Message from the Director

Praise Allah the Almighty, because of His blessings SEAMEO Regional Centre for QITEP in

Mathematics has successfully conducted several programmes since it was launched in

2009. During its first and second year, SEAMEO Regional Centre for QITEP in Mathematics

has run programmes, as mentioned in the 2010/2011 Annual Report, to enhance the

quality of mathematics education in SEAMEO member countries. In the third year, the

Centre has also successfully held various programmes, including regional training and in-

country courses in which the Centre has reached several Indonesian regions and one

country in its effort to spread the quality enhancement of mathematics teachers and

education personnel.

The 2011/2012 Annual Report presents a brief description of SEAMEO Regional Centre

for QITEP in Mathematics programmes done within the year. The programme includes

workshops, regular courses, in-country courses, regional training, benchmarking,

international symposium, International seminar, research, short courses, the 2nd

Governing Board Meeting, Regional Wide Assessment meeting, and journal publishing.

This Annual Report is a glance of the Centre’s performance and mandate in executing the

programmes in its third year.

In this regard, we wish to extend our deep appreciation to the Ministry of Education and

Culture of the Republic of Indonesia, SEAMEO Secretariat, SEAMEO Council Official, and

other Centres in SEAMEO for their continuous support of SEAMEO Regional Centre for

QITEP in Mathematics. Our appreciation also goes to all the Governing Board Members

for the wisdom and great support as well as ideas for improving the programmes of the

Centre.

The high commitment, experience sharing, and networking among education institutions

in SEAMEO, affiliate members, and associate members support the Centre to provide its

best service in improving the quality of mathematics education in Southeast Asia.

Executive Summary

SEAMEO Regional Centre for QITEP in Mathematics (hereafter called as QITEP in

Mathematics) is consistently improving its quality and service in developing and

improving the quality of mathematics teachers and education personnel in the Southeast

Asian region.

In fiscal year 2011/2012, QITEP in Mathematics has successfully conducted several

programmes including workshops, regular courses, in-country courses, regional training,

benchmarking, research, international symposium, international seminar, research, short

courses, the 2nd Governing Board Meeting, Regional Wide Assessment meeting, and

journal publishing. These activities, on one hand, prove that the Centre is strongly

enthusiastic to implement the programmes of the Five-Year Development Plan. On the

other hand, they have become challenges for the Centre to overcome to actualize its

commitments.

Workshop

From July 2011 to June 2012, QITEP in Mathematics conducted 7 workshops to prepare

materials for courses and other academic programmes in the Centre which were

supported and funded by the Government of Indonesia. These workshops involved 110

participants consisting of mathematics teachers, education personnel, experts, college

students, as well as structural and functional officials and staff of both QITEP in

Mathematics and PPPPTK Matematika (Centre for Development and Empowerment of

Mathematics Teachers and Education Personnel/CDEMTEP).

Course

QITEP in Mathematics delivered 4 regular courses. The titles for those regular courses are

Course on Joyful Learning in Mathematics Education for Primary School Teacher, Course

on Developing Lesson Study in Mathematics Education for Primary School Teachers, and

Course on Clinical Supervision in Mathematics Education. Course on Joyful Learning in

Mathematics Education for Primary School Teacher was held from 2 to 22 July 2011 and

followed by 25 elementary school teachers from Southeast Asian countries. Another

course with the same title was conducted from 26 March to 15 April 2012 and attended

by 24 participants from 6 SEAMEO member countries. Course on Developing Lesson Study

in Mathematics Education for Primary School Teachers was dated 23 April to 13 May 2012

and Course on Clinical Supervision was held on 21 May to 10 June 2012.

In 2011, the Centre conducted 3 in-country courses; 1 in Lao PDR and 2 in Indonesia. The

first course, which was conducted in Lao PDR and held on 26 September to 2 October

2011 entitled ‘In-country Course on Clinical Supervision’. Thirty school supervisors

participated in the course. The next two courses were conducted in Indonesia. On 28

October to 2 November 2011, the ‘In-country Course on the Utilization and Development

of IT-based Software for Mathematics Junior High School’ was held in Asahan, North

Sumatera, Indonesia. The course was followed by 30 participants. The ‘In-country Course

on Teacher-made Teaching Aids’ was held at Bodon Elementary School, Yogyakarta,

Indonesia, and attended by 30 elementary school teachers.

Besides regular and in-country courses, the Centre also conducted 3 regional trainings

entitled ‘Joyful Learning in Mathematics Education for Primary School Teachers’. They

were conducted in three provinces in Indonesia; Bali, Makassar and North Sumatera. The

regional training conducted in Bali was held on 24 to 29 November 2011. On 14 to 19

December 2011, the next regional training was held in Makassar, South Sulawesi. Medan,

North Sumatera became the province where the last regional training was held, it was

dated 17 to 22 December 2011. The regional training was followed by 30 participants

each.

Information Dissemination

Information about QITEP in Mathematics is disseminated through various media, such as

leaflet, booklet, CD, and internet. The information consists of the Centre’s profile,

programmes, course materials, and others.

Management

At the moment, the Centre is lead by a Centre Director. The Director is assisted by an

Acting Deputy Director for Programme, an Acting Deputy Director for Administration, a

research specialist, a training specialist, an IT specialist, and four Acting Heads of

Divisions. Nevertheless, the position of Acting Deputy Director for Programme has been

vacant since January 2012, while the position of Acting Deputy Director for

Administration has been vacant since March 2012.

The Centre is located in the compound of PPPPTK Matematika/CDEMTEP. Recently, the

Centre has 15 administrative staff and 3 seconded staff from CDEMTEP.

Future Agenda

In the fiscal year 2012/2013, QITEP in Mathematics will be conducting various activities as

stated in its Five-Year Development Plan. These activities, such as courses, benchmarking,

regional wide assessment meeting, etc., are intended to enhance the quality of

mathematics teachers and education personnel in the Southeast Asian region. In addition,

QITEP in Mathematics will also conduct a research block grant programme. It is intended

to gather findings and innovation in the field of mathematics education. The research

block grant will be awarded not only to mathematics teachers but also mathematics

experts (lecturers, teacher trainers, and supervisors). In turn, it is expected that the

research will enhance the quality of mathematics education.

The course on joyful learning enabled participants to learn and practice teaching

mathematics using joyful activities. They were taught to use teaching aids, games, video

and interactive activities to increase mathematics understanding. As mentioned in the

title of the course, its target is primary school teachers from Southeast Asian countries. In

the first Course on Joyful Learning in Mathematics Education for primary school teachers

2011, the participants experienced mathematics learning through origami with Prof. Dr.

Masami Isoda from Tsukuba University, Japan. Each SEAMEO member country, Brunei

Darussalam, Cambodia, Lao PDR, Malaysia, Myanmar, Singapore, Thailand, The

Philippines, Timor Leste, Vietnam and Indonesia, sent its delegate(s). The later joyful

learning course was attended by elementary school teachers from Brunei Darussalam,

Cambodia, Lao PDR, Malaysia, Thailand, The Philippines, and Vietnam.

During the course on lesson study, 24 participants learned the basic concepts of “plan”,

“do” and “see” in lesson study. In this course, the participants gained much experience

from Prof. Dr. Masami Isoda from Tsukuba University on implementing lesson study.

The course on clinical supervision was dedicated to supervisors, principals and vice

principals. During the course, participants obtained insights on mutual coordination and

collaboration in administration and educational programmes in schools. Prof. Frederick

Leung (University of Hong Kong) presented materials on the Concepts and Theories of

Academic Supervision, Principles of Clinical Supervision, and Characteristic of Clinical

Supervision. Dr. Ho Weng Kin from the National Institute of Education, Singapore also

shared with the participants on Mathematics Education in Singapore: Current Trends and

Future Directions.

In the In-country Course on Clinical Supervision in Mathematics Education, high school

supervisors in Lao PDR were provided materials on strategies for improving mathematics

learning, the basic concepts of clinical supervision, the philosophy of mathematics

education, and mathematics teaching using computer technology.

The next in-country course is entitled Teacher-made Teaching Aid for Primary School

Teachers. In this course, the participants were trained to develop teaching aids from

simple and recycled materials from their surrounding environment.

Another in-country course held by the Centre is on Utilization and Development of IT-

based Mathematics Learning for Junior High School Teachers. It was attended by

mathematics junior secondary school teachers in SMP N 6 Kisaran, Asahan District, North

Sumatera Province, Indonesia. They learned about teaching and learning mathematics

using technology, such as computers and mobile phones.

From July 2011 to June 2012, QITEP in Mathematics held 3 regional training on Joyful

Learning in Mathematics Education for Primary School Teachers at three different places

As mentioned in the title of the course, the target participant was primary school

teachers. During the course, they learned how to teach mathematics in joyful activities

Benchmarking

To continuously improve the quality of Centre programmes, benchmarking becomes one

of the programmes conducted by QITEP in Mathematics in the fiscal year 2011/2012. The

resume is as follows.

From 8 to 14 October 2011, three officials from QITEP in Mathematics and one official

from CDEMTEP joined a study visit programme in Capital Normal University (CNU) Beijing

and Jiangsu University Nanjing. These delegates, Prof. Subanar, Ph.D., Puji Iryanti,

M.Sc.Ed., Abu Ma’ali Iskrimunanto, S.Pd., and Dr. Wahyudi, explored and discussed the

possibilities of collaborations between QITEP in Mathematics and the two universities.

They also learned about the mathematics teacher education and training system in the

People’s Republic of China.

Another benchmarking programme, conducted from 27 November to 3 December 2012,

aimed at finding several factors that might influence the best results of Hong Kong

students in TIMSS and PISA. Those factors should be taken into account in improving the

quality of mathematics education in SEAMEO member countries. Therefore, QITEP in

Mathematics assigned Dr. Ida Karnasih and Fadjar Shadiq M.App.Sc., while CEDEMTEP

sent Sri Wardhani, M.Pd., to have a study visit in Hong Kong. During the programme, they

observed and learned pre-service and in-service programme of mathematics education at

the University of Hong Kong, Hong Kong Institute of Education, and Education Bureau of

Hong Kong.

International Symposium

QITEP in Mathematics has successfully held an international symposium on mathematics

education innovation entitled ‘Connecting Practice and Research: Working towards

Mathematics Literacy’ on 18-19 November 2011. It was conducted as an international

forum to foster the exchange of innovative ideas and strategies for mathematics teaching

and learning and to establish collaboration and partnerships among mathematics

educators.

The symposium was facilitated by several experts in mathematics education such as

Associate Professor Allan Leslie White, Ph.D. and Catherine Attard from University of

Western Sydney, Australia and Associate Professor Ng Swee Fong, Prof. Lee Peeng Yee,

Eric Chang Chun Ming, Ng Kit Ee Dawn and Wanty Widjaja, Ph.D. from the National

Institute of Education (NIE), Singapore. It was followed by more than 70 participants who

were exposed to the strategies for teaching a more diverse group of students, ensure

students’ maximum achievement, and engage those who wish to pursue a career in

mathematics.

International Seminar

On 14 March 2012, QITEP in Mathematics held a one-day seminar and workshop entitled

‘Toward the Betterment of Mathematics Education’. This seminar was divided into three

sessions in which each contained lectures and discussions. In the first session Prof. Mohan

Chinnapan, Ph.D. from University of South Australia was invited to be the resource

person. In the second session, Mr. Fadjar Shadiq, M.App.Sc. and Ms. Puji Iryanti, M.Sc.Ed.

continued with the discussion on Problem Solving Approach. In the last session, Dr.

Wahyudi delivered a presentation on TIMSS. The participants from QITEP in Mathematics

and CEDEMTEP enthusiastically followed the seminar.

General Lecture

In order to obtain a better understanding of Continuous Professional Development (CPD),

QITEP in Mathematics conducted a general lecture on 20 October 2011 inviting Prof.

Johny Lott, the past president of the National Council of Teachers of Mathematics

(NCTM), USA,

QITEP in Mathematics in collaboration with CDMTEP conducted another general lecture

on 31 October 2011 entitled ‘The New Era of Mathematics’, inviting Kim Schriefer from

the International Academic Relations of Wolfram Research and Dr. Paritosh Mokhasi from

Technical Service of Wolfram as speakers.

Research

From October to November 2011, QITEP in Mathematics has conducted research on the

sustainability of lesson study in 3 provinces of Indonesia, Brunei Darussalam, Cambodia,

and Thailand. It was a follow-up programme related courses on lesson study conducted

from 2009 to 2011. The research involved selected alumni of these courses as co-

The goals of the short courses attended in New Zealand were to learn best practices from

Hamilton University and Victoria University in terms of quality improvement programmes

of mathematics teachers and education personnel and to hold mutually beneficial

discussions and meetings to establish a long-term relationship.

As a newly established Centre, QITEP in Mathematics needs to learn from its sister

centres, such as INNOTECH (SEAMEO Regional Centre for Educational Innovation and

Technology) and SEAMOLEC (SEAMEO Regional Open Learning Centre). Therefore, the

Centre and CEDEMTEP sent their delegates to these two Centres. At INNOTECH, the

delegates learned several matters concerning the organization of courses, marketing

strategies, and other office and administration management. In addition, the delegates

also observed the e-learning system applied in INNOTECH. The delegates assigned to

SEAMOLEC learned similar matters, with a special emphasis on how to conduct

international events.

KRA 2 Regional Visibility

From July 2011 to June 2012, QITEP in Mathematics has conducted 3 programmes for

regional visibility. They are the 2nd Governing Board Meeting, Regional Wide Assessment

Meeting, and Journal Publishing. More detailed information of each programme is

provided in the description below.

The 2nd Governing Board Meeting

QITEP in Mathematics has successfully conducted the 2nd Governing Board Meeting in

Basko Hotel, West Sumatra, on 19-23 September 2011. The meeting was attended by

Governing Board Members from Brunei Darussalam, Cambodia, Indonesia, Lao DPR,

Malaysia, the Philippines, Singapore, Thailand, Vietnam, representatives from SEAMEO

Secretariat, the Ministry of Education of Indonesia, QITEP in Mathematics and CDEMTEP,

and Education and Sport Office of West Sumatra. The Governing Board Meeting

determined the policies for the academic standards and operations of the centre. In

accordance to the functions of the 2nd Governing Board Meeting, the Centre prepared

several working papers on its previous year activities and programmes for the next year.

These legal documents included follow-up actions, an annual report, the three-year

budget, centre collaborations, a new logo and seal, and proposed programmes.

Regional Wide Assessment Meeting

Students’ learning process can be analyzed through assessment. By scrutinizing

mathematics assessment results, we can analyze several aspects, such as students’

understanding, reasoning, mathematics communications and problems solving.

Considering the importance of assessment, QITEP in Mathematics plans to formulate

mathematics assessment in Southeast Asia Region. As a standpoint of realizing the plan,

the Centre conducted the first Regional Wide Assessment Meeting from 4-6 October 2011

at QITEP in Mathematics. The Centre invited several experts in mathematics assessment.

They were Prof. Frederick KS Leung from the University of Hong Kong, Dr. Cheah Ui Hock

from SEAMEO RECSAM, Ms. Dewani Goloi from Ministry of Education Malaysia, Prof.

Iwan Pranoto from Bandung Institute of Technology, Dr. Ali Mahmudi, S.Pd, M.Pd from

Yogyakarta State University, and Prof. Subanar, Ph.D. from QITEP in Mathematics.

In the future, the project aims to gather more relevant data, with the hope that based on

the results yielded from the regional wide assessment, the Centre will be able to provide

relevant training for mathematics teachers in the region.

Journal Publishing

Journal Publishing aimed at providing opportunities for experts or specialists in the

mathematics field, mathematics teachers, and educational personnel to develop,

encourage, and share their ideas in mathematics studies and learning.

The academic journal named ‘Southeast Asia Mathematics Education Journal’ (SEAMEJ)

published by the Centre was expected to contribute to mathematics education

development in the region.

KRA 3 Solid Resources Base

In the fiscal year 2011/2012, the government of Indonesia through SEAMEO Regional

Centre for QITEP in Mathematics has allocated US$ 320,995.93 to run the Centre’s

programmes. The budget was covered through DIPA funds and managed by the Centre

for the Development and Empowerment of Mathematics Teachers and Education

Personnel (CDEMTEP).
