Introduction – Mentoring New Directors

The purpose of the New Director's Mentoring Guide and mentor program is to provide support and a map to guide new directors on the road to successful administration of the child support program. The frequency and content of mentor support is likely to vary depending upon the needs of the new director. The guide is intended as a resource to assist directors to become accomplished, productive, and successful. We hope that the guide will be useful; we encourage you to use and share it as a resource. When a new director begins, the assigned mentor/s will: • Be available to answer the new director’s questions • Cover program mentoring areas/topics with the new director • Identify other mentors to cover topics that s/he can’t cover on his/her own, and

introduce the new director to those mentors.

Steps in the Process The steps for bringing new directors into this process will go something like this: 1. Bureau of Regional Operations (BRO), Child Support (CS) Regional Coordinators will

make the initial contact with new directors. The BRO CS Regional Coordinator will cover the Program Orientation topics with the new director, as well as ensuring the new director has: • The Child Support Agency New Directors Mentoring Guide (this document) • The Computer Systems Access checklist/factsheet

2. The BRO CS Regional Coordinator will coordinate the mentor assignment. The greatest weight will be placed on the new director's preferences and needs. A match selection will be made using basic criteria as a guide: preferences of the new director/mentee, availability of mentor directors, and geographical proximity (if applicable).

3. The BRO CS Regional Coordinator will contact the prospective mentors, provide information about the new director, and determine if there is availability. If mentor/s is available, the BRO CS Regional Coordinator will then share that information with the new director.

4. The BRO CS Regional Coordinator will facilitate introductions; telephone numbers and email addresses will be exchanged.

5. Assigned Mentors will schedule a time to meet or call the new director and cover one or more of the topics, as needed/requested.

6. Assigned Mentors will identify other mentors the new director should meet with; they may facilitate introductions (via a conference call), and coordinate dates for coverage of additional topics as needed.

The CSA Director should also reference the Child Support Systems Resource Guide. PTT (Partner Training Team) Learning Center • To obtain a logon ID to the PTT

Learning Center, utilize the Learning Center New Employee Profile Form or call the registration staff at 920-424-1071.

Purpose of Cooperative Agreements

State/County contract: Cooperative Agreements

Benefit for county • The county is reimbursed for allowable IV-D activities.

• Establishes required duties and performance standards for the Cooperative Agency.

Indirect costs v cooperative agreements (Different ways of accounting for services to maximize FFP)

Indirect costs represent the expenses of doing business that are not readily identified with a particular grant, contract, project function or activity, but are necessary for the general operation of the organization and the conduct of activities it performs. (Examples: costs like heat, light, accounting). Practical difficulties preclude such an approach. Therefore, cost allocation plans or indirect cost rates are used to distribute those costs to benefiting revenue sources. • Contact County Finance Office for a copy of

Indirect Cost Plan to determine what costs are included in the plan.

Process for developing a cooperative agreement

Annual State and County Contract

Development Process The Department of Children and Families (DCF) and the Wisconsin Child Support Enforcement Association (WCSEA) meet each year to discuss proposed changes to the State and County Child Support Contract language and the allocation of federal and state funding between the counties. Any changes to the contract language, and the preliminary allocations for the next calendar year, are shared with CSAs in an Administrator’s Memo.

Monitoring by External Agencies

Single Audit CSAs must go through an annual independent audit as a condition of receiving federal funds. The single audit applies to county governments as a whole, with general requirements defined by the state Department of Administration (DOA) and program specific requirements by the Department of Children and Families (DCF) and other states agencies. The annual audit is typically performed by an independent certified public accountant (CPA) and includes both financial and program compliance elements. IRS Safeguarding Disclosure of tax return information to federal, state and local agencies by the Internal Revenue Service (IRS) in the Title IV-D program is authorized by Internal Revenue Code (IRC) section 6103(l)(7). Federal Tax Information (FTI) may be used solely for the purpose of and to the extent necessary in the administration of the child support program. FTI furnished under IRC 6103(l)(7) may not be disclosed to, or exchanged with, or utilized by any other state agency. As a condition of receiving FTI, CSAs are required by IRC 6103(p)(4) to establish and maintain, to the satisfaction of the IRS, certain safeguards designed to prevent unauthorized uses of FTI and to protect the confidentiality of that information. Periodic reviews of CSAs with access to FTI must be conducted to verify compliance with IRS requirements. The IRS does reviews of the State, which can include on-site visits to CSAs. Data Reliability Audit The federal Office of Child Support Enforcement (OCSE) evaluates the state as a whole and a final results report is published. Section 452(a)(4)(C)(I) of Part D of Title IV of the Social Security Act, requires the OCSE Division of Audit to conduct audits to evaluate the completeness, reliability, security and the accuracy of the performance indicator data reported by the States. Under the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA), data must be 95% reliable, complete and accurate for the state to receive federal child support incentive funds. CSAs are notified by BCS of any errors identified in the audit. BCS Policy Manual: Audit and Self-Assessment BCS Resource Pages: Audit and Program Performance BCS Child Support Letter: a triennial CSL is issued to CSAs identifying the IV-D cases that are to be submitted for the audit.

Three-Year On-site Review DCF conducts monitoring reviews of CSAs to verify compliance with child support program requirements. Full on-site reviews are conducted on a three-year cycle, with an annual check-in visit or contact with agencies. The full on-site review includes the IRS Safeguarding review. Self-Assessment Federal regulations require States to annually assess the performance of their child support programs. BCS selects a statewide random sample of cases to review. Civil Rights Plan Recipients of federal funds are required to provide assurances of compliance with civil rights laws and complete a civil rights plan.
