Dear friends,

I address this year’s letter with mixed feelings: the pleasure of getting in touch with you toshare our work during 2009 and the sadness for the tragedy in Haiti during the first daysof 2010, when I write this letter.

The earthquake has killed hundreds of thousands of Haitians, leaving a wounded and des-troyed country that will need all of its men and women’s strength to rebuild their countryfrom scratch. Entreculturas was already working with them and continues to do so, accom-panying them in their pain and first steps and will continue to be with the Haitian populationsupporting reconstruction and the return to a life with dignity and hope.

There is an image which represents Entreculturas’ work during 2009, a NET. A structuremade up by many threads that intertwine, held together by thousands of knots that make itconsistent and enable it to be an efficient tool in the work to pursue justice and solidarity.

The International Fe y Alegría Federation, of which we are members, has strengthened itsstructure, in its increasing capacity of networking.

This year, Entreculturas has again supported Fe y Alegría in all the Latin American countrieswhere we had been working; the network has expanded further scope with the creationof Fe y Alegría Uruguay and has reached Africa, increasing and strengthening populareducation in Chad.

In Africa, in addition to our work with the Jesuit Refugee Service, we are actively support-ing the creation of a Jesuit Social Centres Network in order to carry out joint activities inresearch, studies and advocacy at a continental level to stress impact in the complexAfrican reality. We are also building links for our future work in Southern Africa.

Our work in Education for Development is also growing in Spain and Europe. Coalitionssuch as the Global Campaign for Education, that mobilizes teachers and students in morethan 700 schools, alliances against poverty, in favour of equality, the work carried out in22 local delegations and in the DNGO Coordinator, is expanding to Europe through theXavier Network, that joins solidarity efforts of the European Jesuit works.

This year, my foreign trips have been focused mainly in Latin America: Venezuela, Peru,several visits to get to know the complex reality of Colombia and the 40th Fe y Alegría

Congress in El Salvador, where participated in the anniversary of the Jesuit martyrs. Thesetrips have enabled me to witness first hand that we have a real NET that is working. Weare a solidarity body that feels an earthquake on the other side of the world and moveswith sadness or joy with the life of each person or organization member.

I end this letter with the same feeling of pain that I started, because of the earthquake inChile, causing great financial losses but most important, human losses.

This net, of which you are a member, becomes strong with your support, solidarity andcloseness. Each knot, each string of which it is made up and sustained, is essential inbuilding a better world.

This is why we support education projects among the excluded populations of Latin America,Africa and Asia. Our engagement also leads us to raise awareness among the Northern population so as to enable them to change structures and act as change agents for the Southin favour of justice. We are an organization present at the “borders”, that effectively promotessocial change through education, from a deep and applied identity and a firm commitment with excluded populations, working in network with a stable and broad social base with participation, transparency and quality.

Entreculturas is engaged in solidarity towards the less favoured and promotes education as a tool for social change and the promotion of justice. Entreculturasworks in order to:

• Promote participation of all people, especially the excluded.

• Promote dialogue and collaboration with people and groups working for justice.

• Value networking with other institutions in the North and in the South.

• Strive always for maximum quality both from a technical and ethical perspective, combining it with warmth and closeness.

• Act with maximum transparency. This implies constant communication and information.

• Promote a hopeful vision, rooted in history and reality.

• Include permanent reflection and analysis in our work.

Entreculturas is committed with people and works for their development. The Entreculturas team, one of our strengths, is engaged with the mission, vision and values of the Organization.

Both volunteers and staff members work together at Entreculturas. At present, 80 staff members and over 400 volunteers striveto make education the key to development. The volunteers are an example of the society we wish to build and a true asset for the development of solidarity communities.

This year we have increased 18% our social membership base with permanent financial donors. In addition to this, 2,160 people havemade contributions in 2009 which has allowed us to increase our activity.

Working for change, with the South, in the South

The promotion of quality education and the expansion of technical education have been one of our main lines of work in LatinAmerica during the year 2009. In this context, we have signed new cooperation agreements with all the Fe y Alegrías in the continent.

In Africa, we have started, this year, joint work with seven Jesuit Social Centres in Ivory Coast, Chad, Kenya, D.R. of Congo, Zambia, Zimbabwe and Madagascar. Entreculturas is actively collaborating in the setting up of this network in order to enable joint activities of research, studies and advocacy at continental level. 2009 has been a year of special attention to urban refugeeswithout forgetting our activities in the camps and education reconstruction.

We also want to stress the good results in 2009 of decentralized cooperation aid. We have had a significant support from autonomic and regional administrations thanks to which we have been able to launch an considerable number of projects in theSouth.

Working for change from the North

The creation and launching of the on line REDEC was a highlight in our education activities: the first set of on line portals targeted to each of the education actors: children, youth, teachers and families. Likewise we would like to point out the good results of the campaign “City Planet” a REDEC activity to work on three themes: intercultural issues, gender and citizen participation.

We are getting relevant results from our on line activities, succeeding in involving the Spanish population in international global justice issues such as our web campaign defending the rights of the natives of Raposa Serra do Sol. Thanks to participation of hundreds of people in support of the natives’ rights to their lands, Brazil’s Federal Supreme Court ruled in their favour, expelling the rice producers and business men who had occupied their territories.

We are also present in Facebook and Twitter, a clear example of our commitment with innovation and new technologies.

Increasing in numbers and training

We have 330 volunteers in our delegations working actively with enthousiasm and participation, collaborating with 20 local and regional NGO Coordinators and promoting the Global Campaign for Education in more than 22 cities. In the framework of our commitment to build

volunteer and staff capacity, the First Seminar on Migrations was held, with on line attendance of some of our delegates.

Weaving nets of justice and solidarity

The Global Campaign for Education, coordinated by Entreculturas, invited the president of the Spanish government, José Luis Rodriguez Zapatero, to score 1 Goal for Education. Previous to his presidency of the European Union,

the government pledged contribution to guarantee access to school for all children worldwide.

Also supporting education, the Programme for Public Action of the International Fe y Alegría Federation, led by Entreculturas, launched the publication “9 experiences for dialogue and action”. This document was presented at the

seminar organized by the World Bank and the Magis America Foundation, held in Lima, with the aim of publishing proposals for teacher training, community management, special education, etc.

Regarding institutional relations, there have been new initiatives such as the Voluntary Technical Assistance; Iberia Airlines has joined the “Donate your Mobile” campaign; an e-bulletin for business entities has been launched

and the Argentinean football player Juan Sebastián Verón, donated his check awarded by the Copa Santander Libertadores, of Banco de Santander.

Improving efficiency and services

Entreculturas’ strategic plan was substantially accomplished during 2009 mainly thanks to the Annual Operating Planning system which has established a framework that orchestrates our organization’s activity.

On the other hand, with the support from Accenture and the Engineers Foundation of ICAI, Entreculturas has successfully implemented a project management system in the Fe y Alegria Offices in Chile, Argentina, Venezuela, Colombia and Peru. The system allows to learn real time the development status of our cooperation projects. Achievements like these, allow us

to accomplish year after year significant improvements in the preparation of reports and follow up charts in our work at Entreculturas.

ENTRECULTURAS IS AWARE THAT THE CAUSES OF POVERTY ARE NOT ONLY LOCAL, THEREFORE WE CANNOT FIGHT THEMONLY LOCALLY. DECISION MAKING IN THE NORTHERN COUNTRIESBY GOVERNMENTS, CORPORATIONS AND CITIZENS HAVE A GREAT IMPACT ON DEVELOPMENT; THEREFORE THEY SHOULDASSUME RESPONSIBILITY ON THE FUTURE OF IMPOVERISHEDCOUNTRIES. FOR THIS PURPOSE, ENTRECULTURAS RAISES AWARENESS ON EDUCATION FOR SOLIDARITY, TARGETINGSPANISH SOCIETY AND PROMOTING DEEP CHANGES.

HOW WE WORK

We work in two levels: a change of values and attitudes, both at a personal, social and cultural dimension anda transformation of social and political structures. In Entreculturas we raise awareness:

• With analysis and rigorous research in order to point out problems and their complexity, identify the causesand propose alternative solutions.

• Keeping up permanent relations with public and private institutions that have a relevant role in the con-texts we are working with.

• Offering an active and proposing attitude capable of criticism and denouncement and whenever possible,offering viable alternatives.

EDUCATION FOR DEVELOPMENT

City Planet Campaign

Because we are a part of the same world and the same family, in Entreculturas we think that we need towork together for solidarity and justice. This is how City Planet was born. The campaign supports innovat-ing initiatives on intercultural issues, gender equity and citizen participation targeted to children and youthin schools and other education centres. Participants may apply for the World Identity Document, a symbolthat identifies us as citizens of the world and may use the City Planet Guide.

Networking

We are committed with networking in initiatives of joint work such as 18 and +, Miniverso, or the family,educators and schools that make up the Entreculturas Solidarity Education, REDEC (www.redentrecul-turas.org). REDEC helps us strengthen bonds between people of different education communities throughon line social networks enabling us to communicate, share experiences, ideas and support.

The Solidarity Youth Network plays an important role in REDEC. It is a programme promoted by Entreculturasin order to work for global citizenship in which students and teachers share experiences and initiatives tofavour integration between school and society.

Nowadays, a citizen, in orderto understand and integrate inthe world he lives in and so as todevelop the abilities to influence and change his environment, needs to develop capacities related

to intercultural issues, genderequity and citizen participation.

The Youth Network is made up of 114 schools, 191 teachers y 1.812 students. In addition, 1,320schools use some of our didactic materials.

• 5 June: World Environment Day.

COMMUNICATION CAMPAIGNS

This year, with the occasion of the World Refugee Day on June 20, our campaign “Forgotten Crises”focused on Zimbabwe. Since the year 2000, this country is suffering a political disaster with consequencessimilar to a war conflict disaster, leaving more than 100,000 displaced people.

We informed our donors in a tax return campaign on the difficulties that the children of Zimbabwe aregoing through in order to attend school in rural areas, having to walk, at times, several miles. In September,with the campaign Back to School we insisted on the right to education and our commitment to facilitateaccess to school.

Lastly, in our Christmas Campaign we presented the “Visible Friend” in order to make visible, with thesupport of Entreculturas’ donors, the thousands of invisible children all over the world.

POLITICAL AND CORPORATE ADVOCACY

Entreculturas aims to change structures that generate poverty through political and corporate advocacywith different long term projects so that people with political or corporate responsibility may help not onlyfinancially but also with their personal commitment. On one hand by working with politicians on legislationproposals, many times in coalition with other organizations and on the other by approaching corporationsto engage directors and employees on social projects.

The Forum of Business Ethicsand Values promoted by Entreculturas

and the Javier Benjumea Chair of the University of Comillas, seeks to create opinionamong business corporations regarding

business ethics, values, advocacy and social mobilization.

We are members of the Campaign “Move for Equality, It’s fair” together withAyuda en Acción and InteRed, to demand government to promote MillenniumGoals compliance.

Political Advocacy

Global Campaign for Education

The president of Government, José Luis Rodríguez Zapatero, has signed his commitment with the demandsof the campaign “1 Goal for Education”, together with other world leaders such as the former Prime MinisterGordon Brown, Queen Rania of Jordan, UN Secretary General Ban Ki Moon, or South African PresidentJacob Zuma. This initiative is aimed at demanding a greater engagement by world leaders, the media andsociety in general to finance education. In 2009 commitments not met since 2008 were renewed to allocate8% of the Official Aid for Development to basic education. www.cme-espana.org

President José Luis Rodríguez Zapatero scored 1 GOAL for Education at the Royal Spanish Football Fede-ration in October: “As future President of the European Council, I will lead this effort to make education apublic good, global and accessible to all. This is the worthy objective of the campaign we present today”he declared.

Child Soldiers Campaign

The right to asylum of the ex child soldiers that arrive in Spain was the main subject of the event organizedby the Spanish Coalition to Stop the Use of Child Soldiers, of which Entreculturas is a member. Amongothers, the writer and reporter Alberto Vázquez Figueroa attended, reporting his experiences in Africa.

This coalition aims to raise awareness among the Spanish population so that the reality of these childrenmay stay alive in political agendas and to demand responsibilities to the governments of countries such asColombia, Iraq, Ivory Coast or Somalia, where child recruitment is a normal practice. www.menoressoldados.org

Corporate Advocacy

During 2009 we have launched the “Entreculturas Business E-bulletin” targeted to business firms andthe public in general so as to issue a quarterly report on the work that Entreculturas carries out with businessfirms and as a tool for information and awareness raising on the importance of CSR and sustainability.

This year, we have also started the Voluntary Technical Assistance Experience with Accenture, ICAI andLa Caixa employees where volunteers travelled during their holidays to Peru, Bolivia, Argentina and Domi-nican Republic in order to offer professional services. This year they worked on the Gespro managementprogramme in the Fe y Alegrías which was highly satisfactory for both ends.

and as members of the NGO Coordinator, we join theGlobal Call for Action againstPoverty to demand politicians

On the other hand, we obtained an environmental engagement of companies with the campaign Reduceyour impact in order implement a rational system on various consumer habits.

Likewise, we keep up initiatives such as the ethic bank FIARE or the payroll rounding programme in whichcompanies such as BBVA and Banesto excel, having their employees round up their salary in order to fundan educational project. All these companies have provided a match gift, funded for the amounts providedby their employees.

PUBLICATIONS AND MATERIALS

We think it is essential to publish reports and materials not only to show our activities but also the situa-tions of social injustice where we need to work.

1 JMS Spain: Report on the Southern Border: This document of the Jesuit Migrant Service Spain, showsus the situation of the Southern border where control systems create moral and legal problems that in somecases violate international law.

2 Bear Felpa, robot Nono and the twins, City Planet inhabitants, bring the children a story on the mayorof the town, Felpa in order to learn while playing, both at school and at home (3 to 8 years). They will also playwith them at: http://miniverso.redentreculturas.org (9-12 years).

3 Classrooms that change the world: an information guide on diversity and intercultural education.

4 Publication of our quarterly paper bulletin with news and interviews.

5 Publication of the child soldier day sessions docu-ment titled “Girl Soldiers: in search of the stolenidentity”, a DVD with the conferences of all partici-pants in the activities organized by the Spanish Coali-tion to Stop the Use of Child Soldiers. In 2009, wealso published a report (2004-2008) on the situationof child soldiers worldwide which was officially pre-sented in Spain and at international level.

The migration phenomenonis characteristic to societies bothin the North and in the South. We

ON LINE COMMUNICATION

During the year, our web (www.entreculturas.org) had a total of 376,741 visits, especially during the Christ-mas Campaign. We have also started to work in social networks such as facebook and twitter (@entrecul-turas EC), to contact our supporters.

We also publish our monthly electronic bulletin (http://www.entreculturas.org/publicaciones/e_entrecul-turas) both in Spanish and English. To sign up, write to [email protected]

Likewise, the Redec web had almost 12,000 visits.

MEDIA

Entreculturas has had a special contact with the media on occasions such as the World Social Forum,held on February 2009 in Belem do Pará with our attendance. The visit of Queen Sofía to DominicanRepublic and Haiti also had a great media relevance where she visited an education project in SantoDomingo.

Entreculturas has also made visible the situation of the native population in the North of Brazil. After a longfight and with the support of Entreculturas signatures, the Court of Justice ruled in favour of the natives ofRaposa Serra do Sol, forcing the six rice producer families to abandon the lands they had invaded ille-gally.

Entreculturas also grieved the fighting in Peru in June 2009, between native groups and police, that leftmany dead and wounded amidst a general misinformation and silence.

Entreculturas publically remembered the 20th anniversary of the six Jesuits and two women mur-dered at the campus of the Universidad Centro Americana (UCA) of El Salvador. We also paid a specialtribute to them during the visit to Spain of Chema Tojeira, the current dean of the UCA.

TRAINING

We believe that the human team working at Entreculturas is one of our major strengths. The team workswith commitment to the mission, based on the values of solidarity and justice, always striving for maximumquality. Training is an essential tool.

This year we have held the 9th National Encounter with the motto “Global Citizenship, Personal Commit-ment” and with the attendance of more than 250 people and the presence of Dánea Mirena, coordinatorfor the Fe y Alegría Nicaragua pedagogical team and Yealtha Jeaneth Márquez, coordinator for the youthleadership in Fe y Alegría and public schools in Nicaragua. We have also organized a seminar on Coopera-tion Tendencies, and a Migration Seminar, both of them with a blog in order to enable on line following.

Entreculturas has also been visited, like in previous years, by people from more than 10 countries who bringus closer to the different realities of the many countries we work with.

Likewise, during 2009, relations with universities have been consolidated and our delegations have led theseminar Getting Close to the South, a workshop to raise awareness financed by the AECID and the col-laboration of Radio ECCA, ETEA and the Universidad Pontificia de Comillas.

During 2009, 19 people travelled with the programme Southern Experience in order to get firsthand knowl-edge on the work carried out by our local partners Fe y Alegría and JRS.

Some of the main courses given have been data base training (Gesco and Gespro), the presentation ofthe Education Campaign, Intercultural Training of the Campaign “Move for Equality” the workshops on gen-der and cooperation and video management and photography, the e-learning courses and Office 2007introductory sessions.

INTERNATIONAL VOLUNTEERS

The Long Duration International Volunteer Programme (VOLPA) is a tool to develop engagement and sol-idarity ties with the South. This volunteer programme gives the opportunity to people who want to have anencounter experience with the South to participate in a development project during one or two years, inthree phases: a previous training period, the experience in itself and a post-volunteer phase upon return.Entreculturas seeks that the volunteers’ experience may contribute to transform their society of origin intoa society with a greater degree of solidarity and alternatives in the building of a global world. Therefore, itoffers returning volunteers adequate channels to express themselves as raising awareness agents.

HOW WE WORK/OUR APPROACH

Entreculturas develops three lines of action: cooperation activities, education for solidarity and volunteerpromotion. In the cooperation activities, the main strategic development elements are:

1. Strategic relations with local partners.2.Participation of vulnerable population sectors, communities and individuals with exclusion risks.3.Working in networks and alliances.4. Incardination relationship with the Society of Jesus.5.Working from education.6.Change process.7. Attention to context and advocacy work.

WHO WE WORK WITH/AN INTERNATIONAL NETWORK

Entreculturas is committed to stable alliances with our local partners: Fe y Alegría and the JesuitRefugee Service who are our main counterparts in Latin America and Africa. During 2009 we have alsoworked with 69 other local partners.

The work carried out in order to sign the new agreement with AECID has meant a step forward in thework of Entreculturas with Fe y Alegría. The agreement, which amounts to 16 million Euros, guarantees theimpact of each one of the projects we carry out in the beneficiary countries where such projects are devel-oped. It also allows us to continue our intense level of work with Fe y Alegría in achieving quality educa-tion and labour integration in countries where they are active. This agreement is a consequence of thegood work done previously especially by Fe y Alegría due to its well articulated, robust, diversified and solideducational proposal that is projected for the coming years.

During the year 2009, we have completed, together with the AECID, the audit reviews of cooperation proj-ects carried out between 2001-2004. Internally, this audit done by Agroconsulting between the months ofJuly and November has been a success since it has allowed us to elaborate a meticulous accountingreport. A total of 39,900 invoices have been reviewed and in parallel it has implied an exercise of trans-parency, rigour and financial strength of the whole Fe y Alegría network. The audited programme had abudget of 12,777,255 Euros.

This year, we have focused on issues such as gender, evaluation and migrations (included in ourStrategic Plan 2008-2012) creating commissions to carry out the work. We have started an internal reflec-tion process on the new Action Plan for Africa, in order to plan strategy on the issues and geographicalareas in which to focus our work with the Jesuit Refugee Service, Fe y Alegría and other institutions suchas the Jesuit Social Centres in the continent. This new Action Plan for Africa strives to update our StrategicPlan and carry out intensive work with Africa.

Relations with our local partners have been strengthened with expatriate staff sent by Entreculturas todifferent parts of the world: Sudan; Dominican Republic for the Central America and Caribbean area;Bolivia for Paraguay, Bolivia, Argentina and Brazil; and Ecuador for Peru, Colombia and Ecuador. The expa-triates, as we call our staff on the field, accompany the Fe y Alegrías in the identification, follow up andevaluation of the projects, while each Fe y Alegría carries out the programmes.

Lastly, in our networking with other Spanish NGOs, we would like to point out work carried out with Alboan,Intered and Ayuda en Acción.

Fe y Alegría

Fe y Alegría (FyA) International is a Popular Education movement that works mainly in Latin America to pro-mote and develop the poorest populations through education. Fe y Alegría is born in 1955 in one of thesuburbs of Caracas, promoted by a Jesuit, Father José Mª Vélaz SJ, to assist a hundred children with noschool.

Fe y Alegría promotes an education that seeks transformation from and with the communities in order tobuild a society with justice, fraternity, democracy and participation in the poor areas of 19 countries. Theschools of Fe y Alegría assist more than one million two hundred thousand students. These 19 countriesmake up the International Fe y Alegría Federation, directed by the Society of Jesus with a vast participa-tion of other religious institutes and laymen who work together with a plural spirit but in a union in whichEntre-culturas participates. www.feyalegria.org

During 2009, Fe y Alegría has approved its third Strategic Plan or the years 2010-2014, pointingout the Federation’s key lines for the next five years, with four strategic objectives: promote a quality pop-ular education, inclusive and taking diversity into account; promote a participating, transparent and dynam-ic management approach, focused on people; consolidate the Movement’s capacity to impact on publicpolicies and work for new cultural, geographical and social borders, especially in the African continent. this context, the creation of Fe y Alegría Chad in 2008, the first Fe y Alegría in the African continent, hasopened joint working possibilities in the continent. The objectives of the new Strategic Plan for the nextfive years are set in eight lines of work: improvement of quality education; job skill training; info technolo-gy education; teacher training; non-formal education and social promotion; management and institutionalstrengthening; education in human-Christian values; public action.

Entreculturas has supported Fe y Alegría during 2009 consolidating its team-work with all the Fe y Alegríasand promoting the youngest ones such as Uruguay y Chad.

Jesuit Refugee Service

The Jesuit Refugee Service (JRS) is an international organization working in more than 50 countries withthe mission to accompany, serve and defend the rights of the refugees and displaced throughout the worldover the past 25 years. The mission of the JRS includes assisting all those who have left their homes dueto conflicts, humanitarian disasters or human rights violations. The JRS works in children and adult educationprogrammes, social services and counseling, pastoral attention, health care and advocacy. At present it isworking in 50 countries. www.jrs.net

We would like to point out three important achievements in our work with the JRS during 2009. We havelived the consolidation of JRS Africa and the signing of a new agreement with Inditex for the JRSLAC aprogramme including Colombia, Ecuador, Panama and Venezuela, to work for the integration of local dis-placed population and refugees in the Colombian receiving communities due to the country’s conflict.

Regarding Africa, one of the main novelties of this year is the beginning of joint work with seven Jesuit socialcenters in Ivory Coast, Chad, Kenya, Democratic Republic of Congo, Zambia, Zimbabwe and Madagascar.Entreculturas is very active in the creation of this network that will allow coordinated activities in research,studies, intervention designs and advocacy at continental level so as to strengthen our analysis and advo-cacy capacity in the complex African life.

2009 has also been the year for expanding our work in Southern Africa, thus leveling our activities in thefour JRS regions in the African continent. In this context, we would like to point out the increasing attentionthat is required by the urban refugees. Without forgetting our activities in camps and education reconstruc-tion, this tendency emerges in new activities of the JRS in urban contexts such as those taking place inNairobi, Johannesburg and Pretoria.

Programmes and agreements

A great part of our activities take place in the framework of programmes or agreements. Each of these pro-grammes allow us to work in the same activities in different countries, thus promoting our strategies. Thisis a résumé of each of the eight programmes that we have worked in depth during 2009. Listed at the endof the report are all the programmes and projects carried out with their financial cost.

INDITEX AFRICA

• Education Programme in Africa for refugee, displaced and returned population

Education Programme in Africa for refugee, displaced and returned population in Burundi, Malawi, CentralAfrican Republic and Sudan, from January 2008 to September 2010. The programme focuses on work withpersonal and community training, improving their education, social and job opportunities. This activity is tar-geted to displaced populations due to conflicts in Sub Sahara Africa in the four areas of intervention (EastAfrica, West Africa, Southern Africa and Great Lakes). The counterpart is the Jesuit Refugee Service andthe programme is mainly carried out in rural areas. This programme is the first intervention of the JRS andEntreculturas and the Jesuit Refugee Service in the Central African Republic focused on the constructionand rehabilitation of primary schools for displaced persons due to war.

INDITEX AMERICA

• Programme for strengthening education and social promotion networks in Latin America

Programme for strengthening education and social promotion networks in Latin America that started in July2008 up to December 2010. Beneficiary countries with projects for each of them are: Argentina, Brazil,Chile, Guatemala, Haiti, Honduras, Nicaragua, Panama, Peru, El Salvador and Venezuela. At Federation level,all countries members of the International Fe y Alegría Federation are included. The programme has four linesof action: Special Promotion and Community Development, Technical and Job Skills Training, InstitutionalStrengthening and ensuring quality education. This is carried out in several projects responding to educationneeds in poverty contexts, generating opportunities and promoting local development.

This is the first multi annual programme supported by Inditex. We would like to point out the networking,institutional strengthening and international encounters in order to guarantee follow up and impact of theprogramme and the quaterly follow up indicators to ensure proper project management.

INDITEX SJR LAC

• Local integration programme for refugees and displaced population

Programme of local integration for refugees and displaced population in the Colombian receiving communi-ties (the effects of the Colombian conflict in neighbouring countries), from September 2009 up to August2012. Beneficiary countries are Colombia, Ecuador, Panama and Venezuela. The programme is coordinatedby SJR LAC, with specific activities in each of the countries where the JRS works with vulnerable popula-tions, victims of the Colombian conflict. The programme offers psychological and social attention, awarenessraising and advocacy to improve their conditions, training and defense of human rights, productive activities,education for peace and conflict resolution among other activities. It is the first regional programme withthe SJR LAC and therefore the first joint intervention with impact beyond national activities. Work is donetaking into account the global vision of the conflict and the local intervention to assist the fleeing population.Since it is a three year duration programme it ensures a better planning and stability in benefit of the tar-geted population.

TECHNICAL EDUCATION-XUNTA 08

• Technical and Vocational Training Programme for a better labour insertion

This programme started in January 2008, and will continue up to October 30, 2011, in Honduras and Nicara-gua. It seeks to strengthen and improve basic education for 1,200 youth in a vulnerable situation in Nicaraguaand Honduras, with special emphasis in job skills training for their insertion in the labour market. Work isdivided into three complementary axes.

The first one has been to design study plans related to market technical demands in each countrywith the improvement of spaces and equipment. The second one is management improvement for thecentres, with practical-theory adaptation of study plans, contact with business entities, network promotionand evaluations. The third line of action is the creation of alliances with the business community, publicsector, university and local community. Due to work carried out since January 2008, technical education hashad a significant boost in both countries. In Honduras, in spite of the political-institutional crisis, centreshave been successful in completing curriculum timetable to obtain the necessary certificates so that studentsmay find jobs in such complicated moments. In Nicaragua the programme has generated great interestand attendance with the enrolment of young women to traditionally masculine careers. Work has been doneto raise awareness among companies to hire women.

BASIC EDUCATION-AECID

• Basic Education Agreement in Latin America

The Basic Education Agreement in Latin America started in December 1, 2006 and will end on December31, 2010. Agreement activities have been carried out in Bolivia, Ecuador, Colombia, Peru, Paraguay, Guate-mala, El Salvador, Honduras, Nicaragua, Costa Rica, Panama, Dominican Republic, Argentina and Haiti.The proposal seeks to ensure the right to education of the vulnerable and deprived communities of thesecountries with two main lines of work: increasing access and continuous attendance in basic education andthe improvement of quality education regarding teacher training, management and evaluation.

For this purpose activities are carried out to improve and increase the conditions for universal basiceducation (access, continuity, early education, flexibility, integration and reinsertion) and improvement ofquality education working on training and management processes related to teachers and direc-tors and with participation of the school education communities.

Throughout 2009 an intermediate evaluation has been carried out with a general analysis of the work inall the countries and a detailed one for Dominican Republic, Ecuador and Bolivia, with important recom-mendations that have been taken into account for the year plan 2010.

TECHNICAL EDUCATION-AECID

• Technical Education Agreement in South America

This programme aims to promote universal access to education by improving technical and professionaltraining. It started on June 1, 2006 and will end on May 31, 2012. Beneficiary countries are: Ecuador, Bolivia,Peru, Paraguay, Colombia and Venezuela. It is targeted to improve and strengthen basic education for17,079 youth in South America in vulnerable conditions with special emphasis on professional capacitiesfor job insertion and will be carried out by Fe y Alegría.

During 2009, projects were worked out according to programme. In June, an international workshop washeld in Cochabamba, Bolivia, where the programme’s directors met to exchange information on progressmade.

Sudan-AECID

• Agreement South Sudan 2007-2010

Support to the reconstruction of South Sudan through reactivating the education system and promotingand consolidating peace. It is one of the most ambitious interventions in Africa carried out by Entreculturaswith more than 12,000 beneficiaries. It is made up of 5 education actions: nursery, primary education, sec-ondary education, adult education, education for peace. The agreement is carried out in two different placesin South Sudan: Nimule and Lobone, both situated in the district of Magwi, in the Eastern Equatoria Statewhich is bordering Uganda. The agreement started in May 2008 and is due to end on April 2012. It is thefirst agreement of Entreculturas with the AECID in Africa and it is being carried out with the Jesuit RefugeeService.

Among the highlights of 2009 are the construction/renovation of five schools, the construction of a scien-tific laboratory and aid given to more than 3,000 girl students to enable them continue their studies.

ACCENTURE

• Information systems education programme

This information systems education programme started on September 2006 and ended on November 2009.It is a Federation level programme at Fe y Alegria with activities in 15 different countries, all except Haiti, Uru-guay, Spain and Chad. This three year plan sponsored by Accenture has managed to promote the use ofICTs as an education tool throughout Fe y Alegría. Thanks to this programme not only we have been ableto equip classrooms but we have trained students in a modern learning system, dynamic and collaborativethat motivates them and helps them to learn and share.

It has also meant a leap forward for teachers since it will allow training of more teachers at lower cost andhigher level of exchange. 84 technology connected classrooms have been set up in 15 countries (around2,000 computers); a school portal for FyA: www.mundoescolar.org (with over 400,000 student visits); infosystems training for over 62,000 students; over 2,600 teachers who are now familiarized with ICTs; an e-learning platform: http://aulavirtual.feyalegria.org; 1,400 teachers trained through e-learning in a an on lineclassroom; and the 10,000 people living in the communities where the centres are located, have also ben-efitted from this resource.

People involved in the delegations’ network are the closest link to society. They are the main transformingagents and true expression of what we are and where we want to go as a solidarity organization.

Delegations are based on the work and dedication of volunteers engaged with Entreculturas’ identity andmission. According to our goals, in Entreculturas we strive to build delegations made up of pluraland involved volunteers, immersed in the solidarity life of their cities.

At present, we have 27 delegations in 13 Autonomic Communities with 330 volunteers and growing.

We try to build volunteer capacity with training and a close and efficient accompaniment. For this purposeduring 2009, Regional Encounters, have been organized in order to share resources and work on train-ing aspects. This past year, regional encounters have been held in Andalucía, Canarias, Levante and Galicia,focused mainly on the new “City Planet” campaign. In addition, during 2009 three delegation members’encounter have been organized in February, May and November to work on operations, strategy and train-ing of each line of action with special attention to Communication, Campaigns and Members and Educationpolicies. Relations with public administrations and volunteer cycles have also been discussed. This year, 10delegations have held evaluation day sessions on work carried out.

This year, the 9th National Encounter was held, bringing together Entreculturas’ human team. We alsoorganized the 9th Conference Course on Africa at the Fonseca Centre in A Coruña and the 5th editionof Cooperation courses organized by the Malaga Delegation at Malaga University. We have also par-ticipated during 2009 in 20 local and autonomic NGO coordinators, of which we sit in the board of direc-tors of four of them. Since 2009 we are members of the Cooperation Council of the Andalucía regionalgovernment.

“Our strategies are simple. We pay special attention to the media trying to establish close linkswith local journalists. We also benefit from the “loudspeaker effect” of social spaces such asexhibition halls, schools, town halls and even dancing schools. We always try to involve people inour projects. RELEVANT HIGHLIGHTS

During 2009 Las Palmas Delegation was reactivated; Extremadura delegation was relaunched, Granadadelegation was created and many new volunteers joined several delegations such as Murcia, Madrid andAsturias. In addition, 22 delegations have participated in the Global Campaign for Education, GCE.

January

Volpa Programme participants, (long duration volunteer programme), in Zaragoza, Sevilla, Madrid,Valencia, Valladolid and Las Palmas, attended an encounter in which they shared motivationsand attitudes regarding their solidarity experience.

The second training module, open to all, “Getting Close to the South” took place in January, regarding thesocial, cultural, political and economic aspects of the South.

February

The Asturias Delegation organized the conference “Liberia, a new opportunity. Accompanying thereturn home”, where Alberto Plaza brought us close to the work of the Jesuit Refugee Service in thecountry.

The event was held on February 16th in Oviedo and on the 17th in Gijón. “Education for peace and develop-ment is essential for the community to lead the new opportunity which arises after the war” according toAlberto Plaza.

March

The Tenerife Delegation worked for the younger population, organizing the 1st Intercultural MusicFestival, at the end of March, under the title “The Three Shores”.

The name intended to be the symbol of bringing together three worlds, three continents: the American, theEuropean and the African shores, in reference to the work carried out by the Delegation on cooperation fordevelopment in the three continents.

The objective was to bring the work close through the music. Three musical groups participated in order togive voice to all those who are silenced.

The Córdoba Delegation held a solidarity market sale from April 17 to 19 in the San HipólitoCultural Centre with the occasion of Solidarity Sunday on April 19th, in order to support teachertraining in Rwanda and the Democratic Republic of Congo, with the attendance of many people, includ-ing local press and television coverage.

May

The A Coruña Delegation held the 9th Cycle of Conferences on Africa. This edition focused on theAfrican reality through personal testimonies and the report “Democratic Control Management for the South-ern Border” in which democratic control of borders is demanded to the European Parliament.

June

The Valladolid Entreculturas Delegation organized for the fifth year running its traditional Groupsfor Education Festival, on June 17th.

This activity aims to show not only the Delegation's work but also to point out, people, associations andcentres working for education. In order to reach a growing diversity of attendants, it is held in different CivicCentres.

July

The Madrid Delegation participated in the University of Alcalá Summer Course 2009, “MillenniumDevelopment Goals: a critical and committed vision from the University”, held on June 30 and July1 and 2. The course was targeted to promote solidarity in the University towards the people and countriesof the South, to report on North-South relations and to train cooperation students.

August

Volunteers of the Vigo and Elche Delegations participated during the month of August in theprogramme “Southern Experience” in Fe y Alegría Nicaragua.

Living with and helping Fe y Alegría during this month, these volunteers have been able to visualize faces ofour partners in Nicaragua and experimented all the difficulties and opportunities they come across in theirdaily work.

The Málaga Delegation held an exhibition in a shopping mall, with photographs and posters toshow the difficulties of having access to a quality education.

Several leisure workshops were carried out, giving out balloons, volunteers acting as clowns, all around thesubject of the difficulty in access to education in countries with conflicts.

October

The Zaragoza Delegation has participated, for another year, in the General Exhibition Fair of thecity, held during the festivities of Our Lady of Pilar.

This fair includes food, transport, leisure and tourism pavilions and is a unique place to contact people whoare not usually familiar with NGO work.

This year we organized several leisure cooperation workshops and an exhibition of the Spanish free skatechampion.

November

The Santiago de Compostela Delegation invited, on November 14, primary and secondary schoolteachers from the city and surrounding areas to report, over a coffee, on work carried out byEntreculturas.

Among other things, teachers were shown the “City Planet” campaign and several education projects inaddition to available education materials.

December

The Rioja Delegation organized a Solidarity Children’s Theatre. The parents theatre group, DoubleSession, played “Simbad Mar y Nero” by Antonio de Benito on December 19th, in the Gonzalode Berceo Hall in Logroño.

This company, made up of twenty people, acted free of charge in order to finance Delegation projects andto increase Entreculturas presence in La Rioja.

SOURCES OF FUNDS

During 2009, Entreculturas has received a total of 22,090,769 Euros which represents a decreaseof 5% compared to the previous year.

In terms of where these funds come from, Entreculturas has maintained a balanced distribution betweenprivate and public sources since 2004.

It is important to point out the relevant increase of funds coming from regional and local governments thatsince 2008 have exceeded 6 million Euros per annum.

Finally it is worth mentioning that out of the funds coming from the central government, which amount to5,209,488 Euros, the bulk comes from the AECID which in 2009 applied 4,851,595 Euros to our projects.Total revenues

USE OF FUNDS

The total amount of funds dedicated to cooperation dur-ing 2009 has amounted to 18,789,764 Euros, which im-plies 85% of the total.

On the other hand, convinced that we must act on the causeswhich are the origin of the global inequality, at Entreculturas wehave dedicated 1.6 million Euros to awareness raising and pub-lic advocacy which implies 7.3% of the total.

The total amount of funds allotted to fundraising and adminis-tration (1,684,468 Euros), are 7.7% of the total, which allows usto ensure an efficient and lean management.

AUDIT AND TRANSPARENCY

Transparency is key in order to be trusted by society. At Entreculturas we submit ourmanagement to external controls such as evaluations by Fundación Lealtad and by the code ofconduct follow up commission of the Spanish DNGO Coordinator.

Likewise we encourage our members and donors, collaborators and volunteers to activelyparticipate in the development of our organization. For this purpose we establish channels ofcommunication and participation at different levels.

The 2009 annual accounts have been audited by BDO Audiberia. We have received aclean opinion in all aspects. We therefore consider that these reports ensure that our accountsreflect clearly the situation of Entreculturas and its economic results.
