RESEARCH AND TEACHING INTERESTS

Global to local trends in natural resources conditions, utilization, ownership, management and societal interests have significant implications for research needs in the area of economics and policy. Using these trends as a basis for defining research priorities, I am focusing on resource sustainability and specifically the social and economic impacts of forest and other wildland use, timber harvesting and forest management practices; the use and effectiveness of various policy tools to promote sustainable natural resources management; the design, administration, and economic evaluation of forest and related natural resources policies and programs; and the valuation and taxation of forests and other wildland.

July 2001 – August 2006. Assistant Professor, Department of Forest Resources, University of Minnesota. November 1995 – June 2001. Executive Director, Minnesota Forest Resources Council. Provided executive leadership to the Minnesota Forest Resources Council, a 17 member state executive branch entity responsible for developing and implementing sustainable state forest resource policies and programs. Responsibilities included development and implementation of an integrated forest resources research program, a landscape-level sustainable forest management program, several monitoring programs, and information management cooperative, and education and outreach initiatives. Managed the Council’s $1.4 million annual operating budget and supervise Council staff. Managed the Council’s legislative funding and policy initiatives. 1994 – 1995. Forest and Environmental Policy Specialist, Minnesota Department of Natural Resources. Coordinated the development of a comprehensive forest resources policy for the state of Minnesota. Responsibilities included convening and administering a "Roundtable" of state forest resource interests, hiring and managing the services of various professional contractors, drafting legislation, and coordinating the development of a major legislative initiative which led to enactment of the Minnesota Sustainable Forest Resources Act of 1995. 1987 – 1994. State Planning Director, Minnesota Environmental Quality Board. Managed development of Generic Environmental Impact Statement on Timber Harvesting. Major responsibilities included developing the study’s conceptual framework and research methodology, managing the study’s $1 million study budget, hiring the project contractor, and providing direction for the work of the project’s 60 scientists, identifying appropriate policy and program responses to effectively address study findings, administering a citizen advisory committee, and coordinating an extensive public review process. 1984 – 1987. Agricultural Economist, Minnesota Department of Revenue. Developed and administered a statewide program for modeling agricultural and forest land values based on their income producing capability. Conducted economic analysis of rural land and natural resources tax policies. Annually administered and published a statewide agricultural cash rental study. Prepared and presented a research report to the 1985 Minnesota Legislature on alternative income-based methods for valuing agricultural land. 1982 – 1984. Research Associate and Assistant, Dept. of Forest Resources, University of Minnesota. Conducted economic and policy research on property taxation policies and potential policies applied to Minnesota's forest lands. 1981. Natural Resources Inventory Specialist, Pine County Land Department . Conducted on-site inventories of state and county-administered forest lands including the development of detailed descriptions of forested tracts, individual stands, and forest management and planning considerations.
