Our partners’ involvement in daily operations—estimating, project
management, site supervision and administration—enables us to be a reliable
and responsive partner.
Founder and senior partner David Harvey has more than 50 years of industry
experience, mainly in construction management. As partner in charge of field
operations, he is closely involved in all ongoing projects, monitoring progress
and attending site meetings every month. David is a member of the
Independent Contactors Group and past director and president of the General
Contractors Association of Niagara.
Founder and senior partner Dennis Kowalchuk is Merit’s chief financial
officer, overseeing our estimating, accounting and administrative functions.
His 35-year career includes design coordination, estimating, scheduling, cost
analysis and project management. He is an executive director and past
president of the Niagara Construction Association and a director of the General
Contractors Association of Niagara and the Ontario General Contractors
Association. Dennis is a graduate of Construction Engineering Technology.
Partner Jean St. Pierre is the firm’s senior project manager, responsible for
staffing, performance and safety on all sites. He has worked with Merit for 16
years and became a partner in 2001. Jean is a graduate of Construction
Engineering Technology, Gold Seal certified, and a Professional Quantity
Surveyor.
Partner Arie Schipper is Merit’s chief estimator, responsible for all project
tendering. He joined the Merit team in 1993 and became a partner in 2001.
Arie is a graduate of Construction Engineering Technogoly and is Gold Seal
Certified by the Canadain Construction Association.

Energetic, dedicated people are the cornerstone of our success. We are proud

All site supervisors and superintendents are trained in Merit’s project reporting
systems. All are encouraged to pursue the Superintendents Certification
Program of the Ontario General Contractors Association and to become Gold
Seal Certified by the Canadian Construction Association. Several have attained
these certifications.
Estimators and project managers are also eligible for Gold Seal Certification in
their areas of expertise and are encouraged to pursue these designations. The
Canadian Construction Association has recognized us as a Gold Seal Sponsor
for our support of its programs.
Safety is an ongoing commitment at Merit, resulting in policies that meet or
exceed provincial standards. We sponsor ongoing safety training and make
safety part of every site meeting. Our record has won recognition from the
Ontario General Contractors Association and rebates from the Workman’s
Safety and Insurance Board of Ontario.
In 2004, the Business Education Council recognized Merit for training
excellence.

Our people use industry-leading technology, systems and procedures to access
accurate information for tracking quality, schedules and budgets and to
communicate progress. Our superior ability to gather and process information
helps ensure total client satisfaction.
Overall project management and accounting relies on two platforms:
Microsoft Project 2000 for scheduling and job control, including
progress monitoring, responsibility assignments, costing and cash
flow, and
Jonas Construction Software for all accounting functions, including
general ledger, general and sub-contract accounts payable, accounts
receivable, job cost accounting and payroll.
We provide dedicated site supervision for the duration of each project, to
ensure coordinated effort and continuous quality control. Each proposal for
client work includes a detailed resume of the superintendent and supervisor
we propose, including past projects and references.
Ongoing, open communications are essential to our success. In addition to
weekly job-box meetings of Merit staff, we convene and lead biweekly site
meetings on each project, attended by all sub-trades. Minutes are taken and
distributed to attendees. In addition, all Merit project managers and site
supervisors gather monthly at one of our project sites to share information
and ideas. Administrative staff also meet monthly.
Safety is central to our operations. Merit has a published safety policy and
distributes copies to all employees and subcontractors. Safety is our number
one priority and the first agenda item on all site meetings.

It is a great pleasure to have this opportunity to express an owner’s view of the professionalism and integrity that I have come to know in a relationship our organization has had with Merit Contractors of Niagara for the last two years. The new Walker Family YMCA was a 14 million dollar project, representing a decade of planning for our organization. It is a building that by design not only had to be flexible in function, but also have the durability to go 365 days a year for 70 years. Given the demanding nature of the construction, we were very concerned with getting the right Contractor, capable of doing a complex job, managing tight time lines, and keeping within a budget. Merit, in short, delivered the project on time, on budget and with the quality which now regards the St. Catharines building as the most outstanding YMCA in Canada. The YMCA's requirements for cooperation and coordination were significant. We were on the site every day. Our Consultants delivered a specification that is by far the most demanding of any YMCA built. Throughout it all, Merit was proactive in participating as part of the Owner, Consultant and Contractor team—a value that, without question, made for a better building. No concern was too small, issues were dealt with promptly, and as an owner I was convinced that Merit was as concerned about quality and service as I was. From the Senior Partner to “the guy in the trench,” Merit is a firm that is based on integrity and honesty. They care about what they do and are there when you need them—even after the building is open. PEACE BRIDGE CUSTOMS COMMERCIAL FACILITY

24/7 operation, labour disruption, archaeological considerations.

Merit Contractors is in the completion stage of the Peace Bridge Authority’s new, $12 million facility and truck yard for Canada Customs’ commercial operations located at the Fort Erie, Ontario side of the Bridge. The facility is an integral part of the Authority's ten year, $130 million capital plan that will include twinning of the Peace Bridge. One of the major construction challenges of this new building, as well as demolition of several old warehouses and offices in the truck yard, was the 24-hour, seven day a week commercial operation that had to be maintained for brokers and Canada Customs throughout the construction schedule. In actuality, truck traffic increased by 4 percent, to approximately 2,000 commercial vehicles each day, through the area under construction. The construction schedule became somewhat extended due to the archaeological nature of the site and a labour interruption due to a mason’s strike in Ontario around the time nine commercial tenants were planning on moving into the west end of the building. We feel that Merit continued construction and worked around the site problems as well as any firm could be expected to do. To date, Mr. David Harvey and Mr. John Brucato of Merit Contractors have provided a very high level of professional administration for this project, for which I am very grateful. I would be pleased to speak with any potential clients that may wish to review this very unique project.

Since 1989, Merit Contractors of Niagara has capably served as Project Manager on Design/Build projects for The Performance Group. Specifically, Mr. Dave Harvey and his team have managed the design and construction of two dealerships—Performance Acura and Performance Lexus-Toyota—and the redesign of Performance Cars. More recently, Merit Contractors has been involved in the design and development of a new dealership, Performance BMW, which received Site Plan approval on July I3, 1999; a new detailing and car rental building; and an expansion to Performance Collision Centre. In 1996, Merit Contractors took a lead role in the conceptual development of Seventh Street Winery & Marketplace—a proposed $8-million, four-seasons agri-tourism facility. This unique project, which Merit will build on land owned by The Performance Group, received Site Plan approval in September of 1998. We find Dave Harvey and his team to be visionary Project Managers. Most important, they go beyond the call of duty and consistently deliver projects on time and on budget with the utmost professionalism and integrity. I would like to thank you and your staff for the exemplary service Brock University received during the construction of the Alan Earp Residence. I was especially pleased with your control of the budget and schedule, your attention to detail and your prompt responses to our issues and concerns. Thanks in large part to Merit, Brock University was successful in completing this project on time and under budget. And best of all, we were able to house 255 additional students in accommodation that we are very proud of. Merit Contractors of Niagara acted as Construction Managers for the new Jackson-Triggs Estate Winery in Niagara-on-the-Lake, designed by our office. The Grand Opening is scheduled for the end of July 2001. Merit Contractors performed their duties with due care, professionalism, and diligence. They were helpful and constructive in solving building issues and dealt with conflicts in a fair and manner. Merit organized the different trades and worked hard towards seeing that the building was constructed as designed. We feel that Merit Contractors are quite capable of managing the construction of large and/or complex building types. CONSULTANT’S COMMENTS
We are the Project Managers for Nordic Gaming, owners of the Fort Erie Racetrack and Slot Gaming Casino Project in Fort Erie, Ontario. Merit Contractors of Niagara are the Construction Managers for this fast track $23,000,000.00 Casino Project. Merit has responsibility for estimating, tendering, contract negotiations, scheduling, cost control, construction and coordination of all architectural work related to the project. Their $10,000,000.00 plus contract was awarded in late February of 1999 and is substantially complete in July of 1999, on budget and on schedule. The mechanical and electrical contractors were contracted directly by Nordic Gaming; the Ontario Lottery supplied security and surveillance. Merit provided coordination and scheduling in both cases. This is a highly elaborate project involving multiple levels of inspection, testing, security, and high tech finishes. I have no hesitation in recommending Merit Contractors for work of similar complexity and cost, and would use their firm on future projects. Richard H. Spironello P.
