INTRODUCTIONS

• Members of the Working Group introduced themselves BTA COMPLIANCE DOCUMENT & MAPS In June 2005, participating cities and jurisdictions were sent maps and documents including the information previously provided by them. They were asked to review the information and submit comments by the end of June. A spreadsheet was prepared to show the status responses. Again, cities and jurisdictions were reminded that the accuracy of the information is dependent on their input and review. The information will be used for a public map and can be used for funding purposes. If any city or jurisdiction has additional comments, send the information to Matt Benjamin ([email protected]). CONGESTION MITIGATION FEE Robert Calix of Metro was invited as a guest speaker to present the Nexus Feasibility Study – Phase I. The Nexus Study is being conducted in order to determine the feasibility of implementing a countywide Congestion Mitigation Fee to address the regional impacts of new development. The Congestion Mitigation Fee is a one-time impact fee applied to all types of new development to fund transportation improvements. The final proposed fee program will be presented to the Metro Board by June 2006. Details of the presentation are in the handout entitled Nexus Feasibility Study – Phase I.

Questions and Answers on Congestion Mitigation Fees

• Are there cities with fees? There are currently 19 cities that have mitigation fees.

• How are the costs calculated? The costs for the mitigation fee will be calculated based on the total cost of regional project priorities.

• How can a project get on a list to be considered for funding? Since this is a regional

project, the Sub-regional Councils of Governments (COGs) are the organization that would provide a list of projects. Cities should coordinate with their sub-region.

• Can an individual city get funding? Funding will be regional and could be done through

a Council of Governments (COG) or Joint Powers Authority (JPA).

• How is the money going to be used for bicycle infrastructure? It is not clear in Phase I. Phase II will need to consider bicycle projects in the calculation.

• Where will the fees be applied? A fee generated from a city may be used for that

particular city or within the sub-region.

• Trip counting usually doesn’t count bikes. Will the calculation show that auto trips can be replaced by bikes? Phase II will deal with that issue. If Phase II uses SCAG data, bikes will most likely not be considered.

• What happens to existing Congestion Mitigation credit/debit? The issue is not yet

resolved.

• Will the funds be a part of the Metro Call for Projects? Most likely the funds will be regional funding, much like prop A or C funding.

METRO’s BTSP DRAFT VISION, GOALS, POLICIES, STRATEGIES AND KEY PERFORMANCE MEASURES The draft BTSP policy document was presented to the working group. The main vision for the BTSP is to:

“ Provide regional leadership in making bicycling an integral part of travel choices in the region, integrating bicycle planning and facilities in transportation projects and promoting the linkage between bicycling and the countywide transit network “.

In addition to the vision, there are a total of 6 major policy objectives. Each policy objective has goals, strategies and key performance measures. The major policy objectives are : I. Provide Leadership in Regional Bicycle Planning and Funding Strategies II Improve Bicycle Parking and End-of-Trip Bicycle Facilities Across the County III Improve Bicycle Users Access to Transit Systems IV Promote and Improve Employer Bicycle Incentive Programs V Provide Leadership in Regional Bicycle Transportation Marketing VI Increase and Promote Bicycle Education and Safety Programs Metro’s BTSP Vision, Goals, Policies, Strategies and Key Performance Measures handout dated July 20, 2005 includes all of the details. Policy Discussion Objective I

• Goal 1 – add to strategy section another item f to say, encourage cities and agencies to have a bicycle coordinator or non motorized staff

• Goal 3 – change strategy c to read Encourage arterial improvements and parallel projects that include bicycle facilities, regardless of if it is on a master plan.

• Goal 6 – add a goal to be titled Facility Design and Signage at Local Level. Strategies include a) make it a standard review of routine accommodation for all roadways and b) routine accommodation may be considered at time of slurry seal, restriping, recurb, etc.

Objective II

• Objective II title should add … such as bicycle parking and other bicycle facilities • Goal 1 – add to strategy to include bicycle parking at bus stops (especially when racks on

buses are full. • Goal 3 – strategy a) should read …proximity to station entrance and transit stops to

increase rack use… : • Goal 4 – should read Promote innovative bicycle facilities for business and commercial

development, local … • Goal 4 – add strategy c) encourage wayfinding signage to bicycle parking and other

facilities such as showers, changing rooms, etc. Objective III

• Goal 1 – strategy b should read identify and remove barriers and bicycle safety hazards and improve access, wayfinding, etc in the area of transit stops and stations.

Objective IV

• Goal 1 – delete the word large from the reference of large employers. Delete the words who utilize and replace it with to encourage

Objective V Goal 1 – delete the words In coordination with health care providers, schools, and others ». Goal 4 – add goal 4 to include Media Campaign focusing on bicycle transportation and strategies to include a) use traditional public relations strategies such as press releases, news features, PSAs, etc b) consider advertising PSAs at bus shelters, buses, metro, etc. Goal 5 – add goal 5 to include an option for bike transit use on Metro’s Trip Planner. OBJECTIVE VI

• Goal 1 – to read Promote youth and adult bicycle education and safety programs Delete words … including socioeconomic and ethnic sensitive programs .

• Goal 2 – strategy to include law enforcement. Add a key performance b) coordinate with law enforcement
