INTRODUCTION

• MMDA, being the Lead Agency of the MMDRRMC is holding for the first time, a Metro-wide Earthquake Drill on Thursday, 30 July 2015.

• The Metro Manila “Shake Drill” shall commence simultaneously beginning at 10:30 a.m.

• National Government Agencies, Local Government Units, Barangays or Villages and Subdivisions, Commercial Establishments, Private Offices, Private and Public Schools of all levels, Hospitals, Factories and other sectors.

OBJECTIVES

• Raise awareness on the anticipated worst-case earthquake disaster event that can affect Metro Manila and enhance earthquake safety consciousness of the public in general.

• To test individual and organizational response during the occurrence of a very strong earthquake or ground-shaking

• Address organizational response gaps relative to earthquake disasters.

SCENARIO

• At around 10:30 a.m., 30 July 2015 Metro Manila experiences a strong jolt followed by a series of severe ground-shaking. The earthquake lasts for 45 seconds causing panic among the people and undetermined damages.

• Electric Power is down; there are no communications; traffic stood still; people are screaming and crying; equipment in offices are scattered, and many buildings suffered damages.

SCENARIO (2)

• At around 11:00 a.m., Dr. Solidum of PHIVOLCS announces on broadcasts stations that the earthquake emanated from the West Valley Fault and the estimated strength is Magnitude 7.2

• Radio and Television that are able to go ON AIR receive reports from their field staff about the extent of damages brought about by the earthquake to the different areas in Metro Manila.

SCENARIO (3)

• There are several fires that broke out in Manila, Malabon and Navotas. Sirens from firetrucks are blaring everywhere and numerous smoke are seen in these cities.

• There were numerous reports of injured in Kalookan, Quezon City, Valenzuela, San Juan and Mandaluyong and lots of groups are attempting to help the injured.

SCENARIO (4)

• Field reporters give account of lots of debris cluttered along major and secondary thoroughfares in Pasay, Paranaque, Las Pinas, Muntinlupa, Pateros, Tagig and Makati. There are several dead bodies seen in Pasay City near RoxasBlvd and Taft Ave.

• There were lots of residential structures that collapsed in Pasig and Marikina and there were reports of victims trapped in these houses that were severely damaged.

EXPECTED RESPONSE

• EVERYONE PERFORMS “DUCK, COVER AND HOLD” PROCEDURES STRTING AT 10:30 A.M ON JULY 30, 2015 SIMULATING THE OCCURRENCE OF A VERY STRONG EARTHQUAKE. THIS ACTION LASTS FOR 45 SECONDS AND THE TRIGGER WILL BE THROUGH RADIO OR TV BROADCASTS, CHURCH BELLS, BUILDING ALARM SYSTEMS AND OTHER AUDIBLE SIGNALS.

EXPECTED RESPONSE (2)

• AFTER 45 SECONDS AND ONCE THE SIGNALS STOP, EVERYBODY EXECUTES BUILDING EVACUATION PROCEDURES BASED ON THE PLAN OF EACH ORGANIZATION OR SECTOR. EVERYBODY PROCEEDS TO THEIR RESPECTIVE ASSEMBLY POINTS OR EVACUATION AREA AND PERFORMS ACCOUNTING PROCEDURES.

EXPECTED RESPONSE (3)

• In addition to individual response and executing evacuation procedures, each organization or sector within the Oplan Metro YAKAL designated Quadrant shall perform additional exercises to be done by their respective ERTs or Emergency Response Teams. For example: Fire Fighting Team, Medical Team, Rescue Team, and others.

• After the exercises or drill, each organization shall evaluate themselves on how they executed their emergency action plans.

BASIC ASSUMPTIONS

• THE OBJECTIVES OF THE METRO-WIDE SHAKE DRILL IS TO TEST INDIVIDUAL AND ORGANIZATIONAL RESPONSE TO A STRONG EARTHQUAKE AND ENHANCE THE EMERGENCY PLANS AND CAPACITIES.

• THEREFORE, THE BASIC PREMISES ARE:– EVERYONE IS KNOWLEDGEABLE ON WHAT TO DO

DURING A VERY STRONG EARTHQUAKE, AND– EVERY ORGANIZATION HAS AN EMERGENCY

RESPONSE PLAN THAT CAN BE TESTED (Example: Building Emergency Evacuation Plan, Medical Response Plan, Fire Fighting Plan, among others)

GENERAL GUIDELINES

• EACH CITY WITHIN THE QUADRANT SHALL PERFORM RELATED ACTIVITIES IN THEIR RESPECTIVE STAGING AREAS

• THE COMMUNICATIONS LINK BETWEEN CITIES, QUADRANT STAGING AREA, MMDRRMC COMMAND POST, AND NDRRMC OPCEN SHALL BE TESTED.

• MMDRRMC SHALL CONVENE AT THE EOC TO BE ESTABLISHED ALONG MACAPAGAL BLVD., PASAY

• MMDRRMC AGENCIES SHALL ASSSIGN FOCAL PERSONS IN EACH QUADRANT STAGING AREA TO CONSTITUTE THE QUADRANT INCIDENT MANAGEMENT TEAM AND HANDLE THEIR RESPECTIVE CLUSTERS

GENERAL GUIDELINES (2)

• DEMONSTRATION ACTIVITIES ASSIGNED TO EACH QUADRANT SHALL BE PERFORMED JOINTLY BY THE RESPONSIBLE CLUSTER (EX: SRR, MEDICAL, RELIEF, MDM, AND FIRE SUPPRESSION, DEBRIS CLEARING)

• NATIONAL AGENCIES (AFP, DSWD, DPWH, PNP, DOH, DILG, ETC.) MAY TEST THEIR RESPECTIVE MOBILIZATION SCHEMES TO SUPPORT THE QUADRANT ASSIGNED TO THEM

• VOLUNTEERS (FIRE BRIGADES, MOTORCYCLISTS, COMMUNICATIONS GROUPS) MAY BE TAPPED TO PERFORM DURING THE DEMONSTRATIONS

GENERAL GUIDELINES (3)

• AERIAL ASSETS (HELICOPTERS) MAY ALSO BE UTILIZED TO ADD REALISM AND INTEREST.

• PRIVATE SECTOR RESOURCES SUCH AS HEAVY EQUIPMENT AND WATER PURIFICATION OR SUPPLIES MAY PARTICIPATE IN THE ACTIVITIES OF THE QUADRANT. OTHERS NEED NOT GO TO THE QUADRANT STAGING AREAS.

• COORDINATION MEETING AND PLANNING, WALK-THROUGH AND REHEARSAL ACTIVITIES ARE ENCOURAGED. DEMO SCRIPTS MAY BE CRAFTED AT THE CITY OR QUADRANT LEVEL.
