4. Triumphs and Trials – Chesapeake Gary Walton will present lessons learned through the construction of Chesapeake’s traffic operations center. 5. RCTO Performance Measures The first six-month set of performance measures has been prepared for RCTO based on the three quantifiable objectives in the RCTO Resource Document. Kris Gilbert, VDOT, will present the performance values. Recommended Action: Provide feedback to VDOT on RCTO performance measurement. 6. Work Area Protection Manual – Revisions VDOT is revising the draft version of the Work Area Protection Manual (WAPM), scheduled to be adopted and implemented in 2011. David Rush, VDOT Work Zone Safety Program Manager, will present the draft changes to the manual and request comments. Recommended Action: Provide comments to VDOT on draft Work Area Protection Manual. 7. Traffic Count Database System – Proposed Regional System MS2, the supplier of the traffic count database system used by Virginia Beach, is proposing a centralized regional web-based count database system for Hampton Roads. Lev Wood of MS2 will present (via speakerphone and web conferencing) a demo of the software and proposal. 8. Signal Pre-emption for Emergency Vehicles – Regional Treatment At the October HRTO meeting, the issue was raised of locking existing Opticom systems thereby requiring vehicles to have a code to activate pre-emption. Frank Hickman will lead a discussion of the pros, cons, and consequences of such locking. 9. Old Business/New Business 10. FYI The September and October newsletters of Virginia Beach’s TMC are attached. Attachments 10-A and 10-B 11. Chair Transition The current HRTO Chair, Robert Lewis, will hand over chairmanship to new Chair.

• Triumphs and Trials – Newport News PhotoSAFE Jackie Kassel and Randy Cooper presented lessons learned through the implementation of a red light camera enforcement program named PhotoSAFE. o The program has just been installed and made functional this year. o PhotoSAFE was installed as a result of requests by police and citizens. o The number of intersections allowed is based on population at a rate of one intersection per 10,000 persons. Currently in Newport News, 18 intersections are allowed and three are installed and functioning. VDOT approves all locations. o VDOT has a template available that can be used for the study. This helps with determining what criteria to consider. o When researching which intersections to choose, temporary cameras were set up to study violations. o At each of the three intersections, two approaches were chosen to concentrate on. o Three possible firms were interviewed to find who would do the installation. The final decision was to use the same company Virginia Beach used for their program. o In order to save on money and traffic interruptions, loops were installed while the roads were being milled for resurfacing. Loops are the most reliable method to use for finding violations. o The system was installed by hooking up to existing wires in the signal cabinet. o Fortunately, there was enough conduit in place already to avoid any further boring.

o Communications are handled by Cox and Verizon internet connections, which are constantly downloading data. o Charges are applied as a lump sum per month for a single intersection. o A few problems were encountered during the 30 day test period. Some of the equipment was malfunctioning which caused the City to have to stop and then restart the 30 day test. o The City of Newport News logs into their website to view videos/photos of violations. They are archived according to state law. o If violations are not processed within ten days of the occurrence, they are thrown out of the system. o The indicator speed (speed that indicates a violation) has been adjusted for lanes that allow a right turn on red. o By having video of the red light running occurrence as well as photos, people viewing the video have the ability to check for extenuating circumstances. o There is a process for disputing the charge, e.g. in cases of the car being driven by someone besides the registered owner. o If someone driving a City vehicle runs a red light, the violation is removed from the system and handled as a Human Resources issue. o Currently, the system is too new to evaluate monthly statistics. o If a citizen runs a light, receives notice, and yet refuses to pay, Redflex can go after the money via a collection agency. In some instances there are people that are impossible to track down. o The program that Newport News put into effect very closely mirrors that of Virginia Beach. The law enforcement officers of these municipalities speak to each other regularly. o Having the support of the police department is crucial and allows the program to run properly.

• RCTO Performance Measures The first six-month set of performance measures has been prepared for RCTO based on the three quantifiable objectives in the RCTO Resource Document. Kris Gilbert from VDOT attempted to present the performance values, however due to technological incompatibilities, her presentation was moved to the December HRTO meeting.

• Bridge Deck Temperature Probes Marty Wilson presented Hampton’s experience with bridge deck temperature probes. o Hampton had an event in the middle of February, 2008 that caused wet, icy pavement. As a result of the incident, the City was requested to put a system in place to measure the temperature of the road and bridges. o At this time, four locations have been identified and are monitored for temperature and humidity. o The data acquired is kept indefinitely. o At this time, this information is not tied to advance message signs, but it is possible in the future. o The intention is to eventually publish the information on a website for public access. o The information is shared with school transportation systems if they log into the City of Hampton system. o VDOT uses some of this technology in the western part of Virginia.

• Old and New Business

o The City of Virginia Beach is beginning to work on signal pre-emption for emergency vehicles. Have any decisions been made concerning how to handle this as a region? The suggestion was made to add this concern to the agenda in December. The suggestion was also made to possibly schedule an extra meeting with the fire chief to discuss this problem. Concerns:

• The Peninsula cities are currently using Opticom. Right now, all vehicles move freely through all locations as no one has locked their system. If all vehicles were coded, outside vehicles would not have the code to move through the location. • If a system is created, who becomes the clearinghouse for all data and how is it maintained?

• If inputting individual codes creates a problem where vehicles suddenly have no access, there is no funding to fix this problem. Attachment 2

• A possible temporary solution is for 999 to remain a generic code for now. o Rob Case asked if anyone is submitting lane closures to VDOT.

Martin Wilson stated that often lane closures are not known until one to two days ahead of time. He asked whether these should still be submitted?

• Rob Case stated that they should still be submitted. o Rob Case asked if the committee had been fully briefed on the TTAC action concerning the Route 58 lane reversal.

Robert Lewis reported that although money is scarce for roadway construction right now, the lane reversal is an essential part of emergency preparedness. He said that RSTP money may be available for use, up to one million dollars, in order to get the engineering studies completed. Robert Case said that it may be several years, however, before the initial project for which this money has been earmarked is completed and we know if there is indeed money left for the 58 lane reversal project.

o Steve Kopczynski sent a letter to the state concerning the impact of hurricane evacuation on his county’s resources. He has gotten a response from Michael Kline stating that he (Mr. Kline) met with his staff about the issue and they are making progress, including a formal resource request. o Dan Rydzewski announced his City is about to undergo light brigade training. If people from other municipalities are interested, please contact him. CMAQ funds can be used for this training. If enough people are interested, it is possible to get two trainers.

• FYI

I. Signal Retiming Accomplished/Installed/Verified

This topic involves the resolving signal timing issues at certain intersections based on citizen

suggestions and staff observations.

1. Indian River Road and Founder’s Inn

2. Rosemont Road and Buckner Boulevard

3. Wesleyan Drive and Diamond Springs Road

4. Dam Neck Road and London Bridge Road

5. Princess Anne Road and Tuscany Drive

II. Transportation Communications Network Construction (Fiber Project)

Once completed, this project will expand the City’s traffic signal network by installing 92 miles of fiber

optic cable, adding 39 closed circuit television cameras at high traffic intersections, adding vehicle

video detection equipment at 100 intersections and installing Emergency Vehicle Pre-emption at 26

critical intersections. Together, this will provide a 1 Gig Ethernet backbone that connects everything

back to the Traffic Management Center

a. Signal Integrator Project (Overall Construction Progress is 95% Complete)

- The overall project is nearing completion. A preliminary final inspection has been

completed and a punch list has been generated.

- Installation of the 10 cube video wall is progressing and should be completed by mid-

October 2010

III. Significant Meeting Hosted or Attended

1. September 21, 2010 – Distracted Drivers Summit in Washington, D.C.

Attended the second annual Distracted Drivers Summit at the Renaissance Hotel in downtown

Washington,D.C.. We represented APWA, which received an invitation to the summit from

Secretary of Transportation Ray LaHood. (photos attached)

IV. Systems Maintenance Issues

This topic addresses the resolution of traffic detection issues noted in citizen suggestions and staff

observations at noted intersections. It also addresses significant traffic signal network maintenance

issues.

USDOT Distracted Driving Summit

Renaissance Hotel Downtown

Washington DC

September 21, 2010

APWA received an invitation from the U.S. Transportation

Secretary Ray LaHood to participate in the summit. The

focus of the summit was to discuss ways to reduce the

number of crashes and fatalities due to distracted driving.

One of Secretary LaHood’s primary goals in implementing

President Obama’s priorities for transportation includes

safety across all modes of transportation. Public Works

plays an important part through our traditional role of

designing and constructing safer roads. In addition, Public

Works has a developing role in incorporating intelligent

transportation technologies into our roadway infrastructure.

Vehicle-to-vehicle and vehicle-to-infrastructure

communications efforts pioneered by USDOT will require a

strong Public Works effort to assist in project rollout to the motoring public.

I. Signal Retiming Accomplished/Installed/Verified

This topic involves the resolving signal timing issues at certain intersections based on citizen

suggestions and staff observations.

1. Dam Neck Road and Holland Road

2. Holland Road and Princess Anne Road

3. Virginia Beach Boulevard and Independence Boulevard

4. Witch Duck Road and Cleveland Street

5. Pacific Avenue and 30th

St and 32nd

II. Transportation Communications Network Construction (Fiber Project)

Once completed, this project will expand the City’s traffic signal network by installing 92 miles of fiber

optic cable, adding 39 closed circuit television cameras at high traffic intersections, adding vehicle

video detection equipment at 100 intersections and installing Emergency Vehicle Pre-emption at 26

critical intersections. Together, this will provide a 1 Gig Ethernet backbone that connects everything

back to the Traffic Management Center

a. Signal Integrator Project (Overall Construction Progress is 97% Complete)

- The overall project is nearing completion. A preliminary final inspection has been

completed and a punch list has been generated.

- Installation of the 10 cube video wall and Conference Room monitors are completed;

systems testing should be completed by mid-November 2010

III. Significant Meeting Hosted or Attended

1. October 8, 2010 – City of Virginia Beach Minority Business Commission.

Attended the meeting and gave a presentation to the Commission on the Intelligent

Transportation System. The meeting was also attended by City Staff and interested contractors.

2. October 12, 2010 – Hampton Roads Transportation Operation (HRTO)Group

Hosted the bi-monthly meeting of regional ITS supporters at the City of Virginia Beach Traffic

Management Center. This meeting is attended by MPO staff, local municipalities, and

interested citizens.

IV. Systems Maintenance Issues

This topic addresses the resolution of traffic detection issues noted in citizen suggestions and staff

observations at noted intersections. It also addresses significant traffic signal network maintenance

issues.
