveoment Goain 2010.5 Goa and target at both goba and country eve need to be uorted

by aroriate indicator to monitor rogre and by mechanim to evauate the eectivene o the

Feshing out the proposa: 11 ideas for moving forwardIn haing the ot-2015 era, the OECD rooe 11 initia eement organied into two categorie:

    A) Outcomes including principles underlying future goals

Element 1aMeasuring what you treasure and keeping poverty at the heart odevelopment

MDG 1 (eradicating extreme overty) ha not yet been achieved, even though the word may have
