Message from His Excellency Professor Alpha Condé,

President of the Republic of Guinea

Since 2011, thanks to the efforts and determination of the Government, the Republic of Guinea has regained political and macroeconomic stability conducive to accelerating its sustainable and inclusive development.

While these efforts have been slowed by Ebola’s health crisis and falling commodity prices, the Guinean economy has shown exceptional resilience. We have laid the groundwork for a quick and effective recovery while continuing our strong commitment to improving the business climate. We were rewarded with a very strong recovery in growth and foreign investment in 2016.

Today, all indicators are on green to accelerate our economic dynamism and our development. Guinea has grown by 6.6% in 2016 and is expected to reach 10.2% by 2020. It has one of the lowest debt ratios in the region, allowing it to increase investments in vital infrastructure. In addition, our governance indicators have been constantly improving since 2013.

Thanks to the new laws passed by the National Assembly last summer – a new framework law for public-private partnerships and the anti-corruption law – we should continue to make significant progress in the Doing Business ranking.

Following extensive consultations with various Guinean stakeholders and with the support of backers, including the African Development Bank and the United Nations Development Programme, Guinea has developed a National Economic and Social Development Plan (PNDES) for the period 2016-2020. It provides our country with an ambitious and coherent development agenda for 2020 that takes advantage of the country’s significant needs and strengths while addressing the challenges of sustainability and inclusion. The PNDES has been built in coherence with the “Guinea 2040” Vision, and is, of course, part of the main regional and international agendas, including the ECOWAS Vision 2020, the African Union Vision 2063 for a structural transformation of the continent, and the Sustainable Development Goals (SDGs) by 2030.

The PNDES is based on four pillars emphasizing good governance, environmental sustainability, economic transformation and human capital development, with also an emphasis on private sector development. This economic transformation will be driven by our country’s unique strengths in mineral, water and agricultural resources.

It will enable Guinea to become a regional power in West Africa, exporting electricity and agricultural products, and boosted by double-digit growth starting in 2020.

We have the means of our ambitions and count on the support of our technical and financial partners to achieve theMr That is why we have decided to gather an Advisory Group on the PNDES in Paris on November 16 and 17, 2017, with the support of the World Bank, the United Nations Development Programme, the African Development Bank, the Islamic Development Bank and the Arab Bank for Economic Development in Africa. This international event aims to renew the support of development partners on the vision we have for Guinea’s development by 2040 and on the development policies of the next five years. We are counting on this occasion to engage our partners in the development of the PNDES structuring projects, for which we hope to mobilize many financial resources, public and private.

Guinea has the energy of emergence. We count on you to make it grow with us, for the greatest benefit of the Guinean people.
