1.1 Introduction An emergency or major incident in any event or circumstance (happening with or without warning) that causes or threatens death or injury, disruption to the community, or damage to property or to the environment on such a scale that the effect may not be dealt with by the emergency services, local authorities and other organizations as part of their normal day-to day activities. Although there is no statutory responsibility for communities to plan, respond, or recover from emergencies, it is good practice to identify local hazards and make simple plans on how the community could respond to them. Mevagissey is at risk from Tidal & Fluvial flooding events and this plan has been developed in response to recent events that caused significant damage to property and disruption to the community. The plan has been designed to remain flexible enabling it to adapt to any given circumstance

1.2 Ownership Mevagissey Flood Plan is owned and maintained by the Mevagissey Flood Watch Group in conjunction with Mevagissey Parish Council. The Mevagissey Flood Watch Group is responsible for the publication and distribution of the flood plan. 1.3 Aim To increase the resilience and awareness within Mevagissey to flooding through developing a robust co-coordinated approach that compliments the plans of responding agencies. 1.4 Objectives Identify the risks to the Community in the event of a localised or more severe flooding event and relevant response actions

• Identify resources within the Community available to assist during an emergency • Provide key contact details of the Mevagissey Flood Watch, • Key Community Resources, the Emergency Services and Local Authorities • Identify the risks to the Community in the event of a localised or more severe flooding event

and relevant response actions • Identify vulnerable people within the Community • Identify resources within the Community available to assist during an emergency

1.5 Plan Activation This plan will be activated on any or all of the following; • Receipt of a flood warning from the Environment Agency (Flood Warnings Direct) • Receipt of a flood warning from the Environment Agency (Pilot Warning Scheme) • Weather conditions • Indication of water build up • Other Community Flood Groups • Met Office Flood Warnings • Information received from those residents situated close to the Harbour or Mevagissey Flood

Zones.

TRIGGERS AND PROCEDURES 1. Flooding is observed

If you discover signs of flooding in your local area follow the procedures set out in LOCALISED FLOODING OBSERVED BY WARDENS. Call one of the Flood Group Emergency Coordinators immediately. Also report the flooding by calling:

Emergency Services on 999 Flood Line on 0845 9881188

Specific locations most prone to early signs of surface water flooding are listed in Flood Zones Flood Warnings Direct All Community Flood Wardens must register for the free Flood Warnings Direct service from the Environment Agency. This service issues warnings based upon the severity of the flood risk (See explanation of codes). Actions to be taken by Community Flood Wardens depend upon the level of warning: FLOOD ALERT, FLOOD WARNING and SEVERE FLOOD WARNING.

3. Warnings from the Flood Group

The Flood Coordinators may issue alerts and warnings if they are notified directly through the Environment Agency’s Pilot Warning Scheme (see Pilot Scheme). Also an alert may be received from another community flood group that has experienced flooding. Actions to be taken by Flood Wardens depend upon the level of warning: FLOOD ALERT, FLOOD WARNING and SEVERE FLOOD WARNING.

4. Monitoring of drains and watercourses

It is the responsibility of each Flood Warden to monitor the state of flood defences, watercourses and drains within each Area. Flood Coordinators should assign Flood Wardens to assist with routine monitoring. Any debris or blockages that pose a flood risk should be reported to one of the Flood Group Coordinators who will record the problem and notify the relevant authority.

Under no circumstances should you put yourself or others at risk to fulfill these tasks. When inspecting local flood defences, streams and drains always prioritise your own safety. Do not place yourself at risk. Always work in pairs or small groups. Wear a high visibility jacket. Do not attempt to enter streams or rivers. Do not attempt to unblock drains or remove obstructions yourself.

1.6 Communication Flow Chart One of the most important factors is communication. For the plan to work effectively, communication has to be two way. This communication is the key to developing resilience and provides the information necessary to understand the needs of the community as well as advising government bodies of current situations.

1.7 Review The content, structure and procedures of the Mevagissey Flood Plan shall be reviewed each year. The updated Plan shall be published in full each year and presented at the Annual General Meeting of the Mevagissey Parish Council. Community Flood Wardens will receive a new copy of the plan each year and must return the previous version. 1.8 Testing

• A full activation and test of the Community Flood plan shall be undertaken each year with support of the Environment Agency, where possible.

1.9 Vulnerable areas and properties 1. Community Flood Wardens should form their own understanding of areas and properties that

may require priority support 2. A list of properties requiring priority support during a flood event should be held by the Flood

Group Emergency Coordinators.

What it means Flooding is possible. Be prepared. When it's used Two hours to two days in advance of flooding. What to do

- Be prepared to act on your flood plan. - Prepare a flood kit of essential items. - Charge your mobile phone. - Monitor local news and weather forecasts. - Monitor local water levels and the flood forecast on the Environment Agency website.

Flood Warning: South Cornwall Coast

What it means Flooding is expected. Immediate action required. When it's used Half an hour to one day in advance of flooding. What to do - Move family, pets, valuables and important documents to a

safe place. - Turn off gas, electricity and water supplies if safe to do so. - Put flood protection equipment in place. - Be prepared to evacuate your home.

Severe Flood Warning

What it means Severe flooding. Danger to life. When it's used When flooding poses a significant threat to life. What to do - Stay in a safe place with a means of escape.

- Be ready should you need to evacuate from your home. - Co-operate with the emergency services. - Call 999 if you are in immediate danger. - Avoid walking or driving through flood water. - Avoid sources of electricity. - Stay in a high place with a means of escape.

Warnings no longer in force

What it means No further flooding is currently expected in your area. When it's used When river or sea conditions begin to return to normal. What to do Be careful. Flood water may still be around for several days.

If you've been flooded, ring your insurance company as soon as possible.

2.1 Purpose To establish a uniform system for creating and maintaining official communication between the EA and Mevagissey Flood Wardens.

2.2 Mevagissey Flood Watch The Mevagissey Flood Watch (MFW) will coordinate the community’s response to a flooding event, ensure that vulnerable people are cared for and promote self help to all potentially affected householders. They are also responsible for keeping the plan up to date.

3.0 Flood Watch Committee Oversee the completion and updating of the Mevagissey Flood Plan Aim to have the plan regularly reviewed and updated Report annually to the Community detailing if the plan has been activated and highlighting any changes to the MFW members. 4.0 Health & Safety Considerations Your personal health, safety and wellbeing are of paramount importance. Do not place yourself at risk of injury or harm while undertaking your role as a Community Flood Warden. This applies not only during a flood event, but any activities you may be involved in before and afterwards. Keep the following health and safety points in mind at all times:

times Communications � Do not rely upon your mobile telephone as a means of communication. Maintain

4.4 Role of authorities during a flood Police The role of the Police during flood events is to:

§ co-ordinate the Emergency Services; § assist in the saving of life and protection of property; § where practicable establish cordons to facilitate the

work of the other Emergency Services in the saving of life, the protection of the public and the care of survivors;

§ oversee any criminal investigation; § facilitate inquiries carried out by responsible accident

investigation body; process casualty information and responsible for identifying and arranging for the removal of the dead;

§ in the event of the agreed procedures for warning and informing communities at risk not being effective, then, where practicable, assistance will be given.

Fire & Rescue Service

The role of the Fire & Rescue Service in a flood event is to: § save life and rescue trapped persons from fire,

wreckage or debris; § contain and extinguish fires and undertake protective

measures to prevent them; § prevent, contain and make safe spillage or release of

chemicals, radioactive materials or other hazardous substances;

§ assist the Ambulance Service with casualty handling; § assist the Police with the recovery of bodies; § carry out essential damage control operations, such as

pumping out flood water and salvage works (there may be a charge for this);

§ assist other relevant agencies, particularly the local authority, to minimize the effects of major flooding on the community.

Environment Agency

The role of the Environment Agency during flood events is to: issue flood warnings; § maintain and operate vital flood defences; § monitor water levels and flows, assess risk and advise

the Emergency Services and Local Authority; § check flood defences and undertake essential repairs

and maintenance as necessary, monitor and clear blockages of culverts and breaches of defenses;

§ advise the Police on the need to declare a major civil emergency;

§ provide representatives to the various emergency control points.

Local Authorities

In major flooding situations, local authorities provide an immediate response in order to care for people affected. The precise nature and extent of response will depend upon available resources and local arrangements. Local authorities could provide the following: § emergency care including feeding, accommodation and

welfare for those who have been evacuated from their homes or those affected by flooding but remaining in their homes;

§ emergency transport for personnel, equipment, materials such as sandbags and, if necessary, evacuation;

§ information services for liaison with the media on the local authority response and for information to the pubic, relatives of evacuees and so on;

§ flood alleviation – for flood prevention, such as, clearance of blocked culverts, for dealing with flooded roads and diversions and may also include other assistance to the public, such as drying-out facilities and issuing sandbags;

§ emergency environmental health advice for actions relating to environmental problems caused by flooding.

4.7 Pilot Early Warning Service St Blazey & Mevagissey Pilot Early Warning Service Background Information Nature of the pilots Following the flash flooding of November 2011, the pilots in Mevagissey and St Blazey have been set up, on a trials basis, with the agreement of Community Flood Plan groups and the Environment Agency. The aim is to share real time information which could help the communities take effective action in advance and during flooding. The effectiveness of the pilots will be reviewed on a six monthly basis. The pilots are additional to the standard flood warning service offered by the EA. Sharing information The Environment Agency will share weather/flood forecast information. The information will not usually be specific to Mevagissey or St Blazey, but instead will cover larger areas (e.g. south Cornwall or Cornwall). The forecasts will sometimes be low probability of high rainfall amounts. River level/trash screen and rain gauge alarms will also be shared. These are specific to Mevagissey and St Blazey. Thresholds are set low enough to aim to provide some advance warning, although these alarms will not necessarily lead to flooding. We have agreed thresholds, to aim to strike a balance of sharing relevant information. We will work together to refine the thresholds and use a checking system where flood wardens and Environment Agency Flood Warning Duty Officers (FWDO’s) will discuss and validate information by grounding truthing. Provision of information FWDO’s will endeavour to share timely information with the flood wardens. During flooding incidents, FWDO’s are often very busy (they cover all of Cornwall, Plymouth and west Devon). Sometimes they may not be able to provide the information as soon as flood wardens would like but will do their best. Information is often provided via a “cascade” telephone system. Sometimes there may be a time lag before flood wardens receive information. Telemetry and communications Level 3 Flood Alerts are triggered by river level and rain gauges. These trigger texts and emails to be sent to flood wardens and FWDO’s. The pilot is using a range of information (forecast and actual), to reduce the reliance on a single system, in case of breakdown. Unexpected flooding We will do our best to share information. Sometimes flooding can occur unexpectedly. Weather forecasts do not always predict flooding. Rain and river gauges do not always detect problems – for example the rain can miss the gauges, or flooding can arise from surface water run-off. Screen Alarms Flood wardens will receive texts/emails informing of high water levels at the same time as EA duty officers. We will be closely monitoring conditions.
