ThisreportrepresentsthefirstannualreportauthoredbytheMichiganAssociationofCommu-nityMentalHealthBoards(MACMHB).Inthistimeofswiftandsignificantchangeinhealthcare,ourofficersandExecutiveBoardbelievethatprovidingMACMHBmembersandstakeholderpartnerswithanannualsummaryoftheactivitiesandoutcomesofourassociationiscritical.Ifwearetocon-tinueoursuccessinworkingwithlocal,state,andfederalrepresentativesonbehalfofthepersonsandfamiliesservedbythepublicbehavioralhealthanddevelopmentaldisabilitiessystem,wemustdothatinanorganizedandconsistentfashion.Youractiveparticipationinthatprocessduringthepasttwelvemonthshasenabledustodojustthat,andithasleddirectlytothehighlightsandsuccessesofferedinthefollowingpages.

Nowmorethanever,withthechangesinhealthcarebeingdrivenbytheAffordableCareAct,therisingcostsofhealthcare,andlimitedpublicresources,youradvocacyforandsupportoftheinterestsofpersonsandfamilieswithintellectual/developmentaldisabilities,mentalillnesses,seriousemotionaldisturbances,andsubstanceusedisordersisessential.ThishasbeentheoverarchingfocusofMACMHBforthepastforty-fiveyears.

Weencourageyoutosharethisreportwithinyourowncommunitywithyourlocalstakeholdersandpartners.Together,wecaninsurethatMichigan’spubliclyfinancedsystemsofcarecontinuetoprovidetheservicesandsupportspersonswithdisabilitiesneedandareentitledtoreceive.

From the Leadership

OnbehalfoftheProviderAlliance,IampleasedtobeabletoplacethisletterinthefirstMAC-MHBAnnualReport.Thishasbeenaneventfulyearforallstakeholdersinthepubliclyfundedbe-havioralhealthsystem,certainlyincludingthemorethanseventymembersoftheProviderAlliance.Atitsinception,wewrestledwiththeexcitementanduncertaintysurroundingtheAffordableCareActandtherelatedseismicchangestoMichigan’sbehavioralhealthservicedeliverylandscape.Atitsconclusion,thewrestlingcontinuesbutwithatouchmoreclarityofvisionanddirectionandaglimpseofthethornydetailstocome.

Theyearalsosawmajorstrides inthedevelopmentofthevoiceoftheprovidercommunity.BuildingonthetrackrecordofthepreviousyearsourparticipationinthebusinessoftheAssociationcontinuedtogrow.WorkingtogetherwiththestaffandtheExecutiveBoardoftheBoardAssocia-tion,theProviderAlliancebecameanactiveparticipantontheAssociation’sstandingcommitteesandinternalworkgroups,andavotingmemberoftheExecutiveBoardandMemberAssemblyMeeting.OurmembersalsoactivelyparticipatedintherealmofStatepolicydevelopment,servingonseveralDCHworkgroups.

TheyearsawacontinuationofthelengtheninggrowthcurvefortheProviderAlliance.ProviderAlliancegrewinfrequency,attendanceandsubstance.OverthepastyearwehavehaddiscussionswithguestsrangingfromkeyDCHstaff,tostateregulatoryagencies,tostatelegislators.Wehavedevelopedtwopositionpaperstoofferinputintothedevelopmentofthepubliclyfundedbehavioralhealthcaresystem.Attheendoftheyear,incooperationwiththeBoardAssociationandtheStateAssociationsofAddictionServices,weheldaday-longsymposiumonhealthcarereform.

Welookforwardtothecomingyearandtocontinuingtoparticipateactivelyinthefurtherde-velopmentoftheMichiganbehavioralhealthservicesandsupportssystem.

TheMichiganAssociationofCommunityMentalHealthBoards(MACMHB)isatradeassociationcomprisedofforty-sixCommunityMentalHealth(CMH)boardsandseventy-oneaffiliatemembers,mainlyproviderorganizationsundercontractwithoneormoreoftheCMHboards.OrganizedundertheInternalRevenueCodeasa501(c)(4),MACMHBservicesincludethefollowing:

• Legislativeandpublicpolicyadvocacyonbehalfofitsmembership

• Ongoingconferencesandtrainingstoprovideeducationandtrainingservicestoitsmembers

• Accesstoproductsandservicesatdiscountedrates,suchase-learning,publications(bookletsandpamphlets),and services(teleconferenceconsultation,SUD-relatedtesting,andconsultation)

• OrganizationandsupportofannualCMHSPandPIHPcontractnegotiationswithBehavioralHealthandDevelop- mentalDisabilitiesAdministration(BHDDA)

• RegularaccesstomembersinleadershipfromBHDDA

• OrganizationofstandingandadhocworkgroupsmembershiptoworkwithBHDDA

• InApril,2011,theStateannouncedreceiptofaCMSplanninggranttoreorganizeandbetterintegrate servicesandsupportsforpersonswithMedicareandMedicaideligibility.Throughrobustadvocacyand workwithMichiganDepartmentofCommunityHealth(MDCH)representatives,MACMHBwasable toinfluencetheState’sproposedplantobetterservepersonswithbehavioralhealthanddevelopmental disabilitieswhohavedualeligibility.

• Forthefirsttimeinfiveyears,therewerenoreductionsinthegeneralfundsupportfor CMHandSUDservicesinthestatebudget.

• Withotherhealthcareandstakeholderpartners,MACMHBadvocatedinsupport oflegislationthatcreatesanewmechanismtoadequatelyfundMedicaidinMichi- gan.The$400millioninclaimsassessmentgeneratedareusedasmatchingfunds fortheState’sMedicaidprogram,makingitstotalvaluetothestate$1.2bil- lionforphysicalandbehavioralhealthanddevelopmentaldisabilitiesservices.

• Workingwithlegislators,MACMHBsuccessfullyadvocatedforlanguage intheFY2012andFY2013budgetsrequiringthatMDCHbegindevelop ingaprogramthatcreatesamedicalhomeforindividualsreceivingMed- icaidmentalhealthservices.MACMHBalsopartneredwiththeMichigan PrimaryCareAssociationtoprovideaproposaltoMDCHforaMed- icaidStateplanamendmentforhealthhomesforpersonswithchronic behavioralhealthanddevelopmentaldisabilitiesconditions.

GogebicCountyCMHSPinMichigan’supperpen-insulasponsoreditsfirstWalk A Mile In My Shoes rallyonMay23,2012ontheshoresofSundayLakeinWakefield,Michigan.TherallybeganwithashortprogramofspeakerswhichincludedJulieHautala,CEOGogebicCountyCMHSP;WilliamSlavin,COOofNorthCareNetwork;PatGallinaugh,PresidentoftheGogebicCountyRangeSuicidePreventionCouncil;ValSwanberg,GogebicCountyCMHBoardmember;Dr.KirkShott,staffmembertoSenatorCasperson;MissyLane,ChairofCMHanti-stigmacommittee,alongwithmanyconsumersandfam-ilymemberswhospokeabouttheirowndisabilityandrecovery.Organizerswereextremelypleasedtohaveover175participantsandattendees.Nextyear’seventhasbeenplannedforMay22,2013atSundayLakeParkinWakefield.

• Michigansentthirty-threeparticipants–CMHdirectorsandstaff,andprovidersfromacrossthestate–to theNationalCouncil’s2012Hill Day and Public Policy Institute,lobbyingfederallegislatorsandCMS forsupportofthestate’sproposedplanforpersonswithMedicareandMedicaideligibility.

• Toexpandthevoiceofproviderorganizationsandimproveadvocacyefforts,MACMHB’sMemberAs- semblyapprovedabylawschangetoprovidefourdesignatedaffiliatememberswithfullvotingprivileges.

• TheeighthannualWalk A Mile In My Shoes(WAM)rallywasheldontheCapitolstepsonMay9, 2012.OrganizedbyMACMHB’sPublicRelationsCommittee,participantsfromalloverthestatenum- beredover2,200.Thisyear’seventwasthelargestever,enjoyedwidemediacoverage,andwasthe largesteventinMichigantoraiseawarenessduringMentalHealthMonth.Aphotographfromtheevent isfeaturedonthecoverofthisreport.

•1,892attendeesparticipatedinMACMHB’s2011fall,and2012winter,andspringconferences.

•105trainingandeducationalworkshop/meetingswereplanned,managed,andsupportedbyMACMHB staff.Morethan7,520personsparticipatedintheseevents.

•TheRegionalBoardMemberEducationalForumswerecreatedbyMACMHB’sMemberServicesCom- mitteetoprovideeducationalopportunitiesforboardmembersnotabletoparticipateinworkweek trainingsandconferences.Initsthirdyear,thefiveforumsprovided34boardmembersfrom12different boardsinformationonFY12legislativeactivitiesandintegrativecareefforts.

•BoardWorks2.0hascompleteditsfifthyearofoperation.Thisvoluntarytrainingisdesignedtoprovide allCMHSPboardmemberswitheducationalandtrainingopportunitiestobuildadditionalskillsasboard members.ThroughFY12,308boardmembersfrom35boardshavereceivedtrainings.Ofthose,134 boardmembershaveearnedcertificatesreflectingtheirparticipationinallofthetrainings.

Forthethirdconsecutiveyear,allCMHsweremembersofMACMHB,andaffiliatemembershipinMACMHBexpandedtoseventy-oneorganizations,anincreaseoftenpercentfromFY11.

OrganizedbyMACMHB’sPublicRelationsCommittee,MACMHB’sTraveling Art Showcompleteditssecondtwo-yearcycle.Theartshow–featuringartbypersonswithpsychiatricandsubstanceusedisordersordevelopmentaldisabilities–travelsaroundthestateandisexhibitedbyCMHswithlocalcommunitypartners.Contributingartistsarepaidfortheirwork.Theartissoldviaauctionattheendofeachtravelingartcycle,andtheproceedsareusedtosubsidizethesubsequentartshow.Picturedatleftisoneofthepieces–anacryliconcanvas.

MACMHB’sConnectionsNewsletter,editedbyClintGalloway(IoniaCountyCMHboardmember),continuestobehighlyregardedthroughouttheState.Infiscalyear2012,itsfourthyearofpublication,Connectionssawyetanotherexpansion,inbothreadershipandpubli-cationcontent.

WhileoriginallyintendedforCMHboardmembers,thedistributionofConnectionswasexpandedin2009and2010toourproviderorga-nizations,Statelegisla-tors,andadministra-

tionofficeswithinStategovernment.Inaddition,recipientsoftheelectronicversionofthepublicationwereencouragedtoshareitwithintheirownorganizations.

In2011,distributionofthepublicationwaswidenedtoincludetwomoregroups:1)organizationsthatrepresentindividualsoragenciesthatprovideservicestosupportpersonswithdisabili-ties,and2)organizationsthatadvocateforsuchservicesandsupport.

ItisourbeliefthatthislargerreadershipsupportsthemissionofConnectionsintwoways:1)expansionoftheawarenessandunderstandingofMichigan’spubliclyfundedcommunity-basedsystemofsupportsandservicesforpersonswithmentalill-ness,seriousemotionaldisturbances,developmentaldisabili-ties,andsubstanceusedisorders;and2)thesepartnerswillbeanadditionalsourceforstoriesofthestrugglesandsuccessesofpersonswithdisabilitieslivingalifetheychooseintheircommunities.

Member Highlights

The Hal Madden Outstanding Services Awardhonors individuals from within the public mental health sys-tems who have made, over time, outstanding contributions to the public mental health system. Sadly, Hal Mad-

den, long time West Michigan CMH System board member and a five term President of MACMHB, passed away earlier this year. Mr. Madden served for fifty-five years on the West Michigan CMH System board.

One of his proudest accomplishments was bringing people home to their communities and out of “being locked up in those damned warehouses,” as he referred to state institutions. He was one of MACMHB’s founding members.

TheFY12recipientsoftheHal Madden AwardwereClintonGalloway,boardmemberofIoniaCountyCMH,editorofConnections,andaWesternRegionrepresentativeontheMACMHBExecutiveBoard;andChristinaWard,AdministrativeExecutivefortheMichi-ganAssociationofCommunityMentalHealthBoards.Ourcongratulationsandgratitudegoouttothesededicatedandlong-servingindi-viduals.

The Go To Bat Awardispresentedtoanindividualoutsideofthepublicmentalhealthsystem(DCHorCMH)whoexemplifiesex-traordinaryconcern,advocacyorleadership

aimedatimprovingthequalityandquantityofcommunity-basedmentalhealthservicesforpersonswithmentalillnessanddevelopmentaldisabilitiesinMichi-gan.TheFY12recipientwasVedaSharp,retiredCEOofDetroit-WayneCountyCMHAgency.

The Jim Neubacher Media Awardispresentedtoanindi-vidualororganizationfromthemediawhohasportrayedmentalhealthservicesaccuratelyandpositivelyinanefforttoreducestigmaofmentalillnessordevelopmentaldisabili-tiesinthecommunity.TheFY12recipientwastheGrand Rapids Press.

The Partners in Excellenceareregionalawardsdesignedtorecognizethosewhohave,intheprocessofutilizingcom-munitymentalhealthservices,enhancedtheperceptionofthoseservicesandtheirrecipientswithinthecommunity.

FY12recipientswereRobertDillaber,MetroRegion;PowerofPeerSupportPresentationTeam,CentralRe-gion;andRogerBoston,NorthernRegion.

MDCHalsoprovidestheannualRichard Wellwood Drop In Center Award.The2012recipientwastheLiber-tiesSouthDropInCenterinMacombCounty.

TheauditedfinalFY2011MACMHBfinancialstatementincludedacontributionof$181,906 tothefundbal-ance,whichhadbeendepletedoverthepastthreefiscalyears.Afundbalancecontributionof$171,677isanticipatedforFY2012basedontheunauditedyearendfinancialstatement.

Inanefforttocontinuediversificationandpursuitofnewrevenuestreams,MACMHB,throughitsMemberServicesCommittee,enteredpreferredvendoragreementswithcompaniesprovidingtelecommunicationsconsultingandsubstanceusedisordertestingandproductsservices.

ImprovementsinfeesandbillingprocesseshaveimprovedMACMHB’scashflowandfinancialposition.
